Several years ago, residents of Russia had the opportunity to obtain a passport not only at the branches of the Federal Migration Service (the current Main Directorate for Migration Affairs of the Ministry of Internal Affairs), but also at the multifunctional centers of the MFC.
The innovation turned out to be very convenient - MFCs are open daily and have an electronic queue. Now Russians don’t have to stand in queues, as they did before.

About the passport of a citizen of the Russian Federation
A passport is the main document identifying a citizen. The obligation to receive it rests with persons who have reached the age of fourteen and have a permanent place of residence in Russia.

The issuance of passports is included in the competence of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. Previously, this responsibility was assigned to the FMS, but in 2021 this structure was abolished. Multifunctional centers act as intermediaries between citizens and the Ministry of Internal Affairs.

The amount of the state fee depends on the reason for replacing the document. If you plan to obtain a passport at the age of 14, 20 and 45, the state fee will be 300 rubles. If your passport is lost or damaged, it will be 1,500 rubles. In addition, 1,500 rubles must be paid when replacing a document due to a change of surname or a serious change in appearance.
The state duty is paid by all citizens of the Russian Federation, except for minor orphans.
You can pay the state fee at Sberbank (both in branches and at ATMs), the State Services Portal, at payment terminals or branches of other banks (additional commissions are possible there). When paying, it is important to indicate “Payment of state duty” in the purpose of payment.
Instructions and documents for replacing a passport through the MFC
A personal visit to the MFC is a quick and easy way to exchange a passport. Pre-registration is available in all branches, but appointments are also possible on a first-come, first-served basis using an electronic voucher. The same procedure applies to the flagship multifunctional centers in Moscow, which are opened at large transport interchange points (for example, MIBC Moscow City).
The first thing you need to do when applying is to receive and fill out an application form for a replacement passport (form No. 1-P - the form and sample form are presented on our website). Please note that all data entered by hand must be neat and legible. Only black paste can be used.
The application consists of 18 points, including “Marital status”, “Place of residence”, “Place of stay”, “Grounds for issuance (replacement)”, etc. The use of unofficial abbreviations and abbreviations, as well as corrections, strikethroughs of text and other erasures is prohibited.
The completed application is accompanied by the following set of documents that are required to replace the passport:
- old passport;
- birth certificate;
- foreign passport (if available);
- marriage certificate (if available);
- divorce certificate (if available);
- birth certificates of children under 14 years of age (if available);
- military registration documents (if available);
- two photographs 3.5 x 4.5 cm with a clear image of the face (black/white or color - detailed requirements for the photo are specified in the appendices to the article);
- a receipt confirming payment of the state duty.
Note! This is the entire package of documentation required for replacement at the MFC in person. Employees do not have the right to demand the presentation of additional certificates, extracts and certificates.
The application and a complete set of documents must be handed over to the center employee. If you have questions about filling out the form and paying the fee, you can always contact the consultant working in the MFC hall.
After receiving the documents, you will be given an extract. It contains a list of accepted documentation, since originals are submitted, as well as the date of their acceptance. When you come to collect your passport, it will need to be returned to the employee.
What documents are needed
To receive any service, you need to prepare a certain package of documents. Passport details are required for registration.
The rest of the documentation differs in a variety of situations. For example, if ownership of an apartment is registered, then a sales contract, an extract from the Unified State Register of Real Estate, an application and a receipt for payment of the duty are prepared.
Cost of obtaining a new passport
To replace your passport, you must pay a state fee. Its amount and payment procedure are determined by Art. 333.33 Tax Code of the Russian Federation:

You can pay the fee at the MFC branch using one of the self-service terminals. Another option is to pay through the Sberbank.Online service or at one of the banks. To do this, you need to enter the transfer details, which can be obtained from the MFC.
Reasons and rules for filing complaints
MFC employees do not always have sufficient competence and responsibility, so sometimes citizens encounter rudeness, violation of rights or other unpleasant events. Therefore, they have the right to file a complaint if they received poor quality service.
Any citizen can make an application if there are compelling reasons. This is often due to the following situations:
- violation of the deadlines within which documents must be processed;
- refusal to accept papers without good reason;
- unreasonable demands on the applicant or papers;
- rude behavior of specialists;
- obscene language used towards visitors;
- other violations.
Attention! A complaint is allowed to be filed not only on the day of the violation of citizens’ rights, but also several days later, but it is advisable to complete the process within three days.
You can complain about unlawful actions of MFC employees in the following ways:
- call the organization's hotline;
- visiting the office with drawing up an official appeal;
- filing an application with the prosecutor's office, and during the preparation of the complaint, all violations by the employee of the institution are listed;
- going to court to defend one’s own rights and interests.
It is recommended that you initially contact the head of the MFC branch to try to resolve the issue amicably. A negligent employee is subject to disciplinary action. But if the director of the organization refuses to take measures against the violating employee, then it is advisable to use the help of the prosecutor’s office or the court.
When drawing up a complaint, the date of occurrence of the unpleasant situation is indicated, as well as the name of the employee who violated the rights or interests of the applicant. The main nuances of the conflict that have arisen are given. It is recommended to involve witnesses to the incident, and you can also attach audio recordings or videos. It is advisable at the end to indicate the need to receive an official response containing management’s reaction to the employee’s behavior.
Some government services can be obtained at any MFC branch, regardless of your place of registration. To do this, you must first make an appointment and also prepare the necessary package of documents. The organization’s services are free, so only a fee is paid, depending on the service chosen.

