A civil passport, which is issued in Russia from the age of 14, is the main document confirming the identity of its owner. Additional seals and stamps are placed on its pages if the life situation changes. For example, it indicates the place of registration (registration), military registration and enlistment office marks for military service, TIN, blood type, presence of children and marital status (marriage and divorce). And, of course, each passport contains a number and series, which are unique identifiers of the document.

Passport registration

The passport is issued according to three schemes:

  1. Through the IEC. Perhaps this is the most convenient option.
  2. In the Main Department of Migration Affairs of the Ministry of Internal Affairs. Traditional way.
  3. Government services. In this case, the application is filled out there, but in the end you will receive a referral to your Police department, which is responsible for issuing and processing documents.

If all documents have been collected correctly, you will receive your ID. The passport number and series are indicated on all pages of your red document. The series is the first 4 digits, the number is the remaining 6 digits, which are located along the edge of the page.

How to make sense of the numbers

All numbering consists of three groups:

  1. The first group contains 2 digits;
  2. In the second - 2;
  3. In the third - 6.

The first and second groups (a total of 4 digits, separated by an empty space) make up a series of the form, in the third group they write a number consisting of 6 characters.

The form number is not repeated within the same subject of the Russian Federation and within the same calendar year. How many forms are produced, so many numbers are assigned in a certain year.

Story

The first passports in Russia began to appear in 1906, and they contained all the information about the owner of the document. The original version of the document was replaced in 1932 and began to be issued at the age of 16. In 1937, a mandatory photograph was added to the simple form. By the way, the documents of rural residents and townspeople were very different from each other.

A unified form of passport appeared in the early 70s. The documents became indefinite; the corresponding photographs at 25 and 45 years old were simply added to them.

Until 1972, information about criminal records and life under occupation could be entered into the document.

The meaning of the last numbers under the photo

In 2011, the FMS (since 2016 its functions have been transferred to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs) issued Order No. 279 regarding a machine-readable entry (hereinafter referred to as MCR) in a document confirming the identity of a Russian citizen. It states that information is located in two lines of a certain length. The MChZ is entered using a special printing device. The first line uses alphabetic notations:

  • the initial two positions are the abbreviation of the Latin name of the document - PN;
  • then enter the three-letter code of the Russian Federation - RUS;
  • in positions 6 to 44 the full name of the owner of the certificate is indicated.

The second line of the MChZ uses both numeric and alphabetic characters. Information about a Russian is encoded here: gender, citizenship, control parameters. Of particular interest to many is the question of what the numbers in the passport under the photo mean. The first 3 characters of the document series are recorded in the initial positions. Next is the number. For example, if the ID has series 2612 and No. 565656, then the entry looks like this: 261565656.

How are things now?

In modern Russia, since 1997, a Presidential Decree and a Government Decree have been in force on the replacement of USSR passports. The appearance has been significantly changed, the indication of nationality and 4 pages have been removed. In addition, the words “series” and “number” disappeared. Now you need to determine them yourself, which is not at all difficult.

The meaning of the series and passport number

A unique passport number allows you to quickly identify a citizen. They are assigned in a certain way and certain information is encoded in them. The series number consists of 4 digits, the first ones indicate the region, as well as the year of issue of the identity document. For example, Moscow - 45, 65 - Sverdlovsk Region, 05 - Altai Territory, 87 - Komi Republic, 75 - Chelyabinsk Region and so on.

Series 65 07 - means the person belongs to the Sverdlovsk region, and the form itself was printed in 2007.

Series 46 14 - the passport was issued in the Moscow region, and its form was produced in 2014.

The Republic of Crimea, which joined the Russian Federation, was assigned the number - 39. There you can typically see the series:

And from the number itself, which consisted of 6 digits, it is impossible to calculate any information. They are simply issued in a strict order from 000101 to 999999. There is no need to be afraid that after 999999 documents are issued, their numbers will begin to repeat. This will not happen, because the passport series contains a variable value - the year the form was issued.

Therefore, very often, if it is necessary to identify a citizen, you may be asked for the series and number of your passport everywhere.

Machine readability

On the main spread of the passport (where the photograph is), two machine-readable lines are printed at the bottom. They contain information about your document. Let's look at the symbols in order.

Passport of a citizen of the Russian Federation

A passport in the Russian Federation is one of the main documents with which a citizen proves his identity. In accordance with the requirements of the Decree of the President of the Russian Federation No. 232 - 1997 “On the main document ...” and the requirements of the Government of the Russian Federation No. 828 - 1997, from 1997 to 2003, USSR passports were exchanged for Russian ones. The same documents approve the requirements for passports. They are issued from the age of fourteen. They change when a citizen reaches twenty and forty-five years of age.

Number

It’s not so easy to check a passport by number, but there are still clues.
The format is simple: normally it is six digits from 000101 to 999999. Uniqueness within the series is required.

The number actually refers to the form, not the passport. That is, the details appear even before the form turns into a passport. The forms are printed by Goznak, which also ensures the uniqueness of the numbers.

