Features of a military pension
The calculation of pensions for military personnel has its own characteristics, which are regulated by Law of the Russian Federation No. 4468-1 of February 12, 1993. Here are the main differences between these two pensions:
- the size of a military pension depends on the length of service and the amount of salary of the serviceman, and not on the number of pension points he has accumulated and the amount of insurance contributions that the employer has transferred;
- By the way, no one pays insurance premiums for military personnel;
- payment of military pensions occurs at the expense of the federal budget, and not the Russian Pension Fund;
- All recipients of military pensions are entitled to bonuses and indexation.
Yes, the most important difference is the last one - the indexation of pensions for military pensioners usually takes place centrally and simultaneously with the indexation of salary, because they are interconnected.
Civil pension for military pensioners
The assignment of payments for length of service for most former military personnel occurs during the period when they are fully capable of working. Therefore, many of them, upon completion of service in the military or other structures equivalent to them, find employment in civilian life or engage in business, registering as individual entrepreneurs.
Accordingly, former military personnel are subject to the provisions of Federal Law No. 200 “On Insurance Pensions” and they are required to register with the pension insurance system. However, the civil pension for military pensioners is calculated in a different manner from other categories of citizens.
Pension coefficients
In order for the Pension Fund to correctly calculate the civilian (labor depending on length of service) pension amount, the military personnel must have a certain number of points accumulated during work according to the new requirements - pension coefficients.
Their calculation is individual and depends on the salary paid. In 2021, this value is 18.6, followed by a gradual increase to 30 points (the increase will be completed by 2025).

Conditions for military retirement
There are several groups of citizens who have the right to receive an early pension. One of the main conditions is length of service. How exactly he can retire is regulated by the law of the Russian Federation of February 1993.
The age of a military man is also strictly defined. It cannot be less than 45 years of age on the day a person retires from the armed forces. In order for a person with military experience to retire based on length of service, one of 2 conditions :
- At least 20 years of service on the day of transfer to the reserve.
- Early retirement becomes possible if a person has reached 45 years of age and has 25 years of total work experience. But in this case, early retirement is possible only if half of this length of service (12.5 years) is military.
If none of these conditions are met, then the military man has no right to early retirement, and his length of service will be taken into account when he retires on a general basis.
How to calculate length of service
The length of service may include the following periods:
- service in the police department, the Ministry of Emergency Situations, in institutions of the criminal correctional system or in bodies that control the circulation of narcotic drugs;
- study at a university (no more than 5 years), as 0.5 years for each year of study;
- being in captivity is taken into account if you were not there voluntarily, or serving during hostilities;
- search and rescue operations;
- participation in combat operations;
- all the time of repression, if after this the military man was rehabilitated;
- service in Soviet partisan detachments and formations;
- work in special areas (far north, highlands);
- service abroad under contract;
- if the work was associated with an increased danger to life.

Previously, military personnel who worked after completing their service until they were granted a pension could choose only one type of pension: either a military pension or a labor pension. The choice was usually made in favor of the payment that was larger.
Since 2008, a mixed pension, military and civilian, has been allowed. Since 2013, new rules for calculating labor pensions based on mixed length of service have been established.

The second pension today is understood as a labor or old-age pension. It is paid not instead of, but together with the military service, which makes it possible to maintain a high standard of living compared to many older people. To earn a second pension, military personnel have enough time between retirement and the age limit.
Today, old-age pensions are no longer accrued through labor, but through insurance. Those employees who were officially employed and for whom the employer made the necessary contributions to the Pension Fund have the right to them.
Or entrepreneurs who paid contributions to the pension fund on their own. The minimum required insurance period for military personnel to receive a second pension is determined by law at 5 years.
Is it possible for employed citizens to receive a military pension?
If a military pensioner, after leaving service, decides to continue working or open an individual business, this will not prevent him from receiving a military pension. Moreover, while continuing to work in civilian structures, in the future he will also be able to receive a regular old-age insurance pension along with a military pension. We have already talked about how this happens.
Thus, there are no obstacles for a military pensioner to work and at the same time receive the required pension from the state.
Conditions for receiving an insurance pension for military pensioners in 2021
To apply for a second (insurance) pension through the Pension Fund of the Russian Federation for military pensioners in 2021, the following mandatory conditions must be met:
- Reaching retirement age . According to the new law No. 350-FZ of October 3, 2018, men born in 1960 and women born in 1965 (at 61.5 and 56.5 years old, respectively) can receive old-age payments in 2021. If there are grounds for early receipt of payments, then preferential standards are established. For example, for northerners (persons who worked in the Far North or areas equivalent to the KS) the standards are 5 years less.
- A certain amount of insurance experience . Since 2015, the requirements for minimum experience have been increasing annually until they reach the final standard of 15 years. In 2021, intermediate provisions will still be in effect, so to receive the second payment, military personnel must have 12 years of insurance experience (in 2022, 13 years will be required).
- IPC in the prescribed amount (total number of accumulated points). Starting from 2015, the IPC standards for receiving old-age insurance pensions are also increasing annually. In 2021, this will require at least 21 points.
If all of the above conditions are not met in 2021, military personnel will not yet be able to receive insurance payments through the Pension Fund.
Raising the retirement age for military personnel
As noted earlier, as part of the pension reform, the retirement age will be increased for military pensioners who plan to receive a second pension (through the Pension Fund). The increase will be carried out similarly to the generally established requirements - up to 60 years for women and 65 for men.
Changes will occur gradually, so such standards will not be established immediately, but according to the schedule provided for by the new law (table below):

