Cadastral passport: where to get and how much does it cost?

On January 1, 2021, the Federal Law dated July 13, 2015 No. 218-FZ, aimed at creating a Unified State Register of Real Estate (USRN) and a unified accounting and registration system, came into force. The Unified State Register is being formed, which combines the information contained in the real estate cadastre and the Unified State Register. The Unified State Register of Real Estate will include, in particular, a register of real estate (real estate cadastre), a register of rights, their restrictions and encumbrances on real estate (register of real estate rights), as well as a register of boundaries. That is, instead of a cadastral passport, you now need to receive an extract from the Unified State Register of Real Estate.

A cadastral passport is one of the main documents when registering real estate transactions, including apartments. A document is issued for a period of up to five years; after this period, data on the property is considered outdated. In the case of an apartment, the validity of the cadastral passport is one year. The passport must be replaced only if the property is involved in legal transactions, that is, it is impossible to sell, exchange or donate an apartment with an outdated passport. Since 2013, the cadastral chamber has been involved in registration and issuance. A passport for an apartment is an extract from the State Rosreestr with a description of a specific property and is actually the result of a technical inventory and technical accounting of a property, such as an apartment, building or structure.

The cadastral passport for an apartment reflects the following information:

  • General characteristics of the apartment
  • Address of the object
  • Year of construction
  • Number of storeys of the object
  • Material of walls and ceilings
  • Heating type, etc.

What is a cadastral passport?

This is an official document issued by the relevant authorities for a residential building. But not all buildings have the right to apply for such certificates: passports are issued only for those properties that have undergone appropriate registration with the cadastre authorities and have the appropriate registration number.

This official paper consists of 3 parts:

  1. Technical. It contains information of a technical nature: area of ​​the property, layout, number of floors, building materials used in construction, etc.
  2. Graphic. It shows the plan of a residential building in schematic form.
  3. The third part is not present in all certificates, but only in those that are issued for real estate with existing encumbrances that are legally registered. What does the total cost consist of?


In some cases, an extract from the Unified State Register can be issued absolutely free of charge .
For example, an extract from the Unified State Register is provided free of charge if the request is submitted by law enforcement agencies, courts, federal executive authorities, the Multifunctional Center in order to provide state or municipal services to the population (clause 1.3 of Article 63 of the Federal Law of July 13, 2015 No. 218-FZ).

The cost of an extract from the USRN from January 1, 2021 will consist only of the state duty paid for the provision of the service.

Why do you need a cadastral passport?

Without this official certificate, the owner of the property cannot carry out any transaction with this property, including purchase and sale or donation. Official paper is required when registering an inheritance, going to court regarding a property, taking out property insurance, or applying to a bank for a loan if a residential building acts as collateral.

If the owner of the building is a legal entity, then the passport allows you to register this property as part of the authorized capital. With the help of an official identification, you can initiate bankruptcy proceedings or revaluate the company's assets.

Nuances of obtaining a document

To do this, you only had to present an application, as well as an identity document (passport). Information from the Unified State Register of Real Estate is publicly available.

There are two options for obtaining this document:

  1. Using the Rosreestr website. This option is suitable in a situation where you need to receive a document in electronic format, when you need to check the purity of the transaction from a legal point of view. The procedure will take no more than a few minutes. The document is certified with a digital signature, and the information specified in it is completely current at the time of receipt.
  2. Through multifunctional centers. The application can also be submitted through them; in this case, the applicant can count on receiving a paper version of the document, which may be needed in the process of conducting real estate transactions. The application is submitted to a specialist, then a date is set on which the applicant can come to receive the finished document in paper form, which is certified by a seal.

Regardless of the chosen method, the procedure associated with obtaining this document is as simple and quick as possible, so you can handle it on your own.

What list of documents will be required?

One application and a passport are enough. You will need to provide a receipt for payment of the state duty. Some time ago, it was also necessary to present title documentation for the apartment.

When can I receive it?

They depend on the authority through which the procedure is carried out.

  • If you act through Rosreestr, or more precisely, through the website of this organization, you will have to wait 4-5 days until the document is produced.
  • If you contact the MFC, the deadline will extend up to 7 days due to the nuances that arise in the process of interaction between departments.
  • The easiest and most convenient way is to contact a private company that will represent the interests of the applicant. It will cost more, but the time frame will be significantly reduced - to several days.
  • You can also receive the paper by mail, but it is worth noting that the deadlines have been increased, although it takes service employees about 4 days to prepare the document. This procedure is carried out if the property is located in another city. If some time ago it was necessary to contact the place of registration, today the situation has changed.

How to get a cadastral passport for a house?

Obtaining a cadastral passport for a house is not a very complicated procedure: you should check the individual number of the property and contact the institution that issues these official papers. You must have your ID with you. It will take 5 business days to receive it from the date of application: this is the amount of time the law allocates for authorities to prepare the document.

To obtain a cadastral passport for a house, you will have to pay a state fee: for the electronic version - 150 rubles, for the paper version - 200 rubles2.

