Several ways to get a cadastral number for an apartment: how to register legally and without problems?

The cadastral number is a code that is present for each apartment. Not all property owners think about how to keep records of the property they own. If a home is not assigned a number, it cannot be sold or purchased. The information is stored in a special database. Using it, you can find out not only the exact location of the premises, but also determine who is its owner, as well as find out when the registration of ownership occurred. There is a whole list of aspects related to the cadastral number of a land plot or apartment.

The specifics of assigning and changing the code are carried out in accordance with Appendix No. 2 to the order of the Ministry of Economic Development of the Russian Federation No. 144 dated April 4, 2011.

A citizen can find out the number of his own apartment. To do this, he has the right to use the capabilities of the official resource of Rosreestr or personally visit the branch of the MFC and a number of other government bodies with relevant powers. The combination of numbers may vary. Information about it is necessary to perform a number of procedures. We will talk further about what the cadastral number of an apartment is, when it is assigned, and in what cases the code is allowed to be changed.

Why do you need to know it?

The cadastral number is used to verify the legality of real estate transactions. Using it, the buyer certifies that the parameters of a residential, non-residential premises or land plot stated by the seller are true.

The cadastral number helps to find out whether a legal (judicial) restriction has been imposed on the:

  • contains status (temporary, previously recorded, archived, cancelled);
  • date of listing of the property;
  • floor;
  • OKS area;
  • cadastral value;
  • type of ownership;
  • the days when the last price formation took place are also listed;
  • geographical address of the location;
  • rights and alienation of real estate.

The main feature of the cadastral number is to indicate ownership. Without it, it is impossible to carry out either privatization or the purchase or sale of living space. It is also impossible to prove ownership of property in the event of loss and restoration of title documents.


How to find out the cadastral number on the Rosreestr website

How boundaries are determined

The location of the boundaries of territorial units according to the cadastre is determined according to the coordinates of specific border points, which are established in the coordinate system used for the purpose of maintaining the state cadastre of real estate in a certain area. But the position of individual parts of division units that are located between two points is fixed by pointing to natural or artificial objects. The determination of the coordinates of fixed border points is in accordance with the accuracy of the duty map for the cadastre, which is used to maintain the state cadastre of real estate.

Important: If the description of the location of the borders between the constituent entities of Russia, municipalities and settlements changes, or they cease to exist, then the change or creation of new territorial division units is not grounds for changing the identification code.

When is it assigned?

The rules and conditions for obtaining are specified in Article 14 of Federal Law No. 218 “On State Registration of Real Estate”.

The basis for the appearance of a cadastral number may be:

  1. Acts of state executive authorities, city councils, village councils, within their competence, on conducting such accounting.
  2. State registration of property rights based on title documents.
  3. Acts on the privatization of residential premises.
  4. Relevant judicial acts that have entered into force.
  5. The creation or termination of the existence of a capital construction project.

If the apartment was redeveloped, there is an obligation to officially register such activity. The result is a new cadastral number with updated information about the new area.

When a new building receives a cadastral number

First, let's define the concept of a new building. Many people make the mistake of considering any house that has been recently built to be a new building. In fact, the criterion for transfer of ownership rights is important here. The owner of an apartment in a new building is the developer, and if the owner is an individual, then the housing is already considered secondary. It does not matter whether any repairs were made there.

A new building does not have a number immediately. The apartment does not have its own number for identification until the house is put into operation. This procedure is provided for by Order of the Ministry of Economic Development of the Russian Federation No. 144 dated April 4, 2011.

As a rule, after purchasing a home, the developer registers the apartment. If this is not provided for in the share participation agreement, then the registration is carried out by the shareholder himself. This is not difficult if the developer has already registered the building in which the apartment is located.

You can find out whether the developer has carried out the procedure by the presence of a cadastral number near the building itself. This is easy to check at the address of the house in the EGRN.Reestr service.

How to assign online?

Use the service on the Rosreestr website “Reference information on real estate objects online”. To check the cadastral number, you need to go to the Rosreestr website .

