How to change a foreign passport when changing your last name through the MFC in 2021

The personal data of each person may change throughout his life. Most often, such changes concern full name and address information. Many citizens sometimes don’t even know whether they need to report this to someone, and if so, in what form. This issue is especially of concern to those who constantly travel abroad. After all, when crossing the borders of many countries, a foreign passport is required. Naturally, if the all-Russian civil passport has been replaced, and the international passport is issued under the old surname, problems may arise at the border. In order to avoid misunderstandings, you should promptly report all “personal” changes to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. How to do this correctly, and how to change your international passport when changing your last name through the MFC in 2021, we will consider later in the article.

Documents for a passport at the MFC

Having decided to make this document, a citizen should clarify in advance what is needed to obtain a foreign passport. This will reduce time costs and get the desired document faster

.
The set of documents is accepted at the MFC, and after checking the data, it is transferred to the required department
. Once the documents are ready, they are also received at the MFC.

Particular attention should be paid to what documents are needed to obtain a foreign passport. To prevent readers from searching for the required data on other resources, the list of documents is given below:

  • Russian passport;
  • standard application;
  • receipt of transfer of state duty;
  • old document, if available;
  • a copy or original of the work book (since data on work experience is included in the application);
  • photo 3.5*4.5 cm, and the paper should not be glossy. You need to serve 3 pieces.

All documents are prepared by the citizen and then submitted as attachments to the application.

An application for a foreign passport can be filled out at home or at the MFC. In the first case, there is no need to put a date and signature at the end; this is done in the presence of an employee. In the second case, the application form will be issued on the spot, and a specialist will help if any questions arise.

You can download the universal application form for adult citizens here. A sample form is available for download via this link.

FAQ

People often have other questions related not to the procedure for obtaining a passport, but to the provision of related services. All these points are very important, so let’s look at them in more detail.

How to change a foreign passport through the MFC?

It happens that a citizen needs to replace his passport for traveling abroad. The reasons for this can be very different, namely:

  • a replacement passport is required upon expiration of the passport;
  • sometimes you need to change your foreign passport when changing your last name;
  • It happens that a document is lost and in this case you will have to restore it.

In connection with the occurrence of such circumstances, citizens often have questions about whether it is possible to extend the document and how long it will take. Unfortunately, you will have to collect the entire package of mandatory documentation, write a statement and indicate in it the fact of loss of the document

. Only after this the applicant will be able to receive a new passport.

How to take a photo for a passport at the MFC?

Today, a service is available at the MFC that allows you to take a photo for a foreign passport. To do this, just ask for help from a specialist who will tell you how to use the service and help you take a photograph.

Where can I get a new passport?

So you changed your name. Now you need to update all the necessary documents. Where can this be done? In the case of a passport, a request to replace a document is made through:

  • department of the Main Department of Migration Affairs of the Ministry of Internal Affairs (formerly the Federal Migration Service);
  • Internet portal State Services;
  • Multifunctional Center.

Receiving a document at the Main Department of Migration Department of the Ministry of Internal Affairs of the Russian Federation

The most common way is to visit the passport office - a division of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation at the place of residence. Here you write an application to change your passport, to which you attach documents. And after a certain period of time you receive a new passport.

Passport production time and cost

According to the law, the processing time for a Russian international passport through the MFC in 2021 is no more than 30 days. For people who are registered in another region, the passport production time will be 120 days.

We can say that in terms of time it is a little longer than when applying directly to the FMS, but the client will not need to fill out any additional documents. In addition to how long it takes to make an international passport and how long the document is stored after production, it should also be said about the price of an international passport issued through the MFC

. When answering the question of how much it costs to get a foreign passport for an adult and a child, you need to understand that we are talking about paying a state fee:

  • 2 thousand rubles – old-style passport;
  • 5000 rubles – biometric document;
  • A foreign passport for a child costs half as much: 1 thousand rubles – old model;
  • 2500 rubles – new sample.

To verify that the fee has been paid, you will need to attach a bank receipt to your application. You can make payment at the MFC cash desk.

