Why does the last name change?

The surname is part of the status of a citizen, which is an indispensable and obligatory attribute. People carry out all legally significant actions, sealing them with their last name and first name (except for cases of using a pseudonym, which are established by law). A surname is given to a person at birth. However, this part of individuality is not immutable; the surname can be changed in accordance with the procedure established by law. The law provides for 3 possible reasons for this.

  1. When changing marital status . When starting a family or divorcing a marriage, one or both spouses have the right to change their surname, and take any of the two surnames they want, or a double one consisting of both surnames. You cannot take a double surname if at least one of them already has a compound surname. Divorce provides grounds for returning the previous surnames or keeping the current ones.
  2. For a child when changing the parent's surname . If one of the parents of a child under 14 years of age changes his last name for some reason, or a parent with a different last name enters the child’s life through adoption, the guardianship authorities, at the request of the parents, may decide to transfer the child to a new last name. If both parents change their surname at once, the child will be changed without asking his wishes. If the father’s name changes by law, then the baby’s middle name will be changed without fail, without the right to choose (Part 3, Article 62 of the Federal Law “On AGS”).
  3. At the request of the citizen . Any Russian citizen who has reached the age of 14, who has or is receiving a passport for the first time, can change his last name by expressing his desire and justifying the reason. The registry office at the place of birth, having received such an application, will consider which acts will have to be amended, and if these changes do not violate the law, permission to change personal data will be given.

Reasons for changing your last name

Today, there are three reasons why a person can change his last name:

  • Entering into an official marriage and taking the spouse’s surname;
  • Divorce and return of the old surname;
  • Personal initiative associated with rejection of the sound or associations associated with the surname;

In all of the above cases, the citizen is required to submit documents to change personal passport data, and then another list of documents in which the previous surname is indicated.

However, if a minor child who has not yet turned fourteen years old changes his last name, then he does not need to change his SNILS, since the child does not have such a document (green card) in his hands.

Until the age of fourteen, a child can only have an assigned insurance number, and only after reaching this age can he receive a pension certificate.

The peculiarities of replacing SNILS are that in the document itself, when changing, you can only change the last name. The SNILS number does not change.

Why do you need to replace SNILS when changing your last name? In order to ensure that when identifying a person using the SNILS document, the information specified in it coincides with the information specified in the main identification document, namely the passport.

So, for example, if a citizen changed his last name but did not change his SNILS, his employer continues to send pension contributions to the SNILS number using the old passport data. Thus, pension contributions will be irretrievably lost.

We are changing SNILS - but what are we actually changing?

SNILS is just an eleven-digit code indicating a personal account in the Pension Fund, assigned to a citizen upon his first application for registration. Therefore, any replacement means issuing a new plastic card, an insurance certificate for compulsory pension insurance, also called SSOPS. Personal data may change on it, but not the number, which is an identification number in the Pension Fund of Russia system.

IMPORTANT! Due to the fact that the number is single and assigned for life, it is better to have it written down or copied on additional media in order to use it in cases where you need to restore or replace the SSOPS card, which takes time.

How to get SNILS for adults

You can get SNILS when applying for a job.
When concluding an employment contract or a civil employment agreement, the employer (policyholder) sends the employee’s (performer’s) data and the completed questionnaire to the territorial office of the Pension Fund of the Russian Federation within two weeks. An insurance certificate with SNILS is issued in real time and is first transmitted to the employer, who, in turn, issues it to the employee. It is possible to obtain a “green card” independently from the Pension Fund or MFC at the place of registration (including temporary) or actual residence. In this case, you must present your passport and fill out a form. Registration of an insurance certificate through the MFC will take no more than 3 days; if you contact the territorial office of the Pension Fund of Russia - on the day of application.

Why change SNILS when changing your last name?

In connection with changing your last name, you need to clarify the information in the Pension Fund database. It must be up to date: information about the payer of pension contributions is too important to be distorted. If an employee received a new last name, but is listed in the Pension Fund under the old one, that is, did not change his SSOPS, then payments transferred from salary to his future pension may be “stuck”, as they will not find their addressee.

The data in the SNILS card must match the passport data for the correct calculation of benefits, vacation pay, maternity payments, etc.

