Grounds for receiving a preferential pension from the Ministry of Internal Affairs
Current legislation provides the following grounds for assigning a preferential pension to an employee of internal affairs bodies:
- Service in internal affairs bodies, if the total period of such service corresponds to the minimum length of service established by law
- Achieving the retirement age of a police officer upon reaching a certain age by adding up the length of service in a civilian profession and taking into account length of service in the Ministry of Internal Affairs, which must correspond to at least 25 years of work experience. This category also includes persons who cannot serve as a communications service due to injury or health reasons.
Persons entitled to receive a pension from the Ministry of Internal Affairs:
- Department of Internal Affairs employees
- Drug control officials
- Persons serving in fire departments
Legislation on pension provision for pensioners of the Ministry of Internal Affairs
Pension provision for pensioners of the Ministry of Internal Affairs of Russia is regulated by:
- Law of the Russian Federation dated February 12, 1993 No. 4468-1 (as amended on January 28, 2020) “On pension provision for persons who served in military service or service in internal affairs bodies...”;
- Federal Law of November 30, 2011 N 342-FZ (as amended on January 1, 2020) “On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation”;
- Resolution of the Council of Ministers - Government of the Russian Federation dated September 22, 1993 No. 941 (as amended on January 2, 2020) “On the procedure for calculating length of service, assigning and paying pensions, compensation and benefits to persons who served in military service as officers, warrant officers, midshipmen and military personnel on long-term service or under contract as soldiers, sailors, sergeants and foremen, or service in internal affairs bodies, the federal fire service of the State Fire Service, institutions and bodies of the penal system, troops of the National Guard of the Russian Federation, and their families in the Russian Federation" ;
- Order of the Ministry of Internal Affairs of Russia dated January 9, 2021 No. 7 “On approval of the Instructions on the organization of work on pension provision in the system of the Ministry of Internal Affairs of Russia.”
How work on pension provision for pensioners of the Ministry of Internal Affairs is organized in the system of the Ministry of Internal Affairs of Russia
The procedure for assigning and paying pensions to employees of the Ministry of Internal Affairs and the police who served under a contract in the internal affairs bodies (retirers of the Ministry of Internal Affairs), processing the relevant documents for the appointment and payment of pensions to the Ministry of Internal Affairs is established:
- Instructions on the organization of work on pension provision in the system of the Ministry of Internal Affairs of Russia, approved by Order of the Ministry of Internal Affairs of Russia dated 01/09/2018 No. 7.
By the indicated Order of the Ministry of Internal Affairs of Russia dated 01/09/2018 No. 7, the Department for Financial and Economic Policy and Ensuring Social Guarantees of the Ministry of Internal Affairs of Russia is designated responsible for:
- organization of work on pension provision in the system of the Ministry of Internal Affairs of Russia;
- provision of territorial bodies of the Ministry of Internal Affairs at the regional level with forms of permission to pay pensions, as well as forms of certificates, on the basis of which the relevant categories of employees of the Ministry of Internal Affairs and the police are provided with social support measures established by law.
Types of pensions for pensioners of the Ministry of Internal Affairs, benefits and compensation, the procedure for their assignment and payment, recalculation of previously assigned pensions, benefits and compensation, calculation of length of service for assigning a pension to the Ministry of Internal Affairs are established:
- Law of the Russian Federation No. 4468-I “On pension provision for persons who served in military service, service in internal affairs bodies...”,
- Decree of the Government of the Russian Federation of September 22, 1993 No. 941 “On the procedure for calculating length of service, assigning and paying pensions, compensation and benefits...”,
- other regulatory legal acts of the Russian Federation, as well as agreements (treaties) on social security concluded by the Russian Federation with other states.
In the system of the Ministry of Internal Affairs of Russia, as already noted, pension provision for pensioners of the Ministry of Internal Affairs is carried out:
- department of pension provision for pensioners of the central office of the Department for financial and economic policy and provision of social guarantees of the Ministry of Internal Affairs of Russia,
- pension service centers, departments (branches, groups) of pension services of financial support centers of territorial bodies of the Ministry of Internal Affairs of Russia at the regional level (pension authorities) in interaction with personnel, financial, medical, legal departments of the system of the Ministry of Internal Affairs of Russia.
