The main document identifying a small child in the Russian Federation is a birth certificate. The document is required until the age of fourteen, and even later in many cases it can be useful. Recently, the procedure for obtaining it has not changed, but not all parents know where to apply for registration, what certificates to provide, what deadlines to meet and how long it takes to obtain a birth certificate. It is worth noting that the procedure is not long and will not take much effort from the new mother and father.
The concept of a citizen's birth document
It is a paper form of a strictly unified form and A4 format birth certificate. How long a document is prepared is indicated in the legislative acts of the civil registry office (registry office). What data is indicated?

- first name, last name and patronymic of the little citizen;
- date of birth;

- information about the registration authority;

Who is eligible to apply for
It is important not only to know how long it takes to obtain a birth certificate, but also who has the right to apply for one. In this case, the list of applicants is small. Legal parents or authorized representatives can receive the paper.
Usually the mother or father handles the registration procedure. However, it is not prohibited by law to entrust this to other persons, but you will have to contact a notary for the appropriate certificate. The notary must issue a power of attorney in order to comply with the norms of the Civil Code of the Russian Federation. Usually, health workers, relatives or friends of the mother register the baby if for some reason (illness, for example) she cannot do it on her own.
How long does it take to get a birth certificate?
There are clearly defined deadlines for parents to register their child and receive the appropriate document. After the birth of a baby, you must apply for paper about his birth within a month from the registry office or the MFC. But the law does not stipulate what punishment will follow if this is not done on time. Therefore, mom or dad will not bear administrative or other responsibility if they are late with the deadline for registering the child. Some irresponsible parents sometimes delay the procedure, but it is worth considering that this entails the following consequences:
- it is impossible to register a child in a nursery, kindergarten, or school;
- You cannot be assigned to a clinic at your place of residence;
- it is impossible to receive all the payments due for the child and issue a certificate for maternity capital;
- You cannot get a compulsory medical insurance policy or SNILS.
The list is far from complete, but it is already clear from it that it does not matter how long it takes to obtain a birth certificate, the main thing is its availability. Moreover, the terms do not exceed five working days. To avoid many problems due to the lack of the baby’s main document, it is important to know the recommended time for its registration, which is a month after birth.
What is a lump sum benefit for the birth of a child in 2021?
The law provides for a small payment when a baby is born. It is assigned regardless of social status, presence or absence of work, income - in the same amount to all categories of citizens. Only one of the parents can count on receiving the payment, and it does not matter whether it is the father or the mother. You can also receive money when adopting a child.
Receipt can be refused only in a few cases:
- The child was stillborn;
- The parents applied for an appointment six months after the baby was born;
- The parents divorced, the baby did not live with the applicant.

The MFC is a multifunctional center that provides many services to the population. The institution's staff will help you obtain a birth certificate. The main advantage and feature of the centers is the presence of an electronic queue, which allows parents to arrive on the designated day of the week, at a certain time. There are several ways to register for admission:
- fill out a form on the official website of the MFC remotely;
- call the hotline and agree on a visit time with the operator;
- come to the center in person and get an electronic ticket.
Parents just have to approach the MFC employee with the necessary package of documents at the appointed time. How long does it take to get a birth certificate? The document will be ready for receipt in three business days. However, the multifunctional center can be overwhelmed by the volume of work, so the law allows a delay of up to five days.
Required package of documents
Having figured out how much a birth certificate is made, you need to find out what package of documents is needed for this. Issuance of a repeated certificate
Sometimes necessary papers are lost or in poor condition. How long does it take to reissue a birth certificate? It depends on many factors. If paper is lost, follow these steps:
- Contact the civil registry office (registry office).
- Write an application, indicating in detail the reason for the loss, the applicant’s passport details, the child’s full name, date of birth, place of birth, address of actual residence and other known data (date of registration and place of registration of the birth certificate).
- Show your passport, marriage/divorce certificate and photocopies of documents.
The child’s legal representative can receive a duplicate birth certificate if he is not deprived of parental rights. In addition, the law allows a trusted person or the child himself to receive the paper if he has already reached the age of majority.

Why is this document needed?
Any adult probably knows why a birth certificate is needed in Russia. Moreover, this applies not only to those who have children, but to all adult citizens without exception.

