This document contains all the data and information about a specific property or land plot. The cadastral plan depicts a graphic plan of the territory or a specific building - for example, a diagram of the location of the building relative to other structures or buildings. In addition to the visual part, the document also has a text part - the text contains a detailed description of the object and its features. The cadastral plan is an important component of the set of documents for the right to own real estate or land.
Why do you need a cadastral plan of a real estate property?
- when privatizing a property with its transfer from state ownership to private ownership;
- registration of any types of transactions with real estate - sale or purchase, will, life annuity agreement or gift, as well as any other types of re-registration of permanent property rights;
- for official disputes between owners of neighboring real estate, for example, in cases where the boundaries of land plots are established incorrectly;
- dividing one plot into several independent ones or, conversely, combining several neighboring plots into one;
- obtaining official permission to build a new property or redevelop an existing property;
- registration of a mortgage on real estate in necessary cases;
- official adjustment of previously established boundaries of land plots with the mutual consent of both owners;
- registration of insurance for the property or receipt of insurance payments upon the occurrence of an appropriate event.
If the document was lost, then there is no need to restore it - just request an official extract from the Unified State Register of Real Estate, it contains all the information necessary for this. If your plot or house is not officially registered, then you definitely need to start drawing up a cadastral plan, since without it it will not be possible to carry out a single real estate transaction.
Reasons for receiving
The reasons may be:
- the need to register property rights.
- Make a cadastral registration.
- The need to sell, bequeath, or donate a plot of land.
- Purchase of municipal land.
- Loss of the cadastral passport.
- Individual cases.
Conditions of receipt
The most important condition is to be the owner of the land plot for which a cadastral plan (cadastral passport) is obtained. That is, if you live on a rental basis, nothing will work out; they will simply refuse you.
In addition, there are several more conditions that, if not met, will result in failure:
- a complete package of papers;
- payment of state duty;
- the presence of a boundary plan that meets all standards and rules.
A boundary plan is a document that contains all the information for cadastral registration. Also, without it, it is impossible to formalize rights to the site, clarify boundaries, etc.
Below you can see an example of a boundary plan:
Types and types of cadastral plans
- Mezhevoy. Prepared for a plot of land. The document indicates the boundaries of the site and its contacts with neighboring land plots. Consists of text and topographic parts. It must be completed before processing other documents.
Land survey plan
- KPZU - cadastral plans of land plots. They are issued both for individual plots and for land plots. They are similar to boundary plans, but they also indicate the location of outbuildings and other objects located on the site.
Cadastral plan of the land plot
- Territory plan. For a certain territory, a list of individual land plots and all buildings located within its borders must be indicated. Such a plan is drawn up for a residential area, a small town or village, or another large area with a variety of buildings and land holdings.
Cadastral plan of the territory
- Technical plan of a building or structure. It is manufactured for non-residential buildings: industrial and production facilities, warehouses, offices, and other commercial facilities. Such a plan describes the building in its entirety, without indicating internal boundaries or dividing it into separate blocks.
Technical plan of the building
- Technical plan of a separate room. Typically, such a document is relevant for residents of dormitories or owners of individual rooms in communal apartments. Such a document indicates the dimensions and boundaries of the room, the location of door and window openings. They are issued very rarely.

Obtaining a cadastral passport through the Rosreestr website
This is the simplest and most popular way, since everything can be arranged without leaving the threshold of your own home.
So, step by step instructions:
- First of all, you need to go to the official website, then go to the section “Obtaining an extract from the Unified State Register of Real Estate for individuals/legal entities.”
- Fill out the form provided: determine the type of document, indicate the email or postal address (choose a convenient method of receipt).
- Pay for the service.
That’s it, now after 5 working days you need to receive the cadastral plan in your hands, during a personal visit to the Rosreestr.
When using the electronic system, the user may encounter the following problems:
- If your personal device does not have the necessary extensions, the public map may not open or may not work correctly. For example, difficulties may arise when moving it away/approaching;
- The object requested by the user is not displayed, an error occurs. This may indicate its absence from the database;
- Small font in pop-up dialog box;
- If an electronic signature is forged, it is a crime;
- There may be difficulties in submitting your application;
- During scheduled maintenance, it is impossible to use the service.
However, users note that it is easier to obtain the requested data. But when using the site, it is important to protect personal information to prevent attackers from gaining access to it.
Making changes to the cadastral plan
If significant changes have been made to the site or premises: a house has been built, an old building has been demolished, or several rooms have been combined into one. To make changes, you need to submit an application in person or through the MFC to the Rosreestr branch in your region. It is necessary to have a package of documents, which includes:
- cadastral passport of the object in which changes are needed;
- passport of a citizen of the Russian Federation who is the owner of the object;
- ownership documents or notarized power of attorney;
- an application for making the necessary changes indicating their list.
