Rules for filling out an application for registration at the place of residence

The application for registration is completed on a unified form (Form No. 6) and depends on how the form was received:

  1. If the form (form No. 6) was downloaded from the Internet, then before printing it, you can fill out all the fields on the computer and after filling them out, print the page. After printing, you need to make sure that everything is filled out correctly and sign the document yourself.
  2. If this form (form No. 6) was received at the place of application, then it is filled out manually and a handwritten signature is also placed. When filling out the form manually, you must use printed characters so that all entered information is clearly legible.

Therefore, it does not matter who fills out the contents of the form, it is only important that the document has his own signature and that he personally gives it to the registration agency. For a newborn child, the application must be filled out by one of his parents or guardians.

When drawing up an application for permanent registration, the following data is required:

  • The name of the territorial institution where the person applies.
  • Full name, date and place of birth of the applicant.
  • Address of previous place of residence (where the citizen came from).
  • Information about the representative of the request, if it is made for a minor teenager (parents, guardians).
  • Full name the owner of the residential area for which permanent registration is being issued.
  • Level of relationship with the owner of the premises.
  • Information about title documents for residential space.
  • Residential address.
  • Passport details, registered citizen and SNILS number.
  • handwritten signature and date of document preparation.

An example of filling out the form is presented below about registration at the place of residence in 2021.

Who assures?

The application and other papers are certified by the FMS employee with his signature.

If it is not possible to be present in person, then the documents and their copies are certified by a notary .

There is no law regulating registration by power of attorney .

However, there is no prohibition on such an action. Therefore, the decision to register a citizen by proxy is made by a FMS employee. He may refuse , demanding personal presence.

Is it necessary to notarize the agreement and is it necessary for all owners to be present?

If only one of the owners will be present at the department when registering, then a notarized copy is needed for the absent owner.

If everyone is present, you can do without a notary; a statement is enough.

If during registration, none of the owners who agreed to registration can be present at the department, a power of attorney should be drawn up and officially certified. It gives the right to the person who provided it to represent the interests of the owner of the apartment. The form can be downloaded below.

However, you should understand that it must be certified, which means that the notary’s office will draw up a power of attorney without your labor costs. You will only have to spend time and some money. Depending on the tariff schedule in force in the Russian Federation today, around 1,300 rubles for individuals.

Validity

As such, the application does not have a validity period, since according to generally accepted practice it is drawn up at the FMS office.

However, the legislation sets a deadline within which you need to register. It is 7 days and is calculated from the moment of discharge from the previous place of residence.

You need to draw up and submit a paper to the FMS in one way or another, on the State Services website or to the passport office of the Criminal Code, directly to the FMS office, within the prescribed period.

Failure to comply with the deadline does not invalidate the application. It serves as the basis for imposing a fine for violating registration rules. (Administrative Code, Art. 19.15.2)

How to submit an application through the State Services portal?

There is an easier and more convenient way to obtain registration at your new place of residence. To do this, you need to use the state service State Services.

The application procedure is as follows:

  • First of all, you need to register on the official website of the State Service.
  • After registration, you must select the appropriate service and fill out the proposed application.
  • Once the application is completed, you must click the “order service” button.
  • After this, all you have to do is wait a few days, during which the document will be prepared for issue, and pick it up at any registration office.

When moving to another city, you need to take care of a new registration. As the law states, staying in another place is possible for a period of no more than 3 months, after which it is necessary to obtain a new registration.

If this is not done, certain sanctions and fines are prescribed by law. That is why it is better to do everything on time and not have unnecessary problems with the law.

Ask a Question

Registration is carried out both for citizens living on social rent and for housing tenants. Owners of residential real estate for rent or officials responsible for their operation are also responsible for the timely registration of residents.

Registration of minors has its own characteristics:

  • children under 14 years of age are registered by their parents or guardians, and they fill out an application for child registration;
  • children from 14 to 18 years old who have received a passport fill out the application independently, but they can only be registered with one of their parents or guardians;
  • when changing the place of residence of children, approval is required from the guardianship authorities; they ensure that the minor’s rights are not violated and his living conditions do not worsen;
  • newborns are registered within seven days from the date of receipt of the birth certificate at the address of one of the parents.

As a rule, this is the mother's address. If the parents are registered in different places, the father will need the mother's consent to register. The separate consent of the owner of the property for the registration of a minor with his parents is not required.
