Now in Russia a new procedure for the formation of pension payments is being formed, which is based on three important indicators. The size of the pension is influenced by the pension experience and the so-called IPC - an individual coefficient with which the payment is calculated. The final pension includes two parts: funded and insurance. Those citizens who were born after 1967 find themselves in the system. Recalculation of pensions for those born before 1967 occurs differently than for others. For many, this is the reason why pension reform is difficult to understand. However, as soon as the pensioner resigns, the Pension Fund recalculates previously assigned payments. Therefore, after full retirement, this category of persons is concerned with the question of how the right to recalculate their pension after dismissal is exercised.
The legislative framework
The accrual, calculation and procedure for registration and issuance of pension benefits for all categories of citizens are considered in the main acts:
- Federal Law-173 “On Labor Pensions” (2001);
- Federal Law-400 “On Insurance Pensions” (2013);
- Regional legislative acts.
These documents discuss the payment procedure for citizens who were not included in the main old-age pension reform. This is due to the fact that the majority of the length of service for citizens born before 1967 (women) and 1963 (men) occurred in the period before 2002.
Increase in pension upon confirmation of non-insurance periods
The pension can be recalculated if the interested person confirms the presence of non-insurance periods in his or her work experience. These include:
- The period of child care up to the age of 1.5 years. Moreover, the total duration of such periods cannot exceed six years.
- Time spent caring for a disabled person of group 1 (must be documented).
- The period of care for an elderly person over 80 years of age (also documented).
- The period of compulsory military service (proof is a military ID).
- Time of living with a spouse in a closed military camp without the possibility of employment.
- A period of residence with a spouse abroad, in connection with his work there.
The last two points cannot be longer than five years.
The presence of the above points guarantees the recalculation of pensions of citizens who retired before 2015. When calculating pension payments of persons who retired after 2015, the above intervals, if they occur, are calculated automatically.
Experts recommend that people who do not understand these issues first consult with representatives of the Pension Fund and calculate how the amount of pension payments may change.

Pension components
The pensions of those who enter retirement age after the transition to a new system consist of two components: the insurance part , which is formed by the employer with its contributions to the fund, and the funded part , the size of which can be influenced by the future pensioner himself.
Pensioners born before 1967 did not have the opportunity to form a funded part, so a different procedure was adopted for them:
- The basic part is a monthly payment that exists as a guarantee from the state. It is small, paid from the federal budget, and is indexed annually in connection with the economic situation. The basic pension can be regular or increased. The latter is paid to special social categories: disabled people of group I, pensioners born before 1940 (over 80 years old), with more than 20 years of work experience in the Far North.
- The insurance part is calculated depending on the length of service. The amount of wages, a percentage of which the employer transferred to the Pension Fund for the employee, and the period of employment are taken into account.
The insurance part is the basis of the pension, but its size is below the subsistence level. Therefore, a basic payment has been added to pensions in order to at least slightly improve the quality of life of pensioners born before 1967.
Are there errors in accruals?
Pensioners and disabled people belong to socially vulnerable categories of the population. The social security of such persons is guaranteed by the state. Recalculation and revision of pensions is a frequent occurrence, and no one is immune from incorrect calculations.
Mostly, such errors are associated with the human factor, but this is not the only reason. There may also be malfunctions in the software used to perform calculations. That is why the question arises as to whether it is possible to verify the correctness of pension calculation.
The pension that Russians receive after the recent reform consists of two parts: insurance and funded. Since this system is relatively new, not all of its features are clear, so sometimes doubts arise about the correctness of its calculation.
If a pensioner is not sure that the amount of his pension payments is determined correctly, he has the opportunity to request adjustments if errors are discovered.
What are pension points
The amount of the insurance portion is calculated according to the IPC - the individual pension coefficient of the pensioner. It determines the amount of monthly allowance for a citizen who has reached retirement age.
For citizens born before 1967, a different system for converting work experience into points has been adopted than for younger citizens. Their main period of working activity was before 2002 (this year the pension reform started, and citizens who worked under the Soviet Government actually lost their pension rights). The same scoring system is retained for other preferential categories: those who had a different output, a specific level of wages; difficult working conditions (in the Far North, in hazardous industries, in hazardous work)

