Replacement of a passport of a citizen of the Russian Federation: when and how to do it

In modern society, an internal passport is the main personal document identifying the owner - a citizen of a particular state, also determining his nationality, the history and culture of the country, of which he is thus a representative from birth or as a result of acquiring citizenship by those or other reasons.

The procedure for registration, receipt, storage, etc., one way or another relating to the main document of citizens of the Russian Federation, is approved by the relevant Decree of the Government of the country.

At what age do you change your passport based on age in Russia?

The above-mentioned internal (or general civil) passport is subject to mandatory exchange in Russia within the period established by law - when its owner reaches the ages of 20 and 45 years.

This exchange is due, first of all, to the authoritative opinion of physiognomists - it is generally accepted that it is at this age that the appearance of modern homo sapiens undergoes the most significant changes. Therefore, these changes must be reflected in a document that allows one to identify the identity of this or that, so to speak, individual - in the case of an identity card or passport through a photograph, or more precisely, with the help of one.

In this regard, it is interesting to note that a person’s eyebrows are subject to the greatest changes - at this time their pattern and thickness change.

In addition, this exchange can also be considered a kind of preventive faith, allowing one to avoid certain abuses of the passport.

Other circumstances

At what age is it mandatory to replace a Russian passport? The answer to this question will no longer put the citizen in an awkward position. Only re-issuance of a personal identifier by age is not the only basis for carrying out the corresponding operation.

When do you need to change your passport? For example, if:

  • the person’s personal data has changed;
  • the appearance of the document owner has undergone significant changes (beyond recognition);
  • typos were found in the passport;
  • there was a gender change.

Does a citizen get married and change his last name? Then it’s worth considering re-issuing the document. Got a divorce? If, as a result of the corresponding operation, personal data has changed, you will have to order a new civil passport again. Otherwise, the service being studied may be skipped.

How to change your last name in your passport

The right to change one’s own surname, and together with it or separately from it, the name and patronymic is regulated by Art. 19 of the Civil Code of the Russian Federation (Part I) dated November 30, 1994, No. 51FZ (as amended on July 18, 2021).

According to the current legislation, if any part of the owner’s personal data changes due to marriage, marriage, divorce, at will, or for some other more or less compelling, significant reasons, the old passport is replaced with a new one within thirty days.

After following all the necessary procedures and preparing a portfolio of documents, including, for example, a marriage or divorce certificate, or other documents officially confirming the fact of a change of surname, the applicant should personally appear at the local branch of the MFC “My Documents” or use the electronic services provided Internet site of government services.

The simple procedure for obtaining a new passport at the MFC and on the State Services website is popularly described below.

Replacing a foreign passport after marriage: is it necessary?

How and what documents to change after marriage is a pressing issue in the current political system. After all, you must admit that not all personal papers need to be changed, for example, a certificate or birth certificate. In the work book, in general, they simply cross out the last name and indicate a new one with a note of the reasons, according to the marriage certificate. But there are specific documents, after changing the last name, that are subject to mandatory replacement, for example, passport, TIN, compulsory medical insurance, and so on. What about the international passport? Is a foreign passport subject to mandatory exchange and, if so, are such deadlines established for replacement after a change of surname?

Let's start with the fact that it is not necessary for every citizen of the Russian Federation to have a foreign passport, unless he, of course, crosses the border. Accordingly, not everyone has it. And if we take into account the fact that it is only needed for traveling abroad, then making changes to the form is not a mandatory process, but rather a forced one. If the bride, after marriage, does not intend to cross the border anymore, then there is no need to replace her personal travel document. This means that there are no deadlines or penalties. But if, after changing your last name, trips abroad are still planned, then go ahead to the migration service. But here we can highlight some features of exchanging an old passport for a new one.

In 2021, the replacement of a foreign passport is carried out in the migration department of the Ministry of Internal Affairs of the Russian Federation, since the FMS department was disbanded in April of this year. The country's internal passport is also exchanged there, which needs to be changed first. To replace your passport correctly and within the established time frame, read the article “Procedure for replacing a passport after marriage.”

When you don’t need to change your passport after changing your last name

It is necessary to pay attention to the fact that if a married couple is going abroad to a state with a visa-free regime, then there is no need to rush to replace your passport. No one asks for an internal Russian identity card there, which means no one will know about the change of surname

You can go to a country with a visa regime with a passport using your old surname, if the visa issued before marriage is still valid. After the visa expires, a married lady will still have to apply for a replacement passport if trips are still planned.

We urgently change your passport if you change your last name

Question: if the visa is valid, with an old surname, and the passport also contains maiden information, can they discover at the border that the personal data no longer corresponds to reality? This is possible if there is a situation where you will be required to present other documents in which the data is already new. For example, children are taken on a trip and you need to provide proof of relationship.

What to do if you have a foreign passport, but don’t have a visa? There are two scenarios here:

  • Complete all documentation related to traveling abroad before the date of marriage registration. After the celebration, the newly-made wife quickly changes the forms of internal documents and goes on her honeymoon with peace of mind.
  • Change your passport urgently. When applying for a new permit to travel abroad with a visa regime, you must provide an internal passport. Naturally, it will already contain a new surname. And if there is a discrepancy in the data in personal papers, a visa will not be given.

Terms and procedure for obtaining a general passport

If citizenship has not changed, then the procedure is standard. A new passport will be issued within 10 days. However, 30 days are required when applying to the MFS for temporary registration. Stateless persons and persons with dual citizenship receive an identity card within a month. When applying for citizenship and a passport for the first time, you will need to provide a full package of documents.

Documents for passport replacement

Passport exchange form

How long does it take to issue a passport?

To change this document, you should contact the FMS office with a full package of required documents and a receipt for payment of the state duty. There are two types of international passports – old and new. The first is valid for 5 years, and the second – 10. When the expiration date of the document approaches, it must be changed. You can do this yourself or with the help of a special agency. If you have no plans to travel abroad in the near future, then your passport can be changed if necessary. There is no need to be afraid, since there is no penalty for violating the deadline for replacing a passport of this type.

Features of the question

Despite the fact that it is very easy to replace a passport, the majority of Russian citizens are not inclined to do it on time.

The main reason is ignorance of the deadlines, although many simply do not have time or do not want to waste time on travel and registration.

This state of affairs may ultimately result in a problem, because... If you want to take out a loan or encumber your document with a marriage stamp with an expired passport, you will be 100% denied until this point is corrected.

Moreover, a citizen who has an expired passport is subject to a fine, albeit a small one, but he will have to pay.

Therefore, let's figure out when this document changes and avoid possible unpleasant situations.