Thus, you should not delay changing your SNILS due to new personal data.

How to find out SNILS number online by last name

You can find out your personal account number online through two Internet portals:

  • Public services;
  • Pension Fund website.

In both cases, a person must have a login and password to enter the resource. The catch is that registration on the sites is only possible when you enter your SNILS number. Thus, you can get information there if you previously created an account and then lost the number.

Third-party Internet resources do not have information about citizens’ personal account numbers, as this is confidential information. SNILS can be found out by personally contacting the Pension Fund or your employer.

If after marriage a woman decides to change her last name, then she needs to prepare for the procedure for replacing documents. In this case, we are talking not only about a passport and driver’s license, but also about such seemingly insignificant documents as SNILS. To do this, she should contact any branch of the Pension Fund, MFC or her employer with a new passport and marriage certificate.

Procedure for changing SNILS

This is a fairly simple and quick procedure, for which you will need:

  • old SSOPS card or statement of its loss (the card must be destroyed);
  • a passport containing the new surname;
  • the document on the basis of which it was changed (marriage certificate, decision of the registry office).

These documents must be presented to the Pension Fund (any branch) or to your employer.

Next, an application for exchange of the insurance certificate is written - a special form is filled out in the ADV-2 form. You need to fill out the following items correctly:

  • SNILS number;
  • old full name;
  • changes in personal data (if only the last name has changed, then the first and middle names do not need to be re-entered);
  • gender of the SNILS owner;
  • registration address by place of residence;
  • actual place of residence;
  • details of the new identity card (passport with a new last name);
  • date and handwritten signature of the SNILS owner.

If your employer changes SNILS, he will need to draw up an inventory of documents in the ADV-6-1 form.

NOTE! If an employee is absent (on a long business trip, on vacation, on sick leave), and SNILS needs to be replaced urgently, the employer can initiate this procedure himself using a notarized power of attorney.

You can independently obtain a ready-made SSOPS card with new data from the Pension Fund upon presentation of a new passport or from your employer by signing a special statement.

Is it mandatory to replace the document?

The need to enter new personal data or the loss of a “green card” forces us to contact the Pension Fund of the Russian Federation or the MFC with an application for exchange. In some cases, the loss is not discovered immediately or the citizen does not know that changing personal data requires obtaining a new card. The current legislation of the Russian Federation does not provide for punishment for late replacement. Therefore, no one will force a citizen to apply to the Pension Fund.

We said that without a “green card” a citizen will not be able to take advantage of a number of benefits and services, therefore, first of all, he himself is interested in receiving a duplicate of a lost document or a certificate with the updated data entered.

Replacing SNILS for a child

If the surname was changed for a child under 14 years old, there is no need to perform any actions with SNILS, because the number will not change, and he will be issued a SSOPS card at 14 years old. By that time, he will have his own passport with his current surname, for which the insurance certificate will be issued.

A 14-year-old teenager has the right to change SNILS independently, because he already has his own identity card. The procedure for this will be exactly the same as for adults.

Advantages and disadvantages of replacing SNILS with the help of State Services

Complete registration of SNILS on the State Services website is impossible. Such functionality is simply not provided. The site provides only complete information about the service and a sample application. To exchange your SNILS card for a new one, you will have to fill out a special form ADV-2. Previously, it was possible to obtain its form only by personally contacting the Pension Fund. Now you can download it from State Services.

It is also impossible to obtain clarification about the information that needs to be entered in specific columns of the document using the portal.

Down with bureaucracy!

The SNILS system itself is aimed at reducing bureaucratic errors and delays. Therefore, the issuance and replacement procedure is simplified and accelerated as much as possible. Unfortunately, there are some nuances that ordinary citizens have to deal with today. What to do in such cases?