Age standards will increase annually. Starting from 2023, citizens discharged from the military or other equivalent service will be able to receive a second pension only at age 60 for women and 65 for men (these are the final values).
How is the second civil pension calculated for military pensioners?
The procedure for calculating the amount of the second pension for military personnel differs from the usual rules for calculating the amount of insurance payments. According to Part 1 of Art. 16 of Law No. 400-FZ of December 28, 2013, for citizens who have served in the military or equivalent service and who are already receiving benefits for length of service or disability, the amount of the insurance pension does not include the amount of the fixed payment (in 2021 its amount, for example, will be 6044.48 rubles ).

After the death of a recipient of a civil pension, his wife and children may apply for a survivor's pension if receiving it turns out to be more profitable than the basic one.

Amount of a military man's pension
The procedure for calculating military pensions is established by articles 7, 14, 22 of Law No. 4468-1. When determining the amount of due payments, the following are taken into account:
- the amount of monetary allowance, which includes the official salary and bonus for military or special rank;
- reduction factor 72.23%. as of 2021 and the first 8 months of 2021;
- inflation index.
Preferential incentives for military personnel
Certain types of positions and work performed by a military man allow his length of service to be calculated with an increasing factor. This way, a military man can receive a well-deserved military pension earlier than others. Such schemes include types of positions in which 1 month of experience is for 2 months, 6 months for 1 year of experience and other schemes.
1 month for 2 months is calculated in the following service:
- flight personnel positions that perform flights according to combat training plans in helicopters, ekranoplanes and airplanes;
- parachute and ejection testers.
1 month is considered 1.5 months for military personnel who:
- systematically make parachute jumps;
- are located in the reconnaissance units of the ground forces;
- serve in the management of oceanographic expeditions, as well as special-purpose expeditions;
- are on the staff of warships and permanently stationed self-propelled vessels.
This is not an exhaustive list of positions and work for which a military person receives a preferential pension.
Benefits are also awarded for special merits - participation in hostilities, service in remote areas, and the like. In addition, there is a certain set of standards for each specialty, within the framework of which bonuses can be received. One of these grounds is qualification category. For the “master” class it is 30%, for 1st class – 20%, for 2nd class – 10% and for 3rd – 5%. To receive such a bonus, you need to pass the standards for the highest category of physical fitness.
How to calculate in 2021
The formula by which the insurance pension for a military pensioner (SP) is calculated is as follows:
SP = SPK × IPK
Where:
- SPK - the cost of the pension coefficient, established annually by the state;
- IPC is the number of coefficients generated by a citizen on his personal account with the Pension Fund.
Accordingly, to calculate the amount of payment, you only need to know the number of pension points accumulated by a citizen and multiply them by the cost of one point established for the year in which the calculation is made.
According to part 7 of Art. 10 of Law No. 350-FZ of October 3, 2018, one pension coefficient in 2021 costs 98 rubles. 86 kopecks This value is subject to annual indexation: for the period up to 2024 inclusive - from January 1, and starting from 2025 - from February 1.
Calculation example
To calculate the amount of the second pension, you need to know the amount of the IPC formed over the years of work in civilian life. This information can be found from a personal account statement, which can be obtained by contacting the Pension Fund in person or in the Personal Account on the Pension Fund website (this requires a confirmed account on the State Services portal).
For example, a citizen has 50 pension coefficients, and also has 2 years of military service, which were not taken into account when assigning a pension through the Ministry of Defense. This period can be counted as “civilian” experience with 3.6 points awarded for it.
- Provided that one point in 2021 costs 98.86 rubles, the amount of the second pension will be 98.86 × (50 +3.6) = 5298.90 rubles.
- This amount will be paid monthly until the date of the next adjustment of the coefficient value (indexation).
Indexation of pensions of working military pensioners
The amount of state pension payments for long service is subject to annual increase due to:
- indexation by a coefficient established by the Government of the Russian Federation;
- coefficient increasing decreasing coefficient (at least 2% per year).
In fact, it happens that a moratorium is imposed on indexation and then absolutely all military pensioners do not receive an increase. This was the case in 2017, when the budget did not have enough funds for these purposes. But, if indexation of pensions is carried out, then absolutely everyone also receives an increase - both employed and unemployed military pensioners.
How is indexation carried out for state support?
For working military pensioners, state indexation is provided. security in accordance with Article 25 of Federal Law No. 166 every year on April 1, as well as Federal Law of the Russian Federation No. 4468-1.

