Form 9 is an information document that contains information about all persons permanently registered in an apartment, private house, as well as about citizens who have been deregistered. In an apartment building, the extract is issued on the basis of the register, and in the private sector, the extract is issued after providing the house register after contacting the MFC in Sarapul.
The form is issued at the request of citizens living at the address and is required for registration when changing the owner of a living space, trying to register citizens, for presentation to various institutions and inspections, in trials in cases of alimony, calculating taxes, as well as for low-income people and large families when applying for subsidies.

Form 9 certificate must contain certain details:
- name of the organization that issued the document;
- full postal address at which the extract from the register is provided;
- the name of the information document (in this case, a certificate of family composition);
- last name, first name and patronymic of the person to whom the extract is issued;
- a list of both adult and minor citizens living at the specified address, including their last name, first name, patronymic, date of birth, serial number of the identity card, date of registration in the residential premises, degree of relationship;
- if the certificate is not made for the entire premises, indicate how many rooms the residents occupy;
- room area;
- name of the organization for which the document was drawn up;
- owner details;
- date of preparation, as well as data of the person who executed the document.

Who is included in the family?
It would seem that the question of who is part of the family is very simple. Most will say that these are the closest relatives - husband, wife and their children. However, from the point of view of the Housing Code, the family may include a much larger circle of people, namely:
- owner of residential property;
- if there is a marriage - spouse;
- their children (can be common, one of the parents or even foster/adopted);
- parents of spouses;
- second degree relatives;
- other people registered and living in the apartment/house.
Moreover, they will be included in the family composition in the certificate only if they are registered. If, for example, a child is registered in a completely different place, then he will not be listed in the extract from the house register.
Having a residence permit and living in the same territory is not all that is needed to be included as family members (of course, they will be displayed in the document in any case). It is also necessary to maintain a common household and financial budget.

A friend contacted me who was having troubles due to the fact that she needed to submit documents for an apartment purchase and sale transaction. In addition to the necessary documents and their photocopies, they were also asked to provide a certificate of family composition at the place of their registration.
And so it began... Difficulties arose due to the fact that it turned out that passport officers in the management company, and with them the certificate of family composition, had been abolished. She cannot prove that she lives in the apartment and is registered with the children and who is her family member. What's the problem?
Such difficulties appeared in 2021, and so far there is no solution to them. Because the Order of the Federal Migration Service of Russia dated September 11, 2012 No. 288 “On approval of the Administrative Regulations for the provision by the Federal Migration Service of the state service for registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation” was previously in force. This document became invalid on April 16, 2021. From April 17, 2021, the Administrative Regulations approved by Order of the Ministry of Internal Affairs of Russia dated December 31, 2021 No. 984 are applied.
Its content is that in accordance with the Administrative Regulations, from April 17, 2021, house (apartment) books (Form 11), apartment cards (Form 10), as well as a registration card (Form 9) were canceled.
Consequently, the competence of management organizations no longer includes: maintaining registration books, house books (which have been cancelled), issuing certificates and other documents relating to the registration of citizens of the Russian Federation. And the registration authority is not obliged to inform the persons responsible for receiving and transmitting documents to the registration authorities information about the movement (registration, discharge) of citizens.
And accordingly, put stamps on the cards. This is no longer provided for by law.
There is no certificate, but the requirements remain
The legislator does not directly indicate what to do with existing house (apartment) books and registration cards. Management organizations cannot issue certificates about the characteristics of residential premises, registration at the place of residence (stay), family composition (previously these were certificates in form No. 9, 10) and other similar certificates - in accordance with the new requirements of the law. And the demands of citizens, organizations and government bodies to provide them are illegal, as are the demands to provide extracts from documents that are no longer maintained by management organizations (housing associations, housing cooperatives, TSN).
It turns out that passport officers can accept documents from the owner for registration or deregistration, and transfer (receive) these documents to the registration authority of the Ministry of Internal Affairs. And no one will put a “stamp” on the apartment cards (f. 10) and registration cards (f. 9), as before. In this case, the owner of the apartment can apply for registration directly to the registration authority of the Ministry of Internal Affairs (through the State Services portal) or through the MFC, about which the passport officer may not find out anything at all. Therefore, the functions of a passport officer with actions on a missing citizen registration card are simply lost, and many management companies and homeowners associations refuse this service.
Why do you need a certificate and is there an alternative for it?
So this question interested me. What about transactions? Why do you need a certificate of family composition (persons registered in the apartment) and what exactly do notaries do in such a situation if you need documents for transactions?
In accordance with Art. 558 of the Civil Code of the Russian Federation, an essential condition of the contract for the sale of a residential building, apartment, part of a residential building or apartment in which reside persons who, in accordance with the law, retain the right to use this residential premises after its acquisition by the buyer, is a list of these persons indicating their rights to use the property being sold living space.
The buyer must be confident that there are no risks in the transaction. Certificates about persons who have the right to use and reside in alienated residential premises, if the information is not transferred to the MFC, are indeed very difficult to obtain before changes are made to the regulations of the Ministry of Internal Affairs. As an exception, when certifying contracts for the purchase and sale of residential premises, donations and other transactions in the event that it is impossible to obtain a certificate of persons having the right to use the alienated residential premises, the rules of Art. 431.2 of the Civil Code of the Russian Federation. That is, in the contract the seller gives assurances
that there are no persons who, in accordance with the law, retain the right to use this residential premises after its acquisition by the buyer,
or indicates
an exhaustive list of such persons indicating their specific rights to use the alienated residential premises and is also responsible for this. But this does not fully ensure the reliability of the information. If the information is found to be unreliable, the consequences provided for in Art. 431.2 of the Civil Code of the Russian Federation.
If the Criminal Code has abolished passport officers and does not issue certificates, then who has the right to provide such information?
Indeed, previously, passport officers of management companies kept card records: apartment cards for each apartment, registration cards for each registered resident. They reflected information: who is registered in the apartment, who is related to whom, who checked out and when and for what reasons, etc. Currently, maintaining such files is not provided
.
“Certificate of family composition” is mentioned in federal legislation, but regulatory legal acts do not define either its form, the procedure for issuing, or the bodies (organizations) authorized to issue it.
Only the Federal Law of July 24, 1998 No. 125-FZ “On compulsory social insurance against accidents at work and occupational diseases” directly stipulates the requirement for the presence/submission of a certificate from the housing maintenance authority (and in its absence, from the local government body) on the composition of the family of the deceased insured (clause 4 of article 15 of Federal Law No. 125).
In practice, information about family composition is equated to data about persons registered in a residential premises, indicating the degree of relationship and often the size of the residential premises (an analogue is an extract from the house/household register). Therefore, traditionally such certificates were issued at the place of residence by bodies (organizations) that had the relevant information (housing maintenance organizations, local government bodies, and in recent years also multifunctional centers).
There is Order of the Ministry of Internal Affairs of Russia dated September 30, 2021 No. 752 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the provision of address and reference information,” which regulates to whom and what information can be provided. We are guided by this order. There is no mention of any information about family composition. You can personally provide a person with information where he is registered (address certificate). But to a third party, for example, a management company - only with the consent of the personal data carrier. They cannot even provide such information to their spouse, only with the consent of the second spouse, and this consent must be formalized accordingly.