Why does an adult need a birth certificate?
If everything is clear with regard to children, then with adults the situation is a little different. Most of the population adheres to approximately the following point of view: why might an adult need a birth certificate if he has a passport? But, contrary to popular belief, these documents are not equivalent and in no case replace each other. Of course, the passport contains almost the same personal data, but it does not contain information about the parents.
Here are just a few examples of when a birth certificate is needed:
- obtaining Russian citizenship. Having a child or parent who is a citizen of the Russian Federation allows you to obtain citizenship in a simplified manner, and the only way to prove kinship (of course, in addition to DNA testing) is to present a birth certificate;
- registration of inheritance;
- some organizations allow certain actions to be carried out on behalf of parents or children without a notarized power of attorney, limited to the requirement to provide a birth certificate; for example, visa centers sometimes accommodate citizens halfway by allowing parents to submit their children’s documents and vice versa;
- litigation. This mainly concerns disputes between relatives.
Of course, the list is not exhaustive; many situations may arise throughout life for which you cannot prepare in advance. Whatever the circumstances, it is extremely undesirable to lose, spoil or destroy (you never know what can be done with a birth certificate) such an important document.
Extraordinary cases
There are cases when the original copy of the birth certificate is lost by the civil registry office. It is necessary to contact local executive authorities, where duplicate forms are required to be stored. How long does it take to get a birth certificate if you lose the original? In this situation, the re-registration procedure will take up to two months.
There are often cases when the baby was registered in another region, and the parents moved and lost an important document. You must contact the civil registry office at your place of current residence. Employees of government agencies are required to make a corresponding request and, based on the response, issue a duplicate. But you should understand that the receipt period can take up to three months. It must be taken into account that the forms may be lost by the official institution itself if, for example, there was a fire or careless storage was organized.
Is there a fee for the document
Typically, a state fee is charged for processing documents. However, a child’s birth certificate is one of the few for which there is no charge.
But it is worth keeping in mind some nuances. If the certificate was lost or became unusable due to careless storage, then a state fee for the official form in the amount of 350 rubles is charged for issuing a duplicate. You will also have to pay when replacing a document when changing personal data.
Sometimes a certificate of paternity is required to enter information about the father. The cost of such a document is also 350 rubles.
Certificate from the maternity hospital.
obtain a birth certificate from the maternity hospital where the minor was born. The document is issued upon discharge from a medical organization.
It has a unified form No. 103/у. The sample certificate and its contents are approved by Order of the Ministry of Health and Social Development of the Russian Federation No. 1687n dated December 26, 2011.
The document is filled out by the obstetrician who delivered the birth.
It contains the following information:
- gender of the child;
- date of birth of the minor;
- information about the mother;
- place of permanent residence of the parent;
- woman's marital status, etc.
The certificate is certified by the personal signature of the medical worker and the seal of the organization. Its validity period is 1 month.
Based on the certificate from the maternity hospital, a birth certificate will be issued by the registry office.
If the baby was born at home, then the woman can apply for a certificate to the following institutions:
- paid medical clinic;
- state maternity hospital;
- medical organization where the doctor who delivered the child works.
Refusal to issue a certificate from hospital employees is unlawful. A medical certificate is required to register the birth of a child at the Civil Registry Office.
In some cases, you may need testimony about the birth of a child from citizens who were present at the birth.
This will be the basis for obtaining a birth certificate and certificate from the registry office.
Nuances of data about the baby
The baby is given a first and patronymic name based on an agreement between mom and dad. If they are married, then either of them can apply for a certificate. If the parents are not officially registered, then everyone must come to the authorities in person to register. When the father is not averse to recognizing the child as his own, a paper establishing paternity is drawn up, and on its basis the child is given a certificate indicating the father’s patronymic and surname.
For a single mother, a different algorithm of actions is provided. It is necessary to understand that she has the right to indicate the child’s father, and the employees will enter data about him from her words, but you can completely leave a dash in the “father” column. The baby will be registered under the mother’s last name, although his middle name can be any and is also entered according to the mother’s words.
If after some time an error is discovered in the filling, you must contact the registry office to correct the situation. The sooner you do this, the better. But it is worth remembering that incorrect information entails difficulties in subsequently processing other important documents and certificates.

To apply for registration you can contact:
- To the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of residence of the parents or one of them, if they live separately.
- To the territorial MFC.
- On the Internet through the official portal for the provision of government services.
Registration through multifunctional centers
Registration for a newborn at the MFC is a simple and convenient way to carry out the procedure without standing in long queues and encountering bureaucratic difficulties that may arise when contacting directly the department of the Main Department of Migration of the Ministry of Internal Affairs. The advantages of this option:
- The organization works at convenient times.
- Documents are submitted and collected in one window, there is no need to get confused in different offices in search of what you need.
- Often, MFC centers have a more convenient location than government department branches.
- You can seek advice and help from the center staff.
At the same time, the registration procedure itself is no different in both structures; data from the multifunctional center is sent to the migration service for registration, then the completed documents are returned to the filing department, where the applicant receives them. There is also no need to pay when applying through the MFC.

The procedure can be carried out at any convenient time, there is no need to spend hours on the road and nerves waiting for your turn. The baby will receive registration after the parents perform a simple series of actions:
- If you have not previously registered on the government services portal, you will need to create a personal account.
- Go to the “Electronic Services” tab.
- Select the “Receive a service” item.
- Complete an appropriate application indicating yourself as an official guardian or parent. If a parent submits information, it will be necessary to indicate who the applicant is to the newborn.
- Enter personal information as requested by the system.
- Entering information about the ward.
- Information about the residential property where the child will be registered.
- Select a department of the Main Department of Migration Affairs of the Ministry of Internal Affairs to obtain a completed certificate.
After completing all the steps described above and submitting the application, you need to wait for a notification that the application has been registered in the system.