The cadastral plan, necessary for any official transactions with real estate, is a mandatory document and an important part of the general cadastral passport of the property. The document itself, as well as changes made to it, are drawn up after an application to the local representative office of Rosreestr. The cadastral plan is used for all types of real estate transactions, including collateral for mortgage lending.
Legislation
Obtaining a cadastral passport for a land plot, which includes a cadastral plan, is necessary, first of all, for further sale, exchange, or donation of land to another person or organization. The presence of a cadastral passport is also required for the construction of real estate on land, for obtaining a mortgage loan, registering a restriction (encumbrance), changing the purpose and category of land, and for participating in litigation regarding this property.
By registering each plot, the state controls land transactions. In relation to a land plot, the legislation of the Russian Federation “advises” citizens to submit documents on time to register their real estate property.
If there is no cadastral passport confirming the existence of a land plot, then in fact there is no allotment for public utilities, nor for the passport office and tax inspectorates. If some kind of misfortune occurs (a natural disaster or a technical accident), the owner of an unregistered land plot may well be left without support from the state.
Even if there is title documentation for a land plot, the absence of a cadastral passport will seriously reduce the land owner’s chances of having his property officially recognized.
Not long ago, land legislation introduced rules prohibiting, starting from 2018, transactions with land property without having its own cadastral passport. The cadastral plan, in turn, is a mandatory addition to the cadastral passport. Without a graphic description of the land plot, the cadastral passport will be incomplete, which will most likely lead to Rosreestr’s refusal to register rights to the plot and enter it into the real estate register.
Most problems with registration arise due to the obsolescence of the cadastral plan for the land. A plot of land may be registered in the cadastral register and a passport may be issued for it, but over time significant changes have occurred on the land, which has led to the need to update the cadastral passport (plan).
If significant changes to the land plot actually took place, then in order to avoid unnecessary difficulties it is best to contact Rosreestr to update the data on the land plot.
Regarding specifically the acts of legal regulation of the provision of a cadastral plan (passport):
- Federal Law of July 27, 2010 No. 210-FZ “On the organization of the provision of state and municipal services”;
- Decree of the Government of the Russian Federation dated June 10, 2009 No. 457 “On the Federal Service for State Registration, Cadastre and Cartography”;
- Federal Law of July 24, 2007 No. 221-FZ “On the State Real Estate Cadastre.
Procedure and instructions
In order to obtain a cadastral plan, you first need to collect documents. Next, you must write a statement. Then you must pay the state fee.
The next step is to submit all the documents you have collected to the cadastral chamber. Now you wait a month and after it, you receive a cadastral passport.
Now let's understand the nuances. Let's first look at the cadastral plot . You will only be able to obtain that cadastral passport if your land plot has been on that same cadastral register for a long time, or at least for some time.
If your plot, unfortunately, is not registered, called cadastral, first you still need to do all the steps required for cadastral registration.
By the way, the precursor to obtaining a cadastral plan is the so-called boundary plan. A similar action is carried out by a cadastral engineer. It is he who is responsible for the correct preparation of the cadastral plan. He carries out his actions on a monetary basis.
Now it’s worth considering the main nuances regarding documents and other aspects.
Where to get/order?
There are two ways to obtain this service for drawing up a cadastral plan. The first one is the most common and is familiar to our grandmothers. So, you need to appear at the place of receipt or submission of documents, that is, to the local branch of the Rosreestr or the cadastral chamber.
However, today advanced Internet users have the opportunity to avoid long queues and obtain a cadastral plan with virtually no effort.
In general, first you will need to register on the government services website . It's good if you already have an account in this portal. However, if there is none, you can start registering today.
After registering, indicating your passport serial number, authentic data and SNILS number, you can receive a number or, in other words, a password to enter the site within a week. After this, you can begin to fully use the site’s services.
Next, you need to find in the services menu exactly your service - obtaining a cadastral plan. Next, select the button to order a service. Next, the site describes in detail each step you take and talks about what you are doing. Agree, receiving services in this way is very convenient and beneficial, especially for people at work.
The site itself will make an appointment for you and describe in detail what documents you need for it. How to register a plot of land and a house as your own - read here.
Are any statements necessary and how to compose them correctly?
The application is a mandatory document in the package of documents. Why do you need an application? It is in the application that you indicate in writing the reasons for receiving a particular service. Thus, you also leave information about your phone number, plot and other passport data with the cadastral chamber.
It is on the basis of this application that the land survey plan will be compared and, in general, a cadastral plan will be formed. Thus, the application is a very important document in the overall package.
An application is filled out on a special form, which is given to you at the cadastral chamber. It usually resembles a questionnaire. If the cadastral chamber of your municipality does not have such forms, you can write an application yourself by asking the secretary about it in advance.
Required package of documents
The required package of documents includes, first of all, your application. It must be drawn up in accordance with all standards. We talked about this in the paragraph above.