Currently, I see the only way out: to take an address certificate for each registered person. For example, three people live in an apartment - each one takes a certificate. And a mother can, of course, receive one certificate for all minor children.
What should a person who finds himself in an uncomfortable situation because of a certificate do?
?
1) Use the owner’s assurance in transactions in accordance with Art. 431.2 of the Civil Code of the Russian Federation about the absence of registered persons in the apartment, obtain indirect information from rent receipts (line with the number of registered persons), check the passports of family members, find the previous passport officer with an outdated card index and verify the information.
2) If the residential building is on the list of the registration and registration card file of the MFC, obtain a certificate of registered persons through this municipal body.
3) If employees of state and municipal bodies (or utility organizations) request to provide such certificates, require a regulatory document that regulates its provision.
This is how the abolished certificate ruined the lives of many by issuing it.
And I already hope that they won’t demand it from me in social security. After all, this year you will have to re-submit documents to reassign child benefits. And it’s good if you don’t have to prove that there is no need for such a certificate and others that were previously issued by passport officers of management companies.

How to correctly write a certificate of family composition to the military registration and enlistment office
- You should know that this certificate, no matter how it is ordered, is provided free of charge. If they demand payment for a service, this is illegal, even if the amount is purely symbolic;
- An executive body that refuses to provide it on the basis of existing debts on utility bills is also acting illegally. You need to request a documented refusal in writing - and, most likely, the issue will be resolved immediately;
- Issue can be refused only for compelling reasons - for example, if the application does not contain all the information, or there are reasons to doubt the authenticity of the documents provided by the applicant (power of attorney, passport, etc.);
- The required information in Form No. 9 is required to be provided within one working day. Otherwise, you need to contact the head of the body;
- The certificate must indicate the organization for which this extract was ordered, that is, its purpose (for example, “The certificate was issued for presentation to the military registration and enlistment office”);
- In order not to have to fill out an application for extradition again, it is necessary to check all the data on the spot - full name, date and place of birth, information about military registration, and whether all identification data is correct;
- It is mandatory to submit it on A4 letterhead. If this requirement is not met, the military registration and enlistment office has the right to refuse admission;
- If only its owner is registered in the apartment, then information will be provided only regarding him. Information about other family members is requested at the place of their registration, no matter whether it is permanent or temporary;
- It is important to have not only the seal of the organization, but also the signature of authorized persons - without it the document is not valid. It is also necessary to pay attention to this point upon receipt and, in case of refusal, contact the responsible employee.

