As you have already noticed, there is no column “Copyright Holder” on the public cadastral map, therefore, in order to find out the owner of a land plot, you will have to order a paid extract from the Unified State Register of Real Estate (abbreviated as EGRN).
They cannot refuse issuance, since, according to Article 6 of the Federal Law “On State Registration of Rights to Real Estate,” registration is open. It follows that any individual or legal entity has the right to obtain information about land ownership by contacting the Unified State Register of Real Estate. In addition to the full name of the owner or tenant of the land plot, the extract will contain information about encumbrances, arrests and all existing restrictions. FSIS EGRN provides such data only on a paid basis and only in two options:
- For 870 rubles, you can go to the nearest MFC “My Documents” and order a paper version of the extract from the Unified State Register of Taxpayers there. Such a document will be signed by the registrar and have a large blue seal of Rosreestr. For legal entities, the extract costs three times more - 2,550 rubles.
- If you don’t have time for two trips to the MFC (the first to submit an application, the second to receive a document), then for 350 rubles you can order exactly the same extract from the Unified State Register, only in electronic form (if necessary, you can always print it ). To order, go to the “tab” on the public cadastral map. An electronic statement has the same legal force as a paper one.
Please note that in Rosreestr an extract from the Unified State Register costs 350 rubles (700 rubles for legal entities). What does the legislation say about abandoned sites?
If the owner of an abandoned plot of land could not be found, this does not mean that the land is no one's. If it does not fall into the category of private ownership, then the territory belongs to the state. Therefore, my advice is that before seizing seemingly no-man’s land, contact local government authorities. They are the ones who decide to whom the land plots will be transferred into ownership.
As practice shows, such plots are now sold through auctions. Therefore, it is not a fact that your application will be considered individually. You will simply be invited to an auction in which you can participate along with everyone else.
Method No. 2 - find out the owner of the land plot from the tax office or Administration
It happens that in the extract from the Unified State Register of Real Estate “The information necessary to fill out section 2 (copyright holder) is missing.” This is due to the fact that the land plot either belongs to the state or to the owner who registered ownership before the Land Code of the Russian Federation came into force in 2001. In this case, you will have to look for the owner of the land plot through a written application to the tax office or to the Administration on whose territory the land plot is located.
The disadvantages of this method are that you have to go to the tax office and personally contact the inspector. It will depend on your persuasiveness whether you receive information about the owner from the Register of Taxpayers or not. Offline way
Since the search for the owner by cadastral number may be associated with the property interest of the applicant, for example, when intending to purchase an abandoned plot, such information is publicly available.
You need to apply to receive them from an authorized institution , depending on the type of property of the land plot. If we are talking about a dacha plot, you should contact the board of the dacha association.
The chairman of the board will not only provide information about the owner, but will also help find him. Information about the owners of settlement lands can be found in the local branch of the Unified State Register of Real Estate. By contacting the registrar at the window, you should submit an application by paying a fee for the provision of services.
Since the data will be provided in the form of an official document with legal capacity, its cost is relatively high:

Features of number assignment
Cadastral number is a unique digital sequence that is assigned to a real estate property when registering with the state. Unlike an address, such a code allows you to accurately identify a property and avoid confusion when conducting legal transactions.
The rules for assigning cadastral numbers are established by Order of the Ministry of Economic Development of the Russian Federation (Ministry of Economic Development of Russia) dated November 24, 2015 N 877 Moscow “On approval of the procedure for cadastral division of the territory of the Russian Federation, the procedure for assigning cadastral numbers, registration numbers, and register border numbers to real estate objects” . According to the Order, the entire territory of Russia is divided into cadastral units: districts, districts and blocks. The assignment of numbers in the cadastre occurs in accordance with this division.
The number assigned to a plot of land includes four parts, each of which is a cadastral division unit code. For example, the digital sequence 66:41:0313009:1669 carries information that the plot of land numbered 1669 is located within the block 66:41:0313009, where 0313009 is the block code, 41 is the district code, and 66 is the subject code Russian Federation (districts).
The cadastral number is valid until the plot ceases to exist: for example, as a result of division or merger with another plot.
