- 1. How to restore a car’s registration certificate? 1.1. How much does it cost to restore a lost STS?
- 1.2. The procedure for restoring STS step by step
- 1.3. Do I need to show the car for inspection to restore the STS?
The registration certificate (STS, SoRTS, technical passport) of the car is the only registration document. Losing your STS is always undesirable, and driving without it is prohibited, as it confirms the registration of the car. But what to do if you still lost the STS and how to restore it?
By the way, calling a vehicle registration certificate a technical passport is fundamentally incorrect. This is not a technical passport, and the STS has nothing to do with the passport at all.
General information and legislative regulation of the issue
PTS is an official document that contains all the important information about the car. In addition, the technical equipment passport confirms ownership of the vehicle. All legal and registration activities and transactions with the car are carried out exclusively with a title; without this document it is impossible to sell, donate or transfer the right to drive the car.
If a passport is lost, the car owner is obliged to take all measures to restore it. This requirement is regulated by the following legislative norms:
- Order of the Ministry of Internal Affairs of Russia No. 496 of June 23, 2005 “On approval of the Regulations on vehicle passports and vehicle chassis passports.”
- Resolution No. 938 of August 12, 1994 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation.”
- Order of the Ministry of Internal Affairs of Russia No. 605 of 08/07/2013 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for the registration of motor vehicles and trailers for them.”
Important: PTS not only confirms the legality of purchasing a car. Only with the help of this document can the vehicle be identified. Therefore, if your passport is lost or stolen, it must be restored as soon as possible.
Technical Product Passport (PTS)
The passport contains information about the car, characteristics and its owners. The fact of legal ownership of the vehicle confirms the presence of a title. Traffic rules do not oblige drivers to carry it with them on a regular basis. PTS is required in the following cases:
- Drawing up a contract of sale or donation.
- Registration of vehicles in the name of another owner.
- Making adjustments to the personal data of the car owner.
Many drivers panic when they lose their document. But it can be restored by following a simple procedure, using different options for obtaining a duplicate.
What to do if you lose your PTS
Each of us can lose an important document. Unfortunately, no one is immune from this. The main thing in this situation is not to panic and react to the current circumstances in a timely manner.
The first thing you need to do if you lose your title is to contact the MREO department where the car was registered. This action will protect the car owner from fraudulent activities by criminals. The fact is that if a passport falls into the wrong hands, it can be used for other purposes. It is not uncommon for stolen car documents to be used for counterfeit import of spare parts.
It is better to come to the traffic police department in a car whose title has been lost. This need is due to the fact that department employees can initiate the procedure for reconciling license plates on the spot.
At the MREO office, the car owner will need to write a statement in the established form, which indicates the STS data and information about the owner of the car. In addition, the owner must write an explanatory note in which he describes in detail the circumstances of the loss of the document. When replacing the PTS, the STS also changes.
A car passport does not belong to the category of documents that must always be carried with you. This document is needed only during legal actions in relation to the car.
After the car and the driver’s documents are checked, the owner of the vehicle is issued a duplicate passport, which has full legal force. In most cases, it is possible to restore the title to a car if it is lost in 1-7 days. However, if traffic police officers need to conduct a more thorough check of documents, the process may take 30 days.
Until a duplicate passport is issued, traffic police officers issue a resolution declaring the lost document invalid. This means that after the owner of the vehicle submits an application to the appropriate authority, he does not need to fear fraudulent activities.
Important: if the original passport of the vehicle is found after contacting the traffic police department, it can no longer be used - this document is invalid.
Application and explanatory note
When submitting documentation to the traffic police MREO, you will need to indicate the reason for the application on the form. Compiled:
- Statement of loss. You can obtain a form to fill out at the branch or by contacting our company. Forms are also available for downloading online. It is imperative to fill out the form according to the sample, otherwise the application may not be accepted.
- Explanatory. The main difficulty of the procedure lies in writing this document. If your PTS was stolen, it is not recommended to indicate this. The reason is the initiation of a criminal case, until the closure of which you will not be able to obtain a new vehicle passport, which means you will not be able to carry out transactions with the car. It's better to write about the loss. In this case, you need to go through a simpler process that will take less time.
It is also important to come to the traffic police MREO office by car to place it on the observation deck. This action is necessary to verify engine and chassis numbers during the paperwork process. Driving in a car without a title is allowed, so there is no need to be afraid of traffic police.
What documents are needed to restore the title?
If the car owner needs to restore the title as soon as possible, it is worth preparing a package of documents in advance.
You must provide the following to the traffic police department:
- Citizen's passport.
- Documents confirming ownership of the car.
- Vehicle registration certificate.
- OSAGO policy.
- Receipt for payment of state duty.
- Application for the need to restore the vehicle title (to be filled out at the traffic police department).
- Explanatory.
If the car owner has lost his PTS along with his personal passport, he first needs to start restoring the documents that confirm his identity. To do this, you need to contact the passport office at your place of registration.
