Cadastral passports no longer exist, you cannot order them! The instructions below are not relevant! Why? A cadastral passport is an extract that contains information about real estate from the State Property Committee (State Real Estate Cadastre). In January 2017, the State Property Committee was abolished and merged with the Unified State Register into a new resource - the Unified State Register of Real Estate (USRRN). All data from the State Property Committee was transferred to the Unified State Register. Therefore, instead of cadastral passports, from January 1, Rosreestr began issuing extracts from the Unified State Register of Real Estate. Any person, not even a citizen of the Russian Federation, could order and receive a cadastral passport, both for his own apartment and for someone else’s.

Why did you need a cadastral passport before?

A cadastral passport is a document that contains information about the property. It had a state-approved form and several degrees of protection.

A cadastral passport was needed for the following real estate transactions:

  • Change of owner of housing as a result of a purchase and sale transaction, exchange, donation, rent.
  • Transferring an apartment as an inheritance.
  • Registration of ownership rights under a shared construction agreement.
  • Sale of shares of real estate: so that the notary can correctly determine the footage of the property, year of construction, estimated value, cadastral value.
  • Registration of an apartment as collateral in a bank.
  • Obtaining a home mortgage.
  • Official hiring process.
  • Forced deregistration of a person.
  • Registration of redevelopment.
  • Reconciliation with the technical passport to identify illegal redevelopment or reconstruction.

Also, a cadastral passport could be requested when applying for housing insurance or going through bankruptcy proceedings.

With the help of a cadastral passport it was possible (and this remains the case now) to prove ownership of housing. For example, if other title documents were destroyed and only the cadastral passport remained, then on its basis it was possible to obtain new identification papers.

How and where to get a cadastral passport: step-by-step instructions

The procedure for obtaining an extract from the State Cadastre is similar to the preparation of other important papers:

  • contacting the necessary authority;
  • payment of state duty;
  • provision of a package of necessary documents from the owner;
  • waiting for readiness;
  • receiving the document in hand.

Let's take a closer look at the process of obtaining an extract from the State Cadastre and the government agencies that perform this function.

Cadastral passport for an apartment: where to get it

Contacting the local branch of Rosreestr is the option that first comes to mind if you need to obtain information on real estate and an extract. A visit to these government agencies allows you to obtain the necessary information from the State Cadastre as conveniently and comfortably as possible. The advantages of contacting Rosreestr are:

  • speed of consideration of the request and generation of the required document;
  • lack of queues (explained by the core activities of government institutions);
  • the opportunity to fill out the missing documents on the spot to obtain a cadastral passport for the apartment (read on what documents are needed).

The only drawback is the need to apply only on weekdays and at a certain time (Monday-Friday, from 9 a.m. to 6 p.m.). This schedule is not always convenient for the working population.

Where to get a cadastral passport for an apartment: alternative options

In 2021, citizens who want to receive the necessary paper with information from the state cadastre have several alternative options available:

  1. Obtaining a cadastral passport for an apartment at the MFC. They also work on Saturdays. But since MFC employees issue not only extracts from the State Cadastre for apartments, but also provide a wide range of public services, you will have to wait your turn.
  2. Registration of the document on the Rosreestr website. Allows you to receive the necessary services around the clock, without weekends and holidays.
  3. Cadastral passport for an apartment through State Services. To receive services online, you will need to register and identify yourself (at MFC branches).

How to obtain a cadastral passport for an apartment

For each of the available methods of obtaining an extract from the State Cadastre for an apartment, there is its own algorithm of actions:

  1. In a government agency. Citizens must first prepare a complete package of documents and also pay a state fee. A responsible employee of the MFC or Rosreestr will help you fill out the application for an extract.
  2. Through the Internet. You will need to fill out the online application form yourself, enter the details of the available documents, and also pay the fee in any convenient way (transfer from a card, electronic money, etc.). You must select the document format to receive (hard copy or electronic version). After the application has been verified and the requested document is ready, the applicant will receive a notification by email about the date of receipt of the paper. On the day you receive an extract from the State Cadastre, you will need to have the original documents specified in the online application with you.

To obtain a cadastral passport you need to provide the following package of documents:

What information is indicated in the cadastral passport

The cadastral passport for an apartment contains the following information:

  1. Housing area – general and residential.
  2. Number of storeys.
  3. The purpose of the premises is residential or non-residential.
  4. Number according to inventory.
  5. Cadastral number.
  6. Room type.
  7. Data from the BTI authority.

The cadastral passport for a land plot indicates other information: the boundaries of the land plot, a diagram and drawing of the allotment, general information about the plot, information about encumbrances, if any.

Cadastral passports for housing and land were issued at the MFC or the Cadastral Chamber. It was necessary to write an application, pay a state fee, and in the case of land, also do land surveying with the participation of a cadastral engineer. The cadastral passport was issued within two weeks.