When paying the state fee by bank transfer on the State Services website when submitting an electronic application, a 30% discount is provided.

How much do you need to pay

An important question is how much it costs to change the name in your passport. The cost of the procedure depends on how you will pay for this service.

If traditionally - in cash at a bank branch, by filling out a receipt, then the state duty will be 300 rubles.

If you submit an application through the State Services portal and pay the fee there by bank transfer - by bank card, e-wallet or from a mobile phone account - then the state fee will be 210 rubles.

As you can see, the price in Russia for a new passport when changing your name is quite affordable. And with non-cash payments you can also save money.

How to apply for a second passport at the MFC?

Many Russians do not know whether it is possible to make a second document for trips abroad. The law of the Russian Federation does not prohibit having two passports at once

. This was done specifically due to the instability of the political situation in the world and to simplify the procedure for obtaining several visas at once.

It is important to add that the second passport can only be biometric, so to obtain such a form you will need to collect a package of documentation necessary to obtain a new passport.

Mortgage

The legislation does not establish the obligation of an individual debtor to inform the bank about a change of name. But loan agreements usually provide for such an obligation, the procedure for its fulfillment and liability for non-fulfillment. Among the measures of liability, both fines and the right of the bank to demand early termination of the contract (and, accordingly, early repayment of the loan) may be established. Therefore, it is important to immediately contact the bank and clarify the procedure for submitting a notification of a change of name.

Advantages of obtaining a foreign passport at the MFC

For many, obtaining a foreign passport through the MFC is much easier than filling out the application form and other necessary steps on their own. The main advantages of the chosen method include the following points:

  • if you apply through State Services, it will take more time, since mandatory registration with proof of identity will be required;
  • when visiting the FMS in person, you will need to stand in a long line;
  • through private companies - these are additional cash costs.

Choosing an MFC is the best option today, since there are many such centers throughout Russia, and they employ qualified and competent specialists who can quickly provide assistance in the required matter.

The procedure for registering and obtaining a foreign passport has a strictly regulated procedure and often, if this requirement is violated, applicants are denied their application. To eliminate possible problems and be guaranteed to receive a foreign passport of an old or new type, it is enough to use the help of MFC specialists or contact a free lawyer on the site:

Example: On my own initiative I want to change my full name. I want to change my documents. What is my procedure? Can I do everything at the MFC? Or do I have to go to the registry office and wait a month?

Thanks for your question

The legislative framework

The procedure for registering and obtaining a foreign passport is regulated by administrative legislation.

Main regulations:

  1. Federal Law of August 15, 1996 N 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation.” Regulates the rules of movement across the state border, both by Russian citizens and foreign citizens (including stateless persons).
  2. Decree of the President of the Russian Federation dated December 29, 2012 N 1709 “On the passport of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, containing on an electronic storage medium additional biometric personal data of its owner.” The document contains information about the validity of the identity card outside the Russian Federation.

How to apply for a foreign passport through the MFC: step-by-step instructions

The procedure for obtaining a foreign passport is quite simple, but experts in this field recommend using special instructions. To obtain a passport at the MFC, you will have to complete the following steps:

  1. Make an appointment at the MFC in any convenient way.
  2. Prepare the necessary documents in advance and submit them for review by a specialist, along with the application.
  3. If everything is in order, the specialist will accept the application and set a date when you can come and pick up the completed passport.

Typically, the procedure takes no more than 10 minutes, which also complies with the regulations for receiving visitors at the MFC.

How to submit documents?

To submit documents and an application for a foreign passport, you will first have to sign up at the MFC to submit an application. This can be done in different ways: virtually (through the MFC website or in State Services) or in person (by taking a coupon at the terminal)

. There is another option to order a ticket - call the center.

When the visit coupon has been received, all that remains is to wait your turn and submit all the documents to receive an old or new passport, for 10 or 5 years. After receiving the application and documents, the center employee is obliged to issue a corresponding receipt to the applicant.