  1. The employer refuses to replace SNILS . Despite the fact that it is the direct responsibility of the employer to provide employees with SNILS, in practice, HR department employees do not want to take on additional work and send the employee to the Pension Fund to independently obtain SNILS or replace it. If this happens, you can complain about negligent personnel officers to the appropriate branch of the Pension Fund (this is also permissible by telephone). Of course, this will somewhat aggravate the relationship with the employer, but that’s another story.
  2. They are sent to the Pension Fund at the place of registration . The pension fund branch can be selected according to the place of actual residence, and not just registration, because the data accounting system in which SNILS is registered is the same for all of Russia (Part 2 of Article 7 of the Law “On Accounting in the Compulsory Pension Insurance System”). An exception is made for individual entrepreneurs - they must contact the branch of the Pension Fund of the Russian Federation to which they belong based on registration as policyholders.
  3. Employment is denied due to incorrect data in SNILS . An employer does not have the right to refuse to register an employee for work if he does not have a SNILS or it contains incorrect passport data. Yes, SNILS will need to be changed, and the employer himself is obliged to do this within a month after employment.
  4. A replacement for SNILS cannot be issued through the government services website . Unfortunately, this procedure has not yet been activated on the government services portal, despite the fact that almost half of all citizens’ requests to the Pension Fund are related to the registration or replacement of SNILS.

Questionnaire structure

A sample of the form required to be filled out (form ADV-2) can be downloaded from the public domain on the Internet or obtained from the human resources department at your place of work. However, it is useful to know what data is indicated in the form for replacing SNILS when changing your last name:

  • The header states “Approved by the Resolution of the Board of the Pension Fund of the Russian Federation dated day.month.year No. XX.
  • Indicate the details of the citizen who is applying to change SNILS;
  • The registration number of the Russian Pension Fund is registered;
  • The name of the document is “Replacing SNILS when changing your last name”;
  • List of documents that are additionally attached to the application form;

The last point is necessary in order to quickly establish this fact in case of loss of some materials and ask them to send the necessary ones to the Pension Fund.

Do I need to change my last name?

So let's start from the beginning. In addition to choosing a restaurant, host, rings and suits, the newlyweds will have to choose a surname. There are a lot of options: the wife signs up for her husband, the husband takes his wife’s surname, both of them or one of them takes a double one... Or you don’t have to change anything at all.

The most common development of events is that the wife takes her husband’s surname. Thus, she becomes a member of his family and clan. But a beautiful tradition entails troubles with documents: you have to change them. And don’t just change it, but do it quickly: if you don’t update some of them, you can get a fine.

Documents that will need to be changed after marriage:

  • Passport: it must be renewed within a month. For being late - a fine of 2 to 5 thousand rubles. You need to take with you a passport with your old surname, a marriage certificate, 2 of your photographs, a certificate of payment of the state duty, an application for the exchange of this document;
  • International passport: there are no deadlines here. At the Federal Migration Service you need to have with you an application to change this document, a new passport, a photocopy of it, a certificate of your citizenship, a foreign passport with your old last name, a check confirming payment of the state fee, 4 photographs;
  • SNILS: you need to change it no later than two weeks after updating your passport. To do this, you will need to contact the Pension Fund with an application. It must be written in the prescribed form. Also take with you a document confirming your marriage, an old SNILS, a new passport;
  • Compulsory medical insurance policy: to change it, take your old policy and passport. Go with them to the clinic or to the building of the insurance company;
  • The driver's license can be changed at the traffic police;
  • The TIN will be replaced at the Federal Tax Service Inspectorate: you only need to take your passport;
  • Bank cards, accounts, savings books.

In general, you need to change a lot and you will also have to walk around the offices a lot. Therefore, modern youth are more liberal about changing their surname. And spouses very often prefer to remain on their own.

Is it necessary to change?

According to Russian laws, all personal data of a citizen of the Russian Federation must be displayed in his documents, which include a passport, health insurance policy and SNILS. In this case, all information must be identical.

Therefore, when personal data changes, all the above documents are changed , including SNILS. Violation of this law leads to administrative liability and fines.

In addition to administrative penalties, other problems may arise. Thus, the money contributed by the employer before replacing the insurance policy may not reach the employer. Because the Pension Fund database is updated only after the SNILS card is replaced, which means that until this moment there will be discrepancies in personal data.

Therefore, in order to avoid loss of pension contributions, it is recommended to start registering a new SNILS before the next payment of your earnings.

Can I change it online?

The State Services portal is very popular among Russians today . This innovative development allows citizens to use many government services, saving time and receiving comprehensive information first-hand.