Deadlines for passport exchange at the MFC
Exchange at the MFC at the place of permanent registration is carried out within 10 days, temporary - 30 days. Please note that this period may increase by 2-3 days. This is due to the fact that the MFC does not issue passports: it accepts the application and documents, and then sends them to the Main Migration Department of the Ministry of Internal Affairs.
Note! If you are offered registration within a shorter period of time: 2, 5 or 7 days, treat this with caution. Most likely, you have encountered fraud.
What is a multifunctional center
Multifunctional centers are government institutions that perform the function of interaction between citizens and authorities - municipal, regional or federal. This is, first of all, the reception and issuance of various kinds of documents, informing about innovations, and processing data related to the receipt of services.
Until February 1, 2021, to the question of whether it was possible to get a passport at the MFC, the answer was unequivocal - no. Now it has become possible: you will receive it if you submit documents there.
Other ways to change a document
If you do not want to visit the MFC to replace your passport upon turning 20 or 45 years old, or when it becomes unusable, you can use alternative ways to obtain it:
- Through the territorial division of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia . You must contact the branch located in your area. Pre-registration is not required, admission is carried out either using electronic coupons or on a first-come, first-served basis. You must have a complete set of the above documents with you.
- Through the State Services portal online (gosuslugi.ru). Log in to your personal account and go to the “Passport of a citizen of the Russian Federation” section. Fill out the electronic application and wait for it to be verified. Then pay the state fee and visit the Main Department of Migration Department of the Ministry of Internal Affairs to personally transfer the documentation.
If you are 20 or 45 years old, but more than 30 days have passed since then, you will only be able to change your passport through the Main Migration Department of the Ministry of Internal Affairs.
Stages of registration
Registration and receipt of a passport for a child at the age of 14 through the MFC requires an initial registration in the electronic queue for an appointment.
This can be done in two ways:
- come to the nearest branch of the MFC with a package of documents and receive a coupon through a special terminal; if necessary, the center’s staff will provide assistance;
- If you don’t have the time or opportunity to stand in line, you can make an appointment online on the MFC website itself.
If everything is clear with a personal visit to the MFC, then an electronic recording may raise a number of questions. Step-by-step instructions will help you navigate.
- Initially, you should go to the State Services portal and register on it. You will need to fill in the fields (last name, first name, phone number, email address). An SMS will be sent to your phone with a password, which you will need to enter and thereby activate your account. Re-authorize using the “Login” button.
- Before entering the website of the required multifunctional center, enter the MFC in the browser and follow the first link. Then you need to log in: click on “Login” and use the entry from the State Services portal.
- After logging in, click on the “Make an Appointment” button. To make it easier to choose, the page provides a map of all centers in the region. Choose the one that is most convenient for you to submit documents to.
- Indicate the purpose of the visit “Individual, submit documents.” If there is no such item, choose another MFC, since the one you initially selected does not provide such services. Proceed to the next step by clicking Continue.
- The program will display all free visiting days. First click on the appropriate field and then “Continue”.
- Select a time and click on “Continue” again.
- Enter your mobile number and you will receive an SMS confirming your appointment.
After the entire procedure, print out the coupon, since a child can apply for and receive a Russian passport at the age of 14 at the MFC only upon presentation of this coupon. To do this, open the “Application” section in your “Personal Account” and you will see the Ticket.pdf file, download it and print it.
At the time indicated in the entry, you must appear at the MFC with all the documents and a printed coupon for the registration procedure.
Required documents
We found out how to make an appointment, now a little about what documents are needed to obtain a passport at the age of 14 at the MFC.
Collecting them will not cause difficulties, since the list is quite standard:
- application for a passport (form No. 1-P). You can fill it out directly on the spot or in advance, for which you need to enter data into the electronic version of the form and then print it out;
- birth certificate;

- certificate of citizenship - required if there is no insert or;
- 2 photographs 35×45 mm;
- receipt of payment of state duty.