Where can I get a cadastral passport for a house?

Among the questions about how to obtain a cadastral passport for housing, there is also where to get it. Until recently, the issuance of this certificate was carried out by the BTI (Bureau of Technical Inventory). But since 2013, these functions have been transferred to the cadastral chamber under Rosreestr, so you should contact this body.

  1. Submit documents in person. A citizen who contacts an institution dealing with this issue receives a receipt and notification of the date of readiness of the cadastre.
  2. Send the application and a package of official certificates by mail. It is necessary to issue a registered letter with acknowledgment of delivery. In the application, you can make a note that a receipt indicating receipt of the letter and the date of readiness of the passport should be sent in response.
  3. Fill out an application on the Rosreestr website. You must fill out the fields and pay for the service using any of the proposed methods.
  4. On-site service at home or in the office. While this service is not provided in every region, it is becoming increasingly popular. Field service means that a specialist comes to the specified location, accepts the application, issues a receipt and informs the date and place where you can obtain a passport for the building. You will have to pay extra for this service. But some categories of citizens are exempt from paying, for example, war veterans.

To obtain a cadastral passport for an individual house, you must prepare a package of official papers:

  • a statement of the established form, the form of which can be obtained from the institution dealing with this issue;
  • technical plan of the building;
  • the applicant's identity card and a photocopy of the document;
  • if the registration is not carried out by the owner himself, but by his representative, then a power of attorney issued by a notary is required;
  • official documents of title to the property;
  • a payment certificate confirming payment of the state fee for the requested passport.

Rosreestr employees do not have the right to demand more documents than required by law.

Reasons for receiving

The basis for obtaining a cadastral passport for a residential building is the availability of information about this property in the state register. Restore cadastral passport

The question of how to restore a cadastral passport arises if the document is lost. To receive it again, you must follow the same steps as the first time: prepare a package of certificates, submit an application to the appropriate authority, wait 5 business days and receive a completed certificate for the property.

If other documents are lost along with the passport, for example, a technical plan, then you will first have to restore them, and only then contact the cadastre.

Validity period of the cadastral passport

The law does not limit the validity of this passport for a residential building. But if any alterations have been made to the building, then care must be taken to make changes to the technical plan, and then to the cadastre document.

If a house passport is involved in some kind of financial transaction, for example, a housing loan is issued on its basis, then for the bank the validity of the certificate is limited to 1 year. In this case, the client of the financial institution will have to re-issue the document if it was issued more than a year ago.

An updated passport will have to be obtained again even if the previous one was issued before 2001, since before this period the cadastre provision had not yet been legalized.

Its validity period and replacement

In accordance with Art. 4 Federal Law No. 221 KP has no limitation on the period of validity. It is only an extract from the database, which contains the most complete data about the site. The extract will be current until the owner or status of the site changes. In case of changes, you must write a statement to make corrections.

Changes to the CP are made in the following cases:

  • when the owner changes;
  • when the status of the land changes;
  • when land becomes the property of the state;
  • when the cadastral price changes;
  • in case of elimination of errors;
  • when dividing the territory into several separate sections;
  • when combining several sections into one.

Based on the results of your work, you will be able to draw up documents for each formed area. As a result, they are recognized as independent, and the owner has the opportunity to dispose of them at his own discretion.


Land surveying

If no changes occur, the document will be relevant for many years. But at the moment there is an obligation to conduct an inventory of sites at least once every 5 years. This is important to identify possible changes. In this case, you need to get a new document. If nothing has changed, it is not necessary to change your passport.

Reasons for refusal of registration

In accordance with the law, a cadastre registration can only be refused for 2 reasons:

  • the property is not listed in the state register;
  • The information requested for this object is prohibited from being passed on to anyone, according to the law.

No other reason can be a basis for refusing to issue a cadastre.

If the applicant does not agree with the refusal, he has the right to submit an application to a higher organization. This application must be reviewed within 15 days, after which the applicant is sent a response containing justified reasons for the refusal.

Grounds for refusal to manufacture and issue

There may be cases when the KPZU is not provided to the interested person:

  • The application and its attachment are not accepted. This is possible if 1) the application does not comply with the established form, 2) it contains incorrect data, 3) payment has not been made (within 1 month from the date of issue of the code to pay for the service). The applicant is notified of this fact orally in person or by email if the passport is ordered by mail or via the Internet. The person receiving the application is explained the essence of the violation and how to eliminate it. If the deficiencies are not eliminated, the application is considered not submitted and is not considered by the cadastral authority.
  • Refusal to provide CP. Such a refusal is possible if the provision of information reflected in the cadastre is limited and the applicant does not have individual access to it. The refusal is provided in writing.
  • Notification of the absence of information in the cadastre about the object in respect of which the cadastre is ordered.

The following actions of the cadastral institution can be appealed (if they are unlawful):

  • to a higher division of the Rosreestr (for example, a complaint about the actions of an employee of a city department can be filed with the head of this department or with a regional division);
  • judicially.