There are legends that there were passports with the same numbers. If this is possible, it will only be due to a mistake by Goznak and in exceptional cases. In real life, it is almost impossible to find passports with the same numbers. If you find these, something is clearly wrong.

The numbers on passports are “end-to-end”, that is, they are not reset when switching to forms of the next year of manufacture.

Let’s say that in 1997 forms 97 000101–97 003500 were printed. Then in 1998 the numbering will continue from 98 003501, etc. After the production of a form with number 999999, the next number will be 000101 with the corresponding year of manufacture.

Where else can you not do without a passport?

  • When purchasing and registering a SIM card without your passport data.
  • Upon receipt of the goods ordered at the Post Office or delivery service.
  • When voting in local, regional and federal elections.
  • When purchasing train and plane tickets.
  • When renting transport and premises.

Where are the series and number of the Russian passport?

The numeric code can be found on absolutely every page, starting from the second. The code is not printed on the final page. It is applied to paper using special laser equipment, but we can only see the small holes from which the numbers are made up. You can see the unique code at the very bottom of the pages, not counting the second. You can find a unique code on the sheet where your photo is pasted on the right edge, it is located vertically along the entire length of the page.

Passport data protection

Knowing your passport details, scammers can do quite a lot of things. For example, to issue microloans and other forms of loans for you. Or make you a guarantor for a loan that evil people did not even intend to repay.

In addition, companies used for cashing out – illegal financial transactions to evade taxes – can be registered on someone else’s passport.

The exceptions to whom you can give your passport include:

  • Notary,
  • Pension Fund,
  • Tax Service,
  • Human Resources Department.

By law, individuals cannot access another person's passport information without law enforcement. But, unfortunately, from time to time, information leaks occur, and the data of many people ends up on the Internet through the hands of scammers.

We check the department that issued the passport

Passport counterfeiting services on the Internet are a dime a dozen. Many people use them to register on a dating site or on a crypto-exchange, to annoy their exes, to try to get a loan for a passport scan, or to request an advance payment for a product or service.

But often such services do not take into account the details. For example, they “draw” scans of documents issued by non-existent departments.

On the website of the Ministry of Internal Affairs you can find out whether such a department exists. Go in, do a search on the page, and make sure that the division exists. Or doesn't exist. The first two digits in the department code must match the numbers in the department website address:

Change of passport and its details

If everything in a person’s life goes smoothly, he has to get his passport once and change it twice. In other cases, when the document is lost or severely damaged, you will also have to replace your passport. According to the schedule, this happens at 20 and 45 years. This is natural, since as a person lives, his appearance slowly and steadily changes.

Also, the document changes upon marriage and a change of surname. Inside there is also a mark about marital status, and in the future marks about children. Depending on the reason for replacing your passport, you will have to pay a state fee from 300 to 1500 rubles.

In the event of the death of a citizen of the Russian Federation, his passport is confiscated and disposed of, and a death certificate is issued instead to the closest relative.

Regions of Russia in the series

The first two-digit number means the OKATO code of the region - the subject of the Russian Federation, on the territory of which the identity card is produced and provided to the applicant. These codes should not be confused with those used on state vehicle license plates. Thus, the series of forms for persons living in the same area and receiving red books within the same calendar year will be the same.


OKATO codes (stands for the All-Russian Classifier of Objects of Administrative-Territorial Division) are approved by orders of Rosstandart and are posted in information and legal systems (Consultant Plus, Garant, Code, etc.), and they can also be found on the Internet. That is, according to this classifier, each subject of the Russian Federation is assigned a separate code, which is indicated in the series.

From the analysis of the above-mentioned serial combination “03 17” it follows that the issue was made in the Krasnodar region (03 is the code of the Krasnodar region), “52 03” - in the Omsk region (52 is the code of the Omsk region).

Use of passport data

For any serious transactions accompanied by the conclusion of an agreement, a passport and the inclusion of passport data of one or both parties in the agreement are usually required. The concept of “passport data” includes: last name, first name and patronymic, passport series and number, place and date of birth, date and department that issued the document.

If you want someone to use your passport data, you need to write out a power of attorney for that person.

It is practically impossible to find out by legal means what kind of person is behind a particular passport. The police and special services have access to the entirety of the data.

What does the darknet say?

Naturally, you can find offers to “punch your passport” for the amount of 3-5 thousand rubles. Technically, they can actually extract full passport data by name and region or date of birth from the merged database.

But, firstly, most often this is a divorce , for which there will be no one to file claims against. In addition, the Criminal Code of the Russian Federation has Art. 137 “Violation of privacy”, which establishes liability for the unauthorized use or distribution of someone else’s passport data.

Such actions threaten a fine of 150 thousand to 350 thousand rubles, imprisonment for up to five years, or administrative sanctions. Is it worth becoming an accomplice to a crime? We don't think so.

Secondly, people often talk too much about themselves. You can often find out more from photos on social networks than from passport data. And if you google passport data in the format “full name + city”, “full name + date of birth”, find a person’s classmates and classmates, ask what kind of guy he was... You’ll be surprised how much you can find out.

The main thing is to look carefully and compare. Moreover, this is not prohibited by law, just like requests to open databases.
