Russian legislation provides for cases when citizens are required to replace their passport. According to clause 12 of the Regulations on the Passport of a Citizen of the Russian Federation, approved by the Government of the Russian Federation on July 08, 1997, the grounds for replacing the document are: reaching the age of 20 and 45 years, changing the last name, first name, patronymic, date or place of birth, gender. Also, the passport is replaced in cases of severe wear or damage, or inaccuracies or errors are detected in it.

How to replace your passport upon reaching 45 years of age
Legislatively, the replacement procedure is determined by Order of the Ministry of Internal Affairs No. 851 and Decree of the Government of the Russian Federation No. 828. The first document specifies the established procedure, and the second document determines the need to change the document. There are several reasons why absolutely all citizens have to change their passport.
- Age-related changes in appearance. Obviously, a person at 20 and at 45 will look different. And often, it becomes impossible to identify a mature person from a youthful photograph. Especially if we are talking about a radical change in hairstyle, gaining or losing weight, getting injuries and scars.
- Wear and tear of a paper document. Since the passport is presented every time you contact government agencies, make major transactions and purchases, when contacting banks and offices of cellular communication operators, it gradually wears out and becomes unusable. In addition, it may end up with pages related to stamping registration, TIN, marriages and divorces, and military service obligations.
To exchange a document that has lost its relevance, you must submit an application in one of the established ways by contacting the MFC, GUVM or the State Services portal. A new citizen's passport will have to be obtained in person, except in cases of disability or illness. People who cannot independently visit one of the branches of the authorized bodies can send an application for the issuance of a document at home at their place of registration or place of residence.
Passports issued at the age of 45 become unlimited and must be replaced only if the document is partially or completely damaged (torn pages and stains), or if a new law is adopted on the introduction of new samples of citizens' documents. The Government of the Russian Federation has repeatedly talked about the development of a new single universal document that could replace not only a passport, but also a driver’s license, as well as an insurance certificate for compulsory pension insurance.

Contacting the MFC
MFC (Multifunctional Centers) is a network of institutions operating in the “Single Window” format, where any citizen of Russia can apply for registration and receipt of almost any document from various government agencies. The MFC is a convenient intermediary between a person and any government authorities; moreover, using its services is often easier and more convenient than contacting officials directly. There are fewer queues, and the staff is more friendly and polite, and not spoiled by bureaucracy.
The MFC operates on the basis of Federal Law No. 201 “On the provision of services to the population.” It was created for the convenience of citizens and performs the following tasks:
- Simplifying citizens' access to any government services.
- Reducing the time it takes to complete and receive any documents.
- Reducing the burden on officials and employees of government agencies.
- Improving the quality of service for citizens by reducing queues and eliminating the need to run to different authorities to collect certificates, extracts and documents.
According to numerous reviews, contacting the MFC is much more comfortable and convenient than contacting specialized police departments. The transparency of the procedure is much higher, and you can always track the status of your application for service, what is happening with your documents and when to expect the final result.
To speed up the process, you can sign up on the State Services Portal for a specific service time. In most cases, this is not necessary, since a live queue rarely forces you to wait more than 20 minutes.
Procedure for replacing a passport
Passport replacement is possible within a 30-day period, starting from the day you turn 45 years old. In this case, the passport immediately becomes invalid, and a temporary identity certificate is issued in its place. An expired document cannot be used to conclude transactions, contracts or any other legal actions. If a citizen ignores the 30-day deadline, he will be fined.
To obtain a new passport, you will need to collect a package of documents, pay a government fee and fill out a standard application. When applying at the place of registration, the entire procedure will take no more than 10 days. If you apply in another city or region, the process may take up to 1 month.
List of required documents
- Statement of standard sample 1P. You can fill it out either on the computer or by hand.
- Two standard photographs without head coverings covering the face. Shots with transparent glasses are acceptable if they are used on an ongoing basis.
- An old passport that is no longer valid.
- Receipt or check for payment of state duty.
If it is necessary to fill out additional pages or make changes, the citizen provides:
- Birth certificates for children under 14 years of age.
- Military ID.
- Documents on marriage and divorce.
- Proof of residence at a specific address.