A little about photography
As indicated in the list of documents, you need to have two passport photos with you - whether for the MFC, the passport office or another institution where you decide to issue it - this, in principle, does not matter. Please note that the passport recipient is free to choose the color of the photo (black and white or color), but its size is clearly defined - 35 by 45 mm. You cannot be photographed wearing sunglasses or hats (unless this conflicts with religious views).
Sometimes, in the hustle and bustle of everyday work and home problems, there is a possibility of forgetting some of the documents, including a photograph; also, the existing list may not meet the necessary criteria. Therefore, the question of whether it is possible to take a passport photograph at the MFC is not an idle one; and it’s good that the answer is positive. This is very convenient, since there is no need to look for a photo studio and the photo will exactly meet the specified requirements. It is worth remembering: if the photographing service is included in the document submission procedure, it is better to come to the MFC early, otherwise you may miss the line and have to start all over again.

Payment of state duty
For the issuance of a passport (it does not matter in which institution it will be issued) you will need to pay a state fee, the amount of which is 300 rubles. A check confirming its payment must be attached to the list of documents.
You can pay the state fee at the MFC itself, at a Sberbank branch or through a terminal that supports this service, as well as through the State Services portal: in the latter case, you just need to print a receipt from your personal account.

The MFC employee who accepts the package of documents will inform you about the deadline for obtaining a passport. When receiving a passport for the first time, that is, after a Russian citizen reaches his 14th birthday, the processing time for the document will be only 10 calendar days.

It is worth paying attention: the above production time is relevant only if an application is submitted to the MFC or the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of residence.
If the passport production period is delayed, the citizen has the right to contact the department of the Main Department of Migration of the Ministry of Internal Affairs at the place of residence with an application for the issuance of a temporary identity card. Selected features of replacing a Russian passport at the MFC
When planning to change your passport, it is important to take into account the nuances and features that are associated with some special cases. We recommend reviewing them in advance to avoid possible difficulties and refusal.
Indication of required marks
Marks on marital status, registration address, military service are made on the basis of the old passport, as well as the provided list of documents. The main ones are: a child’s birth certificate, marriage certificate, military ID, etc. Placing marks that are not contained in Government Decree No. 828 of 1997 is a reason for declaring the passport invalid.
Exchange due to damage
Every Russian citizen is obliged to carefully keep his passport. If it is damaged, you must contact the MFC, Main Department of Migration Affairs of the Ministry of Internal Affairs, or use the State Services portal within 30 days to fill out an application for its exchange.
A document is considered unusable if:
- On its pages there are extraneous inscriptions, signatures and marks not provided for by law;
- The main seal, number and series or other markings on the pages cannot be recognized due to severe wear;
- There are mechanical damages, including small stains, wetness, etc.
Replacing a passport when changing a surname
Changing your last name upon marriage or for other reasons is the basis for the mandatory replacement of your general passport. The state fee in this case will be 300 rubles. The general order of exchange is maintained.
Where to contact
There are three options:
- contact the migration division of the Ministry of Internal Affairs ;
- apply for a passport through “My Documents” (MFC) ;
- submit an application through State Services .
For 2021, applications through the State Services website are not accepted in case of obtaining a passport upon reaching 14 years of age and upon acquiring Russian citizenship. Such applicants need to contact only the Ministry of Internal Affairs or the MFC.
State duty amount
300 rubles for the service . Exceptions are situations where the passport has been damaged (for example, torn, spilled with a drink), stolen, or lost. In these cases, the state duty will be many times higher - 1,500 rubles .
Responsibility for missing the deadline for passport exchange
The first thing that is important to know is liability for violating exchange deadlines. If within 30 days from the date of turning 20 or 45 years old, a citizen does not apply for a passport, he will be subject to administrative liability in the form of a fine (Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation).
Its size varies from 2,000 to 3,000 rubles. However, for residents of Moscow and St. Petersburg, a higher fine is established, the amount of which ranges from 3,000 to 5,000 rubles. taking into account the “duration” of the delay.
Services only at the place of registration
What services can be obtained only at the place of registration? This applies to the registration of regional relaxations or benefits. They are assigned by the local administration, so they can only be obtained in the region of residence.
If a citizen is temporarily registered in the capital, although registered in St. Petersburg, then in order to receive regional child benefits he has to go home. The same applies to receiving unemployment benefits or other similar services.
Results of service provision at the MFC
After 10 or 30 days, you will need to personally go to the multifunctional center office to pick up your completed passport. Sending it by mail or receiving it through a representative acting under a notarized power of attorney is impossible!
In 3 out of 10 cases, citizens are refused a replacement. You have the right to clarify the reasons for the refusal and re-apply for the document after they have been eliminated. Among the most common reasons:
- incorrect filling out of the application,
- entering false information,
- providing an incomplete list of documents,
- personal photographs do not meet the established requirements,
- lack of signature on the application,
- payment of state duty is not in full.
If you are convinced that the reason for refusing to replace your passport is unlawful, you must appeal the actions of the employees of the multifunctional center or the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (depending on which structure made the decision).
