General provisions

If there is a need to register in a new place, you need to know what actions should be taken and where registration is done.

  1. The first step applies specifically to those who change their place of registration in connection with conscription for military service. In this case, two different situations are possible. In the first case, we are talking about a new registration in the same city. In this case, the discharge procedure may not be carried out at all. During the registration process, the passport office will issue an extract automatically. If the destination is outside the city where the person liable for military service originally lived, the extract must be made independently by coming to the passport office at the place of residence. They may try to refuse, but this will be a violation of the law.
  2. This point applies to all options for changing your registration. You will need to come to the passport office and submit the completed Form 6. This is an application for permanent registration. It is filled not by one person, but by the entire family that is moving. If there are children in the family and they have not yet reached 14 years of age, then their parents fill out the document for them.
  3. If an extract from the old place of residence has not been previously made, this is done on the basis of an application.
  4. In the application for registration, it is necessary to indicate the legal basis for registration at the new address. For example, registration takes place in a purchased apartment, then you must present a document confirming ownership of this living space.
  5. The package of documents must include the passports of each person registering. Children who register receive birth certificates.
  6. It is necessary to issue a departure slip for each person.
  7. If there are already registered residents in the apartment where you are going to move in, you must obtain written consent from all of them. If there are several apartment owners there at the same time, permission to register at the desired address must be obtained from everyone.
  8. After presenting the documents to the passport office employee, you need to wait until he checks them for completeness and correctness. After this, they are considered finally accepted.
  9. These types of documents are usually reviewed within 10–12 days.
  10. After review, passports will be issued, which will indicate the new place of permanent registration.

By law, anyone can leave their current place of registration without giving reasons. It is possible to indicate the disposal address, but in any case it does not undergo special verification.

An application to deregister a citizen is most often submitted in the following situations:

  • If you need to sell real estate. After the decision to sell the apartment, it is necessary to carry out the procedure for deregistering all previously registered residents; this is a mandatory point in drawing up an agreement when purchasing living space or selling it.
  • Changing your place of residence to an apartment in another city or when moving abroad.

First of all, it is necessary to understand that the application on Form 6 refers to obtaining permanent registration in order to register in the apartment.   5. Next, information is provided about who provides housing. All his personal information is indicated. An important special case is that registration can be carried out in one’s own home. As soon as the application is written, it is verified by an employee of the registration authority who accepts documents. In this case, the application is recorded in the appropriate logbook. According to Russian legislation, all citizens of the country have the full right to freedom of movement and choice of place of residence. Application form for deregistration

Deregistration is the most important process in preparation for obtaining a new permanent registration. The legislation provides two ways to remove a citizen from registration.

The most well-known method is deregistration upon departure. Like obtaining a residence permit, this process is carried out through the Federal Migration Service. And the transfer of documents can be carried out through the MFC or Housing Office.

Like registration, the time frame for deregistration is about 3 working days from the moment the documents are submitted to the FMS. At the end of the process, the citizen is issued his passport with changes, as well as a copy of the departure slip.

Passport Office

The easiest way is to change your registration through the passport office. To use the method, a citizen will have to prepare a package of documentation and personally visit a branch of the government agency.

Having received the papers, the FMS employee will check them and put a stamp in the passport with a new address. You have 7 days to complete the action. The completed documentation is returned to the citizen.

The procedure for contacting the MFC is almost identical to changing your registration through the passport office. The difference lies only in the timing. The MFC processes documents more slowly than the FMS department.

How to change permanent registration in your passport

How to change your registration and when this is necessarily described in the following documents:

  1. Law No. 5242-1 on freedom of movement, which introduced the practice of registration instead of the propiska system;
  2. Government Decree No. 713 - rules for registration and deregistration, regulating the actions of all parties to registration.

According to them, the lack of registration is not a reason for restricting the constitutional rights and freedoms of citizens. But registering at a permanent address or in case of long-term residence in another place is the duty of a citizen. Sanctions for failure to comply with these standards are provided for in Article 19.15.1 of the Code of Administrative Offenses - from 2 to 5 thousand rubles, depending on the region, for an unregistered resident, and from 2 to 7 thousand for private owners of housing in which an “illegal immigrant” lives. If a legal entity commits a violation of guest registration, the fine can be up to 800 thousand rubles.

Those who do not live according to registration within the locality in which they are already registered on a permanent basis, as well as those who have moved in with spouses and close relatives, will not be fined under the same norm of the Code of Administrative Offences.

  4. The medical insurance number will remain the same, nothing in it for registration in the apartment will change.
  5. The certificate containing the individual tax number (TIN) will not undergo any changes.

To what has been said, we need to add only one small nuance, which relates to bank cards and agreements. It is possible that more favorable conditions will be offered at the new address than at the previous place of residence. Changing the place of registration requires mandatory contact with the following authorities:

  • to the official employer;
  • to the military registration and enlistment office;
  • to the traffic police (if you own a vehicle);
  • to the bank where the loan was taken out or the deposit was made (most often this need is specified in the agreement with the banking institution);
  • to the Pension Fund if a citizen is applying for a pension.