Check the readiness of the passport

People often ask questions regarding how to check whether a foreign passport has been issued. In fact, this is not difficult to do. Each client has the opportunity to find out about the readiness of their international passport on the MFC portal.

Read more about how to check the readiness of documents at the MFC on the page.

Pick up your passport

Issuing a foreign passport is a responsible undertaking, since the applicant needs to make sure that the form issued is correct.

You can only pick up the document in person by visiting an MFC branch; the receipt issued indicates a preliminary date for the documents to be ready, after which you must appear by appointment at the MFC and receive the document. Upon receipt, you must sign the form confirming receipt of your passport.

Is it possible to drive on it?

If you have a foreign passport with a valid visa, a citizen is allowed to visit countries in which this visa is valid without changing his last name. If the all-Russian passport has already been replaced, but the international passport remains with the same last name, you can visit states with a visa-free regime, since upon entry the border service does not require a document confirming the identity of the citizen (Russian passport) to verify the identity.

However, visiting countries where a Schengen visa is required requires the provision of a Russian passport.

If a citizen, due to the nature of his work activity or other reasons, is forced to frequently cross the border, then the question of replacing his international passport is relevant and urgent for him. And first of all, after receiving a new all-Russian passport, submit an application and all the necessary documents to replace the foreign one, even if you have a closed visa. In light of political events, it is better for our citizens not to take risks and complete the documents on time.

How to apply for a new international passport through the MFC?

In this case we are talking about a new biometric passport. The document is made of plastic and has a built-in chip

. In the future, the form will store complete information about the holder and will allow you to undergo customs checks at an accelerated pace.

The cost of a new international passport through the MFC is slightly higher than the old form, so it is worth first deciding whether a citizen needs such a document.

From January 2021, according to the Rostec press service, residents of Russia can issue biometric foreign passports in cryptobiocabinas (KBK). After submitting an application for a foreign passport, the user will be issued a personal barcode, which must be scanned at the KBK

.
Next, you need to take a photo yourself, scan your fingerprints and turn your civil passport with a photo (all this also happens in the cabin). The received data is automatically transferred to the state information system “Mir”, after which the document production process starts
. You can get a foreign passport at the MFC.

Timeframe for production and issuance of a new international passport

The validity period of such a document is 10 years, but production may require a standard period of time of 30 days. For residents of other regions, this period of time is extended to 120 days.

What documents are needed for a new international passport?

The package of mandatory documentation is standard, with the exception of one point. The applicant will be required to take a passport photo at the MFC and undergo the mandatory fingerprinting procedure. Without this, your passport will not be issued.

Definition

A passport is the main document of a citizen of the Russian Federation. It operates throughout the country and is internal. But you cannot use it outside the state.

For these purposes, another document is used: a foreign passport. It contains basic information about the owner and is an analogue of an identity card valid in the Russian Federation.

Changing a foreign passport when changing your last name involves receiving a document of your choice:

  1. New sample. Passport with a digital chip and biometric parameters (fingerprints).
  2. Old style. The previous paper version of the document. Does not contain an electronic chip.

A citizen has the opportunity to independently choose one of two options.

Note : The old sample of a foreign passport was issued until 2010. After this period, citizens had the opportunity to receive a new document with a chip.

A new biometric passport is a better option. It complies with international standards and allows you to cross the border (pass customs control) faster and easier.

The passport itself is a paper document with a plastic insert. It contains a photograph of the citizen and his personal data.

Inside is an electronic chip with all the information about the face. Additionally, it encrypts the fingerprints of both hands. The use of such technologies allows us to improve the system of movement between countries and make it safer.

International passport through MFC for a child

Sometimes you need to make a document for a child to travel abroad. A document of this type is required for a child under 14 years of age, and after reaching this age it will be necessary to change the passport to an adult version. It is quite possible to obtain a foreign passport for children through the MFC and you will need the following documents for this:

  • passport of the parent or legal representative;
  • child's birth certificate;
  • adult military ID (for adult male citizens under 27 years of age);
  • receipt for transfer of state duty.

