    How to obtain an urgent passport

    A simple desire to speed up the process of obtaining a foreign passport is not enough - this can only happen in the event of force majeure, which is justified and documented.

    Among the reasons that may affect the urgency of issuing a passport:

    • death of close relatives living abroad. In this case, a death certificate and, possibly, documents confirming the relationship (birth certificate, marriage certificate) will be required;
    • the need for emergency treatment abroad. In this situation, you need to provide a medical report on your health status and a doctor’s referral for treatment.

    Let us immediately clarify that we will most likely be talking about an old-style international passport. This is due to the peculiarities of manufacturing a biometric passport, more precisely, an electronic chip built into the document. The shortest period you can expect is 10 working days. An old-style passport can be obtained within three days.

    How to replace a military ID

    To answer this question, you need to understand the reasons for the lack of a military ID. So, a military ID may not be available for men aged 18-27 who have not served or been called up for service due to reasons permitted by law. In this case, instead of a military ID, you can provide a certificate in Form No. 32. It is issued at the military registration and enlistment office to which the young man is assigned, and is valid for a month.

    In addition, men of military age who did not serve in the army without a good reason may not have a military ID. Dodgers fall into this category. Upon expiration of conscription age (27 years), they will receive a “draft draft certificate” (Article 52 Section VIII of the Federal Law of March 28, 1998 No. 53-FZ (as amended)), and until the age of 27 they will not have any document confirming military service service, accordingly, they will not be able to obtain a foreign passport.

    In fact, according to the Federal Law of the Russian Federation dated July 27, 2010 No. 210-FZ “On the organization of the provision of state and municipal services” (clause 1, part 2, article 7 of Chapter II), you do not have to provide any document - the services responsible for issuing a foreign passport , independently make a request to the military registration and enlistment office about the applicant’s status.

    Do I need a receipt for payment of state duty?

    As for the state duty, it must be paid, but it is not necessary to present a receipt as documentary evidence of payment (paragraphs 44-45 of Chapter II of Order of the Ministry of Internal Affairs of Russia dated November 16, 2017 N864). The absence of a receipt is not a reason for refusing to issue an OPP, however, in this case, an employee of the Ministry of Internal Affairs will have to independently verify the fact of payment using the Federal Tax Service database.
