Which students receive a scholarship?
Students who pass exams and coursework on time receive a scholarship. To do this, you need to make some effort, for example, walk in all pairs.
You also need to get good grades. A grade of three can deprive a student of his scholarship for an entire semester. Therefore, you need to retake it as quickly as possible.
Students on a commercial basis do not receive scholarships. They must pay for their own education. You can’t expect any incentives from the state, even if a commerce student is an excellent student. The only bonus is that you can transfer to a budget place after the second year.
There are different types of scholarships. Some students learn how they can receive different benefits at the same time and use this information.
Tax deductions
Tax benefits are provided only for working students. Benefits are provided in the form of a personal income tax deduction. The tax is either returned through the Federal Tax Service, or the employer does not withhold a fee from part of the student’s income.
Tax deductions for students are all types of deductions that are provided for the entire employed population of Russia. These are the deductions:
- to myself;
- for children;
- for the purchase of property;
- for medications and treatment;
- for training, etc.
Tuition deduction is provided under the following conditions:

Types of scholarships for academic success
So, there are several types of scholarships that are awarded for successful studies. Successful study means completing classes without “C” grades and completing coursework with “B’s” and “A’s” on time. Types of scholarships are divided by level and by the student’s accumulated points. And also by region where the university is located.
Points are summed up for excellent studies, for activity in university events, for sports performances, victories in various competitions and olympiads.
Let's look at each type of scholarship in more detail.
State Academic Scholarship (GAS)
The state academic scholarship in 2021 is equal to 1,701 rubles. This is the minimum amount of the scholarship that a student receives if he/she received B marks on the exam.
There is an increased state scholarship, which is awarded to a student who completes the session with “excellent” marks. It is 2200 rubles per month. The difference between the minimum and maximum may seem small, but for students it is a significant increase.
Most full-time students receive only the minimum stipend. You can use it to buy cereals and eat them for a month, which is basically unrealistic. Therefore, the majority need constant support from their parents. If there are financial difficulties for the student’s trustees, then you can submit a certificate to the dean’s office and receive additional social benefits, but we will talk about them further.
Increased state academic scholarship
Increased state scholarships are incentives for students who are engaged in active creative or social activities at the university. Such students are called activists. They participate in the student spring, launch department events and organize sports competitions, or participate in them themselves.
Typically, such activists later take up positions in the trade union and begin to distribute awards and incentives to junior students themselves.
Also, students participating in student conferences, meetings and scientific events receive an increased stipend. They engage in research activities and prepare works for publication.
The amount of the increased state scholarship depends on the points scored by the student. The budget is distributed between activists and researchers based on a competition. Often, in order to gain the necessary points for the PGAS, students pass the GTO standards. This brings extra points to the bank.
The PGAS scholarship can be either 3,000 rubles or 11 thousand. Everything depends on the points scored for student activity and on the grades received for exams during the session.
Scholarship of the President of the Russian Federation
The scholarship of the President of the Russian Federation is assigned in the amount of 2200 rubles to 22 thousand rubles.
This scholarship is paid from the second year to students in priority areas for the country.
The minimum scholarship for students studying in the “Physics and Technology of Optical Communications” and “Organization and Technology of Information Security” programs is set at 7,000 rubles. A complete list of destinations is provided in this link.
To receive a Presidential scholarship, you need to study without C grades with a predominance of “excellent” grades. In addition, one of the following conditions must be met:
- Receive a grant for an invention and patent it under your own name
- Take a prize at an international or all-Russian Olympiad
- Speak at a scientific conference of international or all-Russian level
2,200 rubles are received by students who have fulfilled the same conditions, but are not students in a priority area.
22 thousand rubles are received by graduate students who began promising research before the age of 35.
The scholarship is awarded to students after passing a competition. Universities themselves select outstanding students and send a request to the Ministry of Higher Education and Science to receive a scholarship.

Russian Government Scholarship
The Russian government scholarship is 1400 rubles minimum, 5500 maximum. This is an alternative to the Presidential Scholarship. A student can only receive one of them to choose from. Government scholarships can be awarded starting from the 3rd year.
The maximum scholarship is given to students in priority areas of economics.

Regional Government Scholarship
Each region can assign its own scholarship to students who have prepared research work or patented a development to improve the regional situation.
In most regions, 1.5-2 thousand rubles are prescribed. Each university posts information about the amount of the regional scholarship on the official website of the university.
