Military pensioners had great hopes for 2021. During the discussion of the budget, all deputies included in the State Duma Committee on Defense spoke about the reduction coefficient - this is a direct violation of the rights of military pensioners, that for several years now the majority of military pensioners have not received a well-deserved pension (with the exception of former military prosecutors, judges and investigators). Alas, as we wrote, during the voting the eloquent rhetoric ended, and on November 18, the State Duma adopted in the 3rd reading Bill No. 1027752-7, the essence of which boils down to the following: in 2021, the reduction coefficient will remain at the same level - 73.68% .

Categories of military personnel and the right to payments
There are two categories:
- Carrying out service under a contract. These include military personnel of the Russian Federation, as well as those serving in allied states with which international agreements have been concluded. Contract workers have the right to benefits from the Ministry of Defense (including military departments: FSB, Ministry of Internal Affairs, FSIN).
- Disabled people who received an ITU certificate due to a military injury or illness that developed during a certain period (service and three months after retirement). Former military personnel with disabilities can count on benefits from the state (it is assigned and paid by the Pension Fund).

Important! In 2021, military retirees should expect a 6.3% increase in pensions. Recalculation will occur on October 1, 2021. The total amount of the increase consists of 4.3% of the previously announced indexation and an additional 2% increase in the reduction factor. From October 1, PC will be 0.7368. In 2021, the formula for calculating a military pension remained the same: ((OD + OZ + NVL) x 50% + (OD + OZ + NVL) x 3%)) x PC = RVP, where OD is the official salary, OZ is the salary in accordance with military rank, NVL - bonus for length of service (every year, over 20 years), PC - reduction factor. However, from January 1, 2021, salaries were changed both by military rank and position. Consequently, compared to 2021, the pension amount will be larger and the calculation of the military personnel’s pension in 2021 must be done again. New look of the armed forces
I do not understand you. In 1991, the USSR was defeated in the Cold War. In the USA they even issued awards in honor of this. What has changed in the calculation of military pensions in 2018
First of all, military personnel who retire in 2018 will receive two good news: the growth of the reduction coefficient is frozen, and this year, as in the previous year, it is 72.23%. From January 1, 2021, there was an increase in salaries, from which the pension amount will be calculated. The tariff size of payments for positions held by privates and sergeants increased by 400-720 rubles, and for the official salary of officers - by 800-1800 rubles.
Salaries according to military rank have also increased. For privates and sergeants it is 200-340 rubles, for officers it is 380-1200 rubles. An increase in the long-service bonus is also planned. Since 2018, those whose work experience exceeds the minimum of up to a year can receive a 5% increase; 10% - for 1-2 years; maximum amount of 70% - for 25 years. In the previous article we talked about how you can calculate the basic pension amount yourself. Let's compare how it has changed in relation to 2021. Let's say Ivanov I.I. retired from the post of commander of a motorized rifle battalion with the rank of lieutenant colonel, having had 21 years of military experience. In 2021, without bonuses for the qualification category, territorial coefficient, participation in hostilities, it would have amounted to 18,371.71 rubles, and in 2018 – 18,632.57 rubles.
Conditions of appointment
In order for a military pensioner to qualify for a civil pension, the following conditions must be met:
- The pension is assigned to men at the age of 60; accordingly, before this period, you cannot apply for it under any circumstances.
- Availability of work experience. A military personnel must have work experience, which means work activity other than military service. The required length of experience for 2021 is 8 years, with this figure increasing by one year each year. Thus, in 2021, to receive a mixed pension, a military man will need to have 11 years of work experience. This requirement will increase until 2025, when it will be 15 years.
- Since 2015, a requirement for a certain value of the individual pension coefficient was also introduced. It depends on the size of the insurance amounts paid, which are usually equal to 10% or 16% of the salary. You must have a coefficient of at least 11.4, and every year this requirement increases by 2.4 points. Thus, in 2021, to receive a civil pension you will need to have a coefficient equal to 16.2. The requirement will progress until it equals 30 points.
A large number of questions arise regarding the determination of work experience. It is worth noting that it also includes labor activities carried out before registration of SNILS (that is, registration in the pension insurance system). To confirm such experience, you can use entries in the work book, certificates and archival extracts.
How to increase the income from which the size of a military personnel’s pension is calculated
In recent years, the media have increasingly reminded us of the need to take care of our future pension from a young age. And we're not just talking about pension savings. Military personnel can increase their income by showing consistently high results in combat and physical training, participating in combat operations, etc. We will present 3 main reserves for increasing income.
- Fulfill the standards for your specialty and achieve the assignment of a class category. For each military specialty there is a specific list, for example, for military doctors, class is determined by qualification category. In general, the premiums are 30% - “master” class; 20% - I class; 10% - II class; 5% - III class.
- Pass 2 tests for the highest level of physical fitness. The bonus for this criterion is significant - 70% of the official salary. So, for a private it will be 7,280 rubles, and for a senior officer - 18,546 rubles.
- Temporary performance of duties for a vacant position. If there is a vacant higher position, military personnel can temporarily occupy it, even if their rank does not meet the requirements. In this case, be sure to request registration by order. The basis is the UP of the President of the Russian Federation No. 1237 and the order of the Ministry of Defense No. 200.

The rules for calculating length of service are defined in Federal Law 4468-1 and Resolution No. 941.
Assignment of content is possible on two bases:
- minimum military experience - 20 years;
- disability received during service or immediately after it for reasons related to it.
To receive salary based on length of service, there are two options:
- first: there must be a minimum service period of 20 years;
- second: the total work experience is 25 years, but 12.5 of them must be devoted to the performance of official duties in the event that a citizen resigns due to reaching a certain age, the emergence of health problems, in connection with reorganizations of the departments to which he is assigned.
This social security is not age-related. Its registration is allowed at any age, often even at 40 years old. It depends only on the length of service.
Death or disability may also be grounds if a health problem occurred during service or within 3 months of its end.
Security may be issued if damage to health is recorded before these deadlines, but the illness must be related to military activities.
Who is eligible
Employees of the following institutions may qualify for this type of social security:
- Ministry of Defense, departments subordinate to it;
- firefighters, police departments;
- penitentiary institutions;
- other federal departments for special purposes.
What documents should I submit to the pension department of the military registration and enlistment office?
- Identification documents and military registration (passport, military ID);
- Confirmation from the pension fund that the citizen is not registered and does not receive payments from the Pension Fund;
- Confirmation of work and insurance experience;
- Application for accrual of pension.
If a pension benefit is issued for disability, the Pension Fund provides:
- Identification documents and military registration (passport, military ID);
- ITU certificate and other documents confirming disability received while serving;
- Employment and insurance documents;
- Application for a pension.
If a pension benefit is issued for the dependents of a deceased serviceman (survivor pension), the military registration and enlistment office accepts:
- A document confirming the death of a military man;
- Documents confirming relationship with the deceased;
- Documents confirming the status of a dependent (passport or birth certificate of a person under 18 years of age, a certificate from the place of study of a person under 23 years of age studying full-time, a certificate of disability, confirmation of incapacity for work, etc.);
- Statement. A package of documents from a minor is submitted by his legal representative - the remaining parent or guardian.
Where to apply for benefits
Civilians submit documents to the Pension Fund for the assignment and calculation of pensions. Former military personnel who have lost their ability to work due to health should also apply there for a disability pension.
Military personnel who have served the required number of years apply to the military commissariat, namely, to the pension department of the district military commissar.
Every time a pensioner changes his region of residence, he is required to register with the military commissariat at the new place of residence.
