Thus, SNILS is a green plastic insurance card with an individual number attached to the personal identification number of a specific citizen, which carries confidential information about the person, data on work experience and contributions made to the pension fund.

One of the most important documents is SNILS. This is a unique number of a citizen’s individual personal account in the compulsory pension insurance system. It collects and stores confidential information about a person, including data on work experience and contributions made to the Pension Fund of the Russian Federation.

When replacement becomes necessary

  • loss or damage to SNILS;
  • marriage of the owner of the document with a change in surname;
  • change of personal data (first name, patronymic or last name, gender, date or place of birth);
  • detection of errors and clerical errors after receipt.

It is mandatory to replace a document due to a change in surname (for example, after marriage, as a result of divorce, or according to a court decision). The information contained in it on the citizen’s personal data must fully correspond to the information in the identity document.

Do I need to change SNILS when changing my last name?


The surname is an integral component of civil status. A person can carry out any legal acts only by sealing them with his last name (except for legally permitted situations of using a nickname, pseudonym, etc.)

The surname given at birth can be changed when the marital status changes, and not only by the woman. Each of the spouses or both at once can take any of the two surnames or combine them into one common one. In case of divorce, the reverse operation is possible, or you can do without it.

When should the change be made and how much does it cost?

There are no clearly established deadlines for replacing the insurance certificate. Nevertheless, in the interests of the SNILS owner himself, such an action should be performed as quickly as possible. This is necessary in order to avoid misunderstandings and problems in the future, primarily for working citizens.

Important! Contributions made by the employer to the Pension Fund of the Russian Federation are transferred to the employee’s personal account. If the data does not match, the paid amounts may simply be lost.

Replacement of a pension certificate in the Russian Federation is carried out free of charge. This means that when applying for a change of document, a citizen does not pay state duties, fees and other payments and receives it free of charge.

Application deadlines

How to correctly replace the OPS certificate

If the need arises, you can change the last name on the OPS certificate either at the pension fund or by contacting the multifunctional center in person, the employer, or online through the State Services portal. Let's look at each of these methods in more detail.

Through the multifunctional center

Multifunctional centers provide citizens with a service in the form of replacing the OPS insurance document. To do this, you need to prepare the required list of materials. The required application is usually drawn up by an MFC employee and provided to the applicant to verify the correctness of completion and signature.

In some regions, in addition to the originals of the necessary documents, they are also asked to bring copies. When replacing a card for children, the list of papers is slightly different:

  • Passport of one of the parents.
  • Birth certificate or passport of a child over 14 years old.
  • An old insurance certificate card.
  • Grounds for replacement of insurance (court decision or adoption documents).

It should be understood that when changing your last name, not only SNILS, but also other documents must be updated: passport, driver’s license, medical policy, bank cards, international passport and TIN. Deadlines for document replacement


The law strictly regulates the time frame within which a citizen must apply for a replacement of the SSOPS when changing personal data. According to para. 5 p. 2 art. 10 Federal Law No. 27, you need to contact the competent territorial body of the Pension Fund of the Russian Federation within a month from the date of change of name. If during this time the citizen was unable to obtain documents confirming the fact of changing personal data, this period may be overdue - no liability is provided.

If the SSOPS is issued through the employer, identical deadlines apply, plus 7 days during which the card is handed over to the employee.

In practice, how many days SNILS is completed depends on the workload of the employees of the department to which the application is submitted. But in any case, such a period will not exceed 5 working days.

Situations arise when it is necessary to replace a pension insurance card urgently, for example, if you need to leave the city/country for a long period.

The law does not provide for an accelerated re-registration procedure.

If there is a successful combination of circumstances, all documents are ready and there are no errors in them, the replacement is carried out on the day of application.
