State cadastral registration is carried out by entering detailed information about real estate into the State Cadastre. - A drawn up agreement that records the transfer of ownership;
- Passport;
- Cadastral passport;
- Technical certificate.

Obtaining a cadastral passport - why and who needs it?
Currently, the State Cadastral Registration of Real Estate bodies are undergoing active reform. According to the new procedure for registering property rights, a cadastral passport is a mandatory document; without it, no real estate transaction can be carried out. This is a government strategy necessary to fill the Unified State Register. This database stores information about all registered real estate properties in the Russian Federation, including garages, plots, dachas, private houses, industrial facilities, as well as properties with shared participation.
To obtain a cadastral passport for an apartment, you should apply to the Cadastral Chamber, a multifunctional center or the Star-Service Cadastre and Registration Center. Who can get it?
Despite many myths and misconceptions, a cadastral passport can be obtained by any citizen of the Russian Federation who has reached the age of majority and has submitted the appropriate application to the cadastral chamber, the MFC, or contacted the Star-Service Cadastre and Registration Center. This procedure confuses many, but freedom of access to information has solved a lot of problems. Firstly, a potential buyer can see in advance what the cadastral passport for the apartment contains. This reduces risks and allows you to verify all entered information. Secondly, only the owner of the property can make any changes to this document.
Registration procedure:
- The first step in obtaining a cadastral passport for an apartment is a written application to any of the above registrars. The procedure and speed of registration does not depend on where the application was written, with the exception of contacting the Star-Service Cadastre and Registration Center, through which you can order a cadastral passport via the Internet in just a few days (instead of the 14 days provided for by the Law). In most cases, if third parties want to receive a passport for an apartment that interests them, just a passport of a citizen of the Russian Federation is enough. If information is entered after redevelopment, permission from the SES, a court order, or permission from the BTI may be required. The procedure for commissioning apartments in new buildings and obtaining a cadastral passport for them is also different. In these cases, it is necessary to provide title documents, as well as commissioning acts, a transfer deed or a purchase and sale agreement with the developer.
- In some cases, after redevelopment and the need to make changes to the cadastral plan of the apartment, it is also necessary to provide a technical passport (these are different documents and they contain different information).
- It is necessary to provide the original receipt of payment of the state fee for receiving the service by the Cadastral Chamber (200 rubles). The fee is paid at any bank cash desk; non-cash transfers are allowed; you can contact the cash desk directly at the Cadastral Chamber.
- An important point is the stage of checking all documents. Initially, an employee of the Cadastral Chamber will check whether all documents have been submitted according to the protocol, and their correctness of execution is checked over the next 5 days, which, according to the Law, are allocated for the issuance of a cadastral passport. Looking ahead, it is worth clarifying that quite often the norm established by law of 5 working days is delayed. Therefore, it is better to contact lawyers who will check the correctness of the documents before submitting them to the Cadastral Chamber.
After you have handed over all the documents to the employee, you must receive a receipt stating that the documents have been transferred in full to the state registrar. Check the list carefully, as this will be your only evidence if the document is lost. To obtain a ready-made cadastral passport, you must take a receipt and a passport of a citizen of the Russian Federation. Employees usually agree on a preliminary date for document execution, but it may change.
Also, registration of a cadastral passport can take place through a principal. In this case, the procedure does not differ from the established procedure for owners and third parties, with the only exception that a notarized power of attorney is required.

This document confirms the owner's right to own the land. If for some reason it is missing from the documentation, then this gap must be filled without fail. Otherwise, no manipulations with real estate will be possible. It is necessary when drawing up a purchase and sale agreement, for transferring land by inheritance, when planning construction work, when leasing and taking out insurance. The form is an extract from the Unified State Register of Real Estate and includes all important information about land ownership:
- exact address, unique cadastral number and cost, total area, type of permitted use, survey boundaries and date of entering the number in the State Cadastre;
- diagram;
- information about the encumbrance, if any;

Validity period of the cadastral passport for the apartment
In fact, the Law does not clearly indicate the validity period of the document. BTI bodies regularly carry out forced inventories of real estate (once every 5 years). If, after such a check, discrepancies between the actual layout and the information from the cadastral passport are identified, this may entail fines. Make all changes to the cadastral passport on time and do not carry out uncoordinated redevelopment. What to do if information about the land plot is not in the cadastre?
If there is no information about the plot in the cadastre, then you need to come to the MFC at the location of the plot and submit documents:
- Passport
- Documents confirming ownership of the land.
- A notarized power of attorney in the case when documents are submitted by a representative.
After information about the land plot and the legal owner is entered into the database, it will be useful to make a land survey so that it can be entered into the cadastre. To do this, create a boundary plan in advance, which includes:
- A copy of the passport (data on all pages, including registration and citizenship);
- Proof of ownership or use
- General plan and other information documents
- Linking the earth to coordinates and how the measurements were taken
- Acts of coordination of site boundaries with neighbors
- Conclusion of a cadastral engineer

From January 2021, changes to the Federal Law “On the State Real Estate Cadastre” regarding mandatory land surveying will come into force. Now any owner is obliged to carry out land surveying. If you do not do this, you cannot donate the land, sell it, or prove your case regarding the boundaries of your own territory in court.

Where can I get an extract from the Unified State Register of Real Estate and can it be done for free?
EGRN extracts are not issued free of charge. You can obtain an extract online through the Rosreestr website or by personally contacting the MFC.
The deadline for issuing the document is 24 hours if online through Rosreestr. If you need a physical document, then up to 7 working days.
The electronic format of the document will not have the signature and stamp of the issuing institution. Therefore, if you need an extract not for review, but for submission to some authority or for a transaction, you need to order a paper document.
How to find out if it is in stock
Many owners don't know if they have a CP. If it is not available, you can make a request at the Cadastral Office. In the application for this, the exact address is indicated in order to identify the location. If it is not there, indicate the approximate location and parameters of the site. You can also find it using the owner’s passport details.
A passport will be provided if the relevant data is in the database. In this case, a unique number is indicated in the register. The owner of the participant will only have to request a copy of the CP. To do this, you need to submit a package of documents with the appropriate request.