Experts advise issuing old-style passports for children, since children grow up and then the document will still have to be changed to another. When applying for an old-style foreign passport, you can enter the data of children under 14 years of age.

Children over 14 years of age are the holders of a passport of a citizen of the Russian Federation and the application is filled out using another form, which can be downloaded here. The package of documents is submitted by the legal representative.

Submitting an application through the State Services portal

If you cannot rearrange your work schedule in order to personally visit a unit of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, then it will be useful for you to find out how you can change your first and last name in your passport in the Russian Federation, practically without leaving your home. To do this, you must submit a corresponding request through the State Services portal, being its registered user.

The order is as follows:

  • go to the State Services website;
  • on the main page of the portal, select the “Categories of public services” tab;
  • further – the section “Passport of a citizen of the Russian Federation”, in which you select an electronic
  • choose the type of service received: electronic;
  • log in to your personal account;
  • fill out the application electronically, entering data from the necessary documents;
  • send the application and wait for the results of its verification;
  • a notification will be sent to your personal account about the receipt of a message by the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs: SMS to your phone,
  • email to the post office,
  • notification in the mobile application;
  • pay the state fee;
  • after receiving the invitation, bring the originals of the documents specified in the application to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs;
  • after verifying the data, you receive information from a department employee about the deadline for producing the document;
  • come on the appointed day and receive a new passport.
  • Remember that an application submitted through the portal is canceled if you do not visit the migration service unit to verify data within a month from the date of receipt of the invitation.

    Old-style international passport at the MFC

    The process of obtaining an old-style international passport through the MFC is not too different from the method already described, with some nuances. In addition, such a document is cheaper than a new form of passport, but is valid for only 5 years. To obtain a document, you will have to submit a standard application and attach the necessary documents to it.

    How long does it take to get a foreign passport?

    The production time for such a document is standard. For people who apply at their place of registration, the registration time is no more than 30 days, and for people who have permanent registration in another region - up to 120 days.

    Documents for an old-style international passport

    The documentation package for issuing an old-style passport in 2021 will require the following:

    • application of the established form;
    • copy of civil passport;
    • receipt for payment of state duty;
    • copy of the work document;
    • old passport (if available);
    • three photos 3.5*4.5 cm.

    All documents are accepted against signature, and then the client is notified that the passport is ready.

    Deadlines

    The deadlines for changing a new document are established by law. Thirty days are allotted for obtaining a passport when a citizen applies at the place of registration. The time period can be extended to four months in two cases:

    1. The citizen applied to the institution at his place of residence, not his registration.
    2. The person had access to information constituting state or military secrets.

    The increase in deadlines is due to the need to verify all information about the applicant and the accuracy of the information provided.

    Urgent replacement

    In a special order, the document is produced within 3-4 days. But there are nuances:

    1. In an accelerated manner, you can only obtain a foreign passport of the old type.
    2. The new document is valid not only during the trip, but also for the entire validity period (5 years).

    Replacement in a short time is possible in situations requiring an emergency stay in a foreign country:

    • urgent treatment;
    • serious illness;
    • death of a relative.

    Note : To quickly replace a passport, supporting documents must be attached to the list of all necessary documents (certificate of illness, death certificate, conclusion of a medical commission, invitation from a foreign clinic, etc.). Without supporting documents, urgent re-registration will be denied.

    Urgently apply for a passport at the MFC

    Usually, a certain time is given to obtain a passport, but it happens that you need to get a passport very quickly. Urgent execution of a document does not contradict the basic provisions of Russian legislation, or rather, the legislative framework of the Russian Federation provides for certain cases when this option is possible.

    For example, the applicant goes abroad for treatment or goes to visit relatives who are in serious condition. An urgent passport has an increased cost, so a citizen should be prepared to spend in advance

    .
    For urgent registration through the state
    . structures must provide a document that confirms this need.

