Registration for kindergarten: is it necessary and how to make temporary registration for admission?

Legal requirements

Do you need registration for kindergarten?
Does registration affect kindergarten? Based on Order of the Ministry of Education and Science No. 293 and the Law of the Russian Federation “On Education” No. 273, all preschool institutions from 08/01/2006 introduced a requirement for registration in the area where the institution is located for priority enrollment.

With the adoption of these regulations, certain houses are assigned to each preschool educational institution. Children registered at their place of residence in this territory must be provided with places in the first place .

The right to enroll in a queue to attend a kindergarten near your place of residence is given by a document called a Certificate of Registration at the Place of Residence.

For information on how to obtain a certificate of your child’s place of registration using Form No. 9, read our article.

Obtaining registration for kindergarten

As a result, we conclude that having registration significantly increases a child’s chances. To obtain temporary registration in the territory associated with the institution, you can try to negotiate with any of the residents of this area.

You should try to prove that you already have your own housing and no problems will arise. You can register for six months - this is quite enough for a certificate of registration of the child to be issued for kindergarten.

Required documents

Let's look at what documents are needed for registration:

  • consent from parents and from those residents who are already registered in the premises;
  • statement;
  • parents' passports;
  • child's birth certificate;
  • marriage documents;
  • proof of ownership (if necessary).

It is advisable for the child to have a permanent registration in advance. This will avoid problems after the temporary expiration.

How to choose a remote control?

How to determine a kindergarten by registration address? You should start the procedure for enrolling in a kindergarten by registration by choosing the most acceptable option . In many large cities there is a network of various institutions for preschool children of various types:

  1. General development.
  2. Compensating – intended for children with disabilities in physical or mental health.
  3. Health-improving . The main focus of the work of such institutions is the implementation of preventive and health-improving measures.
  4. Combined . Combining the advantages of general developmental and health-improving remote control. In such institutions there are often compensatory groups.
  5. Child development centers . Carries out work on physical and intellectual development programs in combination with corrective and recreational activities. Children stay in such institutions part-time.

The entire system of preschool institutions was created with the aim of providing preschool education for children under 7 years of age and solving the problem of parental employment.

The operating hours of most gardens coincide with the working hours of many organizations (from 7 am to 7 pm on weekdays). Preschool educational institutions differ in the number of pupils in each group, as well as their composition. There are groups for children of the same age and those of different ages.

In each district of the city there are
lists of houses attached to certain control centers.
Currently, registration for kindergartens is based on an electronic queue.

Lists of houses can be found on the websites of kindergartens or by contacting them directly, in the Education Departments of each district and on their websites. Parents should familiarize themselves with these lists and choose the remote control that best suits them.

In kindergartens attached to the territory, if there is a registration, the child is included in the “A” list. This means that it should be accepted first as soon as space becomes available.

It is advisable for parents to select several suitable preschools in advance and submit an application for admission to them. As soon as a place becomes available in any of them, the administration will send them a notification, and the child’s admission can be processed.

Results

So, a short list of key points.

  1. Currently, each kindergarten is assigned its own territory - having registration there will significantly increase the chances of enrollment.
  2. All children are divided into lists “A” and “B”. First, those on the “A” list are enrolled, and then those on the “B” list.
  3. There are preferential categories that can be included in the “A” list even without registration.
  4. Lack of registration is not grounds for refusal of admission.

Refusal by the kindergarten can be appealed. Most often, the issue is resolved, and the child enters a preschool educational institution.

If there is no registration

Is registration required for kindergarten? And what to do if it is not there?

The lack of registration in the territory attached to the kindergarten does not mean that only children with a document are accepted into it. If a family lives near a preschool but does not have registration, you can enroll in the kindergarten if there are free places in it .

When organizing admission to a preschool, children from list “A” are first enrolled. In addition to those registered in the given territory, it includes preferential categories .

Beneficiaries include children:

  • military personnel;
  • police officers, prosecutors, judges;
  • fire service and customs workers;
  • liquidators of the Chernobyl disaster;

  • disabled people of groups 1 and 2;

  • single mothers;
  • Children of these categories are admitted to preschool educational institutions out of turn, without regard to registration.

If, after enrolling children from this list, there are still free places, enrollment from list “B” begins.

You can get on this list for enrollment without having a residence permit.

