What is Social Security Disability Pension?

Additional payment to a pensioner for dependents

If a disabled pensioner has dependents, he is entitled to a special additional payment for each of them.

Important! Dependents must not be older than 23 years old.

When calculating the amount of the surcharge, take into account the fact that the amount cannot exceed 1/3 of the pensioner’s base rate. The number of paid dependents cannot exceed 3 people.

If a disabled pensioner has military status, a cash allowance of 32% for each dependent is used for calculation. The maximum number of dependents is also limited to 3.

List of persons entitled to receive a social disability pension

A disability pension is established for citizens who have been unable to work since childhood or who have received a certain status group during their lifetime. Recipients of this type of social assistance are the following categories of the population.

Citizens with the status of “disabled” 3 groups according to medical and social indicators

Such people are able to provide for themselves independently and engage in work activities, but with restrictions in certain professions.

That is, disabled people of the 3rd group must work in a light mode.

Citizens belonging to the 2nd disability group

Citizens belonging to the 2nd disability group who do not require constant care, however, full-time work is not possible.

Citizens who received 1st disability group

Citizens who have received the 1st group of disability and are unable to work due to the inability to self-care. Individuals with disabilities represented are dependent on others because certain health problems prevent them from caring for themselves.

Disabled people of 3 groups

For people with group 3 health problems, documented by a medical commission, they are offered work in their profession, but in easier working conditions.

According to calculations, the amount of social pension for group 3 disability per month for the current 2021 is 4,491.30 rubles. .

However, in each case, the amount of the benefit may change, so you must contact the Pension Fund for clarification.

In addition to cash payments, disabled people of group 3 are also provided with other benefits:

pharmacological drugs with a 50% discount or free (with a prescription);
free travel on public transport vehicles;
vouchers to sanatoriums for treatment.

In 2021, the monthly cash payment (MCV) to pay for the social package is presented as 1121 rubles 42 kopecks , of which:

133 rubles 62 kopecks – for resort packages;

Like the pension amount, the size of the EDV is determined individually by the Pension Fund based on certain indicators.

Disabled people 2nd group

Disability group 2 is assigned to citizens who are unable to work, but who have the ability to care for themselves. Accordingly, depending on the group and certain conditions (congenital or acquired pathology that limits work activity), a specific pension amount is paid.

For 2021, the amount of social benefits for disabled people of group 2 is 5,283.84 rubles. , from childhood – 10,567.73 rubles. .

If a citizen has work experience, he or she is given the opportunity to receive an insurance pension, the amount of which is correspondingly higher.

For these categories of people, 1,580 rubles to pay for prescription drugs, vouchers, and travel.

Citizens are given the right to exchange a full package of social services for cash benefits. In this case, it is necessary to submit an application to the Pension Fund, after which, after consideration, a payment will be assigned from the beginning of the next year.

Disabled people of 1st group

Persons with disabilities of group 1 need support from other people due to health problems, and therefore the state allocates funds to an unprotected category of people.

The amount of the benefit depends on both the characteristics of the disability and the region of residence.

Benefits for disabled people of group 3

The list of benefits for people with group 3 disabilities is much smaller, but at the same time it is supplemented by various labor benefits, since many of them work:

50% discount on the purchase of necessary medications and medical equipment;
50% discount on public transport;
discount on the purchase of orthopedic shoes;
50% discount when purchasing an MTPL policy;
a probationary period cannot be established for them;
a disabled person can take a vacation at any time;
at the request of a disabled person, he may be provided with part-time work;
50% discount when paying for housing and communal services;
50% transport tax - the same for disabled people of groups 1 and 2.

At the regional level, additional benefits may be introduced (for example, preferential use of a landline telephone), which can be found out at the local social security office.

Conditions of appointment

To apply for a social disability pension, citizens are required to meet certain requirements: a list of documents, permanent residence in the Russian Federation, and “disabled” status.