It is also necessary to provide a photocopy of your passport in expanded form, with pages where the place of registration is written and the main page with a photograph. Also provide proof of ownership. At the same time, it must be presented both in the form of opium and a genuine copy.
All these documents and copies taken from them are provided to the cadastral chamber.
At the same time, do not forget about paying the state fee. This step is required.
Preparation and issuance of the plan. Who is involved in its production and compilation?
Drawing up a plan is a very labor-intensive task that should only be carried out by professionals. That is why the cadastral chamber contains a whole staff of cadastral engineers. They are the ones who carry out all the work with documents, and if necessary, they can independently go to your site. They analyze in detail the cadastral and boundary plan.
Dates of issue
Delivery times may vary. If you have a standard case, then you can limit yourself to a month. By the way, this period is indicated directly in the land code itself.
Another circumstance that affects the deadline is the fact that your request is slightly different from the usual one.
Summarizing all of the above, you can note that the issuance period, although it varies up to thirty days , if you submit an application through the public services portal, and also if you are missing some documents, it may increase or decrease.
Price
The cost of drawing up a plan consists of several components. The first component is, of course, the state duty. As a rule, in standard cases, the state duty is no more than three hundred rubles.
It is also necessary to remember that you pay for drawing up the boundary plan. The cost consists of the cost of a cadastral engineer visiting your site and performing work on the site.
You will have to pay for the engineer’s work directly in the Russian Register itself according to the certificates they issue. This service is paid. However, if you already have a boundary plan in your hands, which is necessary to obtain a cadastral plan, then you are exempt from this payment.
To put it simply, the cost of services for obtaining a cadastral plan is not that high , so do not delay your visit to this important body to prepare the necessary documents.
What to pay attention to
When receiving the cadastral document, you must pay attention to the correctness of completion. To do this, check both copies: the information should not differ. The first and second sheets of the extract must contain a serial number, as well as the signature of the registrar.
The documents must display the following information:
- Cadastral number.
- Location.
- Destination category.
- Purpose of provision.
- Square.
The column “Special notes” may indicate information about the applicant’s rights and clarification of the area of the land plot. Other additional information may also be provided.

- status of the land plot (purpose);

AT 4
The section includes information about restrictions on the use of the site.
Nuances when filling out a land document form
Each item on the certificate contains basic information about the allotment.
Filling out sections of the document complies with legal requirements:
- The cadastral number is written after adding a colon, while when filling out old forms a hyphen was used.
- If all the data does not fit on one sheet, numbering is used.
- Indicating the total number of pages of the document is a mandatory requirement.
- The recording of the date of registration of the site with the state is strictly checked.
- A note about previous cadastral numbers must be included in this paper.
- Full verification of the accuracy of the entered data at the location of the object.
- Particular attention is paid to the category of the site and permitted use.
- Surveyors rely on a point with a coordinate system.
- Individual paragraphs disclose information about land surveying, division, merger, creation and liquidation.
In addition, the passport is filled out in a certain order and adheres to the established rules.
The information provided to the state real estate cadastre is identically displayed in the cadastral passport, without any corrections, erasures or errors.
The presence of these deviations gives the right to consider the document invalid .
Based on the results of the owner’s request, the finished version is issued on paper, with fixed data on modern printing technology.
You can obtain a land cadastral passport at the territorial office of Rosreestr, at the MFC (provided that the request was generated in the center) or on a PC via email.
Each section is important and cannot be excluded from the document . All data is necessary when making transactions with the site.
Refusal and appeal
The issuance of a cadastral plan may be refused, but it must be based on the regulations of the current legislation. A legitimate refusal should be considered: it is impossible to provide information from the Unified State Register, or there is no information in the database for the requested land plot. Everything else is decided by filing a statement of claim in the district court.
The refusal must be received by the owner of the land plot within 5 days, excluding weekends and holidays, from the moment of acceptance of the main documentation and registration. The decision of the registration authority can be appealed by contacting the competent services.
Reasons for refusal:
- The applicant is not the owner of this land plot and has not provided a certified power of attorney.
- Errors were found during registration.
- Missing one (or more) documents. Clients often forget to provide a receipt indicating payment of the state duty.
- The boundaries of the land plot have not been established (the land plot has not been demarcated). It is necessary to carry out land surveying and coordinate the boundaries with the owners of adjacent plots. Order the service from a geodetic organization based on the location of the real estate property.
The deadlines for completing land surveying depend on the company. But often this process takes about 20-30 days.
Validity
Legislative acts do not specify the validity period of a passport . The reason for obtaining a new document may be construction work carried out to expand or reduce the boundaries of the property.
Data on objects is updated every five years, and if adjustments are made to the plots, it is necessary to notify the BTI about the planned work, and then apply for a new passport.
The state seeks to reduce the time it takes for the population to obtain the necessary certificates, so the system for obtaining data online will be improved.
