Registration means place of permanent residence (permanent residence). If you move to another city or region, the law requires you to register at your place of residence or stay. These concepts differ in that the first implies permanent residence, and the second - temporary. They are issued in different ways: with a stamp in the passport or by issuing a certificate without making changes to the identity document. It is the change of registration that determines which documents to change. Their number depends on various circumstances.

Passport and identity documents
You do not need to change your passport, but you will need to enter current information about your place of residence. The stamp is affixed to the Ministry of Internal Affairs (formerly to the Federal Migration Service, but now their functions have been transferred to the Ministry of Internal Affairs).
It is not necessary to contact them directly; a visit to:
- Passport Office;
- MFC.
To affix a stamp, you need to write an application and attach the basis for moving into and living in a new apartment or house (purchase agreement, extract from the Unified State Register of Real Estate). If the owner does not move in, then the presence of the legal owner is required. A certificate from your place of residence is not required.
The process is a little delayed due to the fact that the designated bodies work as intermediaries between the Ministry of Internal Affairs and the citizen. The service period is 3–5 days.
It is not necessary to deregister at your previous place of registration. A visitor to the passport office simultaneously fills out two applications: one for deregistration, it is sent to the authority that put the previous registration mark, the second - for registration.
Other documents used for personal identification - birth certificate and temporary identity card - do not change.
What documents need to be changed when changing registration?
If Uncle Fedor decides to register in Prostokvashino, he will definitely need to change the following documents:
- military ID;
- vehicle registration certificate.
If Uncle Fedor does not do this, the state will fine him. If you do not notify the military registration and enlistment office about changes in registration, the fine will be 500 rubles. You will have to pay 1,500–2,000 rubles for a vehicle registration certificate. Moreover, the STS needs to be replaced with a new one.
In addition, when Uncle Fedor changes his registration, he will have to notify the following organizations: the Pension Fund of the Russian Federation, the insurance company where he received the compulsory medical insurance policy, the clinic to which he is attached.
Also, information about a change of residence will be required to be provided to the Unified State Register of Real Estate (if he has already registered ownership of the house in Prostokvashino). It is advisable to inform banks (where there are accounts or existing loans) and the insurance company that issued life insurance or a compulsory motor liability insurance policy for the vehicle about this. If Uncle Fyodor has a weapon, the permit must be reissued.
Identity documents
Uncle Fyodor will not have to change these documents when his registration changes. If he has already received a Russian passport, a note indicating that he has left his parents’ apartment will be added to it and a new address will be added.
To do this, Uncle Fyodor will have to go to the passport office in Prostokvashino. There he will have to fill out an application. To confirm that he has the right to move into the house, he will need supporting documents.
This is a purchase and sale agreement, an extract from the Unified State Register of Real Estate, and a certificate of ownership of real estate. If the house in Prostokvashino does not belong to Uncle Fyodor, he will have to obtain the consent of its owner.
The young man does not need to go to his previous place of registration and deregister. At the Prostokvashino passport office, he will fill out both applications at once: he will check out of his parents’ apartment and register at a new address in the village.
This can be done not only at the passport office. In some cases, it may be more convenient to arrange this at the MFC, since you can submit documents to any department, regardless of your place of registration. The service will be provided within 3–5 business days.
No one can force Uncle Fyodor to change his registration when moving to Prostokvashino. He can leave registration in his parents’ apartment and live in the village. However, for violating the registration rules at the place of residence, a fine of 2,000 to 3,000 rubles is provided, even if Uncle Fedor owns the house in Prostokvashino.
If Uncle Fedor has not yet received a passport, you will not have to change your birth certificate when changing your place of residence. No marks are placed on this document. Similar rules apply for temporary identification cards.
SNILS
After the new registration, Uncle Fyodor’s SNILS will not change. However, you will have to provide information to the Pension Fund. This is especially true for those who receive a pension.
It will begin to be charged at the new address. Of course, it’s too early for Uncle Fyodor to think about retirement. However, it is better for him to submit information about changing his registration to the Pension Fund of the Russian Federation immediately after registering in Prostokvashino. This way he can avoid problems with calculating pensions in the future.
To report the changes, Uncle Fedor will have to go to the Pension Fund office in the village. To do this, you must have a passport with a mark on your new registration. Changes will be made within 3 working days.
Compulsory medical insurance policy
The compulsory medical insurance policy is valid throughout the Russian Federation, so there is no need to change it. However, it is still advisable to provide information about registration in the UK.
