Restrictions

As a rule, restrictions in the registration process are of an organizational or territorial nature. It is important to understand that a foreigner who has received registration in a certain area must be located at the place of registration.

Registration may be denied for the following reasons:

  • an incorrectly filled out form or the presence of corrections in it;
  • these notifications do not match those provided in the documents;
  • inaccurate or irrelevant information;
  • incorrect or missing translation of the passport or no certification of this translation through a notary;
  • everyday shortcomings of the post office branch - no paper, no details or forms, no specialist, etc.;
  • the branch is not in charge of the area in which the person wants to register.

You must also pay the state fee at the post office.

For what reasons can the post office refuse to register at your place of residence?

In order for an official to refuse temporary registration via mail to foreign citizens, there must be compelling objective reasons. These are, in particular:

  • violation of the rules for filling out the notification. In such cases, it is advisable to simply complete the new form on site under the supervision of an employee;
  • discrepancy between the data entered in the form and the information reflected in the attached documents;
  • provision of expired documents;
  • incomplete or not notarized translation of documents issued in a foreign language;
  • lack of jurisdiction - the selected post office does not serve the territory in which the premises are located, which is the place of registration of the foreign citizen.

An important nuance: according to Russian legislation, initial temporary registration of foreign citizens at the post office is possible, but its extension after expiration is not. Applying for a service that is not within the competence of Russian Post employees is another good reason for refusal.

Unfortunately, in addition to objective ones, there are also subjective circumstances that may prevent a migrant and his receiving party from registering temporarily in this way. For example, in this department there may simply not be an employee who knows how to carry out such procedures. There may also be no envelopes, paper or forms, Internet or electricity at the post office.

What documents are required for temporary registration?

Collecting documents in our country can be long and tedious. The bureaucracy spared our case:

  • Passport of the host party and its photocopy - the owner of the property where the foreigner will be temporarily registered.
  • Passport of a foreign resident and its photocopy. Absolutely all data is required, both the place and date of issue, as well as biometric data, with information about the guest’s profession.
  • A statement from the homeowner that he agrees to allow a foreigner to live in his home. In a written form.
  • Translation of passport into Russian. It must be notarized. Without translation, even with a complete package of documents, registration will be refused.

What are the risks of registering a foreigner in your apartment?

It is important to realize that by law a foreign citizen is required to reside at the place of registration. Otherwise, it may be considered fictitious. Therefore, you should not believe migrants who promise to register in the host party’s apartment and live in another place. They may not keep their promise. And if they do, the owner of the premises, as the receiving party, will share with them the responsibility for the fictitious registration.

Permanent residence of a stranger in an apartment entails:

  • psychological discomfort;
  • an increase in the amount of utility bills - the procedure for paying them will have to be negotiated separately with the migrant;

Advice: it is especially worthwhile to carefully evaluate the balance of benefits and risks for those who register foreign citizens for a maximum period (90 days) without the possibility of canceling the transaction.

Step by step procedure

  1. The person who invited a foreign resident comes to any branch with the above package of documents.
  2. The postal employee accepts the documents, checks the availability of the required papers according to the legal list, makes sure that the forms and applications are filled out correctly, and then sends the request.
  3. A letter with all the necessary information and documentation is sent to the migration service by a valuable letter, and the sender is given a check with the date of sending, the cost of the service and the details of the sending employee of the Post Office. A tear-off notification slip will also be presented with the check.
  4. Within a certain period of time, the applicant receives a certificate of temporary registration.
  5. The owner of the residential space in which a foreign guest is registered receives a notification about the legal stay of a foreigner in his property.

The need for temporary registration for a citizen of Ukraine

Foreigners have the right to visit Russia without the specified document for no more than three days. If they want to spend a longer period of time here, they must register with the migration service.


This rule does not apply to residents of several neighboring countries:

  • Ukraine;
  • Kazakhstan;
  • Belarus.

Their residents are allowed to neglect the registration procedure if their plans do not include spending more than 90 days in Russia. However, this action is required for a longer period of stay.

Due to the lack of temporary registration, the receiving party will be forced to pay a fine of two to five thousand rubles. If after this the foreigner does not register, he will be deported abroad with a temporary ban on visiting the country.

An exception to the above rule only works for Ukrainian citizens arriving from the Donetsk or Luhansk region due to the events in Donbass.

Additionally, the “90 out of 180” rule applies. It implies that a citizen of Ukraine does not violate the rules of residence in Russia if within 180 calendar days he stays in the country without registration for no more than 90 days, and both total and continuous time are taken into account.
