At the request of a parent or guardian, up to three working days are allotted to carry out registration actions. The time for consideration of the application can be extended to 8 days, if doubts arise about the reliability of the data and documents provided. The review period applies to both registration in a privatized apartment and municipal housing. The deadlines allotted by the legislator for checking documents begin from the moment the document is accepted and the appeal is registered in the general database.
The process of processing the request can be tracked using the registration number on the State Services portal.
For how long can a temporary registration be issued?
Registration of temporary stay can be for different periods. Usually it is equal to the period of time during which you will live at a specific address. In fact, if you live somewhere for a month, then you can also draw up a document for this period of time. But usually the minimum registration is issued for three months.
If the document is made on the basis of a rental agreement, then it cannot be issued for a period exceeding the rental period. If we are talking about social hiring, then the maximum period for it is only six months.
Also, when registering for temporary registration, you need to consider why exactly you are registering it. For example, to enter a school or kindergarten, it is enough to have a valid certificate at the time of enrollment. But an employment contract cannot be valid longer than the period of registration.
Difficulties may also arise for owners of their own business. It is better for them to buy temporary registration in Moscow for the maximum period. This is 5 years.
Foreign citizens cannot obtain a certificate for such a long period of time. The maximum for them is 12 months. However, registration of temporary residence for such a period is possible only if there is an employment contract.
Where to apply?
A citizen of the Russian Federation can obtain temporary registration at the residence address in four ways:
- By personal appeal to the Department of Internal Affairs of the Ministry of Internal Affairs (the person personally submits the documentary package to the territorial office of the department).
- Through MFC.
- Through postal services.
- Through a single portal of State Services.

When choosing this type of appeal, it is necessary to collect a documentary package, including:
- application (form No. 1). The application form can be obtained from the Office or downloaded by going to the website of the Ministry of Internal Affairs (it would be wise to fill it out in advance);
- identification document of the applicant;
- document serving as the basis for the VR (for example, “Share Participation Agreement” or “Social Tenancy Agreement”);
- written consent of specific persons to move in (when moving into a municipal apartment - the approval of the landlord and citizens who live in the same area as the tenant; when moving into a privatized apartment - the consent of the owner).
You should know! Temporary registration will not be issued without the personal presence of the owner of the apartment. The representative of the Ministry of Internal Affairs is obliged to make sure that the basis document is endorsed by the owner.
If it is impossible to be present in person, the owner of the apartment must notarize the document providing the basis for living in the apartment (or provide a notarized copy of it).
Personal appeal to the MFC
A citizen, having decided to contact the MFC, is obliged to submit the documentary package in person. What is the application process? The applicant comes with the owner of the apartment and other citizens registered in it.
After the documents are handed over to MFC employees, the papers are thoroughly checked for errors and authenticity.
Helpful information! The process of checking and issuing a registration certificate will take a maximum of three days. In case of remote submission of papers, this time period will increase to ten days.
If the applicant does not have the required registration mark on the passport page, the procedure for registering at the place of residence begins with the payment of a fine.
Previously, the body that was responsible for registering Russian citizens at their place of residence was listed as the Federal Migration Service (FMS). Now this is the Department of Internal Affairs of the Ministry of Internal Affairs. The renaming took place in 2021.

To successfully use postal services when applying for BP, you must:
- submit an application in form No. 1PR;
- provide a copy of your passport;
- provide a notarized copy of the document - consent to move in;
- provide notarized consent of the above-mentioned persons to move into the residential premises.

- photocopy of passport pages;
- photocopy of the documentary basis for the VR;

- “guest” registration sheet confirming the status of arrival (it is necessary in the case when the temporary residence permit is issued for a period of validity of more than nine months).
ATC employees will need more than three working days to review the submitted documentary package. After the end of this calendar period, a person will be able to become the owner of a VR certificate.
If the applicant wishes, the registration certificate will be sent to him by mail. The owner receives information about the water produced on his territory.
Temporary registration of CIS citizens
For non-residents of the Russian Federation there are special requirements for registration at the place of temporary residence. Foreign citizens must fill out a notification form and provide a migration card.
The document can only be issued if the foreigner permanently lives in our country, has a temporary residence permit or even a residence permit. A certificate for him is issued at the migration service, where he must register. The registration period is only 7 working days, after which the foreign citizen will become an illegal immigrant.
In all other respects, the registration process is similar. To launch it, you need to have an owner who agrees to register it on their territory and submit an application to the appropriate authorities. Fines for lack of registration

For citizens of the Russian Federation, the fine amounts to 2000-7000 rubles. This is a small amount, but if the violator is caught, both the person who rents him the house and the employer will be checked. For these people, fines amount to tens or even hundreds of thousands.
Without official temporary registration in Moscow, fines are also imposed on foreigners. For them, the likelihood of punishment is higher, since the documents must be completed within a week. The amount of fines is small, the worst thing is deportation without the right to return to the Russian Federation.

From a legal point of view, a citizen is obliged to do this within 90 days from the date of expiration of the previous registration. This requirement is formulated in Art. 5 of Federal Law number 5242-1, issued on May 25, 1993. However, you need to understand that legal requirements and the real state of affairs often do not coincide. For example, it is almost impossible to prove that 90 days have passed since the end of the previous certificate.