The fact is that this facilitates the transfer of data from medical institutions to insurance companies. Of course, if Uncle Fedor does not provide information about his new registration in the UK, he will still be treated for free. But it’s still better to do it in a timely manner.
In addition, it may turn out that the company that issued the policy to the young man will not have a representative office in Prostokvashino. Then he will have to apply for a new compulsory medical insurance policy with the insurance company, whose branch is in the village.
To do this, Uncle Fedor will have to go to the office of the insurance company and write a statement. After this, the information in the regional database will be updated. During your visit to the UK, you must have a passport with a note about your new registration.
Certificate of ownership
If Uncle Fedor has registered a house in Prostokvashino as his property, when his registration changes, he needs to report this to the Unified State Register of Real Estate. This service is paid, it costs 350 rubles. You can submit an application to Rosreestr. Or arrange everything through the MFC.
The boy must take with him a passport with a new registration and an arrival slip. You must also show the employee a receipt for payment of the state fee. By law, 3 working days are allotted for making changes.
Military ID
Since Uncle Fedor belongs to the male part of the population, he is required to be registered with the military. After changing his registration, he will have to contact the military commissariat in Prostokvashino. You must have your passport with you.
The military registration and enlistment office will independently send a request to the city where Uncle Fedor’s parents live and remove the young man from the register. 5 days are given for this. There is no need to pay for re-registration.
Vehicle registration certificate
If Uncle Fyodor’s parents bought a car or other vehicle so that he would come to them more often, it is necessary to make changes to the documents for the vehicle. After receiving a new registration, the young man will need to replace the STS and PTS at the traffic police. To do this, he will have to visit the state traffic inspectorate in Prostokvashino. You must have the following documents with you:
- passport with new registration;
- STS;
- PTS;
- OSAGO policy.
At the traffic police, the young man will fill out an application and hand over his old certificate. Uncle Fyodor will be given a new document on the same day. You will have to pay a state fee for this. Its size is 500 rubles.
The PTS also contains information about changes in the car owner’s address. If there is no free field for this, a new one will be issued. For a partial replacement of the PTS, a state duty of 350 rubles is paid, for a complete replacement - 800 rubles.
After Uncle Fedor reissues the documents for the car, he will need to contact the insurance company that issued the MTPL policy. It is also advisable to provide information to the tax office. This is necessary to calculate the new car tax.
Documents at the clinic
After Uncle Fyodor moves to Prostokvashino, getting treatment at the clinic in the city where his parents live will become problematic. Therefore, he will have to write an application for leaving the first clinic and for joining in the second.
To do this, you need to visit both medical institutions. Uncle Fedor will need the following documents: passport, compulsory medical insurance policy and its copy. You must write an application at each clinic.
After it is signed by the head physician, the young man will be assigned to a medical institution at a new address. At the previous clinic, he will be given an outpatient card.
Insurance Company
If Uncle Fedor took out any insurance (MTPL, life insurance, etc.), he will need to inform the insurance company about the change of address. To do this, you need to visit the IC office.
A company employee will fill out an application. After this, the changes will be reflected in the database. Uncle Fedor needs to take his passport and insurance policy with him.
Credit organizations
If Uncle Fedor opened a bank account or managed to get a loan, it would be better to notify this credit institution about moving to Prostokvashino. To do this, you need to go to the bank office with your passport. This is an optional procedure. However, without changing personal data, he may subsequently encounter a number of problems. For example, the information will not match when calling the hotline.
At the department, employees will familiarize the young person with the tariffs in force in the region. He may have to replace the card with a new one.
Weapons permit
If Uncle Fedor purchased a gun to protect himself from robbers, within two weeks he will be required to reissue a weapons permit. It is necessary to update the information in the licensing and permitting department. If this is not done on time, Uncle Fyodor will be considered a violator.
You must have with you a passport with a photocopy, a weapons permit (original and copy), and a certificate of verification of the safety conditions.
You must prepare a request in advance to enter new data into the documentation. The weapon itself will also be required to be presented for inspection. Also, for each weapon you will have to prepare 2 photographs of the owner. After registration, the young person will be issued a new permit.
Social Protection Center
If Uncle Fedor applied for registration benefits from his parents, he will need to notify the Social Protection Center about the change of address. You will need to take your passport with you.