But unfortunately, the procedure for replacing SNILS is not yet one of the opportunities that the portal provides. However, Pension Fund employees promise to activate this service soon, due to the huge demand among the population.

Where can I change SNILS after changing my last name?

As you can see, this paper is very important. And since it contains the initials of the owner, after changing the surname, it will also have to be changed. You can update it in several ways:

  1. By submitting an application through the pension fund online or by contacting the institution directly: if your employer makes payments for you, then you can apply to any branch. If you are doing this on your own, you will have to contact the fund located at your place of registration.
  2. Through the employer, by contacting the organization for which you work: in this way, the request will be made not by you, but by your company.

Note!

Before you change your SNILS, you need to change your passport. This is explained by the fact that passport data is indicated in the individual insurance number.

If you have other documents confirming your identity, you can first change your SNILS, and then your passport. Such documents may be a passport, driver's license or temporary residence permit.

There is no need to pay a state fee to replace a pension insurance card. You receive a new certificate for free.

Certificate replacement period

How long it takes to complete SNILS depends on the specific features of the situation and the place where documents are submitted. According to the information posted on the Pension Fund website, as a general rule, the replacement of an insurance certificate is carried out within a month from the date of submission of the application for exchange. However, this period is general and will differ significantly when submitting documents to the MFC or through an employer.

Thus, when contacting a multifunctional center, additional time will be spent on forwarding the request to the Pension Fund. A similar amount of time (or even more) will be spent when submitting the application through the employer. Due to established practice, changing SNILS through the MFC takes about 35-40 days, through an employer – 40-45 days.

Completing the application correctly

The application you have completed is sent to the territorial body of the Pension Fund, so when writing it you must follow a number of rules:

  1. The paper is filled out personally by the insured person.
  2. All specified information must be certified by the personal signature of the applicant.
  3. If the insured person is unable to personally complete and sign the application, an official document stating the reason must be provided.

The application must indicate the following details:

  1. Insurance number - it can be found on the SNILS card, consists of eleven digits, indicates the client’s individual personal account.
  2. Full name indicated in the old certificate.
  3. New personal data includes: full name, gender, date and place of birth, actual place of residence, place of registration, contact phone number.
    This column indicates only the information that has changed. If the new identity document does not indicate the middle name, then “canceled” is written in the corresponding column.
  4. The details of the new identity document are indicated (type of document, number, series, date of issue and by whom it was issued).
  5. The last date indicated is the date of the application. If you wrote it at home, then you should indicate the date you plan to submit the documents to the Pension Fund.

How long does it take to do?

As mentioned above, the procedure for replacing SNILS can be done in two ways: independently and through the employer. Depending on this, the timing of how long the replacement will take will also change.

The only thing that needs to be taken into account is that it is recommended to submit documents to replace SNILS no later than 14 days after changing your personal data.

  1. If you do the registration yourself, then ten working days after submitting the documents, a new insurance certificate will be issued for you. At the same time, all necessary changes will be made to the pension accounting database.
  2. If the replacement of SNILS was carried out by the employer, who officially acts as the insurer of his employees, then the procedure will take longer. This is due to the fact that the time for submitting documents to the Pension Fund and their subsequent receipt will increase slightly. The very procedure for issuing a new certificate and making changes to the database will remain the same over time.

After receiving the document, you must immediately check its number - it must match the previous one.

What is SNILS and what are its functions

SNILS stands for the insurance number of an individual personal account assigned to Russians in the pension system. Each citizen registered with the Pension Fund is assigned an individual insurance number, so it is unique and belongs to the person throughout his life. All information about the citizen and, in particular, about his insurance record and the insurance premiums transferred to him are attached to it, reflecting information about the generated pension rights. It is on the basis of the information reflected on the personal pension account that the pension of Russians is calculated.

The SNILS number is indicated on the pension insurance certificate, the form of which was approved by Resolution of the Board of the Pension Fund of the Russian Federation No. 2p dated January 11, 2017. It consists of 11 digits, 9 of which are the document number, and the last 2 are the verification number.

An insurance number may be required in the following cases:

  • employment – ​​for transfer and accounting of insurance payments by the employer;
  • registration of various types of social benefits, compensations and payments;
  • obtaining a universal electronic card;
  • registration of pension savings in non-state pension funds;