The procedure for assigning, paying pensions, benefits, compensations and terminating their payment to pensioners of the Ministry of Internal Affairs
The work of the pension authorities of the Ministry of Internal Affairs of Russia on pension provision for pensioners of the Ministry of Internal Affairs includes:
- timely assignment and recalculation of pensions, organization of payment of pensions to pensioners of the Ministry of Internal Affairs;
- appointment and payment of benefits and compensation established by law to pensioners of the Ministry of Internal Affairs;
- control over the correctness and timeliness of payment of pensions, benefits and compensation by Sberbank of Russia or another bank designated by the Government of the Russian Federation to make these payments to pensioners of the Ministry of Internal Affairs;
- maintaining records of pension files and personal records of pensioners of the Ministry of Internal Affairs;
- issuing documents to pensioners of the Ministry of Internal Affairs confirming their right to social support measures established by law;
- interaction on issues of sanatorium-resort treatment and recreational recreation for pensioners of the Ministry of Internal Affairs with medical organizations of the system of the Ministry of Internal Affairs of Russia;
- consideration of proposals, applications and complaints on pension issues, organization of reception of pensioners of the Ministry of Internal Affairs;
- interaction on issues of pension work and the provision of social support measures with federal executive authorities or federal state bodies providing pensions to persons who served (military service), branches of the Pension Fund of the Russian Federation, and social protection authorities.
Documents for granting pensions to employees of the Ministry of Internal Affairs (police) dismissed from service in internal affairs bodies, as well as family members of deceased (dead) employees of the Ministry of Internal Affairs (police) are drawn up:
- personnel divisions of the Ministry of Internal Affairs at the last place of service in the internal affairs bodies.
Personnel department at the last place of service of an employee of the Ministry of Internal Affairs (police):
- data on the service (military service) of an employee of the Ministry of Internal Affairs (police) is checked,
- the periods of service (military service) subject to credit on preferential terms for the assignment of a pension to the Ministry of Internal Affairs are specified and confirmed,
- after which a calculation of length of service for the assignment of a pension to the Ministry of Internal Affairs is drawn up, which is agreed upon with the pension authority and presented for review to an employee of the Ministry of Internal Affairs (police) against signature.
Each period of service (military service) subject to credit for the assignment of a pension to the Ministry of Internal Affairs on preferential terms:
- must contain a link to the relevant regulatory legal act and
- supporting documents indicating the number, date and organization that issued the document (issued the order).
Documents for assigning a survivor's pension:
- family members of employees of the Ministry of Internal Affairs (police), dismissed from service (military service), who are on pension benefits in the pension authorities of the Ministry of Internal Affairs of Russia,
- are issued by the pension authority of the Ministry of Internal Affairs of Russia at the location of the pension file of the indicated persons or by the pension authority of the Ministry of Internal Affairs of Russia at the place of residence of family members.
Pensions for pensioners of the Ministry of Internal Affairs are assigned:
- pension authorities of the Ministry of Internal Affairs of Russia at the last place of service of an employee of the Ministry of Internal Affairs (police).
Benefits, compensation, as well as other payments established by law are assigned:
- pension authorities of the Ministry of Internal Affairs of Russia at the place of residence or place of stay,
- with the exception of payments established in accordance with Article 43 “Insurance guarantees for a police officer and payments for the purpose of compensation for damage caused in connection with the performance of official duties” of the Federal Law of February 7, 2011 No. 3-FZ “On the Police”.
When assigning a pension to pensioners of the Ministry of Internal Affairs in accordance with paragraph “b” of part one of Article 13 “Conditions determining the right to a pension for length of service” of the Law of the Russian Federation No. 4468-I “On pension provision for persons who served in military service, service in internal affairs bodies ...” :
- before length of service, the total length of service is indicated on the basis of a work book or other documents confirming work experience.
In order to eliminate errors in calculating length of service for assigning pensions to pensioners of the Ministry of Internal Affairs:
- Before the dismissal of an employee of the Ministry of Internal Affairs (police) from service in the internal affairs bodies, the personnel department coordinates with the pension authority of the Ministry of Internal Affairs of Russia a preliminary calculation of length of service.
Documents on the assignment of pensions to pensioners of the Ministry of Internal Affairs are submitted by personnel departments to the pension authorities of the Ministry of Internal Affairs of Russia:
- no later than 10 days from the date of submission by an employee or a family member of a deceased (deceased) employee of the Ministry of Internal Affairs (police) of an application for a pension of the Ministry of Internal Affairs.

