How is temporary registration different from registration?

In general, now in Russian legislation there are no concepts of “registration” or “temporary registration”.
But everyone uses them because it’s clearer. Registration means registration at the place of residence. It is indefinite and lasts until the person has to be discharged due to circumstances or by a court decision. It is indicated by a stamp in the passport indicating the address of residence.

Temporary registration assumes that a person has moved for a certain period, for example, changed the region for work or went to a sanatorium. Old housing is still considered a permanent habitat. He is not discharged from there, but is registered in the new one at his place of stay. This is not reflected in the passport in any way; the person is simply given a certificate.

Temporary registration can be obtained without permanent registration, but it is usually issued in addition.

Design features

Depending on the reason for the absence of a stamp in the passport indicating permanent registration, the temporary registration procedure is carried out according to the following rules:

In the complete absence of registration as such, actions must begin with the payment of the fine provided for by the Code of Administrative Offenses, clause 19.15.1. The payment amount is from 2 to 5 thousand rubles.

A receipt for payment of the fine is attached to the following package of documents:

  • application for registration;
  • documents for living space that provide grounds for registration (lease agreement, social rent, etc.);
  • statement of consent of the owner. If there are several owners of the apartment, everyone must give consent;
  • passports of the applicant and the owners of the apartment.

If there is a notarized lease agreement, the presence of the owner at the procedure and the provision of his passport is not required.

Temporary registration in this case is issued for the duration of the lease agreement, but not more than 5 years . After this period, the document can be extended if necessary.

Who needs temporary registration

It will have to be issued if you intend to live in another region for more than 90 Law of the Russian Federation of June 25, 1993 No. 5242‑1 days.   • lives with close relatives (these are spouses, parents, children, grandparents, brothers and sisters) who own the premises, rent it or are registered in it.

How long does it take to obtain temporary registration in Moscow?

If a citizen applies in person, registration is completed within three working days. If the package of documents does not include justification for your residence in the living space or a certificate of ownership, the period will increase to 8 working days.

If you sent the documents by mail, then you first need to wait until they reach the department and a notification is sent to you, and then appear in person with the originals. The period depends on the speed of receipt of the letter.

Why apply for temporary registration?

We have already figured out one of the reasons: so as not to be fined. But in fact, temporary registration has many advantages that make life easier:

How to obtain temporary registration

There are several ways to submit documents.
