Clause 1 of Article 58 of the Law “On Acts of Civil Status” clearly states that any citizen of the Russian Federation can change his name, surname or patronymic at any time after he turns 14 years old.

To do this, only his desire and application to the registry office are enough. But since we have a special situation related to a wedding, there is another law that will help us.

Example 1: Natalya got married and changed her last name. But a month later she had to change her passport because she needed documents to get a new job. Change of SNILS due to the cancellation of plastic certificates


On April 1, 2019, the head of Russia, Vladimir Putin, approved Federal Law No. 48. Accordingly, plastic certificates will no longer be issued to Russians.
This innovation affects those who have not yet issued a SNILS or want to change it.

Now the registration of Russians in the OPS system will be kept electronically. Confirmation of registration in the OPS system will be carried out by issuing a notification to citizens at the Pension Fund or a multifunctional center. Notifications can also be sent to the user’s account on the government services portal.

Citizens who already have a SNILS do not need to submit the document to the Pension Fund or exchange it for another one. The document continues to be valid as before, and also serves as confirmation that the citizen is registered in the OPS system.

In addition to the abolition of plastic cards, the new law provides for the following changes:

  • information from the registry office will be automatically sent to the Pension Fund;
  • similarly, information will be transferred to law enforcement agencies that deal with migration registration;
  • Russians will no longer need to visit the Pension Fund or MFC to receive confirmation statements. Banks, government agencies, non-state funds - all these organizations will be able to make a request to the Pension Fund to obtain data about a citizen.

SNILS is one of the most important documents for Russians. Without it, pension savings simply will not be credited to the account, therefore, the citizen’s pension will not increase. In addition, it is required for other legally significant procedures, so you must not forget about its timely replacement, which does not present any particular difficulties.

Replacement of Russian passport

If, after marriage, one of the spouses changed their last name, they will have to deal with changing a whole package of documents.

We recommend starting the procedure by replacing your Russian citizen’s passport, since this document is the most important and without it it will be difficult to obtain the rest.

To begin the replacement procedure, go to the federal migration service of your city or the department of the Ministry of Internal Affairs in your area. There you will be given an application, fill in all the information.

You need to fill out the application very carefully, in block letters, because this will determine whether there will be errors in the new passport or not.

A new passport must be made within 1 month after marriage, otherwise you can receive a fine of several thousand rubles.

If you went abroad and want to get a new passport in another country, then they will charge you 5,000 rubles. These innovations are spelled out in the tax code and will be in effect in 2021.

Required documents

You will need:

  • application for a replacement passport, in which indicate the new last name in Form 1P;
  • receipt of payment of the duty;
  • marriage certificate;
  • 4 photographs, their size should be 35 by 45 millimeters.;
  • old passport of a citizen of the Russian Federation, which has a stamp confirming marriage registration;
  • an extract from the house register;
  • additional documents such as military ID, children’s birth certificates;
  • photocopies of all specified documents.

If everything is done correctly, you will receive a new passport within 10 working days. It is best to carry out the entire procedure at your place of registration.

Otherwise, the time frame may increase significantly. If you decide to exchange it in another city, then it can take 2 months to produce a new passport. But if you contact a multifunctional center (MFC), which is now available in all cities, then they will do it quickly, within the same 10-20 days.

Remember that the application can even be written by hand, on a regular piece of paper. But it’s best to ask the FMS employees for a form and fill out all the fields. Or better yet, from our website and fill it out at home in a relaxed environment.

It will be necessary to indicate your last name before and after marriage in the appropriate lines. Write down the date and place of birth, gender, marital status. The application may specify the last name, first name, and patronymic of your parents. Be sure to write your current address and place of residence.

If you were a citizen of a foreign country, this should also be indicated in the appropriate line.

Be sure to write down the reason why you are going to change your passport. In your case, this is a change of surname. In one of the last paragraphs, write down the details of your old passport. Don't forget to sign and date it at the end.

Deadline for passport replacement

Remember the most important thing: after getting married, you need to change your Russian passport no later than 30 days. This requirement is established in paragraph 15 of the “Regulations on the passport of a citizen of the Russian Federation”.

But you are probably thinking now - “I have never been stopped or had my documents checked, who will know that my passport has errors?” We answer, as soon as you decide to draw up any document with government agencies, they will tell you that it needs to be changed. And when you come to change it, it is at that moment that you will be fined.

By the way, the fines are very serious, they are spelled out in detail in paragraph 1. Article 19.15. Code of Administrative Offenses of the Russian Federation. And it says that the fine will be from 2000 to 3000 rubles. And if you live in Moscow or St. Petersburg, you are even more unlucky, since the fine will be from 3,000 to 5,000 rubles.

How much you will be fined will depend on the FMS employee and how you explain to him why you haven’t changed your documents for so long. If you maliciously evaded, for example, did not change the year, then be prepared that you will be assigned the maximum possible amount. But if you missed the deadline by 3-5 days, then they can only issue a verbal warning.

Where to change your passport

You have three options, each with their pros and cons.