List of documents required for the assignment of long service and disability pensions to pensioners of the Ministry of Internal Affairs, submitted by personnel departments to the pension authorities of the Ministry of Internal Affairs of Russia:
- application from an employee of the Ministry of Internal Affairs (police) for a pension;
- calculation of length of service for assigning a pension to the Ministry of Internal Affairs;
- monetary certificate;
- an extract from the order on the dismissal of an employee of the Ministry of Internal Affairs (police) from the internal affairs bodies;
- conclusion of the military medical commission (MMC);
- a certificate from the federal institution of medical and social expertise (MSE) about the disability group (disabled person and disabled dependents);
- a certificate from the financial unit of the central apparatus of the Ministry of Internal Affairs of Russia, territorial bodies of the Ministry of Internal Affairs of Russia at the regional level on the termination of payment of salary for a special rank (for persons recognized as disabled during the period of receipt of the specified payment);
- copies of certificates of marriage (divorce), birth of children (when assigning an allowance for dependents);
- a certificate from the Pension Fund of the Russian Federation about non-receipt of a pension or termination of its payment in the event of an application for a pension for an employee who has reached the generally established retirement age or has a disability group;
- copies of certificates on the basis of which the measures of social support provided for by law for pensioners of the Ministry of Internal Affairs are implemented;
- a copy of the passport of an employee of the Ministry of Internal Affairs (police);
- a copy of the individual personal account insurance number (SNILS);
- consent of an employee of the Ministry of Internal Affairs (police) to the processing of his personal data.
List of documents required to assign a pension from the Ministry of Internal Affairs in the event of the loss of a breadwinner:
- application for a pension;
- calculation of length of service;
- a copy of the death certificate or a copy of the court decision declaring the citizen dead or missing;
- an extract from the order on the dismissal of an employee of the Ministry of Internal Affairs (police) from the internal affairs bodies;
- conclusion of an investigation into the circumstances of the death (death) of an employee of the Ministry of Internal Affairs (police);
- conclusion of the Internal Military Commission on the causal connection of injuries (wounds, injuries, concussions), diseases leading to the death (death) of an employee of the Ministry of Internal Affairs (police), with his service in the internal affairs bodies;
- monetary certificate of an employee of the Ministry of Internal Affairs (police);
- documents confirming that family members are dependent on a deceased (deceased) employee of the Ministry of Internal Affairs (police), indicating the date of birth and degree of relationship with the breadwinner or a court decision (in relation to persons named in part two of Article 29 “Family members entitled to a pension” Law of the Russian Federation No. 4468-I “On pension provision for persons who served in military service, service in internal affairs bodies...” are not provided);
- a certificate from the Pension Fund of the Russian Federation confirming non-receipt of a pension or termination of its payment;
- copies of certificates on the basis of which the implementation of social support measures provided for by law is carried out;
- a copy of the applicant's passport;
- a copy of the applicant’s SNILS;
- consent to the processing of the applicant’s personal data.
List of documents required for assigning a Ministry of Internal Affairs pension to children, brothers, sisters and grandchildren when assigning a Ministry of Internal Affairs pension in the event of the loss of a breadwinner additionally:
- a copy of the birth certificate;
- a certificate from an educational organization confirming the education of children from 18 to 23 years old (submitted twice a year in September and March);
- ITU certificate (if there is a disability);
- copies of death certificates of parents, other documents confirming the absence of parents;
- adoption document;
- a copy of the document on the withholding of alimony (if necessary);
- a copy of the document certifying guardianship and trusteeship (when assigning a pension to orphans).
List of documents required for assigning a Ministry of Internal Affairs pension to a spouse when assigning a Ministry of Internal Affairs pension in the event of the loss of a breadwinner additionally:
- a copy of the marriage certificate;
- ITU certificate (if there is a disability);
- a copy of the document on the withholding of alimony (in case of divorce).
List of documents required for assigning a Ministry of Internal Affairs pension to parents, grandparents when assigning a Ministry of Internal Affairs pension in the event of the loss of a breadwinner additionally:
- ITU certificate (if there is a disability);
- a copy of the birth certificate of the deceased or a court decision establishing family relations;
- when assigning a pension to a stepfather or stepmother - a certificate from a local government body or a court decision stating that they raised and supported the deceased stepson or stepdaughter for at least 5 years .
