Place of stay is the address of short-term accommodation: hotel, medical institution, rest home, prison, etc.
Citizens must apply for temporary registration when the following circumstances occur:
- temporary residence in another place;
- staying at another address for 90 days or more.
Both a Russian citizen and a national of another country have the right to apply. Stateless persons have similar privileges.

Temporary registration of a child makes it possible to use a number of social benefits and services. With it, you can enroll your child in a kindergarten or school of your choice, visit specialists at a local clinic, and conduct sanatorium and outpatient treatment.
To obtain temporary registration at the place of residence of a minor family member, you must:
- birth certificate;
- passport of the parent or guardian;
- consent of the second parent or guardian for temporary registration.
Registration of foreign citizens must be carried out within 7 days. It is carried out by employees of the hotel or hostel, as well as employees of the enterprise where the foreign citizen works. If registration deadlines are violated, a fine is imposed on the foreigner and the administration; in case of malicious violation, the visa may be revoked.
Pre-registration on the website
A citizen registers independently on the State Services portal. You will need to prepare your passport and SNILS. Personal data, phone number and email are entered into the electronic form. Next, you need to confirm your phone number via SMS.

Since 2021, issues of temporary migration registration have been dealt with by units of the Russian Ministry of Internal Affairs. There are migration departments in the regions that process applications.

Why do you need temporary registration?

All information is in the prepared papers. The right to stay in residential premises is confirmed by a social tenancy agreement, a certificate of registration in the Unified State Register, or other paper.

Document processing (step 2)
After checking that the electronic form has been filled out correctly, a notification is sent to the personal account of the State Services portal. The identity of the person is compared with the person in the passport photograph. Electronic copies of papers are attached to the file. In what cases can you get a refusal?
When accepting documents through State Services, they check whether there are grounds for refusal. These include:
- difficult to read application text;
- filling out an electronic form with violations;
- failure to submit required documents;
- restricting the choice of place of stay within the country.
The provision of public services is suspended if a citizen does not appear when called within three days.

Attention: No marks are made in the registered person’s passport. The certificate is issued in the form of an insert to the main identity document.

This method of registration does not require the personal presence of the owner of the residential premises. It is enough to obtain his consent in writing. FMS employees do not check this document for authenticity, but if a forgery is detected, the citizen faces administrative or criminal liability.
Registration of a minor
If a person is in temporary housing with a child, he is registered. Minors are registered at the same address where their parents live.
Children aged 14 to 18 years old submit an application independently, through their account on the State Services portal.
The application must additionally include information about one of the parents, guardian or trustee. In other respects, the procedure is similar.
On behalf of persons under 14 years of age, papers are submitted by a legal representative. The application contains a separate paragraph containing information about the child who needs to be registered. The certificate is drawn up in the name of the minor.