Currently, cadastral passports are not issued. So, if the old document was lost, you will no longer be able to get a new one.

How to decipher the cadastral number?

Each cadastral number is part of a coherent scheme. The numbers limited by the first separator indicate the number of the cadastral district. It can be found in the general list of district codes of the Russian Federation, there are 89 of them.

The second part of the number reflects the cadastral region. Its number also corresponds to the administrative-territorial layout. Municipalities have the same numbers.

The cadastral quarter is indicated in the third part of the number. Typically, certain groups of buildings are separated into such blocks. This could be a series of summer cottages, small settlements, a small number of microdistricts. Anyone can see information about this on the official websites of some municipalities. They are also allowed to be viewed in cadastral division projects.

The personal area number is filled in last. On the division diagram, each house is marked with an exceptional number. In all project documentation you can find the building by this number.

Is a previously issued cadastral passport valid?

According to Federal Law No. 218, cadastral passports issued before 2021 are valid. And starting from 2021, new ones are no longer issued.

But despite the fact that previously issued documents are valid, they will not be accepted as legally significant in notary offices, banks, and other institutions that are related to the execution of real estate transactions.

A cadastral passport can be used as evidence in court proceedings, as one of the auxiliary means in restoring title documents for an apartment. So you can’t call it completely useless.

If the property is not included in the State Register


When researching where to get a cadastral passport, note that when the property is not listed in the state register, registration must begin with registration. The complexity and cost of the procedure depends on the type of property. For example, it is easier to obtain a registration certificate for an apartment than for a house, since the latter will require the involvement of surveyors.

The technical plan is made on the basis of commissioning and a construction permit. It contains a detailed technical description of the object. The period for completing such work is not regulated by law, since it depends on many factors:

  • workload of engineers;
  • complexity of the site configuration;
  • accessibility of the object;
  • other.

When a document is needed urgently, it is recommended that when concluding an agreement with engineers, discuss the issue in advance and note the date of completion of the work in the contract.

What instead of a cadastral passport?

It will not be possible to obtain a new cadastral passport for the apartment. Instead, an extract from the Unified State Register will be issued.

An extract from the Unified State Register of Real Estate is a document that contains data on the parameters of real estate, information about which is included in the Unified State Register of Real Estate.

You can obtain an extract for any property within the Russian Federation. Any citizen of the Russian Federation can order it, even if he is not the owner of the requested object.

The validity period of the statement is unlimited. But, if a document is needed to complete a real estate transaction, then its validity period should be no more than 30 days.

Registration of an extract from the Unified State Register of Real Estate

Nowadays, there are more and more opportunities for paperwork. This extract is no exception. To receive it, you can choose one of the options:

  • Rosreestr;
  • MFC;
  • Rosreestr website;
  • State Services portal;
  • post office.

In all cases, personal application is not necessary. You can issue and receive an extract for a residential building through a representative who will act on your behalf on the basis of a notarized power of attorney.

Regardless of the chosen method of circulation, there is a single list of basic documents.

  • original passport or other identification document;
  • documents for the house (about ownership);
  • statement;
  • receipt of payment of state duty.

What is the difference between the USRN extract and the cadastral passport?

The USRN extract indicates everything related to real estate, which is why it replaces the cadastral passport:

  • Type of object, date of issue of the extract, document number and cadastral number of the apartment, date of assignment of the cadastral number, physical address.
  • Total area of ​​the apartment. The extract will not be divided into residential and non-residential.
  • The name of the object and its purpose.
  • The floor number on which the object is located.
  • Type of living space.
  • Cadastral valuation.
  • Cadastral number of other objects within which the apartment is located. That is, the cadastral number of an apartment building.
  • Information about the assignment of residential premises to a specific type. This only applies to municipal housing.
  • Special notes.
  • Information about who requested and who issued the extract.

There is also a second part of the statement, which contains the following information:

  1. Who is the owner of the property?
  2. Type, number and date of registration of ownership.
  3. Documents on the basis of which ownership rights arose.
  4. Restrictions and encumbrances on the apartment, if any: type of restriction, date of registration in Rosreestr, terms of restriction.

The last section shows the apartment plan according to the technical passport.

Making changes to the apartment passport

It is possible to make changes to the CP, but only if you, as the owner of the property, submit a personal application, and also if these changes have some real justification. Reasons for changing the cadastral passport may include:

  • changing the area of ​​housing or remodeling rooms;
  • changing the name of the street, house number, apartment (as a result, and postal address);
  • change of owner with corresponding transfer of rights;
  • changes in non-address characteristics, etc.

Also, from time to time, errors or inaccurate information are discovered in already issued extracts from the State Tax Committee. For example, it may turn out that the housing identification code or the address indicated in the State Property Tax Code does not correspond to reality.

