SNILS is the insurance number of a citizen’s individual personal account in the compulsory pension insurance system (OPS). It is unique and belongs to only one person.
Until April 1, 2021, you could confirm the presence of such a number using an insurance certificate, which looks like a small laminated green card. But after this date, the authorities canceled the certificate. Instead, applicants receive “documents confirming registration in the individual (personalized) accounting system.” They present the same documents when receiving government services, applying for benefits and pensions, finding employment or concluding civil service agreements. In this regard, the new law states:
An insured person entering work under an employment contract or concluding a civil law contract for which remuneration is calculated in accordance with the legislation of the Russian Federation, is obliged, in turn, to provide the policyholder with a document confirming registration in the individual (personalized) accounting system, on on paper or in the form of an electronic document and (or) through the information system “personal account of a registered person”, as well as during the initial registration or change of information contained in an individual personal account of a registered (insured) person, inform the policyholder of the information provided for in subparagraphs 2 - 8, paragraph 2, Article 6 of this Federal Law, for transfer to the Pension Fund of the Russian Federation.
Similar wording is given in the updated version of Art. 65 Labor Code of the Russian Federation. It is stated here that during initial employment, the employer is obliged to help the new employee register in the individual (personalized) accounting system and obtain a personal account. But confirmation of this registration will not be a certificate, but a document in the established form. The form itself did not exist at the time of preparation of the material; it must be approved by the Pension Fund.
Necessity
This is an individual personal account with a unique identifier - insurance number.
It is to this that the employer transfers mandatory contributions and payments that give the right to a pension. It contains up-to-date information about existing savings, periods of work, and an authorized representative of government agencies can use it to check a person’s length of service. According to the new rules, the identifier code does not need physical media. When necessary, a printout is issued on A4 sheet, this is what SNILS looks like for a child (and for an adult citizen of the Russian Federation).
The certificate contains personal data of its owner - full name, birthday, gender, date of issue.
Insurance must be presented upon request along with an identity document (most often an internal passport of the Russian Federation). He may be asked when applying for benefits or going to a clinic, when applying for a job, enrolling in studies, or concluding various civil law contracts. And the identification code is also entered remotely on the State Services website.

In large cities of the country, the most convenient option is to go to the MFC, where they will help you fill out the application, send the documents to the Pension Fund and set a date for receipt.
At the same time, a teenager who already has a Russian passport has the right to visit a multifunctional center and obtain SNILS on their own.

The required minimum includes:

- a photocopy of the internal passport of the Russian Federation (of the person for whom the account will be opened).

Registration in the OPS system itself is necessary, this is already clear from the name of the program. We have already touched upon this issue in general terms in the previous section. SNILS is a social insurance card. How did it appear in our country?
By and large, thanks to the development of information technology. At the end of the 90s of the last century, Federal Law No. 27 was adopted, requiring the creation of a system of individual registration of citizens in the compulsory pension insurance system. All necessary data for calculating a pension for each insured person was collected on a single personal numbered account - SNILS. It contained:
- Employee salary information
- The amount of pension contributions made by the employer
- Time of experience
- Pension contributions of self-employed citizens (individual entrepreneurs)
- Voluntary contributions to the funded part of the pension
Then the gradual filling of the base began. Citizens received SNILS gradually, as needed. Then SNILS numbers began to be assigned even to newborn children, simultaneously expanding the scope of use of the information contained in SNILS.
Until recently, SNILS had the form of a “paper” document - a laminated greenish card. The front side contained personal data:
- Number
- Full name
- Floor
- Date and place of birth
- Date of opening a personal account

The most important content of SNILS is its number itself. It consists of eleven digits:
- The first nine represent the insurance number, also known as the account number.
- The remaining two are a code (control) number for internal purposes (the Pension Fund uses it for identification)
Those who are used to keeping important numbers in their heads and know how to do this can safely remember the SNILS number - it is given for life and will never change, no matter how much time passes. That is, a baby who received a SNILS number in the first weeks of life will retire with it in due time. Each number is unique, no two numbers are exactly the same, so there is no chance of confusion.
At the moment, cards have been abolished. Old SNILS will be valid until they are lost or damaged. Duplicates will no longer be issued. But the number assigned to a specific person will remain the same.
How to submit an application through State Services
Parents usually resort to online services. To do this, it is necessary that the applicant (the teenager himself or his authorized representative) be a registered user of the portal. Next you need to perform several steps.
- Select “Authorities” from the menu.

If your green card is lost, you should simply order a duplicate. After some time, a new one will be issued containing the same information, since it is stored in the PFR information system for life. A secondary document is issued according to a similar scheme: application, submission of a package of documentation, receipt of a card at the branch.
There are no penalties for loss or restoration. You can get the secondary version in two weeks.
How long to wait for production
Specific deadlines depend on the number of authorities involved, on the effectiveness of their interaction, on how the details are checked in each of them.
According to regulatory documents, the maximum preparation time is 21 days from the date of receipt of the application. Although in practice various nuances arise. The workload of the Pension Fund is also important: in the regions, when there is no influx of applicants, it often takes only 3-4 days to resolve the issue, while in the capital the queue can last for weeks.

The modern social insurance system does not exclude residents of other states, as well as stateless persons staying in Russia on legal terms.