    Other types of passports

    In addition to the usual classification of international passports, there are also other document options. They take into account not the type of form, but its purpose or belonging to certain professions

    . The following documents are worth noting:

    • tourist. Issued for 5 or 10 years to people who travel a lot
      . Can be biometric and old-style;
    • official Provided to individuals who frequently travel to other countries for work
      . Family members of citizens also have the right to receive such a form;
    • diplomatic. It is similar to an official one, but it has one significant advantage - the owner receives diplomatic immunity;
    • seaman's passport.

    Replacement of international passport when changing surname

    Everything happens in a standard way. You will have to decide which MFC branch to contact. If you need an old-style document, you can come to any center

    . There you will need to provide a complete package of documents, which includes the following:

    1. Passport photos.
    2. General passport, where the new surname will be indicated.
    3. Previous passport for traveling abroad, if it is still valid.
    4. Data on work and study for the last 10 years.
    5. Marriage or divorce certificate if the applicant has decided to revert to his/her last name after divorce.
    6. Statement.
    7. Receipt of payment of the state fee for the operation of producing a foreign passport.

    Advantages of registration through MFC

    Need for replacement

    The obligation to change a foreign passport is not established by law. After marriage, a woman does not have to change the document, in contrast to the mandatory replacement of her passport when changing her last name. But it will need to be re-registered when traveling outside the country.

    Note. Crossing the Russian border with an invalid passport (both domestic and foreign) is a violation of the law.

    Features of obtaining a passport for a child

    If previously a child was included in the parents’ international passport and could cross the border upon presentation of a birth certificate, now the baby must also have an international passport. There are several features of obtaining it, since children do not have their own passport. In addition to the standard package of documents listed above, you must provide:

    1. Birth certificate (if the child already has a general passport, then this is what is required to be presented).
    2. Passport of the parent who accompanies the child to the MFC.

    How to apply for a foreign passport for a child at the MFC

    If the child does not have parents, but has guardians, then an additional certificate from the guardianship and trusteeship department will be required, which will indicate that the particular person is a legal guardian.

    Documents for the dacha

    Title documents for the dacha

    The law does not establish the obligation to re-register title documents for a land plot and garden house when the surname of the copyright holder changes. In subsequent transactions, a document confirming the change of surname is sent along with other documents in order to avoid suspension and refusal of registration13.

    SNT

    If a person is a member of the SNT, he is obliged to promptly inform the chairman or other authorized member of the SNT board about the change in his last name. Otherwise, he will have to bear the costs associated with the lack of up-to-date information in the register of SNT members. The law does not establish the procedure for informing (list of documents, deadline, form of notification), but it must be spelled out in the SNT charter.

    If a person is not a member of the SNT, then even if he has consent to include information about him in a separate section of the register of SNT members, he is not responsible for failure to report a change of surname, since such an obligation is not provided for by law14.

    How long does it take to produce a passport?

    The deadlines for its production are standard and are indicated in the current legislation. In particular, if the applicant applies at the place of registration, then he is required to provide the document within 30 days

    . However, this period increases to 120 days when applying at a location other than the place of registration.

    The reason for the delay is the need to verify all the data. After generating a request to clarify information, another authority processes it for some time and prepares a response. This whole process takes a lot of time, so you will have to be patient and apply in advance to obtain an international passport

    .

    Important! It is possible to produce a passport urgently if emergency hospitalization abroad is required or to meet seriously ill relatives. Employees of diplomatic and consular departments can also receive passports in an expedited manner

    . But they submit documents through the Russian Foreign Ministry.

    Duration and cost of registration

    If you are not sure that the passport has arrived at the MFC, then you can call and clarify the information by phone. There are various telephone directories where you can find out the telephone number of the MFC branch you are interested in

    .

    Possibility of using an old document

    As a general rule, after changing personal data, a foreign identity card becomes invalid. But there are exceptions:

    1. The deadline for replacing your Russian passport has not expired. By law, thirty days are allowed to replace the identity card after marriage. During this time, you can use a passport with your maiden name. This will not be considered a violation of the law.
    2. It is necessary to urgently leave the country. In this case, a new paper version of the document is urgently drawn up within a few days.

