How to pay the fee for divorce through State Services

How to pay

You, as a decent and intelligent person, decided to prepare everything for the wedding in a timely manner. There is one point in preparation that most couples forget about. The question concerns payment of the state fee for registering a marriage. Without it, the registry office employees will not accept the application.

Until payment is made, the application will not be accepted. Therefore, you should not delay this procedure.

Remember that after payment, the state duty is valid for another 3 years. As soon as you give the receipt with payment and application to the registry office employee, you will be given a wedding date.

Now the state duty is 350 rubles as a general rule, but if you pay through government services, the amount will decrease to 245 rubles.

Example 1: Alexey and Marina decided to register their marriage, but first they need to pay a fee. This can be done at any bank. Any of the newlyweds, either Marina or Alexey, can pay.

If you change your mind about getting married, you won’t be able to get your money back. So think carefully about your decision before going to the bank.

We advise you to make payment on the day you plan to submit your application in order to make the payment using the current details.

If you first heard at the registry office about the need for payment, be sure to ask the employees for a receipt for payment. As a rule, next to all civil registry offices there are now bank branches where you can make payments.

Major expenses during divorce

Many spouses who are faced with divorce proceedings are interested in how much a divorce will cost in 2021. There is no definite answer; everything will depend on what services you still need. In addition to paying the state fee, you may need the help of a lawyer, a notary, additional costs for calculating alimony, and dividing joint property.

Legal costs

Citizens facing divorce proceedings will have to pay court costs in addition to divorce fees in 2021 and 2021. This is a separate part of the costs when considering a divorce case for a married couple.

In addition to the mandatory state duty in the amount of 600 rubles, payment of which is confirmed by a payment document,

The plaintiff may incur the following costs:

  • Payment for the services of an independent appraiser if an appraisal of movable or immovable property is required during divorce proceedings.
  • On attracting out-of-town witnesses. If their testimony is needed, you will have to pay for their travel, accommodation and food during the trial.
  • To search for the defendant, if he does not live at the specified registration address.
  • To send mail to all participants in the process.
  • Other costs associated with a divorce hearing.

The Law that regulates the divorce procedure does not clearly list the possible legal costs that may arise. The applicant must legally justify all the money spent and prove that they relate directly to this lawsuit. In the form of evidence, you can provide the court with documents - receipts, invoices, checks.

Requisites

Details will vary depending on your city of residence. It is the correctness of these figures that will determine whether this money will go to the right department.

If you fill out something incorrectly, the registry office staff may not accept your receipt. Here is the KBK (budget classification code) you need, by which you can make a payment - 31810805000010001110

You can tell it to the bank employee. You may have a question regarding filling out the details. Don’t worry about this, a bank employee will fill them out.

After you come to the savings bank, find a female consultant who meets clients, sometimes she stands near the terminal. She will definitely give you the details within a minute. This way you don't have to wait in line at the cash register.

If there are concerns that the bank does not know the necessary information, then ask for it at the registry office before submitting the application.

You can also go to the website of the desired registry office at home and see the information that you will need. Remember that each branch has different details.

Example 2: Tatyana and Andrey want to register their marriage in June, but they paid the receipt in Moscow when they went on vacation. As a result, the registry office in their city refused to accept a receipt with incorrect details. They had to pay again with the necessary details. And now they will return the money from the first receipt through the court.

You need the following information:

  • information about the recipient;
  • TIN information;
  • Recipient's checkpoint;
  • Account number;
  • information about the recipient bank;
  • data from BIC, KBK, OKTMO;
  • type of payment, most often written here - State duty for state registration in the registry office

You will be asked to provide your passport information to understand who made the payment.

The type of payment for any city will look like this: State duty for state registration of marriage.

State duty amount

The state fee will be 350 rubles, a very modest amount in comparison with all the expenses that will affect you. This requirement is specified in Art. 333 of the tax code. Moreover, any person from the couple can pay.

Some newlyweds think that both should pay - this is not true.

For this amount, they will accept your application, enter information about registering your marriage, and affix a stamp. And in a few days they will issue a marriage certificate.

Please note that when submitting an application through the government services website, a 30% discount is given. In this case, 245 rubles are paid.

Name of the feeRegular feeAmount of duty when paying for government services
Registration of marriage and issuance of a certificate350 rubles245 rubles

Example 3: Oleg and Natalya are students and therefore count money while preparing for the wedding. That is why they registered with government services, submitted an application there and immediately paid the fee from their card. As a result, we saved more than 100 rubles and did not waste time queuing at the bank.