State duty
When applying to the MFC or other departments, you must come with the state fee already paid. Employees cannot accept cash. However, as a rule, all branches have a Sberbank ATM, with which you can make a payment transaction. The state duty is 300 rubles.
Receiving a passport
After submitting all the necessary documents and a receipt for payment of the state duty, the citizen receives a receipt for the acceptance of documents, indicating by name all the sheets, as well as the date of acceptance. Using the receipt number, a person will be able to track the progress of their application and the readiness of the document via the Internet.
Methods for checking readiness:
- Call the hotline in your region and give the receipt number.
- On the regional website of the MFC.
- Via online chat, which works on some regional sites. Online center staff are usually able to provide all relevant information upon your request.
- Personal visit to the branch with a receipt and temporary identification card. Perhaps the most labor-intensive method, which is resorted to only if the previous ones were unavailable for some reason.
The document itself is prepared in the structures of the Ministry of Internal Affairs, and not in the MFC. The multifunctional center is only a convenient intermediary between a person and the internal affairs bodies.
The completed passport is stored for 3 years. If a citizen does not manage to receive the document within this allotted period, he will have to go through the registration procedure again.
Concept and purpose of state duty
This term refers to a monetary fee collected from individuals and legal entities for the provision of services by a government agency that ensures interaction between the population and the state machine. As a result of the appeal, legally significant actions are performed, which include the production of documents.
The Main Directorate for Migration Issues of the Ministry of Internal Affairs is responsible for issuing and replacing passports; accordingly, the same service collects a fee from applicants. Incoming funds are credited to the local budget.
The state fee for a passport as a payment is preliminary. Without it, the government service is not provided, and accordingly the payer does not file a tax return for the fees paid. Since this fee is of federal significance, the requirement to transfer funds applies to all regions of Russia. The amounts of state duties and the payment procedure are prescribed in the Tax Code of the Russian Federation.
Late replacement
If a citizen did not manage to change the document within 30 days, he will have to bear responsibility under Article 19.15 of the Code of Administrative Offenses. He will be required to pay a fine of 2,000 to 5,000 rubles, and for residents of Moscow and St. Petersburg the fine will be from 3,000 to 5,000 rubles. Employees of the Ministry of Internal Affairs may agree to a meeting and not impose punishment if there is a good reason: for example, prolonged hospitalization in a hospital.
Hypothetically, a citizen could be fined for being late several times. But only if he is caught by the police with an invalid document on different days.
Validity
The legislation states that a passport of a citizen of the Russian Federation is valid from the moment of registration at the age of 14 until the age of 20. The next time period is from 20 to 45 years, and after the next replacement until death. Date of birth (20 and 45 years old) is the last day on which the ID card is valid. On the next day, the period allotted for contacting the passport office and replacing the main document begins.
Changing your passport is required by law in the following cases:
- reaching the age of 20 or 45 years;
- making changes to passport data (for example, full name);
- issuance of a new type of certificate;
- wear and tear;
- gender change, significant changes in appearance;
- errors in identification, false information.
In all the mentioned cases, you need to come to the authorized structure to resolve the issue of replacing the certificate.
Grounds for refusal
According to multifunctional centers, the most common reasons for refusal are errors in filling out the application, the absence of one of the necessary documents or a receipt for payment of the state fee. In this case, your application for a replacement will be refused.
If errors in the application were discovered after the package of documents was accepted for processing, they will call you and ask you to bring corrected versions of the necessary papers. In this case, the 10-day period is suspended, and you will receive a completed ID card later.
Other reasons for refusal
- Incorrect photo format (size, color, prohibited type of headdress or glasses),
- Documents in foreign languages without a notarized translation (for people born outside of Russia).
- You previously renounced citizenship of the Russian Federation.
- The state duty was not paid or the payment did not go through and did not enter the database of the Ministry of Internal Affairs.
- Detection of incorrect information in the application.
Exemption from payment of state duty
According to paragraph 3 of Art. 333.35 of the Tax Code of the Russian Federation, the following are exempt from paying the fee:
- Orphans;
- Children who have lost parental care.
However, the benefit is provided only for the first issue. If a child spoils or loses a document, restoration will be possible only after full payment of the fee. To receive benefits, a guardianship order is provided.
