Who needs temporary registration

Place of stay is the address of short-term accommodation: hotel, medical institution, rest home, prison, etc.

Citizens must apply for temporary registration when the following circumstances occur:

  • temporary residence in another place;
  • staying at another address for 90 days or more.

Both a Russian citizen and a national of another country have the right to apply. Stateless persons have similar privileges.


The following may apply for temporary registration through the State Services portal:

  • Russian citizen from 14 years of age;
  • legal representative of a child under 14 years of age (parent, adoptive parent, guardian);
  • guardian of an incapacitated person or trustee of a person with limited legal capacity.

Features for a child and a foreign citizen

Temporary registration of a child makes it possible to use a number of social benefits and services. With it, you can enroll your child in a kindergarten or school of your choice, visit specialists at a local clinic, and conduct sanatorium and outpatient treatment.

To obtain temporary registration at the place of residence of a minor family member, you must:

  • birth certificate;
  • passport of the parent or guardian;
  • consent of the second parent or guardian for temporary registration.

Registration of foreign citizens must be carried out within 7 days. It is carried out by employees of the hotel or hostel, as well as employees of the enterprise where the foreign citizen works. If registration deadlines are violated, a fine is imposed on the foreigner and the administration; in case of malicious violation, the visa may be revoked.

Pre-registration on the website

A citizen registers independently on the State Services portal. You will need to prepare your passport and SNILS. Personal data, phone number and email are entered into the electronic form. Next, you need to confirm your phone number via SMS.

Next, the user comes up with a password for his personal account on State Services. Then the system will ask you to enter your passport and SNILS details. In the window that opens, you need to indicate your full name, gender, citizenship, date and place of birth.

After registration, information is verified. It takes 15 minutes. If everything went well, you will be asked to confirm the person’s identity. This is done by choice - using an electronic signature, ordering a letter to the specified postal address, or in person at the service center.

Documents for registration

Since 2021, issues of temporary migration registration have been dealt with by units of the Russian Ministry of Internal Affairs. There are migration departments in the regions that process applications.

To submit an electronic application through State Services, the applicant prepares documentation in advance. The package of papers includes:

  • Russian or foreign passport of a citizen;
  • paper giving the right to stay in temporary housing (tenancy agreement, other documents);
  • consent of the owner of residential property.


For a child under 14 years of age the following must be additionally presented:

  • birth registration paper;
  • ID card of mother or father, adoptive parent, guardian;
  • decision to appoint a guardian (if any).

After the papers are prepared, the citizen applies for registration at the State Services.

Why do you need temporary registration?

Residence of a Russian citizen in a region other than his permanent address for more than 90 days obliges him to register temporarily with the Federal Migration Service. In case of failure to comply with this requirement, the guilty person may be brought to administrative responsibility.

To fill out an application and receive the appropriate certificate, you should contact the FMS.

This need is due to the implementation of social guarantees of the state. Having a registration at the address of actual residence, a person can receive the following services:

  • medical assistance;
  • placement of minor children in educational institutions;
  • receiving social benefits;
  • employment.

The certificate is provided for a period of 90 days to 5 years. When registering a minor family member at the registered address of the mother or father, additional permission from the apartment owner is not required.

Registration of a certificate through State Services takes place in several stages:

  • an electronic form is filled out and sent for verification;
  • a notification is sent to your personal account about the date and time of appearance at the structural unit of the Ministry of Internal Affairs;
  • a citizen comes to a government agency and receives a document.

Filling out the electronic form (step 1)

After selecting the required Public Service, an electronic form opens. Some of the information in it is displayed automatically, based on the data entered at the time of registering an account on the portal.

Additionally you need to indicate:

  • Place of Birth;
  • address of temporary housing;
  • place of permanent residence;
  • information about the owner of the property (full name, date of birth, degree of relationship, passport information);
  • basis for short-term residence (type of document and property);
  • citizenship of another country (if any);
  • reason for relocation;
  • personal information;
  • department that will consider the appeal.

All information is in the prepared papers. The right to stay in residential premises is confirmed by a social tenancy agreement, a certificate of registration in the Unified State Register, or other paper.

In addition to documentation for the premises, they additionally receive written consent from the owner for a guest to stay with him. Without it, you won’t be able to register through State Services.

Next, the citizen agrees to the processing of personal information and submits an application for consideration.

Document processing (step 2)

After checking that the electronic form has been filled out correctly, a notification is sent to the personal account of the State Services portal. The person is asked to come to the management specialist on the appointed date. Registration is made for any free time, in accordance with the appointment schedule.

Additionally, they indicate a list of documents that you need to bring with you. Before the end of the day, interdepartmental requests are sent to verify information about the person who applied for the public service. The result is applied to the case.

Deadlines for issuing a certificate (step 3)

At the next step, the applicant comes to the State Services for the result. The standard procedure is completed after three days. The specialist will ask you to provide the requested documentation in order to carry out a reconciliation.

The case is being conducted in the Mir system. In the presence of the applicant, the completeness of the submitted documentation is checked. The identity of the person is compared with the person in the passport photograph. Electronic copies of papers are attached to the file. If the accuracy of the information is confirmed, a completed certificate will be issued.

The following information is included in the document:

  • Full name of the registered person;
  • date and place of birth;
  • temporary residence address;
  • term;
  • passport details;
  • official signature and seal.

