Replacing a passport after marriage is a mandatory procedure if one or both spouses change their last name. Article 32 of the Family Code of the Russian Federation states that newlyweds can
  • Leave each one your last name,
  • Take your husband's (or wife's) surname
  • Change your last name to a double one.

In Russia, most often a woman takes the surname of her man, and therefore most often it is she who will have to replace her passport and other documents in connection with the change of surname. It is necessary to make a decision to change the surname before marriage, since this is indicated in a joint application at the registry office. Civil registry office specialists enter this information into the civil register.

Legally, the need to replace a passport, as well as the reasons for this, are recorded in Government Decree No. 828. The operating procedure for services to provide this service is fixed in Order of the Ministry of Internal Affairs No. 851.

Internal civil passport

The document is issued with the participation of the Main Directorate for Migration of the Ministry of Internal Affairs. It is possible to apply for a new document both at the place of registration (registration) and at the location. The state duty will be 300 rubles. When paying the fee on the State Services website, its amount will be 210 rubles.

Required set of documents:

  1. Application for a replacement passport, indicating your new last name. ()
  2. Receipt for payment of state duty.
  3. Marriage certificate.
  4. 4 photographs measuring 3.5 x 4.5 centimeters.
  5. An old passport with a marriage stamp.
  6. Extract from the house register.
  7. Additional documents for entering information into the passport: birth certificates of children under 14 years of age, military ID (if any).
  8. Photocopies of the specified documents.

Service employees check the correctness of filling out the application, as well as the documents submitted to replace the passport, and within one working day enter this data into the unified general information system of the Ministry of Internal Affairs. If necessary, an employee of the Ministry of Internal Affairs will give you a certificate of acceptance of documents if you need it.

In addition, to replace your passport, you can apply with the same set of documents to the MFC or begin the procedure for replacing your passport on the State Services portal.

The period for replacing a passport when applying at the place of registration (registration) is 10 days; when applying to other units of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, the period is 30 days.

You must change your general passport within 30 days from the date of marriage. If you do not meet this deadline, then according to clause 1. Article 19.15. The Code of Administrative Offenses of the Russian Federation will impose a fine on you in the amount of 2,000 to 3,000 rubles, and if you are a resident of Moscow and St. Petersburg, then the fine will be from 3,000 to 5,000 rubles.

The need to replace documents in case of a last name change

The newlyweds decide independently whether to assign a new surname after the conclusion of the union. They communicate their choice during the wedding.

Article 32 of the RF IC provides for the following options:

  • assigning a common surname (husband or wife);
  • preservation of the premarital option for each party;
  • double registration by adding the spouse's surname to yours.

If citizens leave their previous full name, new documents are not required. If the surname is changed, according to Decree No. 828 of 07/08/97, the passport must be replaced within 30 days after marriage.

Upon expiration of the period, the previous document is considered invalid. For its use or absence, penalties may be imposed on a citizen. Transactions carried out using an old passport are considered void.

Based on the new identity card, it is also necessary to obtain other documents that require identification of the person. Without replacing papers, there may be problems with receiving free medical care, making bank transfers, making pension contributions, and driving a vehicle.

Replacement of passport through State Services

Go to the Public Services portal under your account and find.

  1. Fill out the form and send your request.
  2. Wait for the request acceptance mark. It will arrive by email or appear in the mobile application or website.
  3. Pay the state fee.
  4. Wait until you receive an invitation to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs to deliver the original documents to them.

The procedure for replacing a foreign passport is identical to replacing a general passport. You will need to collect the following set of documents:

  1. Valid Russian passport.
  2. Application for a foreign passport.
  3. Receipt for payment of state duty.
  4. Two photos.
  5. Old passport.

The state fee is the same as when issuing a new document. For old-style international passports it is 2,000 rubles, for a new type – 5,000 rubles.

The timing of the provision of public services must comply with administrative regulations. If a person applies at his place of residence, then they should not exceed 10 days.

TIN

There is no need to change your TIN during your life. However, we recommend that you go and get a TIN form with your new last name. This will protect you from document confusion when interacting with the tax service, as well as employers. To obtain a new TIN form, you must take with you a new passport, an old TIN form, as well as a marriage registration certificate and come to the tax service with these documents. Legal basis

The passport of a citizen of the Russian Federation must be replaced in a number of specified cases. Instructions for working with State Services

The list of documents for replacing a passport after marriage in Russia is usually universal. That is, it can be used both when contacting authorized bodies in person and when submitting an application via the Internet. There is and cannot be anything difficult in their preparation.

To submit a request in the established form “for a passport” through “State Services”, a citizen will have to:

  1. Log in to your profile on State Services.

Is it necessary to change your passport after registering a marriage?

But only if you changed your last name after the wedding. This is the only basis for replacing your passport. Children from 14 to 18 years old have the right to do this, but with the written permission of their parents and guardianship authorities. About temporary passport

Living with an expired or invalid passport is a serious violation. But how can it be prevented if a person has already applied to the authorized bodies for the relevant paper?

The point is that in such circumstances a citizen must request a temporary passport. It is issued free of charge. And it is better to order it along with submitting an application for re-issue of an identity card in connection with a change of surname after marriage.

All that is useful to the applicant is one “extra” photograph. In combination with the papers listed above, migration services will be able to issue and issue a temporary passport. Typically, its validity period expires in a month or by the time employees of the registration authorities promise to issue the original personal identifier.

So is it still possible to fly abroad with the same last name or not?

Officially, after changing your last name, you must change your passport. When exactly is not established by law, so theoretically, border guards have grounds to refuse exit at any time.

In reality, people do as they please: they calmly fly with their old passport with their maiden name on their honeymoon, and if they need a visa, they apply for it in advance. Even after changing their internal passport, many continue to use a foreign one with their old last name.

We do not recommend taking risks, especially if you have already received a general passport with a new surname: if the officer at the border nevertheless draws attention to the different surnames, all the trump cards according to the law will be in his hands, and you will have no legal arguments left in your favor.

However, if previously US consular services said that you can fly with two passports and a marriage certificate, now the Bureau of Consular Affairs of the US State Department officially advises you to obtain a new visa in your current passport.

What to do if your canceled passport still contains a valid Schengen visa

You cannot enter the Schengen zone with an old passport with a visa in your maiden name, or a new passport without a visa and a marriage certificate. Most countries explicitly require that the visa be included in the new passport. Some consulates, for example, Latvia and Spain, say that this is a recommendation, not a requirement, but it is safer not to take risks.

Whether you will have to submit documents and pay new visa and consular fees or whether the Schengen visa will simply be transferred to a new passport depends on the country:

  • the consulates of Spain and Germany will transfer a visa from an old passport with a maiden name to a new valid foreign passport free of charge;
  • The consulates of Finland, Portugal, Estonia and Poland do not transfer a valid visa to a new passport; you will have to reapply for a visa and pay fees.

Delay in replacing a passport after marriage is a serious administrative violation. Its consequences cause a lot of problems for law-abiding citizens. In particular, when trying to travel outside the Russian Federation.
