3 steps to find out the owner of a land plot by cadastral number!

The need to find out the full names of the owners of a property arises, as a rule, before concluding transactions related to it: purchase and sale , rent, pledge and others, as well as during inheritance, if it is not known whether the testator managed to privatize the housing. When a contract is certified by a notary, property rights are officially verified, but often even before this moment the interested party has to make large deposits, pay for property valuation services, and fulfill tax obligations. To protect yourself from fraud by unscrupulous realtors, agencies, and tenants posing as owners, you should spend a little time and first find all possible data in available sources .

Where to look for information about property owners in the Russian Federation?

The Unified State Register of Real Estate has been operating in Russia since 2021 . It is a database that stores information (in digital form) about houses, apartments, technical premises, commercial buildings, plots of land and transactions with them. The State Register is the only reliable source of data on cadastral registration, as well as on the availability, emergence, and transfer of rights of individuals and legal entities to all types of real estate. The document confirming the state registration of the listed legal facts is an extract from the Unified State Register of Real Estate. It is impossible to find the full name of the owners online without registering it. In the “Reference Information” section on the State Register website, only general information is available:

  • status of the real estate property and location;
  • cadastral code, cost, date of registration;
  • floor, area, type of room;
  • inventory number;
  • type of ownership;
  • date of last update.

Offline way

Since the search for the owner by cadastral number may be associated with the property interest of the applicant, for example, when intending to purchase an abandoned plot, such information is publicly available.

You need to apply to receive them from an authorized institution , depending on the type of property of the land plot. If we are talking about a dacha plot, you should contact the board of the dacha association.

The chairman of the board will not only provide information about the owner, but will also help find him. Information about the owners of settlement lands can be found in the local branch of the Unified State Register of Real Estate. By contacting the registrar at the window, you should submit an application by paying a fee for the provision of services.

Since the data will be provided in the form of an official document with legal capacity, its cost is relatively high:

  • For information about property you will have to pay 900 rubles.
  • An extended extract providing information about the title of the land plot will cost the applicant 1,500 rubles.
  • Information about operations carried out with land plots before 1998, when cadastral work was carried out only on paper, is estimated at 2,500 rubles.

In order to determine the owner, you will need to submit to the USRN department:

  1. statement;
  2. applicant's passport (original and copy);
  3. receipt of payment of the duty.

An extended extract on title ownership of land can only be presented to the owner of the land plot, which must be confirmed by a certificate of ownership of the land plot.

How to get an extract?

According to the Procedure for Providing Information from the Unified State Register No. 968 of December 23, 2015, adopted by the Ministry of Economic Development, an extract is generated upon request , which can be submitted either on the website rosreestr.ru, or by contacting the State Registration of Rights Department at the place of residence.
The request form (Appendix No. 2 to the Procedure) can be filled out independently on the official web portal of Rosreestr.
A simpler option for solving the upcoming problem is to use the electronic service of government services.

Step 1

Required items are marked with a red exclamation mark. These include :

  • type of real estate (apartment, room, building, technical room, unfinished construction, property complex of the enterprise);
  • address (region, district, locality, street, house, apartment);
  • in what form the information will be provided (link to an electronic document or a paper document, which can either be picked up at the territorial office or ordered delivered by mail);
  • personal electronic mailbox (e-mail);
  • security code from the picture.

Step 2

At this stage, personal information is filled in :

  • the type (individual or legal entity) and category of the applicant is indicated;
  • passport data is entered (required fields are marked with an exclamation mark);
  • Below is a check mark indicating consent to the processing of personal data.

Step 3

To confirm the previously specified data, the applicant must upload copies of documents (scanned or photographed in picture format) to the Rosreestr website.

Step 4

After confirming the request and checking the information, an identification code is sent - an access key to the requested information, as well as a link to pay the state duty invoice. In some email services, an email with a password may end up in the spam folder. The current cost of the service is indicated on the USRN website. Money must be transferred within 30 days from the date of the request. The statutory period for issuing a document is 3 working days.

After completing all the specified points, the applicant receives from the State Register on digital (electronic link) or paper an extract, which, in addition to other important information, indicates the full name of the owner (co-owners) of the apartment, house, non-residential building, owner of the plot of land. If the rights belong to a legal entity, you can find out its name in the same way.

Information about who registered real estate, transactions on which were carried out in the period before 1999, can be obtained from the BTI at the location of the property. However, in the archives of the Technical Inventory Bureau, such information is provided only to the owners, co-owners, heirs of the requested objects, or their legal representatives.

Does the cadastral number change when the owner changes?

If a purchase and sale transaction or any other actions NOT described below take place with the land plot, then unlike the cadastral passport, into which amended information is entered, the CADASTRAL NUMBER ITSELF DOES NOT CHANGE !

