Family composition certificate No. 9 – where to apply in Omsk in 2021

A certificate of family composition will be issued starting in 2021. This is a document confirming the list of persons living in the residential premises of an apartment building. For private houses, instead of a certificate, a house register is issued. The document can be drawn up in Omsk by visiting the MFC, FMS, administration or management company (former ZhEK).

At the moment, government agencies, banking institutions, and other organizations that provide services to citizens receive data on persons registered at their address from a common database (Interdepartmental Electronic Interaction System). Accordingly, citizens do not have to issue a certificate of form No. 9 in order to use the service.

Why certificates and extracts from the house register are no longer required

The new rules apply from April 3, 2021, when Order of the Ministry of Internal Affairs of the Russian Federation No. 984 dated December 31, 2017, changing the procedure for registering individuals at their residence address, came into effect.

If previously citizens were required to register on their own, through the territorial department of the Ministry of Internal Affairs, now they only need to contact the management organization, HOA, Multifunctional Center in Omsk. It is these structures that are entrusted with the responsibility of sending information to the Ministry of Internal Affairs, which, having received the information, carries out registration actions.

With the beginning of the use of the new regulations and electronic database, the need for registration and provision of apartment cards (Form 10), certificates of family composition (Form 9), and extracts from house books (Form 11) disappeared.

Can they refuse?

It all depends on the woman’s social status and the type of government support. For example, everyone receives money for early registration, a lump sum payment for the birth of a baby, and maternity capital.

Receipt of maternity benefits, as well as for caring for a child up to 1.5 years old, is influenced by the form of employment:

• the employee receives in any case;
• Individual entrepreneur - only if there is an agreement with the Social Insurance Fund and contributions for the previous year;
• an unemployed person does not receive it unless she confirms that she is a student or was laid off within a year before giving birth.

If there is no certificate of non-receipt of maternity benefits by the second parent, but it is listed in the child’s records, the answer is: no.

These payments may be denied if both the mother and father decided to return to work early, lost parental rights, or moved to another country.

Form 9 certificate must necessarily contain the following data:

• a list of adult and minor citizens who live at the specified address, including their last name, first name, patronymic, date of registration in the residential premises, date of birth, series number of the identity card, degree of relationship;
• Full name of the person to whom the document is issued;
• owner details;
• name of the institution that issued the document;
• room area;
• name of the organization for which the certificate was issued;
• if the certificate is not made for the entire building, the number of rooms occupied by these residents is indicated;
• the name of the information document (in this case, a certificate of family composition);
• the exact postal address at which the extract from the register is issued;
• date of preparation, as well as data of the employee who prepared the document.

When contacting any institution you will need:

• Statement.
• Passport.
• Certificates of marriage, birth of children.
• Extract from the Unified State Register confirming ownership.

There is no processing fee. The service is provided free of charge.

Note! A representative will need a notarized power of attorney. This is relevant if the owner cannot submit the documents himself. Even if the application is submitted through State Services, you will still have to bring them in person.

How and where to get child benefit

This also depends on the mother’s employment:

• if she has a job, then she should contact the employer;
• if she is a student, to the university rector’s office;
• if you are unemployed, but are registered with the employment service, go to the social security department;
• if an individual entrepreneur - to the Social Insurance Fund.

Government bodies are gradually transferring the authority to accept documents for social benefits to multifunctional centers, so in the last two cases, it may be wiser to go there straight away. The money will be transferred to the mother's bank account.

How to fill out an application

Application forms are established individually by each municipality.
Let's look at the example of a document approved by the Decree of the Administration of the Samara City District dated March 27, 2013 N 222 “On approval of the Administrative Regulations...”. What data will be needed:

• name of government agency, address;
• Full name, residential address of the applicant, passport details;
• details of the power of attorney, if a representative applies;
• request for a document.

New in legislation

Federal Law No. 305-FZ dated August 2, 2019 amended Federal Law No. 418-FZ dated December 28, 2017. In this regard, the conditions for providing support to women with children under 3 years of age have changed. Now those citizens whose average per capita income is below two subsistence minimums are also entitled to receive it. Before this, the limit was considered to be a level of one and a half PM. Most often, certificate No. 9 is provided, but municipalities can approve their own forms.

The document usually contains data:

• issued by;
• Issued to: Full name, residential address;
• information on the number of living (registered) persons: full name, date of birth, type of activity (employed, pensioners, unemployed, students, etc.);
• relationship between family members;
• grounds for issuance: information from the household ledger, details;
• date of issue and signature of the responsible person.

The deadlines are set by regional authorities and depend on the reason why the certificate was needed. On average it is up to 30 days. An extract with a period of up to 1 month is provided at the court hearing, to the buyer during the sale of real estate, privatization of housing.

Lawyer's advice: it is better to issue a certificate before receiving the public service for which it was needed. If you want to take advantage of the benefits, it is recommended to apply for it 1-7 days before applying.
