Until recently, a second pension was awarded to military pensioners with only five years of service.
Currently, the situation is changing and with each subsequent year, in addition to the age requirements, there is an annual increase in the requirements for the minimum length of service and the number of pension points . Therefore, the refusal to grant an insurance pension to military personnel is currently the most popular issue among the issues.

What's new?
For military pensioners receiving additional pension benefits from the Pension Fund, 2021 has become a year full of changes.
Thus, since the beginning of the year, the size of pension payments has increased for those military personnel who have already completely stopped their working activities. Indexation took place on January 1, 2021. The increase amounted to 6.3%. This indicator applies to all types of insurance pensions paid to non-working citizens.
According to Decree of the Government of the Russian Federation No. 939 of June 27, 2020, the last increase in the basic pension for the military took place from October 1, 2021. After indexation, the military pension increased by 3% and 2.6 million military pensioners were able to receive a small increase in pension contributions.
The next increase in the basic pension for military personnel is expected on October 1, 2021. Presumably, pensions will be indexed by 3.7%, but closer to the date of increase, the indexation percentage may change.
When will it be cancelled?
Similar ideas were submitted for government discussion back in 2015. The goal is to save money from local budgets.
To launch the mechanism, it was proposed to cancel pensions for citizens whose income exceeds 1 million per year, freeze payments to working pensioners, and eliminate fixed payments.
But in the end, the abolition of second pensions for military pensioners was not officially adopted. There is no exact deadline for freezing payments for this category of the population .
Can a military man receive a regular pension?
It is important to understand that not every military man receives a pension from his department (FSB, Ministry of Internal Affairs, Ministry of Defense, etc.) after finishing his career.
To do this, he must have a certain length of service specifically in military service (if the payment is assigned in connection with a disability, the requirement does not apply). A person, being a military man, may not receive subsidies from the former department. In this case, he, along with other Russians, will be able to apply for an insurance or social pension (depending on length of service and fulfillment of other requirements).
If a person receives payments from his military department, then he can count on a second subsidy from the Pension Fund. True, the calculation procedure in this case will not be the same as for ordinary citizens or military personnel who do not receive payments from the former department.

How is it calculated?
Federal Law No. 156, in force since 2008, “On Amendments to Certain Parts of Legislation on Pension Issues,” eliminates the limitation of guarantees for those who continue to work after receiving monthly payments. Previously, the category of former military personnel could not count on civilian payments.
With mixed service, the second pension is calculated using the formula:
B = (50%*D + 1% *D*T) * P.
- B – the amount of monthly payments;
- D – subsistence level of the region;
- T – length of service;
- P – reduction coefficient (for 2021 72.23%).
The formula is taken from Article 14 of the Federal Law “On Labor Pensions”.
Mandatory conditions for provision
Most often, military personnel think about the possibility of receiving a second pension after finishing their career in the “power” units. It is important to understand that the entire “military” experience is not taken into account by the Pension Fund. During this time of service, the person receives payments from his department.
Despite this, there is still an opportunity to receive a second pension from the Pension Fund. But for this you will have to fulfill a number of conditions. All of them relate to a person’s work in civilian life. During initial employment, the former military man becomes a member of the OPS (unless, of course, he previously held a regular position). It is participation in the insurance system that gives military personnel the opportunity to claim pension payments in the future.
After employment, it is important to make sure that the employer makes contributions to the Pension Fund for you. Otherwise, neither the length of service nor pension points will be counted. The only way out of this situation is to sue the irresponsible employer.
Related difficulties
Unfortunately, at the moment the state is not able to provide decent pensions to either “civilian” pensioners or the overwhelming number of military personnel. At the moment, the effective operation of the pension system is one of the main tasks of the Russian economy.
The main difficulties faced by the Pension Fund when distributing pension payments include the following:
- increase in the total number of pensioners. Today, the ratio of employed citizens to citizens of retirement age does not inspire hope. The number of working Russians is steadily falling, which is happening against the backdrop of an increase in the number of pensioners. This is partly due to the demographic decline and a decrease in the birth rate, partly to a general increase in life expectancy both in Russia and throughout the world;
In recent years, the number of pensioners has been increasing compared to the number of working people.