The Center will require you to sign an application for change of residence. This procedure is mandatory if the young person receives benefits at his address. But even if it is issued by bank transfer, it is better to notify the Social Security Center about the changes that have occurred.
Military ID
The responsibilities of men include military registration. Having changed their place of residence, they must attach themselves to the military commissariat serving the area of their new residence and present a passport.
The military registration and enlistment office will independently send a request for deregistration at the previous place of residence. The period is one working week, the service is provided free of charge.
What is meant by registration
Registration at the place of residence is a standard procedure that allows the state to control the movement of Russian citizens. Its presence indicates that a person is attached to a specific territorial area where he permanently resides. You can register at the administration.
There are 2 registration options:
- permanent – gives the right to reside at the specified address for an unlimited period of time:
- temporary – grants a person the opportunity to freely use living space in one area for 90 days.
Important! A change of registration means a change in permanent place of residence, not temporary. Only then is it necessary to take any action with personal papers.
Vehicle registration certificate
Transport documents must be changed when changing your place of registration. The vehicle registration certificate indicates the place of residence. Moreover, the tax is calculated based on this data, so it is necessary to update the documents for the car.
The PTS is also being updated. A corresponding entry is made in the document, but if there is only one free field left in it, then it is replaced.
The service is provided by the traffic police and requires the following documents:
- passport;
- OSAGO policy;
- vehicle registration certificate;
- PTS.
Replacing the certificate will cost 500 rubles. Changes must also be made to the insurance policy and the tax office must be notified of the change in permanent residence for the correct calculation of tax.
It doesn’t take long to change documents at the traffic police: new ones are issued on the day you apply. For violation of the obligation to update information, the car owner may be fined.
Documents that cannot be replaced
As we have already indicated, Uncle Fedor does not need to reflect changes in the birth certificate. In addition, there is no need to replace the TIN. Its number is assigned once in a lifetime; a change in residential address does not affect this. The tax office will enter the data automatically and transfer the taxpayer to a new inspectorate.
What other documents do not change? You do not need to get a new driver's license. If you do not own a vehicle, you will not have to submit information about a change of residence to the traffic police.
A driver's license is valid throughout the Russian Federation, regardless of the driver's residential address. After their validity period expires, Uncle Fedor will be able to change his license at any traffic police department.
Also, when changing your registration, there is no need to change your education diplomas or certificates. These documents are valid regardless of your residential address.
Compulsory medical insurance policy
The compulsory health insurance policy does not need to be changed; it is valid throughout the country, regardless of where its owner lives. However, there is a small nuance. On the reverse side there are lines with marks affixed by the insurance company.
After moving and getting a stamp in the passport, the insured person must report to the insurer (anyone, regardless of which company issued the policy). An insurance company employee fills out an application, which the client signs, and, based on the information taken from the passport, enters the information into the regional database.
These actions facilitate settlements between medical institutions and insurance companies, relieving the former of interregional requests. For the insured person, the absence of a mark is not a basis for refusal to provide medical services .
Documents on property owned by citizens
When a citizen owns any living space, he must have such a document. When making changes about registration in your passport, you do not need to make changes to this certificate. However, a list of changes must be submitted to the Unified State Register. After submission, the person’s personal data will be updated in the register.
To submit changes, you must provide this authority with a passport with a mark on the new place of registration, an arrival address sheet and a receipt for payment of a fee of 350 rubles. After submitting the documents, adjustments will be made within three working days.
The package of documents must be submitted either to the MFC or to the Rosreestr department, which is responsible for accepting documentation.
Documents for weapons
Changing your place of residence or registration requires updating your weapons permit. So, when moving, you are given 2 weeks to reissue the specified document.
This operation involves preparing:
- act of checking the conditions for ensuring safety;
- 2 photographs per unit (3x4 format);
- copy of the passport;
- a copy of the weapons permit.
The documents should be submitted to the licensing and permitting department, where a new permit will be issued.
What doesn't need to be changed?
Above, we looked at several examples of such documents; now we will combine them for convenience. After changing the address of residence and moving, the following cannot be replaced:
- Driver's license.
- SNILS.
- Bank account and cards.
- Personal account.
- Taxpayer identification number.
But if you want to receive quality services, it is recommended to submit adjustments to certain services in a timely manner.

Should I change bank cards when changing my registration?
The answer depends on how much your registration has changed. As a rule, the same service tariffs apply within the same region. And when traveling to another region, they may increase. In addition, when withdrawing cash and transferring to “local” cards, a commission is charged.
