Deadlines

The period for issuing a birth certificate is limited to the validity period of the certificate issued at the maternity hospital, which is 30 days.
The same period is specified in paragraph 5 of Article 16 of the Federal Law “On Acts of Civil Status”. In a legal sense, starting from 2005, the discrepancy between the deadlines established by different regulations was eliminated. Namely: until this moment, the maximum period of residence without registration was only 7 days, while the child had to be registered with the registry office within a month after birth.

At the moment, the maximum period of stay without registration can be up to 90 days.

What data is indicated?

How long does it take to get a birth certificate? The answer to this question is presented above. What information about the child will be included in the document? The main graphs are:

  • first name, last name and patronymic of the little citizen;
  • date of birth;
  • Place of Birth;
  • information about the registration authority;
  • information about the mother (the father is indicated if available or according to the mother);
  • date of issue of the form.

It is necessary to pay attention to the reverse side of the document. It should be empty. There, if necessary, it will be possible to put a stamp confirming citizenship, if such is not implied by law.

Why do you need to register your child?

Registration with the civil registry office is the starting point on which the rights to medical care, pension contributions, and educational services (school and preschool) depend.

The baby is given a first and patronymic name based on an agreement between mom and dad. If they are married, then either of them can apply for a certificate. When the father is not averse to recognizing the child as his own, a paper establishing paternity is drawn up, and on its basis the child is given a certificate indicating the father’s patronymic and surname.

For a single mother, a different algorithm of actions is provided. The baby will be registered under the mother’s last name, although his middle name can be any and is also entered according to the mother’s words.

Who registers the birth

On the territory of the Russian Federation, all important milestones in a person’s life, starting from his birth, are documented by the civil registry office departments (civil status records).

You can directly submit documents through multifunctional centers (MFC), but they only perform the functions of collecting and transmitting documents to the same department of the registry office.

Parents have the right to do what is easier and faster for them.

Both parents and authorized relatives or friends have the right to apply for registration of a child. Confirmation of this right is a notarized power of attorney.

There are some nuances: if the parents are not in a registered marriage, then in order to record them as father and mother, both of them must be present when submitting the application. If the marriage is officially registered, one of the parents is sufficient.

Who is eligible to apply for

It is important not only to know how long it takes to obtain a birth certificate, but also who has the right to apply for one. In this case, the list of applicants is small. Legal parents or authorized representatives can receive the paper.

Usually the mother or father handles the registration procedure. However, it is not prohibited by law to entrust this to other persons, but you will have to contact a notary for the appropriate certificate. The notary must issue a power of attorney in order to comply with the norms of the Civil Code of the Russian Federation. MARRIAGE REGISTRY

Within a month after birth, one of the parents must come to the registry office at their place of residence and submit an application to register the child. Legally, this fact is enshrined in the “Birth Certificate” - the main document of the child until he receives a passport at the age of 14.

Registration at place of residence

According to the law, the child is registered at the place of residence of the mother or father, without the prior consent of the other residents of the home.

Copies of all documents must be certified by the head of the Housing Office or the Management Company. In the final part of this procedure, a corresponding mark is placed in the house register and a certificate of registration of the child at the place of residence is issued. It will later be useful for assigning various benefits.

Registration at a medical institution (children's clinic)

Possible only if you have previously received certificates and certificates.
The child will be assigned to one of the areas and the mother will be able to meet the doctor and nurse with whom she will take care of the baby’s health. In addition, at the same clinic you can apply for a health insurance policy. A temporary policy will be issued for the period of its manufacture.

Receiving SNILS

If not so long ago this document was mandatory for working citizens, now it is issued immediately after the birth of a citizen of the Russian Federation. In central cities, representatives of the Russian Pension Fund are present next to doctors at the discharge from the maternity hospital and immediately draw up the documents necessary to obtain SNILS.

Whose responsibilities include registering a child?

It is worth noting that, despite the fact that the procedure for making an entry in the registry office is subject to a state fee, registering the birth of a child is free.

How long does it take to register a child?

The deadline for registering a child, regardless of who submits the application, is one month from the date of birth of the baby. True, domestic legislation does not provide for any sanctions for violating this rule, so in practice this can be done later, but it is better not to delay.

If a newborn was found or abandoned, then the person who found it must report this to the internal affairs authorities or guardianship and trusteeship authorities at the child’s location within 48 hours.

State fee for a birth certificate

When issuing a birth certificate, you will not need to pay any state fees. However, if the document is lost, you can get a duplicate by paying 350 rubles[3].

Within the region of residence, the forms for payment of state duties are the same; they can either be taken from a bank, or downloaded from the electronic portal of the State Committee for Civil Registry Offices of the required region, printed and filled out at home. How to register a child:

  • when registering in an apartment, you will need an extract from the house register, which is stored in the passport office, it is issued there (this certificate shows information about who is registered at this address);
  • a certificate showing the status of the personal account for debts for utilities;
  • If the child is registered by the father, the mother’s written consent will be required for registration at this address.

After accepting the application, the passport office employees collect the birth certificate and passport of the parent. When registering a child in a private home, a corresponding entry is made in the house register.

A certificate is issued along with the child’s certificate indicating the child’s registration . If desired, information about a newborn child can be entered in the parent’s passport in the “Children” line. It will take 1 to 7 days for the documents to be ready.

MFC

These centers were created specifically to relieve the burden on other government bodies in accepting applications from citizens and issuing documents to them.

The only difference when registering through the MFC will be the fact that all employees work in an accelerated mode, and the citizen will have to spend less time submitting the application.

After accepting all the same documents as at the passport office, MFC employees will send the documents to the passport office to register the baby.

After a set time, you will be able to receive completed documents from the MFC. The procedure will be completely similar.

Public services

This is an official portal that allows citizens to receive government services via the Internet. This is the most simplified option, allowing people to submit an application for registration of a newborn baby without leaving home.

The procedure will be as follows:

  1. To receive this service, you will need to have a personal registration on the portal, and the person’s passport data must be verified.
  2. After logging into your personal account, you must select the appropriate service, which is located in the “Data Registration” catalog under the title “Registration of a citizen at the place of residence.”
  3. After this, you need to activate the button to receive the service.
  4. Next, you will need to consent to data processing and fill out all the required fields of the application. When choosing an application, you need to choose the one that is suitable for registering a newborn baby.
  5. The last stage will be the choice of the FMS where the application will be sent.
  6. You will also need to attach scans of the required package of documents.
  7. After this, the application will be sent, FMS employees will check the specified data within 3 days and send an invitation to receive a registration certificate.

This service is also free, and you do not need to pay a state fee for it . Mandatory documents will include only the applicant’s personal passport, the baby’s birth certificate and a document confirming the grounds for the parent’s legal residence at this address.