Requirements for the applicant
A military pensioner has a unique opportunity to receive several pensions at once: from his “law enforcement” department and from the Pension Fund. Their appointment requires the fulfillment of various conditions. If a citizen plans to receive a second payment, then he must satisfy a number of conditions relating to:
- age;
- length of service;
- the size of pension points (IPC).
Age
The second military pension is awarded for old age. Therefore, one of the important parameters is age. Let us recall that in 2021 a reform was launched that increases the age limits for assigning pension payments. Before this, men and women only had to reach 55 and 60 years old, respectively. What do we have now? Appendix No. 6 of Federal Law No. 400-FZ of December 28, 2013 provides a plan for gradually raising the age limit. The situation will be like this:

It turns out that in 2021, a military pensioner will be able to receive an additional payment only if he turns 63 or 58 years old (depending on gender).
In some cases, the age limit may be lowered. For example, this is allowed if a person works in harsh climatic conditions or his activity is associated with risk or harm to life.
Work experience
Pension Fund employees only take into account periods of civilian work. That is, the entire time that a person served will not count as seniority. After the 2015 reform, the level of required experience is systematically increasing. So, in 2021, a military man must work in a regular job for at least 12 years. For subsequent periods, the minimum restrictions are as follows (Appendix No. 3 to No. 400-FZ):

It is also possible to reduce the duration of the minimum length of service if a person works in harsh climatic conditions or his work involves a risk to life.
A systematic increase in seniority forces a person to work officially more and more. Most citizens perceive the tightening of conditions negatively. It will be especially difficult in the future for military pensioners who want to apply for a second pension. After all, they first need to obtain payments from their “law enforcement” department, and then also work for 12–15 years.
Amount of pension points
After the pension reform of 2015, many new terms came into use. One of the most important factors in determining the amount of payments is the individual pension coefficient (IPC). People often call it simply a pension point. Their size depends on the level of wages.

For all periods of work, the IPCs are summed up. Moreover, maximum restrictions are established by law (Appendix No. 4 to No. 400-FZ). They look like this:

Calculation example
For a better understanding of the procedure, you can consider a specific example.
The armed forces employee graduated from service in 2007, after which he took an official job in a civilian organization.
After nine years, he reaches retirement age and can receive legal benefits. During this time, his average salary was 28,000 rubles, and therefore 483,840 rubles were transferred to the Pension Fund.
It turns out that 53,760 rubles were transferred per year, and by 2021 the contribution base will be 127,360 rubles. Points are calculated by the ratio of annual contributions to the size of the base, multiplied by ten and the number of years: (53.760/127.360)*10*9=37.98 – the amount of accumulated points for the period of professional activity after retirement.
Attention! The amount of the second pension ultimately depends on the value of the points. It is also necessary to take into account that different indicators are possible for different regions. Therefore, for residents of different cities under the same conditions, the amounts may vary.
The amount of the pension
In general, the size of the old-age insurance pension for Russians consists of two components:
- Fixed . It is the same for everyone (increases are possible for individuals). For example, in 2021 the size of this part is 6,044.48 rubles.
- Insurance _ It is calculated separately for each and consists of the product of the IPC and the cost of 1 point. For example, now the price of one pension point is 98.86 rubles.
These pension parts are summed up. To make a preliminary calculation of future payments, you can use the Pension Fund website. As a result, the following will be displayed on the screen: the number of individual industrial complexes, length of service and the amount of the expected insurance pension.
Military pensioners cannot . The calculations will be valid only for those military personnel who do not receive a pension from the “security” departments.
If a person has the status of a military pensioner, then the amount of his insurance pension will be made up only from the insurance part. is not provided for them . It turns out that the pension will be equal to the product of the accumulated points and the cost of the 1st IPC.
Example . Merkulov and Zhdanov were once military men. In civilian life, they had the same work experience - 14 years, and the IPC amount - 45.63. What will their insurance pension be if Merkulov also receives a military pension, and Zhdanov does not. For Zhdanov, the pension will be calculated as for an ordinary citizen: 45.63 * 98.86 + 6,044.48 = 10,555.46 rubles. For Merkulov, this amount will be calculated without a fixed part: 45.63 * 98.86 = 4,510.98 rubles.

Design methods
In fact, applying for a military insurance pension is no different from how other citizens do it. You can do this in the following ways:
- come to the Pension Fund branch yourself;
- submit an application on the website (requires a personal account);
- fill out an application on the State Services website (if you have a verified account).
You can also submit all papers by mail (you will have to additionally certify them) or through a legal representative.
First you need to collect a considerable package of documents. This includes a passport, SNILS, work book, salary certificate. It is also necessary to confirm the fact of receiving a military pension (obtain a certificate from the relevant department). Other documents may be requested in addition to these papers. You must also fill out an application for a subsidy, choosing the method of receiving payments (by bank card, by mail, home delivery).