  1. On the page, go down using the mouse wheel (turn it towards you) to the “Address” item.
  2. Select this item by clicking on the left mouse button. Make sure that the item is selected.
  3. In the first field, click with the mouse button (see above) on the text “Select subject”.
  4. A list of regions (regions, territories, republics) will appear. Select the desired region.
  5. In the next paragraph, select the district or city in the same way:
      When selecting a city, the next two fields are not needed.
  6. But if a region is selected, in the “Settlement” field we select a specific name. The choice is given: city, rural settlement, village.
  7. Street type. We choose the appropriate option: street, alley, avenue and others.
  8. The next item asks us to enter the name of the street in the text field. Using the keyboard, enter the name as it is.
  9. House number. Enter the number as a digit. If there are letter prefixes in the house number, enter them too and together. No separating dashes or other marks between numbers and letters. The fields “Body” and “Structure” are left empty.
  10. In the last field, enter the apartment number.
  11. Just below, click on the “Generate request” button.

Let us summarize the result obtained on the above page. The tabular form will reflect the address we are interested in and the cadastral number assigned to it in the next column.

There may be several of them - this indicates that cadastral work was carried out several times by the relevant engineer. And the first entry was made by the BTI at a time when residential premises were registered with the state and were not privatized. The second entry in the cadastre speaks of redevelopment . If it is not there, then the apartment was not registered in the cadastral register and the information is stored in the BTI.

What it is?

Understanding what the cadastral number of a property is, a person will find out that the code consists of 14 digits. It is divided into four parts. The number set is unique for each property. It can be assigned to a residential premises, garden house, room in an apartment and other real estate. You can find a combination of numbers by contacting Rosreestr. Not everyone knows what each number in the code means. The combination of numbers is as follows: 33:44:55:1144:111.

The code hides the following information:

  • 33 – the district in which the property is located. Usually the number coincides with the borders of the subject of the Russian Federation;
  • 44 – area in which the house or apartment is located;
  • 55 – residential area;
  • 1144 – area of ​​the residential area in which the property is located;
  • 111 is a code that allows you to identify the property itself.

The cadastral number allows you to initiate residential premises on a statewide basis.

How to get offline?

It all depends on the current situation. Let's look at the entire procedure from start to finish. When housing, in principle, was not registered. First of all, we go to the BTI.

BTI

You can find out the location through the official website. On the first page we select the subject of the Russian Federation for which we need to obtain information. Below is the legal address and telephone number of the department.

Required documents for BTI:

  1. applicant's passport;
  2. application for the production of a technical plan;
  3. receipt of payment of duty.

Due to the fact that in each region the service of producing a technical plan is strictly individual, it is better to call and find out the exact cost of this service at the local branch of the bureau. A week is given for a specialist to arrive to take all necessary measurements. And a maximum of two weeks for production.

Rosreestr

On the official website, in the “Territorial Network” section, select the desired region in the search field and the contacts will be displayed in the pop-up window: addresses and phone numbers of the main department for the region.

Required documents for Rosreestr:

  1. Applicant's passport.
  2. Purchase and sale agreement (social tenancy agreement).
  3. Technical plan.
  4. Application for state registration.
  5. Receipt for payment of state duty.

The state duty for individuals is 2 thousand rubles, legal entities - 22 thousand rubles. The period for providing the service is a maximum of 15 days. They may be delayed if it is necessary to check the documents of several owners.

After submitting all the documents on the list and going through all the procedures, the result will be receiving an extract from the Unified State Register of Real Estate. It also reflects the cadastral number assigned to the residential premises.

Section No. 1 - Information about the characteristics of the property

Cadastral number

The first thing this section begins with is the cadastral number of the object (hereinafter referred to as CN).
KN is an individual unique number of an object, which serves to identify it. It is a set of numbers that identify the relevant sections of the state register of rights to real estate in relation to a specific object. Assigned once and forever. And it does not change even if the cadastral division changes. Each property must be registered in the cadastral register and have a number. Without this, it is impossible to make a transaction with the object.

There are several dozen buildings in the block that already have their own numbers. From this we can compile the cadastral number of one of the objects. Following the pictures: Tula district - Chernsky district - block number - object number. We get: 71:21:050108:102. If object number 102 is an apartment building (which we do not know), then there will be no additional colon, and 102 will be replaced with a unique apartment number.