Algorithm for calculating IPC points for these categories:
- The output is considered, and as a result, the corresponding experience coefficient is obtained (more about it below);
- The size of the salary is taken into account (more on the salary coefficient below);
- The two previous indicators are multiplied;
- The resulting figure is multiplied by 1671;
- Valorization is used - a revaluation of labor according to modern realities, some attempt by the state to restore the pension rights of citizens who worked in the Soviet Union). The rules are as follows: the indicator increases by 10% and 1% for each period beyond the main length of service.
- 450 is subtracted from the resulting figure (the fixed payment that was in 2002);
- The result is multiplied by 5.6148 (total pension indexation coefficient).
Recalculation of insurance pension upon application
A declarative recalculation of the amount of a fixed payment to an insurance pension towards an increase is carried out in the following cases:
- changes in the number of disabled family members dependent on the pensioner. When disabled dependents appear, an increased fixed payment is established for the old-age and disability insurance pension (no more than three disabled dependents are taken into account);
- living in the Far North and equivalent areas. The fixed payment to the insurance pension for old age, disability or loss of a breadwinner is increased by the corresponding regional coefficient for the entire period of residence in the specified areas (localities);
- acquiring the necessary calendar work experience in the regions of the Far North and (or) equivalent areas or insurance experience. An increased fixed payment is established for the old-age or disability insurance pension;
- changes in the category of survivors' insurance pension recipients. For example, a child who receives a survivor's pension for one parent and subsequently loses the other parent is entitled to an increased fixed payment
The recalculation of the fixed payment amount will be made from the 1st day of the month following the month in which the application with all the documents necessary for such recalculation was accepted.
The length of service coefficient is the basis of a pension
There are rules for identifying the production coefficient:
- Men with a work experience of up to 24 years have a length of service coefficient of 0.55;
- For men with 25 or more years of work experience, 0.01 is added to the coefficient of 0.55 for each year in excess of the main length of service (maximum value 0.75);
- Women with work experience of up to 19 years (main) have a length of service coefficient of 0.55;
- For women with work experience beyond the basic one, 0.01 is added for each subsequent year (the maximum value is also 0.75 in accordance with Federal Law-400).
Important! According to this calculation system, length of service up to 45 years for men and 40 years for women is taken into account. If a citizen has worked longer, his maximum length of service coefficient will remain at 0.75.
Step-by-step calculation algorithm
The procedure for calculating an old-age pension consists of several stages:
Stage 1. Find out how much PB was accrued before 2002:
- The experience coefficient (SC) is determined. By default it is 0.55. If a man has more than 25 years of experience, and a woman has 20 years, for each year in excess an additional 0.01 must be accrued. The maximum value cannot exceed 0.75.
- The average monthly earnings coefficient (AMC) is calculated. You need to take the average salary for any 60 consecutive months (or for 2001–2002) and divide it by the average monthly salary in Russia for the same period. The limit value cannot exceed 1.2. For persons with “northern experience” it varies between 1.4–1.9.
- The estimated pension (RP) is determined.
If SC is greater than 0.55 . RP = SK × KSZ × 1671 – 450. Regardless of the result, the minimum value is 210 rubles.
If SC is 0.55 . For men, the formula is used: RP = (SC x KSZ x 1671 - 450) x (length of service in years before 2002 / 25). For women - RP = (SC x KSZ x 1671 - 450) x (length of service in years before 2002 / 20). Remember, the minimum value (SC x KSZ x 1671 – 450) is 210.
- Valorization (one-time increase) is applied to the RP amount. If you were not officially employed before 1991, the RP increases by 10%. If you have experience, an additional 1% is added to 10% for each full year.
- To calculate the pension capital, the result obtained is multiplied by 5.6148 - the product of the indexation coefficients for each year from 2002 to 2014.
- Determine how much PB was earned before 2002.
Stage 2. Find out the number of PB accrued from 01/01/2002 to 12/31/2014. (inclusive):
- Receive information about the status of your personal account. This can be done by sending a written request to the Pension Fund, via the Internet on the State Services website, or during a personal visit to the Pension Fund.
- The numbers indicated in the statement must be multiplied by the appropriate indexation coefficient. There is one for each year:
- 2014 – 1,083;
- 2013 – 1,101;
- 2012 – 1,1065;
- 2011 – 1,088;
- 2010 – 1,1427;
- 2009 – 1,269;
- 2008 – 1,204;
- 2007 – 1,16;
- 2006 – 1,127;
- 2005 – 1,114;