In addition to registration, the registry office offers a gala wedding with a waltz and champagne. As you understand, you will have to pay more money for this. Usually the amount is 3000-5000 rubles. There is also on-site registration in nature, the cost will be 25,000-100,000 rubles.

On some websites they write that both spouses pay the state duty in the amount of 700 rubles. As we wrote above, this information does not comply with the law. If you accidentally paid more than necessary, then return some of the money back.

To do this, write a statement addressed to the head of the registry office, demanding the return of the surplus. Attach a copy of the receipt to your application. The request will be reviewed and the excess amount will be returned within a month.

If you divorce, then the state fee will be 650 rubles. This amount is paid by each spouse. Although more and more often deputies are saying that they will increase the amount several times in order to reduce the number of divorces.

And sometimes you need a certificate that confirms that you got married, for example, when receiving an inheritance or to draw up documents for property. Now you need to pay 200 rubles to obtain such a certificate.

Where can I get a receipt for paying the state fee for a Russian passport?

You can pick up forms for payment of cash contributions to the budget at the Federal Migration Service office. Why is it convenient to take them there - often they already contain all the necessary details for which the duty must be transferred. If you take a payment receipt from a bank, the form will be blank. You will have to fill it out yourself, and due to the need to indicate a large number of details, it is easy to make a mistake.

You can also pay the passport fee through special bank terminals. In this case, you will not have to fill out a receipt. All necessary data will have to be entered electronically. The result of paying the fee in this case will not be a receipt with the bank’s stamp, but a check issued by the terminal. It will have the same legal force as a standard form receipt.

In what cases do I have to pay a fee? This must be done when receiving a passport or replacing it. The document must indicate the reason for paying the monetary contribution. This is an important point, since the amount of the state duty depends on the reason for obtaining a passport. If a document is replaced due to its expiration, you will have to pay only 300 rubles. If it is lost or damaged, replacement will cost more – 1,500 rubles.

Where to pay

Below are 4 convenient options for paying the fee:

  1. Through the registry office - a common option, when payment is made at the branch where the application is submitted. As a rule, at the entrance there will be a Sberbank terminal where you pay the required amount. You don’t have to enter your details; the terminal will automatically fill in the required data. After payment, a receipt is printed, which you need to save. This is what is shown when submitting an application.
  2. At a Sberbank branch - check the nearest office in advance. Sberbank has an electronic queue, so the process will take no more than 30 minutes. You will only need to hand over your passport and money. Employees will find the necessary details themselves and fill out the information. You don’t have to take the form with you; it will be issued at the department. At the end, you will receive a receipt and check, which are attached to the application for marriage registration.
  3. Internet banking is a good option if you regularly pay for services online and figure out where and what data to enter. Just remember that the bank charges a commission of 1-2 percent for its services. Keep your mobile phone handy and a confirmation code will be sent to it.
  4. Through government services is the best option in the opinion of our editors. You don’t have to leave your home, all details are filled in automatically. You can pay by credit card, from a mobile phone account or using an electronic wallet. In addition, a 30% discount is provided.

Through government services

If you fill out an application on the government services website, you will have to pay 245 rubles. The 30% discount is valid throughout 2021.

After filling out the information in the application, go to the payment tab, which is located at the top.

Below you will be offered 3 options for payment, choose any:

  1. Bank card;
  2. Mobile payment;
  3. Online wallet

Payment by card is the most convenient option. A window will appear in which you fill in the details of a bank card issued in your name. The main thing is that it has at least 245 rubles. After filling out the information, click next.

In the second method, use your mobile phone to make the payment. Click on the picture of the desired operator and you will be taken to a new window.

Here enter the phone number from which the state fee will be paid. After filling out, click the pay button.

The third option involves working with an electronic wallet. There will be no instructions for it, since here you just need to click one button and you will be taken to the webmoney website.

Payment through bank terminal and ATM

It is much more convenient to pay the fee through the terminal. Moreover, you can pay any receipts here, including fees for marriage or divorce.

In the last few years, terminals have begun to appear in Sberbank branches where you can pay any state duty.

Follow the instructions on the screen and remember that the terminal does not give out change; you can transfer the remaining funds to your mobile phone account. Therefore, it is worth preparing an amount of up to 500 rubles.

