The Law “On the Right of Citizens to Freedom of Movement...” No. 5242-1 dated June 25, 1993 and the Registration Rules approved by Order of the Federal Migration Service No. 288 of 2012 establish uniform registration rules for all citizens, regardless of their age.
According to these documents, a person who is not at his main place of residence for more than 90 days is required to register temporarily at his place of residence.
At the same time, the requirement of Article 20 of the Civil Code of the Russian Federation is in effect, requiring the residence and registration of a child under 14 years old together with his parents .

Fines for failure to temporarily register a child
Citizens can reside in the Russian Federation without registration for up to 90 days from the date of entry. The rule applies to both adults and minors. If it is discovered that a child has not registered after this, a fine of 2-3.5 thousand rubles is imposed on the parents.
Since 2014, criminal liability has been established for fictitious temporary registration for a child to enroll in school. Rules for the procedure
How to temporarily register a child for school? The registration process is carried out at the location of the residential premises. You must contact the territorial branch of the FMS or MFC and write an application using Form No. 1 .
A minor over the age of 14 fills it out independently; one of the parents fills out the form on behalf of a citizen under 14 years of age.
Along with the application, the employee is given the following documents :
- Birth certificate or passport of the minor.

According to SanPiN in the city, the distance to school should be no more than 500 m, for first-graders no more than 400 m. In villages for high school students the distance is no more than 4 km, for junior grades no more than 2.

Theoretically, there is a possibility that the question of whether a child will be accepted into school without registration will be resolved positively if there are free places in the educational institution. Before enrolling a child in a school without registration, parents should personally communicate with representatives of the school administration and find out the projected occupancy of the school with students for the school year. If the filling of children with registration in the assigned area is complete, the situation will be resolved by temporary registration of the child for school.