Special attention should be paid to documents confirming ownership. The main document is the purchase and sale agreement. However, not all citizens become car owners on the basis of this agreement. Many people are interested in the question of how to restore a lost title if the driver is driving the vehicle by proxy.
If a person uses a car on the basis of a general power of attorney, he has the right to personally (without the presence of the real owner) apply to the traffic police department. If the power of attorney was issued only for the right to drive a vehicle, it is impossible to restore a lost passport yourself. In this situation, the car owner will have to be involved in the process.
The MTPL policy is not one of the mandatory documents. However, its absence can significantly increase the period for issuing a duplicate PTS.
The explanatory note that the car owner fills out at the traffic police department must contain information about the reasons for the lack of a passport. You should not indicate theft as a reason (even if you are absolutely sure that the document was stolen). If the fact of theft is mentioned in the explanatory note, the department’s employees will be forced to open a criminal case regarding the offense. This means that a duplicate PTS will be issued to the owner only after the end of the criminal proceedings.
Many citizens try to be proactive and bring unnecessary documents to traffic police officers in the hope that this will help speed up the process of issuing a duplicate. In fact, unnecessary documents only increase the time needed to verify information.
Refusal to issue
Yes, this is possible in a number of specific situations listed in the legislation. You will be denied if:
- factual errors or inaccurate data will be found in the application;
- documents are forged;
- the car is under arrest and has registration restrictions;
- the machine violates safety requirements (emergency condition);
- The vehicle title does not contain a note indicating payment of the recycling fee.
To avoid refusal, carefully consider the collection and execution of documents, as well as the condition of the car before contacting the traffic police with an application.
Thus, the loss of STS is not a serious offense, and its restoration does not require serious costs and time. You just need to prepare the necessary documents, indicate reliable information in them, and follow the procedure for obtaining a duplicate vehicle certificate.
Until you receive a new document in your hands, you cannot drive - violation of this requirement leads to serious fines and the seizure of the car, with subsequent serious costs for paying for the impound area. Therefore, it is better to start restoring documents right away!
Methods for restoring PTS
There are three ways to recover an important document:
Contact the traffic police.
Through the State Services portal.
Through MFC.
It should be noted that regardless of the method of application, the car owner will in any case need to report to the traffic police department.
Many car owners are interested in the question of how much it costs to restore a title. There are no penalties for the loss of this document. The only financial cost for the car owner is paying the state duty. As of 2020, the state duty for issuing a duplicate is 800 rubles. (ground: clause 36, part 1, article 333.33 of the Tax Code of the Russian Federation).
You can see a sample of a duplicate PTS in this image:
Deadlines for obtaining a new passport
The time frame for restoring a vehicle passport is not that long. If the driver visits the department on his own, then before issuing the document, a traffic police officer inspects the car. First, he checks the numbers to avoid any mistakes.
If no problems are found during the inspection, a duplicate is issued on the same day. If another check is needed, the owner is given a special conclusion. In this case, verification and issuance of a new PTS may take up to 30 days.
If the application was submitted through the State Services portal, then the date and time of the meeting with the traffic police officer has already been scheduled in advance. The owner comes to a specific address and picks up a duplicate.
There is another recovery option - through the MFC. The procedure takes about 4 days, since the documents are sent to the traffic police.
Contacting the traffic police
The first thing the car owner needs to do is collect the above package of documents.
The title can only be restored at the traffic police department that registered the vehicle. If this happened in another city or region, the car owner will have to spend time getting to the destination.
After the documents, along with the application and explanatory note, are handed over to the department employee, the driver needs to prepare the car for inspection. Without having a car, it is impossible to get a duplicate PTS!
Important: after the inspection, the traffic police officer must mark the inspection and endorse this fact with a personal signature.
If the check of the car and documents was successful, the car owner can receive a duplicate PTS on the day of application.
Despite the fact that the original and duplicate PTS have equal legal force, in practice it is much more difficult to sell a car with a duplicate. Many buyers perceive it as an attempt to commit illegal actions. In order to avoid unnecessary questions that will definitely be asked during a transaction for the purchase and sale of a car, it is necessary to confirm the issuance of a duplicate PTS with the real circumstances of the case. To do this, you need to write an application for a duplicate in two copies. The copy that remains with the car owner must be stamped with an acceptance stamp.
The biggest problems are caused by cars that were transferred by proxy. The most common reason for the impossibility of issuing a duplicate PTS is the death of the real owner of the car. In such a situation, the person for whom the power of attorney was issued needs to find heirs and resolve all the legal subtleties of the inheritance procedure. And if such a car does not have compulsory motor liability insurance, it is almost impossible to restore lost documents.
What to do if you have lost your STS, is there a fine for this?
The loss of STS is almost equal to the loss of a car, since it is impossible to drive a car without it. Driving without a document under Article 12.3 of the Code of Administrative Offenses is subject to a fine of 500 rubles. Only in some cases can a traffic police inspector issue a verbal warning (we told you how long and in what situations you can drive without an STS here).
