Why may a registration certificate be required?

You may be required to obtain a certificate from the passport office, MFC or representative office of the Ministry of Internal Affairs for:

  • registration of benefits and receipt of benefits related to the birth and upbringing of young children;
  • for registering those wishing to improve their living conditions or for obtaining a military or government mortgage;
  • to carry out the following legal procedures: opening a will, filing a claim, to determine the place of residence of a minor with one of the legal representatives;
  • to provide documents when registering a child for kindergarten or secondary school.

Obtaining procedure and cost

To obtain Form 8, you must contact one of the above-mentioned state or municipal organizations with a written application of Form 6 established by law, which contains the following information:

  • the name of the institution to which the application is being written, that is, the territorial division of the Federal Migration Service,
  • personal and passport data of the applicant,
  • address of the living space and information about the owner, as well as details of the document confirming ownership,
  • personal data of a minor with the obligatory indication of date of birth,
  • number and signature of the applicant.

The application form can be obtained at the place of application, or you can download it on the Internet and fill it out at home. Attached to the application are documents confirming the person’s right to register the child and the legal grounds for registration at the address specified in the application. These include:

  1. Copies of passports of parents or legal representatives who submitted the application.
  2. A copy of the minor's birth certificate.
  3. A copy of the certificate of title to the property.

Please note that in some cases you may need:

  • certificate stating that the child is not registered at the address of the second parent,
  • consent of the second parent to register the child at the applicant’s address,
  • a court decision to determine the place of residence of a minor in the absence of consent between the parents,
  • extracts from the house register, from the personal account,
  • marriage or divorce certificate,
  • notarized power of attorney, if the application is submitted by a representative.

After documents are accepted, they are assigned a unique number, which can be used to track the progress of consideration and readiness of the document on the State Services website.

IMPORTANT! The review period is no more than a week.

But in some cases the period may be extended. Typically this is due to:

  • the need to deregister the child at the previous address of residence,
  • conducting an examination of the authenticity of submitted documents, if necessary.

Legislation from 2021 provides for the submission of an application for the issuance of Form 8 by parents or legal representatives on the State Services website.

How and where is a registration statement issued?

To obtain a registration document of the required form, you must contact the MFC, the passport office of the housing office, the HOA office, order by mail or pre-submit an application through the State Services portal. The ordered service is performed on the day the original passport and other documents are submitted or during the next working day.

When contacting a multifunctional center or other structure, you should fill out form No. 6 according to the sample.

If the applicant, being the owner of the premises, is not included in the list of persons registered in it, he should submit title documents for the property.

Take it to the MFC

Multifunctional centers operate in a “single window” mode and deal with issues of processing official documents. According to established standards, 10-15 minutes are allotted to serve one person.

During this period, the operator must check all documents for compliance with the required list and perform actions related to registering an application or request in the common system. Both citizens of the Russian Federation and foreigners have the right to obtain a certificate from the MFC.

You should receive completed documents at the same MFC office where they were submitted, after notification of their readiness is received at the email or mobile phone specified in the request.

Housing office

Another structure through which you can submit documents to obtain a certificate of registration is the passport office of the housing office.
Its representatives have the right to accept an application if they only have a passport. In cases where employees of operating companies demand payment of utility debts in order to obtain documents, it is worth pointing out to them the illegality of such actions.

Mail

When sending application No. 6 with a full package of necessary documents by mail, you should not forget to indicate the address to which the certificate of registration should be sent.

Receiving papers in this way involves costs associated with paying for postal services for sending documents to the registrar.

The government portal is a modern and one of the most convenient methods for processing registration papers.

To submit an application you must complete the following steps:

  • register or log in to the site using your account;
  • go to the “Services” section and select the nearest office;
  • find the required item and click the “Complete” button;
  • Next, follow the instructions for filling out the form and upload a scanned copy of the documents;
  • within the specified period after registering the request, receive a notification of the place and time where you can pick up the completed certificate.

At the place of residence

The type of registration reflects the obligation of a citizen of the Russian Federation to inform the state of the address that he has chosen as his permanent residence. This type has replaced registration, although people often use the traditional term. The state does not have the right to prohibit a person from registering at a chosen address, but only the owner of the living space decides whether to register the person.

By place of stay

A citizen registered at one address can live in another location for a long time (more than 3 months), for example, for the purposes of professional activity or study. Such long-term stays must be reported. For this purpose, temporary registration is proposed, when the citizen is not deregistered at his place of residence. If the place of permanent and temporary residence is in the same subject of the Russian Federation, there is no need to report the location of your temporary stay.

When is a Russian passport required?


You must apply for a replacement passport within 30 days.
Let us immediately note that it is undesirable to stay in Russia for a long time without an identity document. Reaching 14 years of age

It is at this age that a citizen of the Russian Federation becomes the owner of his first passport. An application for issuing the main document of a Russian citizen can be submitted at least the next day after the birthday.

It will not be possible to submit passport papers in advance - the law requires that the applicant must be 14 years old at the time of submitting the application.

Replacement at 20 and 45 years

At the age of 20 and 45, the identification document must be changed. This is required by law.

You cannot apply for a new passport on your birthday. In advance too.

But you shouldn’t delay the registration either: remember the 30 days within which you need to submit your application.