    The main rule: the information in domestic and foreign passports must contain identical information and have no differences. Therefore, the last name in these two documents must be the same.

    In visa-free countries, the compliance of this information is not checked. To cross the border at customs control, border guards will only ask you to provide a foreign passport. However, if the identity card has false data, the citizen may be refused to cross the border.

    This need is associated with increased security measures at airports. Inconsistent information may become a reason to suspect a person of terrorism. Therefore, it is important not to break the law and change documents on time.

    Note : If the passport has already been replaced, and the visa (or Schengen) was issued under the same surname and has not expired, you will not be able to use it. Staying in a foreign country will be prohibited. In this case, you must contact the consulate again to obtain permission to enter a foreign country.

    Obtaining a biometric passport through the MFC

    Not in all cities it is possible to obtain such a passport through the MFC, since this service is offered not by the organization itself, but by representatives of the Main Directorate of the Ministry of Internal Affairs who work in the premises of the centers. To obtain an international biometric passport through the MFC, you will need to complete the following steps:

    1. Make an appointment and choose exactly the center that provides this service.
    2. Take a complete package of documents with you and come to an appointment with a specialist.
    3. Go through the fingerprinting and photographing procedure.
    4. Sign personal statements in the presence of an MFC employee.
    5. Receive a receipt for receipt of the full package of documents by the center employee.
    6. Appear to receive your passport on time.

    Documents for obtaining a new international passport

    To obtain this type of passport, you will need to provide the following documents:

    1. Application form in two copies.
    2. General passport.
    3. Receipt of payment for the provision of this public service.
    4. A valid passport if it is being replaced.
    5. Military ID, which is only relevant for persons under 27 years of age.

    How to change your last name or first name through State Services

    To change personal data, you must go to the registry office and submit an application. It is not possible to go through the full process of changing your last name or first name through the State Services website. Those who wish must declare their desire in person.

    The government services portal can provide the necessary information regarding:

    • cost of the service;
    • the procedure for its payment;
    • deadlines;
    • necessary documents, etc.

    To gain access to the data of interest you must:

    1. Register on the State Services website and confirm the entered data.
    2. Go through authorization and request “state registration of name change” in the search on the website.
    3. Click on the desired option. A detailed description of the service will appear on the website. Here you can read about all the important points related to the process of changing your first or last name.
    4. The “Contacts” section will help you find information about the operating hours of the desired civil registry office department, and the department’s email address will also be provided here.
    5. At State Services you can download the application form for changing your full name and familiarize yourself with the template for filling it out correctly.
    6. The website contains a list of grounds for refusal, which will guide the registry office when making a decision to change the last name or first name.

    After filling out the application and preparing the necessary documents, all that remains is to pay a visit to the civil registry office. After 30 days, the department will invite the applicant to appear again to present the certificate.

    The main advantages of contacting the MFC

    There are several reasons to contact the MFC, and not the migration center or specialized companies that help in obtaining a foreign passport. These include the following:

    1. There is no need to pay for the organization’s services, you only need to pay a fee.
    2. The MFC always has enough employees to quickly serve visitors, as a result of which the queue is small.
    3. It is possible to make an appointment in advance and avoid waiting in line.
    4. If you need to photocopy documents, this can be done on the spot.

    What types of international passports are there?

    Today there are two types of international passport, namely:

    1. Biometric, valid for 10 years.
    2. Old model, valid for 5 years.

    Below are the main differences between them.

    Important! On the cover of a biometric passport there is a special icon indicating its type.

    New sample foreign passport - differences from the old passport

    It is worth noting that the new passport is not recommended for older people due to the fact that their papillary lines are not clearly defined as a result of age-related changes in the body. If it is impossible to comply with the personal identification procedure, it will be impossible to cross the border

    .

