What is a family composition certificate?

A family composition certificate is a legal document in a prescribed form designed to confirm the number of members of one particular family.

The certificate includes data from the house register and contains information about citizens living in a certain apartment, and can also tell how many people are in a given family.

Where can I get a certificate of family composition?

Note that the document also has other names: Certificate No. 9, from the place of residence or registration, it is also called an Extract from the house register.

It is no coincidence that a certificate in Form 9 has received quite high demand among Russians. Indeed, for the majority of residents of our country, paying for kindergarten, utilities and taxes becomes a serious financial problem. So, most often a certificate is ordered in order to reduce the amount of tax, apply for a subsidy, or receive a benefit from the state.

The document is also requested in order to confirm the presence of family ties, family relationships and to establish the number of people living together.

In addition, in controversial situations, using a document of the established form, it is possible to prove that a specific person is not registered and does not live in the apartment. There are 2 types of certificates

There are two types of family composition certificate:

  • 1) “Address”. It lists the citizens registered in the housing + relationship in relation to the recipient of the certificate or the owner. Citizens do not necessarily have to be relatives to each other, although the certificate is called “family composition”. If the document is empty, then no one is registered at the address. How to obtain this certificate is written below.
  • 2) “Personal”. This certificate is suitable when a citizen needs to prove that he or his child is registered at a certain address. Read how to obtain this certificate here.

Information for reference is taken from the apartment card or house register. Apartment cards or registration cards have been used in apartment buildings and dormitories since the 90s. How to get an “address” certificate

Due to confusion in the law, local authorities themselves determined the regulations for issuing this certificate. Therefore, everywhere has its own rules and requirements - from the names of the document itself to the organizations that can provide it. There is no single form. Other names are a certificate of registration in Form 9, a certificate of registered persons, an extract from an apartment card or registration card, a certificate from a registration card, and so on. In municipal housing, registered persons are also listed in the statement/copy of the financial personal account.

For example, in Moscow they issue a Unified Housing Document (UZhD). It can be received by one of the apartment owners and any registered citizen if the housing is municipal. There are two ways: 1) At the local branch of the MFC, if the document is needed in paper form, make an appointment and a list of offices. 2) Or online on the website of the mayor of Moscow, if the document is needed in electronic form.

In St. Petersburg and the Leningrad region, for apartments and dormitories they issue a registration certificate in Form 9, which the owner can request, and in municipal housing - any of the prescribed ones. For private houses - an extract from the house register. Issued at the district MFC (make an appointment and a list of offices) or at the passport office of the Management Company (housing department, housing office) or homeowners' association.

In Samara and Togliatti, a certificate for an apartment or room can only be obtained from the passport office of your management company or HOA. It is called a certificate of family composition or an extract from an apartment card. The owner can receive it under one condition - those who are registered in the apartment/room must also come and show their identity documents (passport or birth certificate). Passportists refer to Art. 7 of the Law on Personal Data, which requires the consent of a person to provide his personal information. For example, three citizens are registered in an apartment. If two of them come, only them will be indicated on the certificate. It turns out that the document will not correspond to reality.

For private residential buildings, a certificate can be obtained at the district MFC if the owner brings the house register with him. The design requirements are the same as for apartments.

In Rostov-on-Don, Krasnodar, Perm and Cherepovets, they do not issue any certificate at all - neither at the MFC, nor at the passport offices. And there is no alternative yet. Therefore, for example, it is problematic for residents of these cities to sell their real estate. After all, it’s impossible to prove that everyone has been discharged from there.

Universal instructions on how to obtain an “address” certificate:

  1. First you need to find out which organization issues the certificate, who can receive it and what documents are required. Usually these are passport offices at management companies or homeowners associations, as well as regional MFCs. Call them, explaining your situation in detail. Phone numbers and addresses can be searched in Yandex.Maps or 2GIS. Also, local realtors always have information, because this certificate is needed to prepare for real estate transactions.
  2. After this, we contact the desired organization.
    From the owner you need: 1) Passport; 3) document confirming the title to the property - a certificate of ownership or an extract from the Unified State Register in paper form. If the housing is municipal, somewhere they may require a social tenancy agreement or an occupancy order. In some cities, to obtain a certificate, the presence of everyone registered in the housing is required, so check this point in advance.
  3. We are writing a statement. A sample will be given there, there is no single form. At the MFC, employees fill it out themselves and only let you sign it.
    At the MFC the service is always free. In some other organizations, employees may require a fee of 20 - 100 rubles. Most management companies and homeowners' associations do not charge fees, because the issuance of certificates is already included in their service for maintaining an apartment building.

    Usually the certificate is issued on the day of application or at most the next. I have included samples above.

How to get a “personal” certificate

The situation with it is the same as with the “address” certificate - the same problems and instructions. But there are also differences. If the owner requests a certificate for himself, it may also indicate other registered persons. If a registered citizen (not the owner) requests, then only he will be indicated in it.

For a child under 14 years of age, any of the parents/guardians can obtain a certificate of registration by providing their passport and the child’s birth certificate - Art. 28 Civil Code of the Russian Federation. If the child is between 14 and 18 years old, one of the parents/guardians must be present with him to receive them, providing their passports - Art. 26 Civil Code of the Russian Federation. Sometimes passport officers issue passports without the presence of a child.

If the passport office or MFC refuses to issue a personal certificate (after all, they are not required by law), it can be obtained from the migration department of the district Ministry of Internal Affairs . Is it possible to obtain certificates from State Services?

No, State Services does not issue certificates of family composition . Although there are many instructions written about this on the Internet, the service does not offer such a service. Therefore, the certificate lists all citizens living in the same living space with the applicant.

Both owners of real estate and registered residents, as well as guarantors by power of attorney, representatives of law enforcement agencies, notaries, lawyers or the court upon official request, can obtain a document on family composition.

Without registration

In the event that a citizen lives in one city, but is registered in a completely different one, the certificate is taken in the locality where the person is registered.

In situations where a married couple and a child live in the same place, but the husband or wife are registered in different places, the children are entered into the house register according to the registration of one of the parents. Then the certificate is taken by the spouses at the place of their permanent registration.

What to consider when requesting a certificate of family composition

Refusal to issue

In practice, citizens often encounter the fact that authorized organizations refuse to issue certificates of family composition. Experts explain this approach for various reasons, but, as a rule, all of them are unlawful.

Among the reasons for refusal you can often hear the following:

  • members of the same family are registered in different places;
  • There is rent arrears at the requested address.

According to the Constitution and other legislative acts of the Russian Federation, a citizen has the right to receive free information, including certificates, without any restrictions.

How the document is drawn up

Typically, the documents are completed by specialists from the institution. However, a citizen also needs to know how to properly prepare a certificate of family composition. A sample document must be available in the organization where the certificate is required.

Based on this, the applicant can check the document completed by the specialist. First of all, the certificate must be neatly drawn up, all inscriptions must be written in clear, readable handwriting.

Form No. 9 must contain the following information already printed:

  • indicating the form number;
  • who approved and in what year;
  • Which organization issues this certificate?

The head of the institution signs the document. If a citizen applies to local government bodies, the certificate is endorsed by the head himself or the person acting in his capacity.

In addition, there must be a signature of the performer, that is, the person who filled out this document.

The applicant does not sign anything on the certificate itself. The specialist can submit for signature to the applicant an accounting journal in which all issued certificates are recorded. After certificates of family composition have been issued, citizens who have received them must carefully check the information that is entered there and verify the presence of all the necessary details on the form. Without these elements, the certificate will not be valid.