To make adjustments to the State Real Estate Cadastre, the easiest way is to fill out the online form on the Rosreestr website. The sequence of actions looks like this:

  1. Collect the necessary papers and scan everything to get electronic versions.
  2. Pay the state fee according to the established tariff.
  3. Scan the payment receipt.
  4. Register (if you have not done so before) on the Rosreestr website.
  5. Choose .
  6. Fill out the application form on the website, attach scans of documents and receipts for state fees.
  7. Wait for confirmation that changes have been made.

Where can I get an extract from the Unified State Register of Real Estate and can it be done for free?

EGRN extracts are not issued free of charge. You can obtain an extract online through the Rosreestr website or by personally contacting the MFC.

The deadline for issuing the document is 24 hours if online through Rosreestr. If you need a physical document, then up to 7 working days.

The electronic format of the document will not have the signature and stamp of the issuing institution. Therefore, if you need an extract not for review, but for submission to some authority or for a transaction, you need to order a paper document.

Production time and cost

According to paragraph 9 of Art. 62 Federal Law No. 218 dated July 13, 2015, issuing an extract from the Unified State Register takes no more than 3 working days. 2 days are given to transfer documents from the MFC or process the application via the Internet. In this case, the maximum period for issuing a certificate is 5 working days.

But if you choose the method of receiving it through Russian Post, then you should take into account the delivery time - it can take up to 2 weeks.

As for the cost, to obtain an extract from the Unified State Register, it is necessary to pay a state fee, the amount of which depends on the method of obtaining the document and the type of applicant.

For legal entities:

  • on paper – 2200 rubles;
  • electronic version – 600 rub.

For individuals:

  • on paper – 750 rubles;
  • electronic version – 300 rub.

The size of the state duty is the same for all regions of Russia. You can pay at a bank, a terminal in Rosreestr, MFC, or via the Internet using a bank card or e-wallet.

Technical passport: procedure for obtaining

A technical passport, in essence, is a plan that provides a detailed description of all the parameters of housing. It contains information about the material, the finishing, and the description of the balcony or loggia. Here you can also view the inventory assessment of the residential premises.

Technical documentation is issued during the initial inventory. It is carried out when the apartment is registered with the BTI. All changes to housing, including redevelopment, refurbishment or reconstruction, can only be carried out with the approval of the BTI. Information about them is reflected in this plan. To enter them, secondary and subsequent inventories are carried out. The law establishes that scheduled inspections of the condition of the apartment must be carried out every five years. In reality, this requirement is not always met.

The technical plan has no expiration date. It is the basis for issuing cadastral documentation.

Most homebuyers in new buildings are wondering how to obtain a technical passport for an apartment from the BTI. Many people mistakenly believe that this procedure should be handled by the developer. In fact, the developer is required to obtain a technical plan for the entire building, and not for individual apartments in it. This document is the basis for issuing technical documentation for specific housing.

Engaged in the preparation of BTI passports. All of its services are paid and paid for by the owner.

To obtain the primary document, the owner of the apartment provides the BTI authorities with a package, which includes:

  • application from the owner to conduct an inventory;
  • title documents for housing;
  • receipt for payment for BTI services.

This list is not exhaustive. To draw up and issue the primary document, the BTI authorities inspect the property. You can receive it in a few weeks. It is kept by the owner.

Technical plan for the apartment will be required:

  • for registration of inheritance;
  • to recognize housing as unsafe, since the plan indicates the percentage of wear and tear;
  • to obtain a housing loan;
  • to calculate property taxes.

An example from judicial practice

In an open court session, the case was considered based on a citizen’s claim against the Oryol branch of the BTI for compulsion to commit actions. The applicant indicates that ownership of the apartment was registered on the basis of a purchase and sale agreement, for which a certificate of state registration is provided. Next, a technical passport was issued at the BTI.

The plaintiff decided to sell the property, but it became known that the transaction required a cadastral passport. When contacting Rosreestr for the area where the apartment is located, an extract from the Unified State Register is provided. But it became known that there were errors in the documents. The actual area is 5 square meters less than the declared one. m.

An employee of Rosreestr recommended applying to the BTI to take measurements and provide a new technical passport. But the BTI refused to justify the mistakes made. As a result, the sale of the apartment was disrupted because the client did not want to wait for the process to be completed and chose another option.

The court came to the conclusion that the extract is prepared on the basis of technical information, therefore the BTI is obliged to make the necessary changes within 2 weeks and provide the plaintiff with a document for submission to Rosreestr.

Thus, one of the most important documents for the owner is the cadastral passport. It is necessary for making real estate transactions and in some other cases. It is issued for any building, land plot or apartment. After filling out the appropriate application, the owner is given an extract that includes basic information about the property.