In what cases can you get a refusal?

When accepting documents through State Services, they check whether there are grounds for refusal. These include:

  • difficult to read application text;
  • filling out an electronic form with violations;
  • failure to submit required documents;
  • restricting the choice of place of stay within the country.

The provision of public services is suspended if a citizen does not appear when called within three days.

Further actions

Then you should indicate whether the applicant’s family lives at the place of registration, and indicate the department to which the documents will be sent.

Upon completion of filling out these sections, a tick is placed in the checkbox indicating consent to the processing of personal information and responsibility for providing false information.

The submitted information is checked by FMS employees within three days. If all fields have been filled out correctly, then the applicant receives a notification about the need to come to the specified department to present original documents, as well as receive a registration certificate form.

Attention: No marks are made in the registered person’s passport. The certificate is issued in the form of an insert to the main identity document.

If, after checking the information provided, the FMS decides not to approve the registration, the applicant will be informed of the reasons for such a decision within the period established by law.

This method of registration does not require the personal presence of the owner of the residential premises. It is enough to obtain his consent in writing. FMS employees do not check this document for authenticity, but if a forgery is detected, the citizen faces administrative or criminal liability.

Registration of a minor

If a person is in temporary housing with a child, he is registered. Minors are registered at the same address where their parents live.

Children aged 14 to 18 years old submit an application independently, through their account on the State Services portal.

The application must additionally include information about one of the parents, guardian or trustee. In other respects, the procedure is similar.


On behalf of persons under 14 years of age, papers are submitted by a legal representative. The application contains a separate paragraph containing information about the child who needs to be registered. The certificate is drawn up in the name of the minor.

A child needs a short-term registration for kindergarten or school. It also gives the right to be assigned to a children's clinic and use medical care.

Temporary registration of foreigners

Migration registration of foreigners who came to the Russian Federation on a visa or visa-free basis is carried out by structural divisions of the Ministry of Internal Affairs. All issues are regulated by Law No. 115-FZ of July 25, 2002.

The following may enter Russia without a visa:

  • citizens of CIS countries;
  • citizens of states with which a special agreement has been concluded;

The legislator has established individual rules for different categories of persons. Foreigners permanently living in the country or arriving for a specific time must contact the migration service 7 days after completion of customs control.

Register within 24 hours if the person:

  • without housing;
  • came to the hotel and other similar institutions;
  • works in Russia on shift;
  • sent to a homeless rehabilitation organization;
  • placed in the Federal Penitentiary Service in order to serve an administrative sentence.

Procedure for temporary registration

To register, you need to go to a structural unit of the Russian Ministry of Internal Affairs and fill out a notification of arrival.

The following information is entered into the form:

  • about the foreigner (full name, citizenship, gender, date and place of birth, foreign passport, purpose of entry and other information);
  • about the receiving party (full name, passport, residential address).

Both an individual and a company have the right to receive guests. They consent to the short-term stay of the visiting citizen.


The person attaches the following required documents to the notification:

  • passport of another country;
  • migration card;
  • residence permit or temporary residence permit.

Registration is valid for a certain period. Citizens registered on the basis of a residence permit may not fill out a migration card.

Restrictions for temporary registration

Foreigners do not have the right to enter some territories freely. You will need to apply for permission to the FSB unit.

  • in border settlements;

  • closed military settlements;
  • areas where a state of emergency or martial law has been declared;
  • zones of environmental disasters;

Russians and foreigners have different registration deadlines.

A visitor is required to register with the passport office at his new place of residence if he has settled there for a period of more than three months. In a situation where a person intends to stay in another city for less than this period, there is no need to undergo migration control.

Deadline for foreigners

The period of stay of citizens with foreign citizenship on the territory of the Russian Federation is indicated in the notification. It is established in accordance with the rules of Law No. 115-FZ of July 25, 2002.

  • visa validity period;
  • 90 days every 180 days, if a visa is not required;
  • validity period of a work permit issued to a highly qualified specialist.

Extension of temporary stay

  • admission to a Russian university.

Reduced length of stay

If certain circumstances occur, the period of stay in Russia may be shortened. A foreigner must leave the Russian Federation ahead of time in the following situations:

  • a decision was made to ban entry into Russia;
  • stay in the Russian Federation is considered undesirable;
  • the student graduated from a university;
  • the employee is engaged in activities that do not comply with the work permit;
  • revocation of work permit or patent.

After completing the period of stay in Russia, a foreign citizen must submit papers for deregistration. He must leave the country within three days.

Where is temporary registration allowed?

You can apply for temporary registration both on the State Services portal and using other options.

If there is no Internet access, the applicant has the right to submit the following documents:

  • to the migration department;
  • through the MFC;
  • by post.

You must appear in person at the Ministry of Internal Affairs department. You should bring the original documents with you. The application must be completed on site. The specialist will check the correctness of filling out, check the original papers and offer to come for a certificate within a period of 3 to 10 days.

Documents required for registration

How long does registration take?

In a situation where the papers are sent by registered mail, the period for receiving government services increases by the postal mileage. What documents will be needed?

The package of documents required for temporary registration through State Services is the same as for personal registration at the Main Department of Migration Department of the Ministry of Internal Affairs:
