What is it?

A cadastral number is an identifier that encrypts information about the location of an object and its individual number. Thanks to this, errors in identifying an object and its ownership are eliminated.

It looks like a combination of four groups of numbers separated by a colon. As in other official document numbers, the first part of the numbers contains the region code and is the same for all documents issued there. The second part contains a unique set of numbers that allows you to identify a specific object - a piece of land, an apartment, a house or other real estate.

The cadastral number is not tied to the owner, but to the geographic coordinates of the area. Therefore, it does not depend on a change of owner, and remains unchanged in most real estate transactions. It is also not affected by changes in the administrative name of the object (city, street, etc.). Therefore, complete information about the object is attached to it - location (postal address and geographic coordinates), area, quality characteristics, name of the current owner.

If the map doesn't load

If you have problems loading, displaying, or working with the public cadastral map, refresh your browser page and wait until the map is fully loaded. Due to the variety of information and volume of geospatial data, a map may take up to 40 seconds to fully load (or more if the user's Internet connection is slow). In some cases, the page may need to be reloaded again. To work correctly with the map, the browser must be updated to the latest version. Internet Explorer is not supported by the card and is recommended to be replaced with another browser.

How to find a site by number

The cadastral number allows you to determine the exact location of the property.

To find a plot of land by number, just use an online service for checking real estate or a standard search on the portal www.rosreestr.ru.

For this:

  1. Enter the number in the search bar;
  2. Go to the property page.

The page will provide general information about the site: full address, area, registration date and data update date, cost, as well as the number of owners and details of the registration certificate.

Please note that starting from 2021, all information about real estate, including state cadastre information, is stored in the Unified State Register of Real Estate (USRN).

How to watch online and is it possible to do it for free?

If the cadastral registration of the apartment has taken place, you can obtain data from the Unified State Register of Real Estate (including the cadastral plan) in the following ways:

  • By contacting directly the Rosreestr division at the location of the apartment.
  • By submitting an application through the MFC.
  • By ordering an extract online through the Gosuslugi portal or the official website of Rosreestr.

The last method is the fastest. According to the Federal Law "On State Registration of Real Estate", Rosreestr is obliged to issue data no later than 3 days from the date of registration of the application, the MFC - after 5 days (two days are added for the transfer and receipt of documents from Rosreestr), but the electronic extract usually arrives within the deadline less than a day.

At the same time, a file certified by a digital signature has exactly the same legal force as a paper printout certified by a “blue” seal.

Obtaining information through the Rosreestr website

You can get a plan online by following these steps:

  1. You need to go to the official website of Rosreestr. It is located at: https://rosreestr.ru/site/.
  2. On the main page, select the “Electronic services and services” section, and in it the link “Obtaining information from the Unified State Register of Real Estate”.
  3. The request form will open. In it you need to indicate the available information (cadastral number and address), as well as the form in which he wishes to receive the information (in the form of an electronic extract or a paper printout, which can be obtained either by mail or by going to the territorial office of Rosreestr). After this, you need to enter the captcha from the image and go to the next page.
  4. On the second page of the request you need to provide information about who is requesting the information. The fact is that, according to the law, most of the information from the Unified State Register of Real Estate, although it is open (up to data on who exactly owns a particular apartment), is not provided anonymously. In addition, the level of access changes depending on the person:
      the owner of the apartment can request a single statement about all the real estate that he owns;
  5. an outsider will have to request data only separately about each object.
  6. After this, the user of the system must pay for the provision of information.
    Its cost and collection procedure were approved by order of the Ministry of Economic Development of Russia dated December 23, 2015 No. 967. Information: For citizens, a full statement along with the plan will cost 300 rubles and more. You can pay for the provision of information using online banking or electronic payment methods.
  7. After the payment has been made, the user just has to wait to receive the information. It can be provided either in the form of a document that will be sent to a pre-specified email address, or in the form of a link from which you can download a file certified by email.


How to get information about real estate yourself

Access to data through “State Services”

Another way to get a cadastral plan for an apartment online is to use the State Services website. Ultimately, the data will still come from Rosreestr - however, this portal is convenient in that if you have a verified account, you will not need to enter additional information about yourself and identity documents.

The procedure for ordering information through State Services will be as follows:

  1. Go to the portal. It is located at https://www.gosuslugi.ru/.
  2. Click on the “Personal Account” link. A form will open in which you need to enter the login and password specified earlier during registration.
  3. Among the list of government bodies whose services are available online, you need to select Rosreestr.
  4. In the list of services that opens, you need to select the one you need - obtaining information from the Unified State Register of Real Estate.
  5. Next, as on the Rosreestr website, you need to indicate the address and cadastral number of the apartment, how to obtain the document, etc.
  6. As on the website, you will have to pay to receive information.
  7. After this, the information will be provided within the time limits established by law. The status of the application and the degree of its completion can be monitored using your personal account on the portal.

Attention: To access Rosreestr data through Gosuslugi, you need a verified account.

This can be done either through a service center (for example, in any city MFC - they usually offer this service additionally if they are asked for any other), by mail, or using online access to the Internet bank of Sberbank, Post Bank or Bank Tinkoff.

For users who are clients of one of these credit institutions and have verified their identity there, no additional steps will be required. In addition, such users can use online banking to pay state fees and other services from state or municipal authorities.

What do you need to know the layout?

To obtain a cadastral plan you must:

  1. Have information about the apartment. Either its full address or cadastral number is required.
  2. Check whether the property is registered in the cadastral register.
  3. If it is, order an extended extract from the Unified State Register. If you are not a member, register it, and only after that you can order.

The installation can be carried out either by the owner or by a long-term user.

Cadastral registration

The cadastral number is not formed on its own, but only through the efforts of the owners of the property who submit an application for cadastral registration. This procedure is carried out in accordance with Federal Law No. 221 “On the State Real Estate Cadastre” of 2007.

State registration is carried out in relation to all buildings, land plots, unfinished construction projects, residential premises (apartments, etc.) and other real estate objects. Usually this procedure is resorted to if they want to privatize or register an object in their name in order to be able to sell, bequeath, or donate.

Independent cadastral registration is not possible. The owner is only the initiator of this process. To carry out the procedure, a specialist is invited, for example, on a land plot - this is a cadastral engineer. He collects all the necessary information and takes measurements and determines the boundaries.

The electronic database does not yet contain information about all objects. Especially often, the so-called old cadastral numbers, which were assigned to real estate not included in the register data, are out of sight. Outwardly, the old, or as it is also called, conditional cadastral number is no different from the one that appears in the real estate documents. But records are not kept in the registry for them, which means it becomes more difficult to obtain data.

You can find out the old number at the cadastral chamber after paying the state fee. Finding information can take a long time, since it is likely that the information is only contained in archives.