Reduction factor for military pensioners in 2021: latest news from the State Duma
According to the current legislation, military pensioners are not paid a full pension, but only a part of it. This is due to the use of a reducing factor to the amount of monetary allowance when calculating payments. It was first introduced in 2012 at a value of 0.54, subject to mandatory annual growth of at least 2%. However, its value was last revised on October 1, 2021 - from 0.7223 to 0.7368.
- Further, Law No. 381-FZ dated December 2, 2019 extended the application of the reduction factor of 0.7368 to the entire year 2021.
- And now they plan to use it when calculating military pensions in 2021. The bill on the reduction coefficient in 2021 has already been submitted to the State Duma for consideration and is planned to be approved during the autumn session.
For military pensioners, this means one thing: there will be no increase due to a change in the value of the reduction factor by 2% in 2021. They will continue to receive only 73.68% of their full military pension .
The next change in the coefficient will occur no earlier than January 1, 2022, unless, of course, a moratorium on PC adjustments is introduced again.
What's new?
For military pensioners receiving additional pension benefits from the Pension Fund, 2021 has become a year full of changes.
Thus, since the beginning of the year, the size of pension payments has increased for those military personnel who have already completely stopped their working activities. Indexation took place on January 1, 2021. The increase amounted to 6.3%. This indicator applies to all types of insurance pensions paid to non-working citizens.
According to Decree of the Government of the Russian Federation No. 939 of June 27, 2020, the last increase in the basic pension for the military took place from October 1, 2021. After indexation, the military pension increased by 3% and 2.6 million military pensioners were able to receive a small increase in pension contributions.
The next increase in the basic pension for military personnel is expected on October 1, 2021. Presumably, pensions will be indexed by 3.7%, but closer to the date of increase, the indexation percentage may change.
When a working military pensioner is not entitled to indexation
If a former military man has reached the generally established retirement age and simultaneously receives an old-age insurance pension while continuing to work, he is not entitled to indexation. But only an insurance pension. He will receive it in the same amount, without taking into account indexation, until the moment of dismissal. After dismissal, he will be compensated for all missed indexation immediately. At the same time, it should be noted that all military pensioners who are individual entrepreneurs, lawyers, notaries, etc. are recognized as working. therefore, if they receive an insurance pension, it will not be subject to indexation until the official termination of the relevant activity.
List of documents
To register with the military registration and enlistment office, a former serviceman will need the following papers:
- a passport containing a registration mark;
- prescription;
- personal file of a pensioner;
- military ID. If it is missing, you will need to present another document that confirms the fact of military service, surrender of weapons and ammunition, or leaving the army.
At stage 2, the applicant, in addition to the application for payments, will need:
- passport and its photocopies, certified by a notary office employee;
- military ID, which contains a record of registration;
- monetary and clothing certificates. Today it is impossible to obtain a monetary certificate; government agencies themselves send it to the required institution;
- passport size photograph;
- SNILS;
- employment history;
- an extract from the Pension Fund of Russia, which confirms that the army employee did not apply for a pension there.

Methods for obtaining a second pension
To apply for a second civilian pension, a military pensioner must contact the Pension Fund office.
He can do this in the following ways :
- Contact the Pension Fund branch in person. You must have the originals of all required documents with you;
- Send an application for a pension and documents by mail. Copies of documents must be notarized;
- Contact the employer's personnel service (if work is still ongoing). There they will independently prepare and send all the required documents to the Pension Fund.
