Basic information that must be filled in the notification after printing the sample:

  • place of temporary residence, including contact telephone number and address information;
  • personal data of the receiving party (date of birth, full name);
  • passport details of the arriving person, indicating the validity period of such documents;
  • date of passport control and expected dates of departure from the Russian Federation;
  • purpose of the visit;
  • signature of the compiler.

How to fill out each section?

The first part concerns information about the applicant himself and the person, the owner of the apartment, who gave him shelter during his stay in the region:

  • full name, date of birth;
  • address of permanent residence (where you came from);
  • request to register for a specific period, indicating the specific start and end dates of the temporary registration;
  • who provides the apartment - his full name;
  • document presented as a basis for stay;
  • address of the place of registration;
  • name, type, number and series of the identity card of the person being registered, by whom and when issued;
  • clarification of how he wishes to receive the result of accounting measures - in person or by mail, signature, date;
  • signature of the person who sheltered the guest of the region, details of his passport, date.

The following are the columns that are filled in by the employee accepting the application.:

  • Full name, position, signature of this employee in that he confirms the authenticity of the signatures of the applicant and the owner of the apartment, date;
  • the wording of the decision made by the management of the FMS unit regarding temporary registration, signature, full name and position of the person who made the decision, date.

The last line contains the number of the temporary registration certificate issued to the applicant.

Where to submit the completed application form

The entire procedure is carried out by the Federal Migration Service at the place of stay.
Other government agencies and commercial organizations do not participate in the registration. All operations are carried out by the territorial office of the migration service - such notifications are not transmitted to the central office. In exchange for the set of documents handed over to the migration service employee, the citizen is given a tear-off notification with a stamp affixed to it, indicating the successful fulfillment of his obligation by the foreign citizen.

This counterfoil should be presented to employees of the competent authorities when checking documents, and handed over to a representative of the border service when traveling outside the Russian Federation.

Application for registration at the place of residence

It must be received within 7 days from the date of withdrawal from the previous address. To do this, fill out standard Form No. 6 - application for registration at the place of residence (Appendix No. 5 to Order of the Ministry of Internal Affairs No. 984).

Form

The form is filled out and sent to the territorial migration department of the Central Internal Affairs Directorate in several ways:

  • in person - filled out in the presence of an employee of the department;
  • in the MFC;
  • by mail;
  • on the State Services website.

Simultaneously with the application for registration, it is possible to fill out an application for removal at the previous address. This will happen at the same time, there is no need to first register and then register.

What other documents will be needed?

  1. If the application for registration is submitted in person , then the following must be submitted along with it:
  • Original identification document of the applicant;
  • A document according to which the tenant has settled at a temporary address (This is either a rental agreement, or social tenancy, or a certificate of registration of property rights. It is allowed to submit an application either from the owner or from the owner of the property. ). These agreements or the owner’s statement can be certified by a notary, and then the owner of the property does not need to come to the registration department himself and confirm his permission to move in.
  • Consent to move in a temporary tenant from each adult living in the apartment. It must be in writing, and the content must be stated freely.
  1. When sending documents for registration by mail , you need to make sure that the signature of the owner of the home is included in Form No. 1 PR.

According to the rules, a copy of the document confirming the right to move in must be certified by a notary or other employee responsible for accepting documents. These are officials of housing organizations, management of housing cooperatives, heads of management companies and owners' associations.

True, here we must keep in mind that in reality, employees of the registration departments of the Ministry of Internal Affairs are sometimes not familiar with the mentioned rule, and therefore sometimes do not accept documents for registration that are not notarized.

  1. The registration application can be submitted in electronic format. Then you need to attach an electronic copy of the documents justifying your stay. Of course, you will need to go through the official registration process on the portal.

There are some advantages for those who register on the basis of a social tenancy agreement or a certificate of state registration of the right to housing. They may not submit these documents at all. The registration department must obtain data about them independently from the competent authorities.

Certificate

This document is issued for temporary registration of citizens at a specific address. It is issued on the basis of changes made to the Unified Information Base of the Migration Service. This information is also stored in the archive in printed form. The certificate contains an identification number, which is entered into the Unified Database. Based on this information, the authenticity of the certificate can be easily verified.

The certificate also contains the following points:

  • barcode;
  • number;
  • personal information about the person to whom the certificate was issued;
  • the address at which the person received temporary registration;
  • the validity period of this document;
  • information about registered children under 14 years of age at a given address is listed in the form of tabular data;
  • below are the passport details of the person to whom the certificate was issued;
  • the position of the responsible person who compiled and issued this document;
  • name of the registration authority;
  • stamp, date of issue and signature of the responsible official.

This document is an official confirmation that a person is registered at his place of residence.

According to the law, Russian citizens are required to undergo temporary registration if they live at another address for more than 3 months.

Registration authorities

The main body whose powers include registering all movements of citizens is the migration service. But to relieve the workload of local branches of the FMS, additional state bodies were created that check documents upon receipt of them and then transfer them to the FMS.

These bodies include:

  • department of the passport office, which has jurisdiction over the person’s new residential address;
  • Multifunctional Center.

Any citizen can submit documents and an application to these authorities to obtain temporary registration. In addition, these authorities have the right to transmit information about violation of registration deadlines for the imposition of further administrative penalties.

In addition to visiting these authorities, there are several other options for submitting applications:

  • through a representative;
  • via mail;
  • through the government services portal.

To register yourself through a representative, you must issue him a power of attorney. It is certified by a notary. This document must indicate the powers that are transferred to the representative. Based on this document and personal passport, the representative can come to any of the listed registration authorities and apply for temporary registration.

When sending documents by mail, it is important to know that all copies must be certified by a notary. The date of submission of the application will be considered the date that the postal employee puts on the envelope when accepting the letter. It is best to send a letter with notification and an inventory. If a letter is lost or delayed, the sender will always be able to prove that he sent the documents on time.

The government services portal makes it possible to register temporarily without leaving your home. But for this you need to register on this portal with an identified passport. There are three ways to identify a person's identity document. After this, access to the full list of government services appears.

You need to select the required service and fill out the electronic application form. After submitting this application and scanned documents, FMS employees will be required to obtain the owner’s consent to register the applicant. If consent is received, a registration certificate will be issued within 3 days. The application may indicate how the applicant wishes to obtain this certificate.

FMS employees can send the certificate by mail or transfer it to any registration authority or its territorial branch for issue to the applicant.

Price

This service is absolutely free for Russian citizens. No government employee has the right to demand payment of a fee for the provision of this service. The form is also issued completely free of charge.

Payment will only be required if a notarized power of attorney is issued to a trusted person or to certify copies of documents by a notary. These services are paid at the rates of a notary office.

If the certificate is lost, there is no charge for re-issuing the document. It is enough just to submit an application for re-issuance of the certificate.

Based on established rules, all citizens of the Russian Federation must undergo temporary registration.

Expedited application by mother or father

Now the principle of remote submission of applications to social services via the Internet is gaining popularity.

The registration application can also be submitted electronically on the State Services portal . To do this, one of the parents must have a registered and confirmed entry on the site. Creating a personal account will not take much time and effort, but will significantly speed up registration.

An application for registration of a minor is filled out by one of the parents in an online form through a personal account. The same data is entered as in the paper form, but in a more orderly form with system prompts. After sending the application, it is reviewed within 3 days , after which the applicant receives a response by email. If the application is approved, the parent comes to the FMS office with original documents to obtain registration.

The form of the certificate is established by Appendix No. 2 to the same Order of the Ministry of Internal Affairs No. 984. This is the unified form No. 8.