  1. The simplest and most common option is to contact the Federal Migration Service at your place of registration. And if you are on a business trip or on vacation, then you can contact the migration service department in this city. But as we said above, in this case the passport can be issued for 2 months. Calculate for yourself whether you will have time to get it before you leave this city. Take with you all the documents that we wrote about at the beginning of the article and give them along with the application to the FMS employee. If everything is filled out correctly, you will be told the date to come for a new passport.
  2. The second option is to contact the MFC. You also need to take all the documents with you, but they will help you fill out the application on the spot. In general, it is much more pleasant to receive any documents at the MFC, since there is an electronic queue and you can sit on the couch and watch TV until you are called. In addition, paperwork is completed here much faster, since this is the main responsibility of the employees and they are not distracted by anything else. Another advantage is that through the MFC the passport is reissued very quickly, literally in 5-10 days.
  3. The newest and fastest option is to fill out everything through the government services website. You don't even have to leave your home to fill out the application.

Temporary certificate for the period of replacement

When you exchange your passport for a new one, your old one is taken away. This is absolutely normal as it will be disposed of. But it’s also wrong to walk around without any documents, you never know when police officers will stop you to establish your identity. Or you decide to go somewhere, but you don’t have a passport to issue tickets.

This is precisely why the so-called temporary certificate was invented. They can give it to you at the migration service or at the multifunctional center if you ask for it. To do this, you will have to fill out a short application that will be given to you. You also need to bring an additional photograph with you, which is why at the beginning of the article we indicated that you need to take 4 pieces with you.

Once you receive your new passport, you will no longer need your temporary ID and it will be taken away.

Look at a sample of filling out a receipt for payment of state duty. Instead of the data in the picture, you will need to provide your personal data. There is no point in printing this form at home, since it can be obtained from any bank completely free of charge. Be careful when entering information about your account number, BIC and TIN. If you make a mistake in even one number, then the receipt may not be accepted at the registry office. You need to ask the registry office staff for this information; it differs in each city.

  • The state duty will be cheaper; instead of 300 rubles, you only need to pay 210 rubles.
  • You can fill out an application from anywhere in the world where there is internet. This is especially true for those who are immediately leaving for their honeymoon.
  • To pay the state fee, you do not need to go to the bank and wait in lines. You can deposit the required amount immediately on the website by entering your bank card details.
  • You can fill out all the information in 10-15 minutes; you don’t have to go to the Federal Migration Service and stand in line.

Reasons for changing the surname

According to the law, a person has the right to change his last name, first name or patronymic at will. According to Art. 32 of the RF IC, marriage registration is not the basis for obtaining the surname of the spouse. Either party has the right to leave the data at its discretion.

Most often, the basis for changing a surname is:

  • Marriage. Traditionally, wives take men's surnames, but this is not required. Husbands can also take the surnames of their women when registering a marriage or afterwards;
  • Divorce. People can revert to premarital surnames;
  • The desire to bear the surname of a stepfather or stepmother, both during adoption and without it;
  • The desire to be with the parent’s last name, when the second one did not take part in the upbringing;
  • If the previous surname is complex, dissonant for listening;
  • Religious reasons.

Note! Adult citizens can change their last name at their discretion, regardless of the reasons. Children from 14 to 18 years old have the right to do this, but with the written permission of their parents and guardianship authorities. For a child under 14 years of age, actions are performed by a parent or other legal representative.

Replacement of international passport

You will need:

  • Russian passport;
  • application for a foreign passport;
  • 2 photos;
  • receipt of payment of state duty;
  • old passport.

According to our legislation, a foreign passport must be changed when a surname changes. The state fee will be the same as for the production of a new document. The receipt procedure also remains unchanged.

How long (how many days) does it take to make a new certificate?


The Pension Fund prepares a new certificate within a month after submitting the application and set of documents. It all depends on how busy the employees are.

As a rule, after three weeks a citizen can pick up an updated certificate. If the documents were submitted through an employer, then you may have to wait a little longer.

A month after sending the papers, the enterprise’s HR department will receive the employee’s new SNILS and transfer it to the employee within a week.

The readiness of the document, if an application is submitted through the State Services portal, can be monitored remotely.

There is also a list of documents that are best changed to avoid problems in the future:

  1. Employment history. Replacement is done at your place of work. If you are on good terms with the accountant, the procedure will take no more than 1 day. Take with you: - passport; — marriage registration certificate; - old work book.
  2. Bank cards, bank accounts. You need to come to the bank, contact the employees and explain that you have changed your last name. Each bank has its own procedure, but the general rules are similar everywhere. You will be asked to fill out an application and present documents confirming the change of surname. In your case, this is a new passport and marriage certificate. You can change it at any branch of your bank
  3. Replacement of student card. Contact the dean's office or rector's office of your educational institution. There they will tell you the entire procedure for re-registration. Depending on the workload, you will receive a replacement within 1-2 weeks.
  4. Replacement of health insurance policy. To get a replacement, contact the insurance company that issued your policy. There you will need to fill out an application and present a new passport. In a few days your documents will be ready. You are given 30 days to replace your compulsory medical insurance, otherwise you will receive a fine.
  5. Replacement of medical insurance policy (CHI). To get a replacement, contact the insurance company that issued your policy. Do I need to change?

SNILS stands for insurance number of an individual personal account. This is evidence of compulsory pension insurance. It is issued to all Russian citizens upon registration with the pension fund (PFR).

The document has the form of a card and contains the person’s personal data:

  • city ​​and date of birth;
  • FULL NAME;
  • insurance number;
  • gender;
  • number of registration.