Changing the CN is possible only in the following cases:

  1. Changes in land status.
  2. Increasing/decreasing territory.
  3. When dividing a plot into several, in this case a new number is assigned to each plot.

Before a property transaction, it makes sense to double-check information about the owner of the plot, which will prevent dishonest and fraudulent actions directed at the buyer. With our instructions, the question of how to find the owner of a plot by cadastral number no longer seems so difficult, right?

Instructions for checking the owner of an apartment online.

Using the service is intuitive and easy.

Enter the address in the search bar: city, street, house number, apartment.

Please note that when writing an address, a drop-down list will appear from which you can select the full address of the object .

After clicking on Search , the system will check the availability of information in Rosreestr within 3 - 5 seconds.

If Rosreestr has records about the property, the system will display the cadastral number, address and area of the found apartment under the search line.

The plot is not on the cadastral map

If your object is not shown on the map, the following options are possible:

  • The address of the object is written incorrectly. For example: “Birch Street” can be written either through “Y” or “E”; “6th Parkovaya Street” can be written “6th Parkovaya” and “6th Parkovaya” and so on. Try different options or simply leave a request for a call back, and our specialists will find your property;
  • the property is not registered in the cadastral register;
  • the site has not been surveyed;
  • the technical plan of the building, house, structure, etc. has not been drawn up;
  • land surveying was not carried out in accordance with current legislation;
  • The survey of the land plot was done recently (the data has not yet entered the system).

List of objects

The extract contains information about plots of land, houses and apartments. Information about real estate objects can be obtained online if they have been entered into the register. In some cases, the data was entered into the register, but the applicant cannot receive it because the information is too recent. Rosreestr processes incoming applications within 14 working days. If you know that a transaction on an object took place recently, you should wait 2 weeks for the data in the system to be updated.

Contents of the extract

By online request you can obtain the following information:

  1. Cadastral number and cost;
  2. Object type;
  3. Construction status.
  4. Number of storeys;
  5. Location;
  6. The area of the land.

Validity

Reference information on real estate objects is valid for one month. However, you need to keep in mind that registering rights to an apartment or house takes a day. Therefore, the data in the statement will lose its reliability at any time. Although the law does not establish a rule regarding the validity period of the certificate, the applicant needs to remember that the more recent the extract, the greater the chance of its relevance. There is no point in storing a document for a long time.

Additional online ordering options

On the service you can get an extended extract from the Unified State Register of Real Estate, which contains additional information about the plot, apartment or house. These include:

  • date of registration of ownership;
  • information about the owner - passport and SNILS;
  • purpose of the apartment;
  • type of property;
  • transfers of ownership from one person to another;
  • exact coordinates of the property;
  • registered restrictions and encumbrances;
  • court decisions regarding the object;
  • graphic diagram of the territory.

The extended land statement additionally indicates the type of permitted use, category of land, plan and information about boundaries. The exact coordinates of the site are recorded.

Additional information is contained in the extended version of the statement. The document contains information about all property rights holders for the time that has passed since the registration of the property in Rosreestr. From the certificate you can find out whether the property is pledged, whether it has been seized, or whether litigation is ongoing in relation to the specified property. This data is important to consider if you are planning to go to court, enter into an inheritance, carry out redevelopment, etc.

Only a limited number of citizens can receive an extended extract from the Unified State Register. These are mainly those who are related to the object or hold a position in certain government bodies. Therefore, when requesting an extended extract, it is necessary to provide additional documents: a passport to confirm the identity of the applicant, a power of attorney for the right to receive information on behalf of an individual, a document confirming the right to represent the interests of the company.

Receiving an extract

To use the service, you need to know minimal information about the property. This includes the exact address or cadastral number. The number can be clarified on the cadastral map. The data is entered into a special form, where you must also indicate the email address to which the document will be sent.

After the applicant has sent a request for an extract, it is transferred to Rosreestr, the information is received online in the form of a document to the email specified during registration. The extract is an official document with a digital signature. An electronic signature replaces a handwritten signature and seal. In a technical sense, a digital signature consists of a set of digital codes that change the information of the document being certified. Thanks to an electronic signature, the document cannot be falsified. Thus, the USRN extract sent by the service has the same legal force as a regular document, because contains digital signature. The data can be used at your own discretion - present it to government agencies, confirm rights to real estate in a purchase and sale transaction, apply for a loan from a bank, etc.

In most cases, a certificate is needed as soon as possible, because... relevance remains for a short period of time. That is why it is so important to receive the document promptly. The easiest and fastest way to get an extract from the Unified State Register is to use the service. When contacting the MFC or Rosreestr, the waiting time will range from 3 days to several weeks. For many applicants, this period is unacceptable, because... the meaning of ordering a document is lost. Therefore, contacting Egrponline.rf is the best option.