To avoid unnecessary payments, it is recommended to contact the bank and find out the details of the tariff plan and cost of service. At significant costs, get a new card. But, as a rule, this is not required.
Situations when it is necessary to notify the relevant services
Not all documents need to be completely changed when moving to another address. However, in some cases it is recommended to notify the appropriate authorities. Indicative list:
- When receiving social benefits delivered to your home, the social protection authority is informed. But even if social funds are received on a bank card, it would be a good idea to notify social security about the change of address.
- Individual personal account (SNILS) cannot be exchanged. However, the PF will need to be informed. This applies to all Russians: able-bodied and pensioners. This is especially important for those who receive pensions at their place of residence. To change information in the pension base, you need to write an application for making adjustments. This procedure usually takes about 3 days.
- Renewing a plastic card or credit agreement is not necessary, but it is worth notifying the bank. Then the client will be able to promptly receive up-to-date information about new tariffs and ongoing promotions. If the cardholder moves to another region, then the cards (credit and debit) should be changed.
- The TIN remains the same and no manipulations need to be done on it. The tax office is notified only if the surname is changed or the certificate is lost. In this case, a state duty of 200 rubles is charged.
In order to freely receive medical services at the clinic at your current place of residence, you should write an application and send it to the Compulsory Medical Insurance service. But first they take the medical card from the previous clinic and refuse further service. Then they await attachment to the new hospital, which will happen after written approval of the application by the head physician. No state duty is paid for this.
Regarding the compulsory medical insurance policy, they visit the insurance service, where they check the data and, if there are any amendments, show their registration for identification. Then the visitor fills out a standard form, according to which the corresponding changes are made to the register, and a new stamp is placed on the form. All this takes about a month. This procedure is not mandatory, but allows the insurer to be aware of the relocation of its clients. If at your new place of residence they refuse to provide medical care under the old policy, then this is illegal and it is recommended to file a complaint with the insurance company branch.
For pensioners and workers
Every pensioner needs to inform the pension fund about re-registration. This is done using a personal application, from the moment of submission of which the address changes in the Pension Fund database within 3 business days.
It is not necessary, but it is advisable to inform the Pension Fund for those who have not retired but are making contributions. This is necessary to avoid confusion and inconsistencies in the future when applying for old-age benefits. The procedure takes a minimum of time, and no state fee is charged for it.
Price
To successfully complete actions aimed at entering other information related to registration, you need to pay the amount established by the state:
replacing information in a document confirming ownership will cost 350 rubles - this is the cost of the state duty;- entering other information into a military ID is a free procedure;
- The state duty for making adjustments to the vehicle passport is 500 rubles;
- Registration at the Pension Fund branch is a free procedure.

Re-registration with the Pension Fund
The change of registration must be reflected in the information database of the Pension Fund (PFR). This is due not only to the fact that the pension delivery address may change, but also to possible recalculations.
For example, a person receiving a pension in the Far North and in Moscow, with the same parameters, may receive different amounts due to different coefficients. The pension (payment) file is deregistered at the place of previous residence and sent to the territorial body of the Pension Fund of the Russian Federation at the new address.
Statement on changes to the Pension Fund
To calculate a pension at a new address, they undergo a certain procedure. You need to contact the Pension Fund at the new address of registration or actual residence with an application for the transfer of his pension file (sample here). This can be done in person or remotely.
To notify the Pension Fund online:
- Go to the fund's website: pfrf.ru.
- Submit an application in your personal account to request a payment (pension) file, where the new registration address will be indicated.
- Get a response from the Pension Fund and start receiving your pension at your new address.
When filling out the online application form, you can change the pension delivery address or choose the option of receiving money on a card. Requesting a payout file is required even if you receive pension payments into your account. Typically all data is transferred within one day.
An application is submitted to the Pension Fund for updating the database and possible recalculation of the pension.
What if you don't submit the papers?
If the registration process is completed, but the documents have not been submitted to make adjustments, the citizen faces a fine. A citizen may receive a fine in the absence of appropriate changes :
- if there is no mark on the military ID - a fine of 500 rubles;
- if the personal car registration certificate is incorrect – 1500-2000 rubles.
If we are talking about a passport, then a stamp not placed on time is not grounds for receiving a fine, but only if the registration measures were carried out in accordance with the current legislation.
