How to apply for a pension for a citizen of the Russian Federation? It is necessary to write an application for a pension, collect the necessary documentation and submit it to the Pension Fund of the Russian Federation. After reviewing the submission, the Pension Fund makes a decision on the assignment of the due payments. In this material we will consider the algorithm of necessary actions, features of filling out the application, recommendations regarding the method of submitting documentation.

Collection of documentation

Before directly submitting an application for a pension, a citizen must collect the necessary package of documents. Pension Fund employees advise starting this process in advance. Approximately six months before retirement age. This is due to the fact that on the way to collecting information you may encounter delays and difficulties - previously, not all employers submitted information about their employees to the Pension Fund. Therefore, the organization does not have complete information about citizens’ pension accounts.

A citizen must have the following in his hands:

  • Application for a pension.
  • Identity document.
  • Work book.
  • Pension certificate (SNILS).
  • Documentation confirming both the fact of the work itself and its terms. The document number, date of receipt, full name of the applicant, date of birth, place of employment, position, specialty, period of work must be indicated.
  • Documents received at the request of Pension Fund employees. What is this? If a citizen does not have the opportunity to personally receive a document from the place of any of his past work, Pension Fund employees make a corresponding request to the organization.
  • If you have dependents, documents confirming your relationship with them. For example, a birth certificate, a marriage/divorce certificate, etc.
  • TIN certificate.
  • Military ID. In relation to men who served in the ranks of the Russian Armed Forces.

Deadlines and fees

Deadlines

The average processing time for an application varies from 5 to 7 days. The deadline for making a decision on a specific case is 10 working days from the date of submission of the application.

However, there are situations where the pension specialist may suspend the review due to pending verification of documents.

In this case, the process may take up to 3 months. Based on the results of the checks made, the organization makes a decision on the appointment or refusal of a funded pension, with the obligatory indication of the reasons.

State duty

The state duty (it also has other names: notary fee and tariff) is paid to cover the material costs of the legal authorities of the state. The amount of the state duty when registering the funded part of the pension has no fixed limits and can vary depending on the point of application.

The following categories of citizens may not pay the state duty: disabled people and WWII participants, heroes of the USSR and the Russian Federation, minors and incompetent persons, as well as holders of the Order of Glory.

Compilation instructions

If you have any difficulties filling out the document, you can seek explanations from an employee of the Pension Fund branch that you visited to process the required payments.

All information that you provide in your application for an old-age pension must match the information from the documents you submit. Information must be entered by hand, in legible handwriting, without corrections or crossing out. It is also unacceptable to use a proofreader on the pension application form. For notes, use a regular blue or black ballpoint pen.

Algorithm for filling out a document

The application to the Pension Fund should be filled out according to the following algorithm:

  1. In the first section, you write down the name of the Pension Fund branch to which you applied.
  2. The second section is devoted to information about the future recipient of the pension. You enter your last name, first name and patronymic according to your passport details. If there is no middle name, the field remains empty.
  3. In the “Citizenship” field, enter “citizen” or “citizen” and then indicate the country. For example: “citizen of the Russian Federation”. If you have two citizenships, then information about both is indicated. If there is no citizenship, there is no way to confirm it; this data is also indicated in the application to the Pension Fund for a pension.
  4. Place of residence is the place of registration indicated in the last stamp in the registration section of your passport. If it is missing, then “no” is written in the corresponding field of the application.
  5. The address of actual residence is indicated only if it does not coincide with the address at which you are registered. If you live abroad, you must additionally fill out the section “Place of residence in the territory of another state.”
  6. In the third section of the application, you must check the lines and boxes according to your will. In most cases, applicants stop at “Assign payment of an old-age insurance pension.”
  7. In the fourth section, the citizen, by placing a mark, confirms the accuracy of the information he provided in the application.
  8. Regarding the line about dependents, be careful: the number is indicated in words, not in Arabic numerals. For example, “four” instead of “4”.
  9. The fifth section of the application is not intended to be filled out: it contains important provisions that the applicant must familiarize himself with in order to protect himself from controversial situations and unresolved issues in the future.
  10. In the sixth section, the future pensioner lists all the documentation that he attaches to the application. In the case where two documents with similar names are indicated, it is necessary to indicate information identifying them: number, date of issue, etc.
  11. In the seventh section, at the request of the applicant, his email address is indicated. This is necessary if you want to receive remote notification that your application has been accepted for consideration by the Pension Fund. This is much more convenient than a visit to the department, so it is better not to neglect this opportunity.
  12. The eighth section indicates the date of submission of the application. Next, the document must be signed. By this you confirm the accuracy of all the information you provided and the fact that you have read the information in the fifth section.

As you can see, filling out the document does not pose any exceptional difficulties. Now we will look at several ways to apply.

Grounds for recalculating pensions

General grounds - recalculation is carried out without application Exceptional - a recount will be carried out only at the request of a citizen
  1. Annual indexation of the value of the pension point.
  2. The pensioner reaches the age of 80.
  3. At least 30 years of experience in agriculture.
  4. Regional coefficient for those living in the Far North (RF).
  1. Changes in individual indicators of length of service, production, IPC for the entire period of a citizen’s working life.
  2. The appearance of a disabled dependent in a family that has lost its main breadwinner. No more than three dependents can be counted.
  3. Changing the status of a survivor's pension recipient. For example, a child who lost one parent later lost the other. In this case, the accrual coefficient is increased.
  4. Developing the necessary northern experience for granting early retirement (15 years of work in the RKS or 20 in equivalent areas in the RKS).
  5. Moving to RKS or areas equivalent to them.