List of documents submitted by a pensioner of the Ministry of Internal Affairs when assigning an allowance for a disabled family member to his pension from the Ministry of Internal Affairs:
- application from a pensioner of the Ministry of Internal Affairs;
- a copy of the work record book of a disabled family member;
- extract from the Unified State Register of Individual Entrepreneurs (submitted annually);
- an extract from the individual personal account of the insured person (submitted annually);
- a copy of the birth certificate of a disabled family member;
- a certificate from an educational organization about the education of a disabled family member (submitted twice a year in September and March).
Conclusion on the assignment of a pension to the Ministry of Internal Affairs
Based on the submitted documents, the pension authority of the Ministry of Internal Affairs of Russia draws up a conclusion on the assignment of pensions to pensioners of the Ministry of Internal Affairs:
- which is approved by the head (deputy head) of the Department for Financial and Economic Policy and Social Guarantees of the Ministry of Internal Affairs of Russia, a person authorized by the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia at the regional level;
- in the relevant section of the conclusion on the assignment of a pension of the Ministry of Internal Affairs the following is indicated:
number of permission to pay pension of the Ministry of Internal Affairs,
- the date of its sending, the amount of the assigned pension, the name of the institution (branch) of the Bank;
Notification of assignment of pension to the Ministry of Internal Affairs
Simultaneously with the conclusion on the assignment of a pension, the pension authority of the Ministry of Internal Affairs of Russia fills out a notification on the assignment of a pension to the Ministry of Internal Affairs.
The notice of assignment of a pension to the Ministry of Internal Affairs is filled out in 2 copies:
- the first copy of the notice of pension assignment is signed by the head of the pension body of the Ministry of Internal Affairs of Russia and the executor, sent by mail or issued against signature to the pensioner of the Ministry of Internal Affairs along with the pension certificate,
- the second copy of the notice of pension assignment is signed by the executor.
Registration of a pension file for a pensioner of the Ministry of Internal Affairs
After approval of the conclusion and completion of the notice of assignment of a pension to the Ministry of Internal Affairs, the pension authority of the Ministry of Internal Affairs of Russia formalizes the pension file of the pensioner of the Ministry of Internal Affairs.
Pension file of a pensioner of the Ministry of Internal Affairs:
- drawn up and completed with the above documents,
- as well as other documents provided for and necessary for assigning a pension to the Ministry of Internal Affairs, paying compensation, establishing bonuses and increases in pensions.
After registering the pension file of a pensioner of the Ministry of Internal Affairs:
- permission to pay a pension is issued ,
- which is signed by an authorized official, certified by a seal and sent (delivered) by registered mail to the institution (branch) of the Bank.
When resuming the payment of previously assigned pensions of the Ministry of Internal Affairs and recalculating pensions for pensioners of the Ministry of Internal Affairs due to changes in conditions affecting its size:
- a new conclusion on the assignment of a pension is not drawn up;
- in the section “Information on changes in the amount of pension and termination of pension payments” of the conclusion on the assignment of a pension, a corresponding entry is made, which is approved by an authorized official of the pension authority of the Ministry of Internal Affairs of Russia.
When renewing the payment of pensions of the Ministry of Internal Affairs on pension matters of citizens who arrived for permanent residence in the Russian Federation from the CIS member states:
- a new conclusion is drawn up on the assignment of a pension to the Ministry of Internal Affairs;
- in this case, the responsibility for submitting to the pension body of the Ministry of Internal Affairs of Russia the documents necessary for assigning a pension to the Ministry of Internal Affairs rests with these citizens.
Permission to pay pensions from the Ministry of Internal Affairs. Deadline for payment of pensions to the Ministry of Internal Affairs
Permissions to pay pensions to the Ministry of Internal Affairs are issued:
- for a permanent period,
- except in cases where the permit is issued for a specific period.
For a certain period of time, permission to pay pensions to the Ministry of Internal Affairs is issued:
- when assigning a disability pension from the Ministry of Internal Affairs, if the disability is established for a certain period - until the next re-examination by the ITU;
- when assigning a pension of the Ministry of Internal Affairs in case of loss of a breadwinner:
persons under 18 years of age - until they reach 18 years of age;
- persons who have reached the age of 18, but have entered full-time study at an educational organization - for the period until the end of their studies, but no longer than until they reach the of 23 ;
- persons over 18 years of age, if they became disabled before reaching 18 and the disability was established for a certain period - until the next re-examination by ITU .
