If you discover that your passport has been stolen or lost in 2021, you should begin the restoration procedure as soon as possible. A Russian who lacks a main identification document is a criminal. If it is discovered that a citizen is living without him, the police will issue him a warning, and in some cases a fine will be imposed. If you lose your passport, you can restore it through the MFC (multifunctional center).
Where to contact
If a passport is lost (suspected theft), first contact the police department. Based on the written report, a special notification coupon is issued confirming the incident.
With a coupon from the Ministry of Internal Affairs for the restoration of documentation, you must contact:
- to the passport office of the housing company;
- regional migration department;
- Multifunctional Center.
If the document is simply damaged, it can be restored at the multifunctional center or the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia (the FMS was abolished in 2021 and all responsibilities were transferred to the Ministry of Internal Affairs). If it is not possible to apply in person due to health reasons, a written request is drawn up from the applicant and his relatives so that the papers are accepted at home. The completed application can be submitted to the migration service or sent by mail. The interests of incapacitated persons are represented by their relatives.
It is not necessary to start registration through the MFC. Citizens have the right to apply through a single portal of State Services. You must continue to select from the list “Obtaining a passport of a citizen of the Russian Federation in connection with the theft or loss of a passport.”
Using the State Services website, you can avoid standing in queues, because after submitting an electronic application, the Russian is assigned an exact time for the visit to submit the original documents.
Many people begin to panic when they lose their passport in another city. The recovery process follows a standard procedure. First you will have to contact the police, then the GUVM. Upon request, the migration service issues a temporary certificate and prepares an extract made from the housing registration card.
It is important that the previously issued certificate is cancelled.
Instructions: what to do if your passport is lost
The idea of “searching on your own” is only suitable for a situation where a person knows where exactly he lost his passport. For example, I took it out in a store when buying alcohol, went outside, got into the car, opened my bag, and didn’t find my passport there. Obviously, you can return along the same path to the store and search, ask the security, the seller. But if it is more difficult to specify the time and place of loss and personal searches have not yielded anything, then here is a checklist on how to proceed:
Contact the police
You can apply to any nearest branch - not necessarily at your place of residence. Here you will need to confirm that your passport was not stolen, but it is lost, write an application and receive a coupon in return - it confirms that the application has been accepted.
The police officer will also draw up a report on the administrative violation. Loss of a passport falls under Article 19.16 of the Code of Administrative Offenses of the Russian Federation (intentional damage to an identity document or loss due to negligence). Therefore, you will have to pay a fine for an administrative offense - in the amount of 100–300 rubles. You can pay the fine in the bank closest to the police station or in your mobile bank.
There is little chance that law enforcement will find the passport. But contacting the police is necessary so that the lost document is declared invalid (the data in the OUFMS database is updated) and anyone who accidentally finds it cannot use it. You can check whether the data is updated on the Ministry of Internal Affairs website using a special service.
Prepare documents to request a new passport
After the visit to law enforcement agencies, you must submit an application for a new passport. It is filled out by hand or on a computer and then printed. The form can be downloaded on the Ministry of Internal Affairs website.
When filling out by hand, you must write in block letters, black or blue ink. Corrections are not allowed. The application must include the details of the lost passport.
The following documents will need to be attached to the application:
- Photos 3*4 - two pieces, black and white or color, taken in the same year (must correspond to the applicant’s age at the time of application). Photo requirements are standard: hats, uniforms, and outerwear are prohibited. The face should not be covered by scarves or loose hair.
- A coupon notification of registration of a message about the loss of a passport - a copy will be taken from it, the original will be returned.
- A receipt for payment of the state fee for issuing a new passport (more on this below).
Additional set of documents (if available): • Certificate of marriage, divorce, birth of children under 14 years of age. • A copy of the military registration document: military ID or certificate issued by the commissariat.
Representatives of other nationalities, as well as Russians who permanently reside outside the Russian Federation, may be asked for documents confirming Russian citizenship. For example, a birth certificate.
If you have any documents in a foreign language, you must make a notarized translation into Russian.
Pay the state fee
According to Article 333.33 of the Tax Code of the Russian Federation, the state fee for passport restoration is 1,500 rubles. You can pay it at any bank branch or in online banking using the details specified in the receipt. This cannot be done through the Gosuslugi portal, so no discounts are provided (for other payments they give -30% for payment by card) are not provided.