Scholarship from the Government of Moscow and St. Petersburg
A separate scholarship was allocated for students studying at state universities in Moscow and St. Petersburg.
In Moscow, an increase to the basic scholarship is given to 4th year students who are studying in leading areas of training. The scholarship amount ranges from 1000 rubles to 6500. More detailed information about payments for students of certain specialties can be found here.
Students of St. Petersburg universities can receive a scholarship from their first year. To do this, a freshman must have a certificate of excellence, a gold medal, and must also complete the first session with “A’s.” The direction of student training should be one of the priorities for the country or city.
Personalized scholarships and grants
So, personal scholarships are awarded to a student who has distinguished himself in scientific activities. We have already named some of them, such as: Presidential, Governmental, Regional, Moscow and St. Petersburg scholarships. Most of them are assigned to students in priority areas of training.
Specialized scholarships are also awarded. They are named after the most outstanding scientists who made a breakthrough in their scientific field. Let's name some of them
Scholarship named after. Likhacheva D.S. assigned to students in the areas of “Cultural Studies” and “Philology”. A payment of 5,000 rubles is received by those who were able to write an international-level research paper.
Scholarship to them. Solzhenitsyna A.I. are received by students who have earned it with scientific work in the areas of “Philology”, “Political Science”, “Journalism”. The amount is 1500 thousand rubles.
Scholarship named after. Voznesensky A.A. intended for outstanding students in the areas of “Journalism”, “Literary Creativity”, “Military Journalism”. Its size is 1,500 thousand rubles.
Sobchak scholarship A.A. is 5000 rubles. It is paid to successful law students.
Scholarship named after. Gaidara E.T. is paid to students of the Faculty of Economics in the amount of 1,500 rubles for research work.
Scholarship named after. Tumanova V.A. in the amount of 2000 rubles for law students.
Primakov scholarship E.M. appointed to outstanding economics students at MGIMO and Moscow State University. Its size is 5000 rubles.
The grant from the President of the Russian Federation amounts to 20 thousand rubles and is issued to students who received a prize-winning place in competitions and olympiads at the all-Russian and international level, entered full-time study, and then were able to prove their abilities with “excellent” studies.
There are also additional bonuses and grants that are issued by large banks. One of the most famous banks, Sberbank, supports talented students who win prizes in competitions. Lukoil, Rosgosstrakh, Alfa-Bank and many other companies are ready to recognize outstanding students and invite them for internships.
In each region and in each university, the size of scholarships and their number may vary. Therefore, you need to go to the official website of the university in the documents section, there you will see all the necessary information. How not to lose benefits if you go on to study
Benefits and privileges are provided to students only when receiving a specific level of education for the first time. For example, if a citizen receives a second higher education, he is not entitled to benefits. How to maintain privileges?
There are only 4 levels of education in Russia:
- Secondary specialized or secondary vocational (college, technical school).
- Bachelor's degree (basic higher education).
- Master's degree (specialty).
- Postgraduate studies.
Benefits remain if the student enters a university after college, that is, increases his educational level. The rule also applies in reverse. Privileges will remain if the citizen, having a higher education, enters a college or technical school. But only under one condition: that this is the first time they are receiving education at this level.
State social scholarship for students
The social stipend can also be increased or minimal. The right to receive a social scholarship is
- Orphans and children left without parental care
- Students who lost their only or two breadwinners during their studies
- Disabled children of groups 1 and 2
- Disabled persons injured during military service
- Combat veterans
- Students who have served under a contract for 3 years
- Students who received radiation exposure after the accident at the Chernobyl nuclear power plant
If the student provides appropriate arguments, he may be assigned
- One-time payment - its size is determined by a commission of teachers
- Standard increase to the basic scholarship in the amount of 2700-3000 rubles
- Increased social scholarship - 1st-2nd year students supported by a single parent who is disabled in group 1 can count on state support not lower than the subsistence level
- Support for a young family – a scholarship is paid for students who became parents during their studies, until the child’s 3rd birthday
The size of the social benefit depends on the number of students in need of assistance. The amount of benefits cannot be lower than the minimum.
To receive a social scholarship, you must bring a supporting document to the dean’s office, according to which payments can be assigned.
Read the full list of benefits, as well as how to confirm them at the university. The social scholarship is added to the academic one. It cannot be deprived, even if the student does not receive an academic degree. Social benefits can only be obtained through full-time study.
Deferment from the army
Students of higher educational institutions have the right to receive a deferment from military service. To do this, you need to enroll in a university or college before October 1, that is, immediately after graduating from school, without waiting for the start of the conscription campaign.