Extension of the period for payment of the Ministry of Internal Affairs pension is carried out by sending to the institution (branch) of the Bank a new permission to pay the pension:
- when a person who has reached the age of 18 and receives a survivor's pension enrolls in full-time study at an educational organization - for the period until graduation , but no longer than until he reaches the age of 23;
- at the next re-examination by the ITU of a pensioner of the Ministry of Internal Affairs of Russia receiving a disability pension, or a disabled dependent receiving a survivor's pension - for the period until the next re-examination by the ITU .
When changing the type of pension received from the Ministry of Internal Affairs:
- transfer from a long service pension to a disability pension or vice versa,
- A notification is sent to the Bank institution indicating the type, amount of the pension and the validity period of the permission to pay the pension.
A pensioner from the Ministry of Internal Affairs is issued permission to pay a pension for the entire amount of the pension to be paid. |
Pensions, benefits and compensations are paid to pensioners of the Ministry of Internal Affairs:
- at the place of residence or place of stay of pensioners of the Ministry of Internal Affairs within the territory of the Russian Federation through the relevant institutions of the Bank
- on the basis of the necessary documents (permits) indicating specific amounts of payments by
- transfer by Bank institutions of sums of money to deposits of pensioners of the Ministry of Internal Affairs opened in Bank institutions or other credit organizations on the territory of the Russian Federation, or transfer of corresponding amounts through federal postal organizations.
If a pensioner of the Ministry of Internal Affairs wishes to receive appropriate payments from other credit institutions (banks) on the territory of the Russian Federation, he fills out a corresponding application. |
Pension of the Ministry of Internal Affairs, assigned to persons declared incompetent, as well as those undergoing treatment in medical organizations and organizations providing social services:
- paid to guardians;
- if a pensioner of the Ministry of Internal Affairs recognized as incompetent, located in a medical organization, an organization providing social services, or a guardian, the pension is transferred to a separate nominal account opened by the specified organization in accordance with Chapter 45 “Bank Account” of the Civil Code of the Russian Federation or to a deposit in the corresponding establishment of a Bank in the name of a pensioner of the Ministry of Internal Affairs.
The pension case is terminated if:
- a pensioner of the Ministry of Internal Affairs has lost the right to a pension of the Ministry of Internal Affairs or has died;
- in the case of a terminated pension case, the pension payments made are checked and a note is made about the termination of the pension payment in the conclusion on the assignment of the pension, as well as in the pension case book.
If a pensioner of the Ministry of Internal Affairs receiving a disability pension, or a disabled dependent receiving a survivor’s pension:
- did not undergo the next ITU re-examination in a timely manner,
- the pension authority of the Ministry of Internal Affairs of Russia is taking measures to clarify the reasons for failure to pass the MSA;
- if the next re-examination of the ITU is not completed by a pensioner of the Ministry of Internal Affairs for a good reason (while undergoing treatment, etc.), the pension file remains with the pension authority until circumstances change.
The pension case is terminated in the following cases:
- death of a pensioner of the Ministry of Internal Affairs;
- expiration of the disability period of a Ministry of Internal Affairs pensioner receiving a disability pension;
- acquisition of working capacity by a pensioner of the Ministry of Internal Affairs receiving a disability pension;
- the entry into force of a court decision recognizing a pensioner of the Ministry of Internal Affairs as missing or declaring him dead.
The personnel division of the Ministry of Internal Affairs of Russia, when hiring a person previously dismissed from service (military service) with the right to a pension:
- no later than 10 working days notifies the pension authority of the Ministry of Internal Affairs of Russia about his entry into service in the internal affairs bodies;
- the pension authority, if information is confirmed that such a person has received a pension, takes measures to suspend or terminate it.
The procedure for reviewing and recalculating pensions of the Ministry of Internal Affairs
The revision of the pension of the Ministry of Internal Affairs is carried out in cases established by law:
- from the first day of the month following the month in which circumstances occurred that led to a change in the amount of the Ministry of Internal Affairs pension.