To pay the state fee, you need to issue a receipt: the form is available on the website of the Main Directorate of the Ministry of Internal Affairs (here you can immediately automatically enter the OKTMO code, full name, INN and address of the payer) and on the State Services portal (you will have to fill it out manually).
If your passport is lost due to an emergency, such as a flood, you do not need to pay the state fee.
Contact the Migration Office
The prepared set of documents, along with a receipt for payment of the state fee and a signed application for the loss of a passport, must be taken to the migration department of the Ministry of Internal Affairs at the place of residence or temporary stay.
Previously, this could be done at the MFC or the Federal Migration Service, but after 2016 this issue is dealt with exclusively by the Ministry of Internal Affairs. It will be possible to replace a passport at the MFC only in Moscow, where Ministry of Internal Affairs officers are stationed in the departments.
Wait for the new passport to be issued
After submitting an application to replace your passport and package of documents, you may be given a choice of a certificate of acceptance of the application in any form or a temporary identity card of the Russian Federation. The second option is important for those who need a passport replacement while waiting: for example, if a person has lost the document before traveling. To obtain a temporary ID, you will need to take an additional photo at the branch.
If documents are submitted at the place of residence, they must be reviewed within 10 calendar days. If you applied in another city, the period increases to 30 days. Holidays and weekends do not affect the waiting period, even if the application was submitted on December 30.
Only the citizen for whom it is intended can receive a completed passport. Relatives cannot do this, even if they have a power of attorney. If a person cannot visit the Ministry of Internal Affairs department for health reasons, an employee of the department will deliver the document to his home. To do this, relatives need to write a corresponding application to the Ministry of Internal Affairs and attach a certificate.
Notify the bank of new passport details
If you have a bank account, then you need to contact the bank and inform about the change of passport - this requirement is stated in the contract. If this is not done, the bank has the right to block the account at any time, because the document specified in the agreement is on the list of invalid ones.
If you have a loan, the creditor bank also needs to be notified of the change in passport data - the new information will be included in the previous agreement or additional agreement.
Check your credit history
Experts advise checking your credit history at least once a year, but if you have lost your passport, you should do this more often (if your passport fell into the hands of fraudsters, they could try to apply for a loan in your name).

Statement to the police
Contacting law enforcement agencies is required if the identification card of a citizen of the Russian Federation has been lost or stolen. You need to find the local police department and report the loss. The application must be submitted in writing. It indicates the circumstances under which the loss was discovered. It is separately stated that no one has the right to use a lost document from the moment the fact of loss was recorded.
If a document is stolen, a criminal case is initiated. The victim must describe in detail the circumstances under which the passport was stolen.
After recording the fact of loss of a passport by employees of the Ministry of Internal Affairs, a notification coupon is issued. Based on the specified coupon, if necessary, a temporary passport is issued at the MFC or the Main Department of Migration Affairs of the Ministry of Internal Affairs.
The victim himself is interested in filing a statement with the police. After all, citizens who have found (stolen) a passport can take out loans in the name of the victim, open a front company, and plant it at the scene of the crime.
You can find out whether the offenders managed to obtain a loan through a credit history bureau. If a new loan has already been issued, you will have to contact the financial institution with a written request and provide a confirmation notice from the police. Typically, banks are willing to accommodate victims.

Fine
In accordance with Russian legislation, if lost, you will have to pay a fine. In case of improper storage, which led to loss or intentional damage to identification documentation, you will have to pay 100–300 rubles. This amount is provided for in Article 19.16 of the Code of Administrative Offenses of the Russian Federation. The fact of intentional destruction or careless storage must be proven; if there is disagreement, the Russian has the right to appeal the need to pay for it in court within 10 days.
You cannot delay filing a claim for loss or theft.
Article 19.15 of the Code of Administrative Offenses provides for the imposition of a fine in the amount of 2000–3000 rubles. for living without a passport. In Moscow or St. Petersburg, the fine increases to 3,000–5,000 rubles.
Where and how to get a temporary certificate
Preparation of the document will take at least several days. And it makes sense for the applicant to obtain a temporary identity card. It will be issued at the office of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, where the passport documents are submitted.