The following categories of students are not entitled to a deferment from the army:
- receiving a second higher or secondary education;
- students studying via correspondence, evening and distance learning;
- students in programs that have not received state accreditation.
It is enough to provide a certificate of enrollment from a university or college to the military registration and enlistment office. The deferment ends at the moment the citizen is expelled for academic failure. The right to deferment remains during the period of academic leave, provided that it extends the period of study within one year.
How to increase your scholarship
To increase your scholarship, you need to study well and publish your scientific works in electronic journals and collections of conference articles. Participation in conferences will also be awarded with diplomas and certificates.
You can actively advance in creative activities. Participation in student spring, faculty holidays, etc. will help the student shine in front of the teachers and the dean.
Sports success and achievements will allow you to win concessions from teachers and an increased scholarship from the faculty.
The main thing is to study without C grades, then you can, thanks to your interests or additional skills, earn an increased reward.
Responsibility measures
If minor damage is caused, then fines according to the Code of Administrative Offenses are applied to violators. They are paid by officials and companies. The exact amount of the sanction is determined by the court, taking into account all the circumstances of the offense.
If the actions are committed intentionally or there is evidence of malicious non-payment, then measures under the Criminal Code are applied to the violators, in particular under Article 145.1. Therefore, the following penalties are used:
- a fine, the amount of which reaches 500 thousand rubles;
- deprivation of the right to hold high and managerial positions for 5 years;
- forced labor, and it is carried out for a maximum period of three years;
- prison sentence for up to 5 years.
The exact punishment is chosen only by the judge after studying all the circumstances of the case and the materials presented by the prosecutor.
Scholarships, discounts and benefits
Full-time students can count not only on scholarships, but also on additional discounts and benefits.
Air transport companies and JSC Russian Railways offer discounts. Students traveling by train are offered a 30% discount on a compartment ticket. This is especially helpful if the student wants to go on vacation to the south during the holidays. Bonuses are also awarded for purchased tickets. Once you have accumulated a certain amount, you can buy a ticket using points.
Various student-oriented cafes offer a 15-25% discount to students. Most often such places are found in Moscow and St. Petersburg.
If you have already bought a train ticket and are heading to St. Petersburg, then remember one thing - always carry your student ticket with you. Almost all museums in the capital of culture have free admission for full-time students. Also, if you want to go to the suburbs of St. Petersburg, to Tsarskoe Selo or Sestroretsk, to wet your feet in the Gulf of Finland, show your student card at the checkout when buying a train ticket. You will also get a discount.
For full-time students throughout Russia, the cost of travel on commuter trains is half the cost. But this is only for the duration of study. During the holidays, the benefit stops working.
Thus, enrolling as a full-time student is beneficial not only because of the budget and scholarship, but also because of the benefits.
Preferential travel
Transport benefits for students are established at the regional level. The following types are common:
- Urban transport. Discounts for travel within the city are set by the region. To take advantage of the benefit, most regions require a social card.
- Suburban trips. Discounts on travel on suburban transport are provided for students. The discount amount is 50% or higher (determined by the region). To receive benefits, please present your student ID.
- Air and water transportation. For students under the age of 23, discounts of up to 25% are provided on air tickets or trips on water transport. But discounts are provided only for certain destinations.
We recommend that you independently clarify how to obtain travel benefits provided for your constituent entity of the Russian Federation. Get information from your educational institution, MFC or station ticket offices.
When scholarships are revoked
A scholarship may be revoked if a student receives a C on an exam. Also, some scholarships have an expiration date. They need to be confirmed again. Like, for example, a Presidential grant. It is valid for only two years, after which you need to re-confirm your knowledge and skills.
A social scholarship cannot expire. It is paid to the student throughout the entire period of study, regardless of grades.
The legislative framework
A unified procedure for material support and incentives for students is determined at the state level:
- Federal Law No. 273-FZ dated December 29, 2012 regulates the work of the entire education system of the Russian Federation.
- Federal Law No. 53-FZ of March 28, 1998 establishes the procedure for military service.
- Order of the Ministry of Education and Science dated February 25, 2014 No. 139 provides for the payment of scholarships.
- Labor Code of the Russian Federation, Chapter 26 - establishes benefits for the employment of students.
But these are only general provisions and standards. The amount of money allowance for applicants is determined at the regional level. The authorities of the constituent entities independently determine what benefits students are entitled to and in what amount.