Required documents

One of the main conditions is the presence of a certain package of documents. To assign a pension you must provide:

application for a pension;
passport of a citizen with health limitations;
the conclusion of the medical commission on the category of disability, which is contained in the “Federal Register of Disabled Persons” system;

Common mistakes

Error No. 1 A disabled child did not undergo re-examination on time upon reaching adulthood.

Of course, we try in every possible way to support people with disabilities, regardless of the disability group and the ability to work. At the message of the President of the Russian Federation dated February 20, 2021, problems were raised about increasing pension and disability payments. Last year it was planned to increase payments by an average of 500 - 1000 rubles, but this did not happen. People didn’t notice the increase because they had previously received a pension in the amount of 6,000 to 8,000 rubles, and the minimum subsistence level was increased to them at the expense of the social protection fund. So, for example, a person received 8,600 rubles, 7,500 of which were his pension, and the rest was additional payment. After indexation, the pension remained the same amount, only now the main part was 8100, and the fund added 500 of them again. This is why 70% of disabled people and pensioners did not see an increase in their monthly payment.

Now an indexation is planned that will affect absolutely all vulnerable segments of the population (pensioners, disabled people, large families, and so on).

Indexation and increase in social benefits in 2020: latest news

Every year, thanks to indexation, which is formed from the inflation rate, the amount of social benefits for different groups of disabled people is recalculated. For the coming year 2021, indexation was estimated at 3.8% . Accordingly, the size of the set of social services will increase by the same amount. For example, when calculated using the formula, the monthly payment amount for group 2 will be 2 thousand 804 rubles, which is approximately 100 rubles higher compared to 2021.

Based on the rate of price growth for last year and indexation next year, the amount of NSS will be 1,164 rubles.

896 rubles will be allocated for the purchase of prescription medications, 138 rubles for resort treatment, and 128 rubles for travel.

EDV for disabled people will increase from February 1, 2021

The Russian Ministry of Labor has published a draft government resolution on the next annual indexation of social payments, benefits and compensation by 4.9% from 02/01/2021. The text of the document states:

Set the indexation coefficient for payments, benefits and compensation provided for in the list at 1.049 from 02/01/2021. The indexation coefficient was determined based on the consumer price index for 2021, equal to 104.9%.

Among other federal benefits, it is planned to index the monthly cash payment (MCB) for people with disabilities. From 02/01/2021, the amount of monthly cash payment in addition to the pension will be:

for war invalids - 5,837 rubles. (now 5,565 rub.);
for disabled people of group I - 4,087 rubles. (currently RUB 3,897);
for disabled people of group II and disabled children - 2,919 rubles. (now 2,783 rubles);
for disabled people of group III - 2,337 rubles. (now 2,228 rubles).

In addition to the disabled, veterans, Heroes of the Soviet Union, Heroes of Russia and full holders of the Order of Glory, citizens exposed to radiation, and pregnant wives of military personnel undergoing conscription will receive an increase. Indexation will be carried out based on the inflation rate for the previous year.

Who falls into the category?

A more stringent system of criteria for assigning disability is applied to adults than to children. Therefore, not every disabled child is assigned an adult group.

When assessing the condition of an applicant for a disability group, ITU experts consider criteria such as the ability to move, communicate, learn, etc. To receive one of the groups, you must meet the following characteristics:

The first group is prescribed for complete loss of the ability to self-care and independent movement, disorientation in space.
Such people cannot control themselves and communicate without outside help. The ability to learn and work is either completely absent or extends only to doing basic things with outside help.

Characteristics of groups
The second group is for people who are able to care for themselves, navigate in space and move around using assistive technical devices.
These people receive education according to an adapted program in educational institutions for people with disabilities, or remotely at home. They can only work in specially equipped conditions.
The third group is assigned to citizens who are able to take care of themselves, but it takes them a little more time to perform the actions everyone is accustomed to.
When communicating, they may have a reduced speech rate or use assistive technology. They are trained in general education programs and are able to work under normal conditions, if necessary with a reduced amount of work.

If, based on the results of re-examination, a former disabled child was denied assignment to a group, he has the right to appeal this decision within 1 month.