Registration of minors

The law states that any citizen of the Russian Federation is required to undergo the registration procedure. Registration of a minor child at the place of stay must be completed when the expected period of residence exceeds 90 days. The condition applies to everyone.

Where to get a temporary registration for a child

Having at least temporary registration in the territory assigned to the DS significantly increases the chances of enrollment. There is nothing complicated in the process of registering a child’s registration.

Device by time

Is temporary registration of a child suitable for kindergarten? Regulatory acts of child care institutions and Federal laws require the provision of places for children living in the assigned territory.

It does not matter whether the child’s registration is permanent or temporary . Any document confirming registration in a given area gives him the right to be included in the “A” list, which means to be enrolled in the kindergarten in the first place.

If parents rent housing in the area where the kindergarten is located, they need to register their child temporarily for kindergarten. How to temporarily register a child for kindergarten?

It can be carried out by agreement with the owner , on the basis of a notarized apartment rental agreement.

An agreement certified by a notary gives the right to register at the place of residence without the consent of the owner.

The parent issues temporary registration for himself. And based on it, he receives registration for the child. A certificate of temporary registration of a minor is presented when enrolling in a kindergarten.

If it is not possible to register in rented housing, you can use the services of intermediaries . Currently, there are many organizations providing temporary registration services.

Such companies negotiate with the owners of residential premises, who, for a certain fee, agree to allow strangers to register in their apartments.

Contact only trusted organizations that provide registration services. There is a risk of purchasing a “fake” Certificate of Registration and, instead of solving problems, purchasing new ones.

In order to get in line, a minimum of documents is required. When parents fill out the form, they indicate their place of residence and registration. Then you present your passport, which has a registration stamp.

In this case, the best option would be to negotiate with the owner of the home you are renting about registration.

It is impossible to register without the consent of all owners (if there are several of them). Temporary registration will guarantee that your child will be accepted into kindergarten.

A consent form is provided here.

Required documents

What do you need to register for preschool? List of required papers:

  • mother's or father's identity card;

  • birth certificate of the baby;

  • medical documents - certificate 095U, card 026U, vaccinations 063U, medical policy;
  • application addressed to the manager;

How to place a child in a kindergarten with temporary registration?

To place a child in a child care center under temporary registration, parents will first need to draw up the appropriate document. Its production time does not take more than 3 days. However, in some cases additional time may be needed. Here everything depends on the readiness of the package of documents and the consent of the owner of the property in which registration will be carried out.

The applicant, that is, the owner of the apartment, needs to know that the maximum duration of temporary registration can be 5 years, and the minimum - 6 months. After checking the application and submitted papers, passport office employees register the citizen at the specified address and issue appropriate certificates, which must be retained throughout the entire period of temporary registration.

After receiving a certificate confirming registration, parents need to contact the preschool educational institution with a complete package of documents and write an application for enrollment of the child. However, this can only be done when it is his turn.

If the child is already attending a kindergarten and his temporary registration period has expired, then the parents should prepare a new document and give a photocopy of it to the kindergarten management.

For what reason can they refuse?

It is worth noting that there are cases when a child is required to be admitted to kindergarten even without temporary or permanent registration:

  • private kindergarten;
  • one of the parents is an employee of this kindergarten;
  • military parents;
  • when the parents issued a temporary registration for the child;
  • if the kindergarten is not staffed.

There are also reasons why parents may be prevented from admitting their child to kindergarten. First of all, parents need to find out if there are free places.

Very often they are refused due to the lack of permanent registration.

Vaccinations

Recently, controversy has not subsided regarding the need to follow the baby's vaccination schedule. There are parents who, fearing the unpredictable effect of the vaccine on their child, refuse vaccinations. Doctors view such refusals negatively, and here’s why. During the Soviet era, many potentially fatal diseases were defeated with the help of compulsory vaccination. Among them:

  • tuberculosis;
  • typhoid fever;
  • smallpox;
  • diphtheria
  • and others.

Today, some of them, figuratively speaking, are “raising their heads” again. The reason is simple: parents refuse to vaccinate their children, and infections are again intensifying among the most vulnerable groups of the population.

In most cases, the position of kindergartens is definite and understandable: the managers do not want to take children who have not been vaccinated in order to avoid introducing a serious infection into the kindergarten. Is it possible to send a child to kindergarten without vaccinations - what does the law say about this?

The legislation (see Federal Law on Immunoprophylaxis) does not require parents to vaccinate their child. It is emphasized that vaccinations are voluntary.