The certificate confirms the fact that the car has been registered and legally driven. A fine is not issued for loss; this is stated in the Directive of the Ministry of Internal Affairs No. 13/5-77.
- If you lose your STS, you need to apply for restoration to the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.
You cannot drive a car until you receive a registration certificate. If the document was lost, be sure to indicate this fact in the explanatory note to restore the document. It is worth informing that the STS was lost under unclear circumstances. - If an STS is stolen, before it is restored, you need to contact the police and write a statement about what happened.
In this case, a criminal case is initiated, sometimes for several months. According to the rules, the driver will not be able to be issued a new certificate at this time. Therefore, it is not recommended to report the theft in an application for the restoration of vehicle insurance, so as not to lose the ability to drive a car. The same applies to obtaining a duplicate in case of fire or other incidents.
How to restore a document through State Services
Citizens who have a confirmed account on the state portal of State Services can fill out the appropriate application online. Scanned copies of available documents are attached to the application.
The electronically signed application is automatically forwarded to the required traffic police department. A duplicate PTS is prepared without the presence of the car owner. The applicant will be informed about the time of receipt of the car passport by email.
The State Services website suggests checking the MTPL policy in advance. If the STS is specified as the main document in the policy, after replacing the documents, the car owner will have to contact the insurance company. Due to the fact that a new vehicle registration certificate is issued along with a duplicate PTS, an insurance company employee must enter a new STS number into the MTPL policy.
If the policy specifies the PTS as the main document, there is no need to contact the insurance company. The passport number will not change, which means there is no need to make adjustments to the data in the MTPL.

How to restore via MFC
There are two ways to submit documents to the MFC:
- Make an appointment with a center employee.
- First come, first served basis.
The car owner must prepare a package of documents in advance. The documents are handed over to the MFC employee. During the visit to the multifunctional center, an application for the issuance of a duplicate PTS is also filled out and an explanatory note is written about the circumstances of its loss.
A visit to the MFC does not exempt the applicant from communicating with traffic police officers. Driver, If there is a general power of attorney, but its validity has already expired, the applicant will also be denied a duplicate. In both cases, the real owner of the car must write an application. Those who wish to receive a duplicate passport must come to the MREO on the appointed day and present the car for inspection.
The only advantage of this method is that the car owner can make an appointment with a state traffic inspector. The further procedure for restoring the PTS follows the standard procedure.
Is it possible to restore STS if the car is impounded?
Is it possible to restore STS if there is a ban on registration actions, the so-called arrest. It may arise if the owner owes taxes, fines and other encumbrances. In this case, the car is, as it were, pledged to the state. In this case, according to the law, you can receive a duplicate of the STS, because its issuance is not a registration action. Traffic police officers often refuse this service, which is unlawful. Write a statement addressed to the head of the MREO traffic police, perhaps your problem will be resolved. The car will not be taken away because of this appeal, but if you are caught without an STS, there is a high risk of losing it, since it can be towed to a fine area.
How to check a duplicate PTS
Today, a person who wants to buy a used car can easily find a photo of a duplicate title on the Internet. From the photograph and description provided earlier, you can easily find the most obvious signs of differences.
However, immediately obvious differences do not guarantee the authenticity of a document. Autocode will tell readers how to distinguish the original from the fake.
- Checking the authenticity of the paper. A duplicate of the PTS is made using watermarks and holograms. The document also contains three-dimensional images.
- Check to retrieve information about the old owner of the car. If fraudsters tried to write any inscriptions on a duplicate, the letters will still remain on the paper. In this case, hold the document up to the light and look at it; the old information will be visible through the sheet of paper.
- Compliance of the information indicated on the document with the vehicle being sold. The information includes the make, model and color of the iron horse, engine size, weight, production date, chassis number. You can see some parameters yourself under the hood, while others will only be determined in a car service center, for example, the weight of the car.
Can reinstatement be denied?
There are several cases in which a traffic police officer has the right to refuse to issue a duplicate certificate to a client:
- If one of the documents on the vehicle contains incorrect data.
- If vehicle registration is prohibited.
- If the documents provided are fake.
- If the technical inspection has not been passed, that is, the car is officially not safe to drive.
The traffic police officer must issue a refusal in writing, setting out the reason for rejecting the request. The driver has the right to appeal his actions.
It is recommended to restore the STS within a short time after its loss. Driving a car without this document is not legal.
Fine for lack of vehicle registration certificate
Provided that if the driver has lost the vehicle registration certificate, he must immediately take measures to restore it. This document contains a description of the main operational characteristics of the car, including:
- engine displacement;
- register sign;
- an identification number;
- body number;
- car model;
- Car model.
Driving without the appropriate certificate is a direct violation of traffic rules. According to Article 12.3 of the Code of Administrative Offences, the driver of a vehicle can be fined 500 rubles . If you're lucky, you can get away with a verbal warning.
However, from all this we can conclude that the restoration of the vehicle registration certificate is a very important issue, the resolution of which should be addressed as soon as possible.