Date of assignment of cadastral number

A cadastral number is assigned either to newly formed real estate objects or to those that were formed earlier, but before the advent of cadastral registration had only a conditional number, because registration in the cadastre has been carried out since March 2008 after the entry into force of Law No. 221-FZ “On the State Real Estate Cadastre” dated July 4, 2007.

Previously assigned state registration number

Despite the fact that the cadastre law was adopted in 2007, its implementation was delayed for several years. Cadastral numbers began to be assigned only in 2012. Until this time, accounting was carried out in different ways:

  • Before the law came into force, records were kept by BTI services, and the object’s registration number was formed from the cadastral number of the land plot, inventory or serial number of the building, or simply the serial number of the premises (for example, apartment number).
  • from 03/01/2008 until 2012, cadastral numbers were not assigned, but records were kept using conditional numbers that were assigned by the body that carried out state registration (More details about changing cadastral numbers on the Rosreestr website).

Therefore, in this line of the statement you can see an inventory number or a conditional one, or both at once, or a lack of data.
We skip the address, area, material of external walls, number of floors, year of commissioning and year of completion of construction. There should be no questions about this.

Purpose

. The line indicates the purpose of the object. There may be the following options: residential premises, residential building, non-residential premises. In the case of a land plot, this line is missing.

Name

. Options: Residential premises, Individual residential building, Residential building, Non-residential premises. Data may also be missing. There is no such line in the Unified State Register of Land Register.

In some cases, the Purpose and Name lines are the same. For example, if an extract about an apartment. An individual house may have differences - a residential building and an individual residential building, respectively, or they may be the same.

Type of living space

. This line indicates the type. There are two options: apartment and room.

Cadastral value

. This is the value of real estate determined in the process of state cadastral valuation, by mass or market methods in accordance with the legislation on valuation activities. Determined by independent appraisers. Real estate tax is calculated from it

May differ greatly from the actual price, because... is not determined by market methods and is not updated for months or even years.

Cadastral numbers of other real estate objects within which the real estate object is located

This line must indicate the cadastral number of the building or land. If the extract is about an apartment, then the number of the residential building is indicated; if the extract is about an office, then the number of the office building; if the extract is about a private residential building, then the number of the land plot on which the house is located. But often the phrase “ No data available
” appears.

In this case, the CN of the site on which the house is located is indicated. Cadastral numbers of premises, parking spaces located in the building or structure

. There will be no data for apartments, private houses, or land plots. And in the statement about an apartment building there will be KN of apartments.

. According to the law “On State Registration of Real Estate”, this field may contain cadastral numbers of land plots from which a new plot is formed. Or cadastral numbers of rooms in a communal apartment (Practice of the Armed Forces of the Russian Federation), from which a new property is formed. Most often, the paragraph indicates that there is no data.

The line refers to land plots when buildings with assigned cadastral numbers are erected on them. For example, you built a house on a plot. After assigning the CN, the CN of the house will be indicated in the extract for the site.

Types of permitted use

. Basically, the buildings on this list are non-residential premises: churches, cathedrals, estates, etc. This field indicates the name of the object, its number, the date the status was assigned and other data.

There are also residential buildings with apartments included in this list. For the seller and buyer of such an apartment, this is an additional burden, which entails a number of nuances, and they must be taken into account during the transaction.

Information about the cadastral engineer

. Engineer who performed cadastral work. Please indicate your full name, certificate number and company name. The full register of cadastral engineers can be viewed on the Rosreestr website.

Property record status

.
Here we know only two types of wording: either “Information about the property has the status “ up-to-date
””, or “Information about the property has the status “

”. Unfortunately, we cannot say what the difference is between them.

Special marks

. In special notes, Rosreestr indicates additional information that may be valuable. Here are a few examples of such marks.

The section indicates the layout of the property (part of the property) on the land plot(s). B 5.1 - Information about the coordinates of characteristic points of the contour of the property. Section 7 contains marks with cadastral numbers of premises. Applicable to buildings. Section 3.1 should contain a “Description of the location of the boundaries of the land plot”; Section 4-4.2 contains information about parts of the land plot: “Plan (drawing, diagram) of part of the land plot”, “Restrictions of rights”, “Information about the characteristic points of the border of part (parts) of the land plot”.

Information on the classification of residential premises as a specific type of residential premises of a specialized housing stock, as residential premises of a rented house for social use or a rented house for commercial use
