The BTI technical passport is the main documentation required for approval of redevelopment by the Moscow Housing Inspectorate. The most important thing in it is the apartment plan with an explanation, on the basis of which approval for repairs will be issued. It is very important that the technical passport data matches the real situation in the apartment.
In the article we will tell you what a technical passport for an apartment is, what it looks like, where you can get it, in what cases you need to call a BTI technician at home and when this is not necessary.
What is a technical passport of an apartment?
A registration certificate for an apartment is a document that contains all the information about the building in which the apartment is located, as well as about the apartment itself. It has no legal force and is a primary document with information about the results of the inventory. The technical passport contains:
- house address, inventory number;
- situational plan - the house is marked with an outline on the map;
- floor plan of the apartment - your layout relative to neighboring apartments is shown;
- explication - listing all the rooms in your apartment, including loggias and balconies, closets and dressing rooms;
- detailed description of the apartment - total area and area of individual rooms, ceiling height, description of the loggia or balcony;
- information about the building - year of construction, type of heating, etc.;
- date of the last technical inspection of the apartment.
By law, it is not necessary to regularly update the data in it. But if the apartment has been remodeled or communications have been moved, a window or opening has moved, the floor plan has changed (for example, old pipes have been replaced with new ones), then updating the technical data is necessary.
Today, it is not necessary to have a paper registration certificate on hand to approve repairs. The main thing is that the apartment is registered with the BTI. The Moscow Housing Inspectorate itself will request a technical passport when it begins to consider your application for redevelopment, check that the BTI plan coincides with the data of the redevelopment project, and issue its decision.
How is it formatted?
A cadastral passport is needed in the process of concluding a real estate transaction. It will need to be updated if the site boundary changes or the property is redeveloped. It will also be needed during legal proceedings or changing the address of a real estate property. You can only receive it if your property is registered in the cadastral register.
The classification of buildings or premises can be divided between those assessed on an area basis and those assessed on a unit basis. Most buildings or premises are rated by area. This includes offices and warehouses. The definition of area given in Rule 24 is basically the total square feet of area in the insured premises.
The classification procedures for Area-based classes are broken down into four parts, based on ownership and occupancy, as follows. Buildings or premises owned and entirely occupied by the insured. Classify and rate premises based on occupancy.
Where do you get it? This can be done at the cadastral registration office located closest to the property or at the MFC. In addition, this document can be ordered electronically by visiting the Rosreestr website. Any of such extracts has equal legal force.
The cadastral passport appeared relatively recently - from March 1, 2008 (as well as the boundary plan) on the basis of Federal Law No. 221. Before this, registration was carried out according to the cadastral plan of the site, identifying individual buildings as components.
Buildings or premises owned and partially occupied by the insured. Classify and rate the premises occupied by the insured based on this location. Classify and rate the remainder of the premises in accordance with the risk classification of the relevant landlord only. If 90% or more of the premises are occupied by the insured, classify and value all premises according to the insured's classification.
What information does it contain?

Differences between a technical passport and other documents
You can confuse a technical passport for an apartment with a technical plan or cadastral passport. These are three different documents:
- The technical plan includes technical information about the object, reference to the building and area, and contains a satellite photograph with the location of the object.
- The cadastral passport contains information displayed in the address register, as well as the object number in the unified building registration system.
- The BTI technical passport is a plan indicating the length of each wall in the apartment, listing absolutely all rooms, and the location of utilities.
The technical passport is the primary main document containing comprehensive technical information about any apartment. To register it for an apartment in a new building, you need an architectural plan from the developer . Here's what it looks like:

Why is it necessary?
It plays the most important role in the fate of each property.
Without this document, issued by the Bureau of Technical Inventory, virtually no real estate transactions can be made.
Providing a registration certificate is mandatory when performing the following legal actions:
Real estate registration | in this situation, it acts not only as an important documentary part of the contract, but also as a guarantor of the legal purity of the transaction (the buyer has the opportunity to verify the veracity of the seller’s data about his real estate, to correlate the reliability of oral information about a house or apartment with real technical data) |
Accrual of property | To determine the tax base, the exact value of the total area of property owned by the taxpayer is necessary |
Entry into | If among the documents of your deceased relative or other testator there is no real estate left, before you enter into inheritance rights, you will have to draw up a new technical document by contacting the local BTI office for help |
Registration for an apartment or house | in some cases, property belonging to us needs to be donated to someone (children, grandchildren, close relatives, etc.), but in order to do this you will have to provide a notary or other authorized person with a technical passport for the property |

