A financial-personal account from a place of residence is a document containing a list of all the key parameters of real estate: residential and non-residential space, material amenities, full names of the owners and people registered in the apartment, number of floors of the building, etc.
A document is required, as a rule, in two cases - to solve everyday problems (clarifying debts for housing and communal services, paying for housing and communal services), to create a legal documentary basis for divorce, division of inheritance, etc. Therefore, an FLS extract is not issued to everyone who wants it, but only to the owner or tenant of the premises. You can obtain an extract from the MFC or district administration, as well as online through the State Services portal. In both cases, the procedure takes no more than 10-20 minutes.
What is an extract from the personal account of an apartment?
When manipulating real estate in different departments, a package of papers is required. For example, when completing a purchase and sale transaction, an extract from the financial and personal account of the utility payer is required. The document is presented in the form of a paper of 1 page, where all the necessary information is indicated. A sample paper is presented on our portal. In addition to the statement, each registered resident of the apartment can receive a copy of the financial and personal account. It is created in order to record all movements of monetary transactions for public services. Accounts are created for legal entities and individuals. Only the owner of the apartment can receive an extract from such documents.
Documentation is required in the following cases:
- when buying and selling housing;
- when executing transactions related to the alienation of property;
- during the registration of a person in a given living space;
- during the period of housing privatization;
- at the time of deregistration;
- to confirm preferential rights;
- when registering housing as unsafe and dilapidated, with subsequent demolition;
- during lawsuits regarding the establishment of the owner’s rights to an apartment or house;
- when submitting an application for redevelopment of the premises.
The extract has an expiration date. For example, if you receive an extract in the month of May, you can use and present it only during June.
Attention! The expiration dates for statements are not set by chance. Each document has an issue date, so it is best to show it within 30 days. Since the information contains not only a list of all residents, but also the absence of debt on utility bills, this information must be current at the time of execution of the transaction.
It is not recommended to receive a certificate from a personal account “for the future”. It is better to arrange it directly a week before the expected date of the transaction.
Why is FLS needed?
A number is assigned to the premises to track all property or technical changes associated with the living space. A copy of the FLS, i.e. An account statement is always taken for a certain period - for example, for a period of 1 month before the date of application. A copy of the FLS is required in the following situations:
- Checking debts for housing and communal services;
- Confirmation of apartment ownership (the document always indicates who owns the property and who is registered in the premises);
- To check the characteristics of the status of housing and communal services accounts;
- To check the condition of the housing, as well as material amenities: whether the house is in the queue for major repairs, whether it is going to be demolished, whether there is gas/water wiring, etc.;
- Distribution of shares when dividing property - for example, during a divorce or inheritance.
In all these cases, a copy of the FLS is required. The personal account itself in this case serves as a repository of information, a kind of register of all key information about housing. In simple, one might say, everyday use, the document is useful primarily for paying for housing and communal services. Technical and legal aspects are of secondary importance in this case.
What does the form of extract from the tenant's personal account contain?
An extract from a certain place of residence confirms that the housing is not burdened with any obligations: neither legal nor financial. This is an important point that is carefully considered when finalizing a transaction for the purchase and sale of premises. The buyer himself has the right to demand an extract received from the housing and communal services in order to ensure the legal cleanliness of the apartment.
Attention! In addition to the extract, Form F12 may be required. She talks in detail about the residents registered in the apartment for a specified period. There are cases when registered individuals do not live in an apartment, but, for example, are serving a sentence in prison. Then the purchased property becomes encumbered, which complicates its sale.
The extract form contains information about the condition of the apartment, as well as the number of people registered in it by name. The document contains the following information:
- FULL NAME. owner of the residential premises.
- Full address.
- Indoor amenities: central heating, running water, hot water, garbage chute, gas, bath, elevator, electric lighting. The necessary information is emphasized by the employees preparing the certificate.
- Number of rooms in the apartment. The total and living area is indicated here.
- Who issued the warrant for the ownership of the apartment - the number and date of issue of the warrant are written down.
- If there was a re-registration of the personal account, then such information is also indicated in the form.
Additionally, indicate the percentage of depreciation of a residential building, location zone, number of floors and other indicators that affect the rate when paying for utilities. A separate table contains information about all residents registered in the apartment.

State or municipal housing
The presence of an open personal account for a certain person does not assign to such person the right to use or dispose of such residential premises. For example, a personal account in a municipal apartment can be opened for one of the tenants, but the presence of his personal data does not mean that he is assigned the right to use the municipal apartment after the expiration of the rental agreement. Also, the presence of a surname, name, patronymic in a personal account does not allow the account owner to dispose of such housing, for example, to sell it.

Only citizens of the Russian Federation can receive an extract; the website details the reasons for possible refusal to receive an extract. The response time is not indicated on the State Services website, but, according to user reviews, the procedure takes no more than 1 week.
Receipt procedure
To receive an extract from a financial and personal account, you must follow the instructions:
- Preparation of basic documentation. Regardless of where the application will be submitted - at the MFC, on the State Services portal or at the city administration, you will need a passport of a citizen of the Russian Federation, as well as papers confirming ownership of the apartment.
- Submitting an application. Each region and city has its own sample application for an extract, but general information is retained. On the form you will need to indicate what type of document is required, then you need to note for what purpose the request is being made. At the end of the form the date and full name are indicated. and the tenant's signature.
- Verification of documents. An employee of the department where the application will be submitted must check all the data, as well as the completeness of the package of documents. This is done immediately when accessing the appropriate window. The employee will issue a certificate indicating when the extract is ready.
- The law establishes standards that an extract must be issued within 3 working days if applied in person. If the application is submitted online and the document is electronic, the deadlines increase to 5 working days.
The employee issuing the extract must verify the identity of the applicant. He is also authorized to check the ownership of housing, since the document can only be issued to apartment owners. Employees of departments where you can obtain an extract do not have the right to refuse a receipt with detailed characteristics of the apartment. This document cannot be issued only for the following reasons:
- there is an incomplete package of documents;
- the application is not submitted by the owner of the apartment or his representative;
- documents are not real or filled out with errors.
Each tenant can file a complaint in court against the organization that issues such certificates. There are many reasons for this:
- The deadline for issuing the document was violated.
- Documents were requested that were not required for submission by legal acts.
- The application was refused, although all documents were collected.