To recalculate, it is not necessary to fulfill all the conditions at once. A pensioner has the right to submit an application even without compelling reasons. The Pension Fund will accept the application, check it and report the result.

Via the Pension Fund website

It is possible to submit an application today remotely, without leaving your home, through your personal account on the official website of the Pension Fund. To register there, you must register on the State Services portal.

The application in this case will be electronic. You fill it out online using the same instructions that we provide for written forms. Don't forget to indicate your email and mobile phone address in the appropriate line. If PFR employees need to clarify any information, they will be able to contact you this way.

Via mail

You can send an application for a pension to the address of the territorial division of the Pension Fund using the services of the Russian Post.

In this case, it is necessary to issue a valuable letter with an inventory of the contents and a delivery notification. Be sure to keep a copy of the application for yourself. In this case, the date of application will be the one written on the postal envelope.

What to do after?

A citizen can transfer management of his own funds to the State or Non-State Pension Fund. In the first case, the Pension Fund is able to grant the right to manage the applicant’s funds to various commercial institutions.

Savings funds are accrued along with the insurance payment every month . The pensioner decides independently how exactly this will happen. How the funded part of the pension is paid is written here.

He is offered several options:

  • Making a remote transfer to a bank card.
  • Receive savings using a postal transfer.
  • Accrual of funds through commercial institutions.

There are cases when a pensioner changes his residential address. Then savings are accrued at the actual location of the citizen.

We invite you to learn the nuances of receiving the funded part of a pension for working and military pensioners.

Through the employer

This option is relevant in one case: if your employer has entered into an appropriate electronic cooperation agreement with the Pension Fund to assign pensions to its employees.

In this case, everything is simple: employers, using remote services, send to the Pension Fund lists of their employees who are preparing to submit an application for pension payments in the coming year. They also send to the fund electronic copies of all documents necessary for obtaining a pension in scanned form.

A very convenient option for future retirees. You can find out whether your employer has one by contacting him personally, the HR department or the accounting department.

Russian legislation establishes certain requirements for future pensioners. To receive this type of pension, a citizen must meet the following established requirements:

  • retirement age;
  • the required number of years of insurance experience;
  • accumulated number of pension points.

While this is a new reform, Russian citizens who worked half their time under the Soviet Union are given the opportunity for a smooth transition to the new pension reform.

Thus, the requirements for the amount of experience and points increase every year until they reach the planned maximums. In terms of experience, the maximum will be 15 years, in terms of points - 30. But today, in 2021, pensioners need to have 7 years of insurance experience and 11.4 points.

The established retirement age is 60 and 55 years for men and women, respectively.

If a citizen has reached the required age, but the experience is not enough or there are not enough points, he can continue to work until he reaches the required indicators or apply for a social pension.

Individual cases

If there are any features in the application for a preferential pension? Let us consider in detail the exceptional cases:

  • Pension in case of loss of a breadwinner. The application is filled out according to the standard form. Additionally, it is necessary to indicate the degree of relationship between the applicant and the deceased breadwinner. You also need to submit documentation that would confirm the fact that the applicant was dependent on a person, after whose death the state must pay a pension to the dependent. At the end of the application, the details of the death certificate of the relative must be indicated.
  • For years of service. The reasons why a citizen is entitled to this particular type of pension are specifically listed. Attached are documents confirming the fact of labor activity in areas and industries that give the right to early retirement.
  • Due to disability. The application additionally indicates from what date, on what basis, the citizen received this or that disability group. The relevant certificates issued by the medical commission are attached.

You now know how to apply for a pension. It is necessary to fill out a standard paper or electronic form. The application will be invalid if you do not support it with the necessary documents. You can submit a document to the Pension Fund in one of the ways listed above that is convenient for you - during a personal visit, by mail, remotely via the Internet, in a multifunctional center, etc.

Who has the right to apply for pension recalculation?

Recalculation is the procedure for clarifying the amount of a previously assigned pension benefit in favor of a specific citizen, that is, the applicant. Not all Russians can apply for recalculation. Here are the conditions when you can recalculate pension payments:

  1. Only a pensioner can do this. That is, a citizen who has previously been assigned an amount of pension payments. Therefore, if you are not a pensioner, then you have no right to demand recalculation. First you will have to apply for the state pension itself, and only then demand a recalculation.
  2. The recipient does not agree with the assigned payment amount. Simple dissatisfaction with the size of government provision is clearly not enough. Documentary evidence will be required: the applicant will have to confirm to the Pension Fund the illegality of the calculation.
  3. Evidence and documents have been presented. For example, if the calculation of the pension does not take into account working periods, then the applicant must provide evidence. These may be employment contracts, work books, certificates and extracts and other documentation.
  4. Exceptional grounds for recalculation. All grounds for recalculation should be divided into general and exceptional. Under general conditions, the Pension Fund recalculates pensions without an application. For example, when indexing pension points. But exceptional grounds are a set of individual circumstances from the lives of citizens that directly affect the amount of pension payments.

The instructions on how to apply for pension recalculation are simple:

  1. Assemble the bases.
  2. Fill out an application.
  3. Collect additional documents.
  4. Contact the Pension Fund.