    Obtaining a strictly sample international passport through the MFC

    To obtain an international passport to cross the state border, you need to take a few simple steps. These include the following:

    1. Find a MFC convenient for you through specialized services such as 2GIS, Google Maps, Yandex Maps, and so on.
    2. Collect a complete package of documents. To obtain a passport of this type, you will need to provide personal information on a special form in two copies, which can be downloaded on the official website of the migration center. The questionnaire contains information about studies, work and military service over the past 10 years
      .
      That is, you will need to take an extract from the work book in advance to fill out this information
      .
      If you want to include children in this document, you will additionally need 2 photographs of the baby and his birth certificate
      . You also need to provide a general passport, a receipt for payment of the state fee, a valid international passport (relevant if it is still valid at the time of submitting an application for its replacement), a military ID for persons under 27 years of age and three photographs of the established sample.
    3. Make an appointment with a specialist. This can be done by obtaining a coupon or through the administrator
      . If you make an appointment through the MFC website, you will need to come to your appointment strictly at a certain time.

    How to change your last name or first name at your own request through the registry office

    Changing personal data through the registry office is carried out in stages:

    1. Anyone who wishes to do so contacts the civil registry office at the place of registration, where they fill out an application indicating what exactly they would like to change. All necessary documents are provided to employees.
    2. Within 30 days from the date of submission of the application, the Civil Registry Office employees will consider the possibility of changing the full name of the person submitting the application. Documents undergo a thorough check, and information about the applicant is collected by the Ministry of Internal Affairs on issues of possible criminal records or violations of the law.
    3. After 30 days, the citizen reports that the decision to change his first or last name remains unchanged. He is given a certificate which records the fact of a change in personal data.

    The cost of the state duty and its details

    To change your last name or first name at your own request, you will have to pay 1,600 rubles for the state fee. If a citizen decides to change his last name when getting married, he notifies the registry office about this at the time of the marriage and the employee puts a stamp in the passport confirming the need to change the document.

    There is no need to pay a fee, you will only have to pay for a new passport form.

    IMPORTANT! If a person decides to change his last name after marriage, he will have to pay the full fee of 1,600 rubles.

    Details for the state fee when replacing a passport after marriage are specified in the Federal Migration Service or where the payment is made. Typically they include TIN, BIC, checkpoint of the payee, bank name and fees.

    Where can I get a receipt for payment?

    A receipt for payment of the state duty can be obtained from the bank, but such a receipt will not be completed. You will have to provide all details yourself. When applying for a receipt from the FMS, the client receives a completed form with all the necessary details.

    In what cases can they refuse?

    Submitting an application to change your last name may result in refusal in the following cases:

    1. If a citizen wants to appropriate the surname of a famous politician or idol. For this reason, they do not refuse in 100% of cases; sometimes the registry office allows such a change.
    2. If a person wishes to make his first or last name a famous trademark, a popular product, a locality or a historical object.
    3. Evasion of a citizen from paying alimony.
    4. Debt in the form of non-payment of a large amount as a tax, fee or state duty.

    Is it possible to appeal a refusal?

    In case of an unsatisfactory decision by the civil registry office, the department provides a written refusal, which sets out the reasons.

    The citizen has the right to appeal the refusal received in court. To submit an application, you must choose the correct wording of the reason for changing your personal data. You can clarify the point at the registry office.

    Are there penalties for late replacement?

    30 days after the change of name, the identity document must be replaced with a new one. If the replacement does not happen, the citizen will be fined from 2,000 to 3,000 rubles. In cities of federal significance (Moscow, St. Petersburg) the fine will be 3,000–5,000 rubles.

    IMPORTANT! You can easily find out the exact amount to pay the fine from the Migration Service of the Ministry of Internal Affairs of the Russian Federation. The service employee will draw up a protocol indicating the exact amount corresponding to the specific case.

    Untimely replacement of a passport can be done without paying a fine if a judge or other authorized person releases the person from administrative liability (Article 2.9 of the Code of Administrative Offenses of the Russian Federation).

    This coincidence of circumstances happens when the delay is only a few days. The fine is replaced by a verbal reprimand.