If there is a change in length of service that affects the amount of the pension paid to the Ministry of Internal Affairs:
- The personnel division of the Ministry of Internal Affairs of Russia at the last place of service of an employee of the Ministry of Internal Affairs (police) is preparing a new calculation of length of service, which is attached to the pension file.
In the event of abolition (liquidation) of an internal affairs body, organization or unit included in the unified centralized system of the Ministry of Internal Affairs of Russia:
- a new calculation of length of service is drawn up by the personnel division of the territorial body of the Ministry of Internal Affairs of Russia at the regional level at the place of pension service for the pensioner of the Ministry of Internal Affairs.
The revision of the Ministry of Internal Affairs pension is formalized:
- an entry in the conclusion on the assignment of a pension from the Ministry of Internal Affairs indicating the new amount of the pension, the beginning of the payment period and the basis for increasing the pension;
- the records in the conclusion are certified by the head of the pension authority and the employee of the personnel department of the Ministry of Internal Affairs of Russia who compiled the length of service calculation.
In the case of an individual review of the pension of the Ministry of Internal Affairs:
- additional payment to a pensioner of the Ministry of Internal Affairs of the shortfall in the difference in pensions is carried out by order of a lump sum payment .
In the event of the death of a pensioner of the Ministry of Internal Affairs:
- an order for a one-time payment of the lost pension from the Ministry of Internal Affairs is issued to family members who lived together with him, upon presentation of documents on joint residence on the day of death of the pensioner
- or to the heirs upon presentation of a certificate of opening of inheritance.
If a pensioner of the Ministry of Internal Affairs has acquired the right to recalculate the amount of his pension upward:
- the difference between the new and previous pension amounts is paid to him from the date of acquisition of the right to recalculate the pension amount,
- but no more than 12 months preceding the day of application for recalculation of the pension amount;
- if the delay in recalculating the pension was due to the fault of the pension authority, the difference in pension is paid without any deadline;
- a notification is sent to the Bank's institution about changes in the size of the pension of the Ministry of Internal Affairs pensioner.
Providing financial assistance to pensioners of the Ministry of Internal Affairs
The pension authorities of the Ministry of Internal Affairs of Russia carry out targeted (targeted) distribution of funds allocated to provide financial assistance to pensioners of the Ministry of Internal Affairs:
- by accepting applications from them for financial assistance,
- studying the materials of their pension files,
- and, if necessary, the living conditions of pensioners of the Ministry of Internal Affairs who applied for financial assistance.
Financial assistance to pensioners of the Ministry of Internal Affairs is paid in the following cases:
- death (death) of a spouse, mother, father, son, daughter, sibling, father, mother of a spouse or a person who was raised by a pensioner of the Ministry of Internal Affairs or whom he raised, on the basis of a death certificate, marriage certificates and documents confirming relationship with the deceased, copies of which are attached to the application;
- loss or damage to personal property as a result of a natural disaster or fire, theft and other emergency circumstances on the basis of certificates from the relevant local government bodies, internal affairs, the State Fire Service and other authorized bodies, copies of which are attached to the application;
- difficult financial situation of a pensioner of the Ministry of Internal Affairs on the basis of documents necessary for making a decision taking into account specific circumstances, copies of which are attached to the application.
If there are federal budget funds allocated to the Russian Ministry of Internal Affairs:
- Providing financial assistance to pensioners of the Ministry of Internal Affairs is possible without their contacting the pension authorities of the Ministry of Internal Affairs of Russia
- by decision of the head (deputy head) of the department for financial and economic policy and ensuring social guarantees of the Ministry of Internal Affairs of Russia (FED MIA of Russia), the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia at the regional level
- based on the materials of the relevant pension files, which is documented in the appropriate protocol.
Pension certificate of a pensioner of the Ministry of Internal Affairs
When assigning a pension to pensioners of the Ministry of Internal Affairs, a pension certificate is issued:

If one of the recipients of the Ministry of Internal Affairs pension in the event of the loss of a breadwinner changes their place of residence or place of stay within the territory of the Russian Federation:
- a duplicate of the pension file is sent to the pension authority of the Ministry of Internal Affairs of Russia at his new place of residence or place of stay;

Pension files received from other pension authorities of the Ministry of Internal Affairs of Russia, after checking the correctness of the assignment of the Ministry of Internal Affairs pension:
- subject to registration in the pension records book;