- 2003 – 1,307.
- Add up the indexed numbers. Divide the final figure by the survival age determined as of January 1, 2015. It is equal to 228 months.
- The number of PB accumulated from 2002 to 2015 is determined.
Stage 3. Calculate PB accumulated since January 1, 2015.
Stage 4. PB for non-insurance periods is summed up.
Stage 5. IPCtotal is determined.
Stage 6. The amount received is multiplied by the cost of 1 PB (87.24 rubles).
Stage 7. The PV is added to the result. It will be different for each group of applicants. For example, if you are over 80 years old, the base value doubles. If there are dependents, an additional 1/3FV must be charged for each.
If your old-age pension is small and does not reach the subsistence level established in your region of residence, you should be assigned a social supplement:
- From the federal budget , if the PMP in the region is lower than the federal value (8,846 rubles). Payments are made through the Pension Fund.
- From the regional budget, if the PMP is higher than the federal value. Paid through social security authorities.
Example of calculation using the formula
Consider:
- The work experience of a citizen born before 1967 was 40 years in 2002. Experience coefficient: 0.55 (for 25 years) + 0.15 (for 15 years in addition to the main experience) = 0.70.
- The salary coefficient is based on the work period from 1995 to 2000, during which time a citizen received a monthly salary of 10,000 rubles, and the national average was 8,000 rubles. 10,000/8,000 = 1.25. The maximum salary coefficient for calculating pensions is 1.2.
- 0,70*1,2=0,84.
- 0,84*1671=1403,64.
- 1403,64-450=953,64.
- Valorization adds 45% to the resulting value - 1382.778
- 1382.778*5.6148=7764.02 rubles. This is the size of the insurance portion.
- In 2021, the size of the basic part - support from the state - is equal to 5686.25 rubles. If you add this amount to the insurance part, you get 13,450 rubles 27 kopecks. This is the size of the pension.
Conclusions and recommendations for doubters
Innovations in pension provision occur annually at the instigation of the authorities. The Pension Fund makes amendments to the calculations automatically, without requiring applications from the pensioner. But mistakes do happen, you can check them in the order that is often noted by people who have achieved justice:
- Set the pension amount online and request a calculation.
- Find evidence of the error and contact a lawyer.
- Be prepared to defend your case in court.
The decision is not always made in favor of the applicant. Such an outcome also cannot be ruled out.

Each employer is obliged to regularly provide pension authorities with information regarding employed citizens, including information about the hiring and dismissal of employees.
In this regard, the procedure for recalculating previously assigned payments is of an undeclared nature. This means that after dismissal, a pensioner does not need to submit an application to the Pension Fund, since employees of this body will independently recalculate based on the data received from the employer.
In 2021, pensions for citizens born before 1967 are calculated according to new rules:
- If your work experience is more than 35 years, you can count on additional payment.
- Additional payments increase for those whose work experience is more than 40 years for women and 45 years for men.
- The salary coefficient affects the IPC. The higher the salary score, the higher the pension score. The minimum value of the coefficient varies depending on the year of retirement - from 6.6 in 2015 to 30 from 2025. The coefficient can be increased if you continue to work. The length of service includes working days for which contributions to the pension fund were made.
- The pension in 2021 will consist of three components: basic, insurance and funded (if the citizen managed to participate in the compulsory pension insurance system and has savings). Basic – 450 rubles per month for persons born from 1940 to 1967.
- The insurance share is calculated using the formula: Pension points * Point price * increasing coefficient + fixed part multiplied by the increasing coefficient, if any.
Thus, a pensioner born before 1967 can increase his pension if he continues to work and participate in compulsory pension insurance.
The pension recalculated after dismissal is retained by the citizen even if he is employed in a new place, however, if the pensioner continues to work, his pension will not be indexed in the manner and within the time frame specified for non-working pensioners.
Do I need to quit my job to get indexed?
Since 2021, when the indexation of pensions for working pensioners was suspended, all employers were required to submit an additional reporting form. This is a report in the SZV-M form, which reflects all employees officially employed by a particular employer.
Based on information from SZV-M, representatives of the Pension Fund of the Russian Federation received information about the employment of pensioners. If a citizen is listed in the employer’s reporting, it means that he works, receives earnings, and insurance contributions are made in his favor. Consequently, such a Russian is not subject to annual pension indexation.

If a pensioner continues to work officially after reaching the age of acquiring pension rights, he will increase his pension point annually. The citizen plans to retire in 2021. He is about to reach the age of 60.5 years, which means he can count on retirement in the first half of 2021.
He achieved all the indicators: he exceeded the IPC of 18.6, and his work experience was 11 years.
We are calculating his future pension.
- Work experience 29 years from 1991 to 2021. Experience coefficient – 0.55 (for 25 years of work) + 0.04 (for the remaining 4 years) = 0.59.
- Salary coefficient: 1700/1671 = 1.02.
- Pension capital for 2002: 1.02*1671*0.60-450*228=130564.66.
- Indexation for 2021: 130564.66*5.6148=733094.45.
- The allowance for work from 1991 to 2002 is 733094.45 * 0.1 = 73309.45.
- The amount of compensation from the employer on the personal account since 2002 is 856,342.10 rubles.
- 733094,45 + 73309,45 + 856342,10 = 1662746,00.
- Calculation for 228 months of pension payments: 1662746.00/228=7292.75 rubles.
- Additional insurance part: IPK (106.393) * Point cost (78.28 in 2021) = 8328.44 rubles.
- 8328.44+ fixed part (4805.110 for 2021) = 13133.55 rubles.
This is a general formula for calculating a pension, which after dismissal is adjusted taking into account significant indicators. As a result, the Pension Fund will take into account all indexations that were not made during the years of work, including an increase in the PV and SIPC indicators.