Temporary ID
If it is located at the applicant’s registration address, the certificate will be issued fairly quickly. Otherwise, the application process may be slowed down due to the need to verify information about the applicant. He can present a preserved document as proof of identity. For example, a foreign passport, pension card, military or student ID. To obtain a temporary document, you also need a photograph of the applicant.
Required documents
Before contacting the MFC, you should collect the required papers. The Russian will need:
- a statement of loss, written in free form, indicating the circumstances of the loss (when writing, you should focus on the sample drafting form provided at the selected multifunctional center);
- application requesting the issuance of 1P (filled out in the form);
- 2 photos 35x45;
- a receipt indicating payment for the passport restoration service;
- military ID;
- certificates confirming the presence of children under 14 years of age;
- certificate of conclusion (in case of divorce - dissolution) of marriage.
In case of theft, a notification coupon from the Ministry of Internal Affairs is provided separately. If there are special circumstances that provoked the loss of documentation, an existing certificate of fire, flood, or other circumstances is provided.
A certificate confirming your place of residence (house register, apartment card) is optional. A government employee has the right to make an interdepartmental request to find out the registration data of the Russian citizen who has applied.
It is advisable to find out in advance the amount of the state duty and its details. The receipt can be obtained at the MFC. The need to pay it is provided for in Article 333.33 of the Tax Code of the Russian Federation (clause 18). Its size is 1500 rub. When submitting an application through the State Services portal, it is possible to receive a 30% discount, the amount of state duty is reduced to 1050 rubles.
Filling out an application for lost passport
The owner of the lost document writes a statement of loss by hand on plain paper; there is no special form here. It is compiled in any form, but must contain information:
- about the applicant himself;
- about the event and the time at which it occurred;
- about the circumstances of the loss;
- about the scene of the incident.
The application is submitted not to the internal migration unit of the Ministry of Internal Affairs, but to the police. The required address can be found here.

How to recover a lost visa
If there was a visa in your lost passport, this is a serious problem, since the new passport is issued absolutely blank. But this does not mean that it cannot be restored. To do this you need:
- contact the consulate that issued your visa;
- fill out an application for data recovery;
- get a visa.
But this only applies to work and business visas. Other types of visas are rarely reinstated. Returning a visa stamp to a foreign passport is a complex procedure, the result of which largely depends on the validity period of the document:
- if the visa is valid for another month or two, it is better to go through the cancellation procedure, which takes only 3-4 days. To cancel a previous entry permit, you must provide a police certificate, a copy of your visa and a new passport. After this, you can apply for a visa again;
- If the visa is issued for a long period with the possibility of subsequently applying for citizenship, applicants undergo the procedure of “re-sticking” the visa. It is not free, but it will cost no more than $20 (depending on the country whose visa is being re-stamped). But since such operations are rarely successful, it is safer to apply for a visa again.
When in Moscow you won’t be fined for losing your passport
Both articles of the Code of Administrative Offenses, which apply to a person who has lost a document, are rarely used. After all, it is necessary to prove that he was careless and lost his passport through his own fault. And Article 19.15 can only be applied to someone who delays contacting the police and the migration department for a long time.
Both offenses are revealed by the text of the statement about the loss of the document. The less time has passed since the event, the lower the likelihood of a fine being imposed. The applicant must begin recovery no later than 30 days after the loss. The circumstances of the incident are also important; they can reveal the guilt of the passport holder.
Deadlines for obtaining a new identity card
The production and issuance of a passport must fall within certain limits. They are stated in the law:
- if you do everything at the Main Department of Migration Affairs at the place of registration, this is 10 days from the date of transfer of documents;
- When applying through another department of the internal migration service, the waiting period will last up to 30 days.
In the second case, the extension of the period is justified by the fact that the police send a request to the citizen’s registration address and wait for a response.
Recovery time and cost
The amount of the state duty for issuing a new passport in case of loss/theft of the old one is established by the Tax Code (Article 333.33). Now it is 1500 rubles. When submitting an application on the State Services website, you can save 30%. The fee in this case will be 1,050 rubles. Payment is accepted in different ways:
- by card;
- through an electronic wallet;
- using your mobile phone balance.
If a government service is refused, the state fee is refundable. To do this, a citizen must submit a separate application no later than three years from the date of payment.
The time it takes to produce a new passport depends on which department of the authorized body the person applied to:
- 10 calendar days – if registration is carried out at the place of residence;
- up to 30 calendar days – if the document is prepared in another department.