If you have any problems, be sure to ask the consultant for help with payment, and within 60 seconds you will have a payment receipt in your hands. Be sure to save it to provide to the registry office staff.

Double-check everything carefully to make sure there are no errors. If you make a mistake in even one digit, the receipt will not be valid. Then you will have to write an application for a refund of the amount paid. Banks charge a commission of 20-50 rubles for conducting a transaction.

But if you come after 7 pm, most likely there will be no more workers and you will have to do everything yourself. Here's a quick guide:

  1. Go to a free ATM or terminal and find the item - services. Click on it and select the TIN search section. Now you need to enter in this field the details that were given to you at the registry office. Numbers must be entered on the keyboard or you can press buttons directly on the screen.
  2. If the TIN is entered correctly, you will see the name of your registry office, click on it.
  3. Now a window will appear in front of you in which you need to enter the remaining details in each field. In modern terminals, you can simply touch the barcode of your receipt to the red glowing stripe. If your data has been successfully read, click the “next” button.
  4. At the last stage, you need to indicate your last name and initials, as well as indicate the amount of the state duty.
  5. Now you can deposit money into a special window. The terminal will count them and issue a receipt for payment.
  6. Be sure to keep this receipt, it will serve as confirmation of your payment.

Payment via bank online

It will be most convenient to carry out this procedure using the Sberbank Online system. The main advantages are:

  • No queues
  • 24/7 work;
  • Ease of use;
  • No commissions.

To carry out transactions, you need to be a client of the Sberbank Online website. You can register by calling 8 (800) 555-55-50 and following the operator’s instructions.

Step 1: First, go to the Sberbank website.

Step 2: Then enter your username and password. After this, you will receive an SMS with a code that you must enter. After entering, click the green “Confirm” button.

Step 3: At the bottom, select “Payment: traffic police, taxes, duties, budget payments”. In the TIN field, enter the recipient's TIN. This data is issued at the registry office or on the website of the registry office of your city. For example, in Moscow the recipient will be “Zags (Moscow)”. Here is his TIN: 7733664260. After entering, click the green “Find” button. The necessary organizations will open before you

Step 4: Next, select the recipient. In our case, this is the Civil Registry Office (Moscow)

Step 5: Then we select the card with which we will pay, as well as the service - in our case it is marriage registration.

Step 6: After this, a window will appear where you will need to double-check all the details. At the very bottom there will be a menu in which you need to select a document. In our case it will be a passport. And don’t forget to click on the “Continue” button

Step 7: On the next tab you are asked to enter your address, full name and passport details. We enter all the information in order.

Step 8: After we clicked continue, you need to enter the amount for registering the marriage. Now it is 350 rubles. But it can change any day. It’s better to call the registry office and check this information.

Step 9: After entering the amount, you will be asked to double-check all the information. After this, you will receive a secret password via SMS and enter it in the field. This completes the registration of the state duty receipt. The whole procedure will take less than a minute. Today this is the fastest and most convenient way to pay.

In the same way, you can apply for any other state duty or pay a fine. Just don't forget to print it later. Internet banking will charge a commission of 30 rubles.

Sometimes there is talk that the state fee must be paid on the day the application is submitted, otherwise it will be invalid. Of course, this is not true, the receipt will be valid for 3 years from the date of payment. That is, you can make a payment and submit an application in a month or even a year. The same rules apply to those who are planning to file for divorce.

Through the Internet

Payment can be made in another convenient way, using the Internet through Yandex wallet. First you need to register in this service and top up your wallet in a convenient way. Next, go to the Receipts tab and enter the organization’s TIN. For example, let’s enter 7733664260, this is the TIN of the Ministry of Justice, it is given in the registry offices of Moscow.

At this stage, enter information about the payee.

After clicking continue, you will be taken to a section where you need to enter your first and last name. The purpose of the payment and the amount of the fee are also indicated here.

Sample and form of receipt

In the details of this receipt you need to fill in the following fields: - OKTMO code - Payer information - Payer registration address - Amount of state duty - Date of payment

In the image below you can see in detail how to fill out the form and what it should look like.

If you don’t want to make payments on the last day, download the forms, print them out and fill out all the details at home. You can visit the website of the registry office to which you will submit your application. Remember that the bride or groom can fill out the information; only one of the future spouses pays the state fee.

Should one or both spouses pay?