The list of required documents also includes a technical passport for real estate; without presenting this document, legal registration of your property will be impossible | |
Recognition of ownership of property in | in critical life situations, when you have to prove in court your right to own and use a specific house or apartment, the technical passport is often one of the main arguments in favor of making the right decision |
Decor | on the basis of internal banking regulations and orders, the security services of financial organizations conduct a thorough check of documents provided by potential borrowers; The registration certificate is the main document for the purchased property, since based on data on the area, amenities, number of rooms, etc. a decision is made on the suitability of the proposed property |
The importance of a technical passport cannot be overestimated. It is required even in such trivial situations as receiving or submitting documents for a monthly child care benefit.
Therefore, such a valuable document must be stored appropriately, treated with care and not forget to update the data entered in the technical passport every 5 years.
For example, if you built a house and commissioned it in 2021, then you will have to receive a new registration certificate in 2021.
Where can I order
Since a technical passport is an important technical document, information from which is stored in the archival data of government agencies, it is also created only by a government organization.
The Technical Inventory Bureau specializes in collecting, systematizing, storing and providing the necessary information to the public about various real estate objects located in the territory reporting to the BTI.
The main condition for obtaining a technical passport for a house, land, plot of land, etc. is an inspection of real estate by an employee of the bureau.
Qualified specialists check the compliance of the constructed facility with permitting documentation.

They also take the necessary measurements, etc. in order to create a technical passport for a specific property based on the information received.
What information does it contain?
The legislation of the Russian Federation obliges each owner of real estate to draw up and accordingly take care of the safety of a technical passport for each property.
Typically, this document is first drawn up during the initial inventory of the property.
After a house, apartment or other building is completely ready for use, the owner must take care of obtaining the necessary documents for his property.
It is important to remember that this responsibility, both legally and financially, falls entirely on the shoulders of the owner of the real estate.
The first technical data sheet contains the following information:
premises | is a specific drawing of a separate floor (in the case of multi-story buildings) and the room itself, it displays all existing walls, partitions, window doorways, balconies, loggias, etc. |
Object area | an important indicator when calculating the number of square meters per family member, if the buyers of a house or apartment are participants in government programs to improve the living conditions of Russians at the expense of the state budget |
Characteristics of the foundation and floors | these technical data are the basis of the entire house, therefore, having reliable information, it is possible to determine how durable and strong a particular structure is, and whether any serious redevelopment is available to the owner (for example, adding another floor, etc.) |
apartments | when carrying out various real estate transactions, the size or total amount of certain services is calculated as a percentage of the value of real estate; in such situations, the inventory value is taken as a basis as it is more humane and closer to reality |
Date of construction | an integral part of the technical passport, since subsequent mandatory inventories are determined based on the year of completion of construction work on the property |
Date of last major overhaul | reflection of such a fact in the registration certificate allows potential buyers to make their choice based on real data (for example, a major renovation has recently been carried out in the house you like, this means that you will not have to invest additional money in the purchased apartment or house) |
The technical passport of any real estate property displays all the necessary information.
It allows buyers or anyone interested to immediately understand what it is, how the property matches the description, whether it is suitable for you, whether the asking price is realistic, etc.
Registration certificate for an apartment in a new building
Obtaining a technical passport for an apartment in a new building is the responsibility of the owner. The developer himself rarely registers the house with the BTI; he only registers the new building with the cadastral register.
To carry out an initial inventory and obtain a technical passport for an apartment you need:
- obtain from the developer an architectural plan according to which the house was built;
- pay the state fee and call a BTI technician to take measurements and compare your apartment with the architectural plan data;
- get a BTI plan.
The first difficulty is that when visiting the apartment, the technician may not find some walls that are in the document from the developer. This threatens the appearance of “red lines” in terms of BTI. You will have to erect walls that the developer had in the project, and legalize redevelopment that you did not even do. This is the only way you can get a BTI plan in black lines.
Read detailed instructions on how to obtain an apartment plan for a new building here. There we also tell you why under no circumstances should you prepare a registration certificate yourself for an apartment with an “open” layout.
If the current condition of the apartment corresponds to the developer’s architectural plan, you will receive a plan in black lines, and you can begin redevelopment.
The second problem is the errors of the BTI itself. Measurements may be carried out incorrectly, and this causes difficulties in coordinating redevelopment. Errors may “pop up” at a late stage of legalization, and then you will first have to correct the BTI plan, and then start the approval almost all over again.
Floor plan of the BTI apartment, on which the errors we found are marked along the red lines. The plan turned out to incorrectly indicate the window in room No. 2 and the balcony in room No. 1. Our engineers noticed this after visiting the apartment and comparing the plan issued by the BTI to the owner.
And this is what the technical plan of the BTI looks like for a new building without “red lines”. Having received it, you can immediately begin work on the redevelopment:
Before ordering any documents from the BTI for an apartment purchased in a new building, we advise you to first contact us.
We understand what needs to be done to obtain the correct technical data sheet without errors and “red lines”, with which the designer and designer can then work.
We will also receive a cadastral plan and an architectural plan for the developer for you in order to begin the preparation of a technical passport, and we will also detect errors made by the BTI in time.