What it is
A certificate certifying the family composition of the applicant is a document that has legal force and is drawn up on a special form, confirming how many family members live together with the applicant in his living space.
The certificate is issued on a unified form according to Form 9 and contains the following mandatory details:
- name of the authority that issued the document;
- Full name of the recipient, his registered address;
- list of persons living together with the applicant;
- date of issue;
- signature of the official of the relevant body authorized to extradite;
- seal.
The list of persons is usually indicated in the tabular section. In addition to the full name of each family member, the following must be additionally indicated:
- date of birth of the member;
- degree of relationship (father, mother, spouse, brother, sister, etc.) in relation to the applicant;
- date of registration of relatives at this address;
- type of registration – temporary or permanent.
In some cases, other data is also included in the certificate, such as:
- total living area;
- number of rooms;
- details of the document confirming the right of ownership, use and disposal of living space.
How to get
Before receiving the certificate, the applicant is recommended to check himself for compliance with the circle of persons entitled to order this document.
They can order:
- owner of residential premises;
- members of his family, recognized as such in accordance with housing legislation (see note);
- lawyers and notaries upon written request;
- representatives of law enforcement agencies and authorities in the manner prescribed by applicable laws.
Based on Part 1 of Art. 31 of the Housing Code of the Russian Federation, members of the owner’s family are recognized as:
- spouse;
- children;
- parents.
Other relatives, disabled dependents and other citizens in exceptional cases may be recognized as family members if they are settled by the owner as members of his family. For more information about the procedure for moving in, see paragraph 11 of the Resolution of the Plenum of the Armed Forces of the Russian Federation dated July 2, 2009 No. 14 “On some...”.
Requesting a certificate from the relevant municipal or state body is carried out by submitting an application. There is no unified form, so you will have to receive and fill out the form directly during your personal visit.
Nuances when claiming:
- the document is issued free of charge, but in some cases the management company or municipal administration may ask you to pay a nominal fee for printing the form;
- refusal to issue due to the presence of an outstanding debt for utilities is not legal;
- a certificate will not be issued if the person applying is not the owner of the property or registered in it.
At the MFC
To claim you need:
- check the contact number of the territorial MFC by going to the official website (the site address is specified through the search engine);
- make an appointment by phone or through the website (if such an opportunity is available), choosing the most convenient time and date;
- come to the service center at the appointed time and date and take an electronic queue coupon;
- go to the window and give the specialist a set of documentation (see below);
- specify the issuance period - on the day of application or within several days;
- receive the completed document and sign for receipt.
Through State Services
There is no single government service that allows you to order a certificate online through the Unified Portal.
The service is provided only in some regions by the relevant departments (administrations of municipalities, territorial divisions of the State Administration for Migration and Migration, etc.).
To clarify whether a service is provided in a particular municipality, you must:
- register on the Unified Portal and confirm your account, and if you already have an account, log in;
- make sure that the correct municipality is selected in the upper right corner;
- In the search line “Enter the name of the service or department,” enter the request “Certificate of family composition.”
This service is provided in non-electronic form, that is, the applicant can only read information about the procedure, timing, place and conditions of its provision.
The applicant can specify:
- Is the certificate issued free of charge?
- for how long;
- who can be an applicant;
- what are the grounds for refusal;
- how to appeal illegal actions of officials when refusing extradition;
- is there an approved administrative regulation, etc.
What is it for?
Help will be required in the following cases:
- for registration of various benefits and benefits provided for socially vulnerable categories (large families, disabled people, victims of radiation, the poor, etc.);
- to collect alimony through the court;
- to receive subsidies for housing and utilities;

Validity
Legislative (representative) authorities of municipalities independently establish in local regulations specific periods during which the certificate is still valid.
In most MOs, the validity period is 10 calendar days, after which it loses its legal force.
If the citizen who requested the document does not appear for it within 3 days, the authority transfers the document to the archive.
So, a certificate of family composition should be obtained from the management company, from the chairman of the HOA, from the administration of the municipality, from the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, the MFC, or through the Unified Portal of State Services. What documents are needed
The list of required documents for ordering a certificate may vary slightly depending on the specific authority to which the citizen applied.
In general, the set of papers, the obligation to provide which is assigned to the applicant, looks like this:
- application for a certificate in a form approved by the relevant authority;
- general passport or a document replacing it;
- a document of title confirming the legality of residence in a given living space - a certificate of state registration of property rights, an extract from the Unified State Register of Real Estate, a court decision recognizing the right of use, a social tenancy agreement, etc.;