In the Tax Code of the Russian Federation, Article 333.26 states that the fee must be paid for the entire event, that is, for the wedding itself and for receiving a completed marriage certificate. Moreover, this article does not say that the bride and groom must pay.

From this we can conclude that only one of the newlyweds must pay. So you can be 100% sure that only one receipt is needed.

If the registry office forces you to bring 2 receipts, then write a written complaint addressed to the head of the central registry office of your city, and also take the complaint to the prosecutor's office so that they can investigate.

But, for example, for the dissolution of a marriage, a fee is already taken from each of the spouses, this is stated in the same article, in subparagraph 1.

If one or both spouses are participants, disabled people or WWII veterans, then marriage registration will be free for them. Heroes of the Soviet Union, full holders of the Order of Glory and heroes of the Russian Federation are also exempt from payment. All these benefits are prescribed in the Tax Code of the Russian Federation, in Article 333.35. To use this, you just need to provide your ID.

Receipt validity period

People often ask how long the receipt is valid and whether it can be used, for example, in a year. Everyone’s situations are different, some have changed their minds about getting married, and some don’t have money for a wedding.

We hasten to please you, according to our legislation, you can use your receipt at any time for the rest of your life; it has no time limits.

In addition, if you change your mind about getting married to someone, no one forbids you to use the same receipt at a wedding with another person.

Just remember that the amount is constantly growing, if 2 years ago they took 200 rubles for registering a marriage, now the amount is 350 rubles. And there are no guarantees that in a year the amount will not increase to 500-1000 rubles.

Is it possible to return the state fee?

Clause 4 of Article 333.40 of the Tax Code of the Russian Federation clearly states that it is impossible to return money for the state fee for registering a marriage. But there are situations when you paid more than necessary, for example, 500 rubles instead of 350 rubles. And now you can try to return these overpaid 150 rubles. Just remember that you only have 3 years from the date of payment to do this.

To do this, you will have to draw up an application to the department of the Ministry of Justice of your region, demanding the return of part of the amount. Don't forget to include a copy of your receipt with your application. But this application may take 12 months to be considered, so be patient.

Below you can see a sample of such an application or download the form and fill it out yourself.

Divorce through the State Services portal

In the modern world, Internet services are becoming not only accessible and understandable to most users, but also significantly saving citizens’ time, since they allow them to solve many pressing issues without leaving home (for example, using the State Services website).

One of the services that is partially available for electronic registration is registration of divorce. Divorce is often accompanied by conflicting relationships between spouses, so getting a divorce through the State Services website is very convenient, since at the stage of submitting documents the parties will not need personal communication (the husband and wife each draw up an application on the portal in their own “personal account”).

Filing an application for divorce through the electronic services portal is possible only if the marriage can be dissolved out of court: there are no minor children, the spouses are not against divorce, etc. You can also pay the fee online with a 30 percent discount.

MFCs (multifunctional) also provide a service for accepting divorce documents, but not in all regions of the Russian Federation: some centers are not connected to providing such a service.

Remember the main thing:

  1. The fee is 350 rubles. Any of the newlyweds can pay through a bank or terminal.
  2. If you pay through government services, the amount will drop to 245 rubles.
  3. The paid receipt is valid indefinitely, you can use it even after 2-3 years.
  4. The most convenient way to pay is through your bank’s personal account.
  5. The details will be entered automatically if you pay through an ATM at a bank branch.
  6. If you do not know the details, find them on the website of the registry office of your city or check by phone.

Where can I get a receipt for paying the state fee for a driver’s license?

You can obtain a form to pay a contribution to the budget to obtain a driver's license in different places. It can be found at stands for visitors in the traffic police departments, in branches of the Russian Post, and in Sberbank. In addition, it can be downloaded from the State Traffic Inspectorate website. The advantage of taking the payment document directly to the traffic police is that all the details will already be entered into it. The visitor to the traffic police will only need to indicate the amount of the fee. Also, all the necessary information will already be entered into the form if you download it from the traffic police website. To do this, you will have to provide your personal data in electronic form, and also select from the proposed list which license the driver is going to receive. In this case, the program will even independently indicate the amount that needs to be transferred to the motorist’s budget. The system will process the information entered by the user and then generate a form that can be printed.

The amount of cash contributions will depend on what kind of license the driver is going to receive. In 2021, the following rates have been approved: motorists will have to pay 2,000 rubles for Russian licenses made of plastic, and 1,600 rubles for international licenses.
