What is SNILS?
This is a card indicating that a citizen is registered in the compulsory pension insurance system.

Replacement procedure through the employer
Officially employed citizens can obtain an insurance certificate through their employer, since it is he who acts as the insured. In this case, the procedure for replacing SNILS will be as follows:
- Preparation by the employee of the necessary documents.
- Contact the HR department of the organization.
- Filling out an application to replace a document.
- Transfer of documents by the employer to the Pension Fund (within 14 days).
- Waiting for the document to be processed (maximum 3 weeks).
- Transfer of a new certificate from the Pension Fund to the organization (about 14 days).
- The employer transfers the completed certificate to the employee within a week.
- The employee’s signature on the statement in the ADI-5 form confirming receipt of SNILS.
Thus, replacing SNILS by the employer allows the citizen not to deal with this issue personally, but significantly increases the time required for processing documents. If, when applying independently, a citizen receives a new certificate within 3 weeks, then the employer can carry out the replacement procedure for more than a month. What data is collected on an individual account?
From the moment the account is opened, it accumulates all information about the insurance work history of an individual. Such information is necessary for calculating future pensions.
Among other things, complete data of all individual pension accounts are stored in the accounting system of the Pension Fund of the Russian Federation. There is extended information about each insured individual:
- Individual insurance account number.
- Full name of the citizen.
- His date of birth.
- The place where you were born.
- Floor.
- The address indicated in the registration.
- Passport details.
- Citizenship.
- Date of establishment of the personal number in the pension accounting system.
- Full time of working activity, including: insurance experience, work experience in the Far North and places equivalent to it, if any.
- Other possible periods of insurance coverage regulated by the law “On Labor Pensions in the Russian Federation”.
- The amount of wages or other income from which insurance premiums were deducted.
- The full amount of premiums accrued by one policyholder.
- The total amount of all received insurance premiums per citizen.
- Data on the closure of personal accounts of insured persons.
- Data on calculated pension capital.
- Information on establishing the size of the labor pension.

Replacing SNILS: when a new document may be required
An insurance certificate is issued to a citizen on the basis of his identity card (civil passport or birth certificate). The personal data indicated there is entered by employees of the Russian Pension Fund into the compulsory pension insurance system and, accordingly, into the so-called “green card”.
Among ordinary people there is an opinion that you need to change your SNILS number when changing your passport after marriage. It is wrong. The number itself cannot be replaced; only the certificate changes, and only on the condition that the surname was changed after marriage. And this is not the only mistake. Many believe that a change of citizenship is the basis for changing the insurance certificate. People believe that when receiving a new passport, they should replace all existing documents. The question of whether it is necessary to change SNILS when obtaining Russian citizenship is actively discussed in legal forums. The Green Card does not contain information about citizenship.
It was not by chance that we talked about what information about the owner the certificate contains. These statements must correspond to reality, therefore any change in them is grounds for replacing the document. It should be remembered that SNILS exchange is carried out in the following cases:
- changing a citizen’s personal data;
- identifying an error in the document.
If you change your place of residence or registration, you do not need to exchange your insurance certificate.
There is one more circumstance that requires obtaining a new certificate. This is its loss or theft. In this case, you must contact the Pension Fund division with a corresponding application and obtain a duplicate. We will tell you on the basis of what documents and within what time frame a new card is issued in one of the following sections.
When in 2021, branches of the Pension Fund of the Russian Federation began issuing new-style cards, citizens began to actively inquire whether it was necessary to exchange old certificates and in what cases they changed the old-style SNILS to a new one. If you look closely, you will notice that the updated certificates are practically no different from the previously issued “green cards”. The front side remains the same, the information on the back has changed slightly.
The exchange should only be carried out by those persons who have a certificate issued before 2003. This document has lost its relevance. In other cases, replacement of the insurance certificate is not mandatory, but is carried out solely at the request of its owner.
Error in "green card"
When issuing an insurance certificate for compulsory pension insurance, employees of the Russian Pension Fund may make a mistake. Unfortunately, no one is immune from such situations. Therefore, when receiving a document, you should carefully study the personal information entered in it. It must correspond exactly to reality. If there is an error in the data, problems may arise with calculating pensions, receiving social benefits and services.
If you discover a discrepancy between the data specified in the “green card”, you should immediately inform the Pension Fund employees about this. Don't worry if the error is discovered later. Its presence is the basis for replacing the certificate. Therefore, after detection, you should immediately contact the Pension Fund division. State agency employees will tell you how to correct the error in SNILS and will replace the document as soon as possible.
Why do you need an individual personal account?
The main purpose of SNILS is the collection of information by the state about a citizen’s labor activity, which will subsequently create a complete picture for the assignment of a pension benefit.
But this is not all of its capabilities. SNILS is also indispensable when exchanging information between government organizations and structures to obtain the necessary services for the insured person. For example, to receive free treatment in public clinics, obtain various types of benefits, and participate in government programs.
But a child will need a “green card” from the Pension Fund in the following cases:
- admission to any educational institution in the country - insurance certificate data is included in the list of documents for enrollment of applicants;
- for registration of child benefits, sanatorium treatment, compensation and benefits, as well as when inheriting parents’ pensions.
Replacement methods
There are the following ways where and how you can do this:
- At the Pension Fund on your own.
- To the Pension Fund through the employer. This method is applicable only to officially employed citizens.
- At the MFC. Currently, multifunctional centers have been created throughout the country, providing the population with a range of social services. Replacing SNILS is one of the activities of the MFC. A citizen can contact the representative office of the organization at the place of actual residence.
The State Services portal allows citizens to receive many social services by submitting an application electronically. At the moment, replacing SNILS is not included in the list of issues that can be resolved using the Internet. Execution of the document is possible only after submitting the appropriate application in paper form. What documents are needed?
What does SNILS look like?
From February 1, 2021, the issuance of pension certificates to citizens was canceled due to the entry into force of Federal Law No. 48.
Instead of the usual SNILS format, the Pension Fund of the Russian Federation approved a new document confirming registration in the personalized accounting system - the ADI-REG form, which began to be issued to citizens when applying to the Pension Fund on October 1, 2019.

Despite the changes, there is no need to rush to change your green card. The old SNILS format remains valid and does not need to be exchanged for a new document form.
The old-style certificate looks like a pale green laminated paper card with the following written on it:
- Last name, first name and patronymic of the insured person.
- Date and place of his birth.
- Floor.
- The individual personal account number itself.
- Date of registration of the owner in the personalized accounting system.

Does the number change when replacing SNILS
The word SNILS is an abbreviation for “individual personal account insurance number.” SNILS is issued to both residents and non-residents of Russia (Article 1, Clause 1, Article 6 No. 27-FZ).
The main function of SNILS is to record pension contributions to the Pension Fund. However, SNILS is used in many other situations and is often requested along with a passport. An individual personal account number may be asked when visiting a number of government organizations, and sometimes when visiting non-governmental organizations. In particular, SNILS will be needed even to receive the coronavirus vaccine. If you have lost your SNILS, you will have to urgently restore it, since without it there will be problems when finding a job and when applying to some government agencies.
The Ministry of Labor writes in its letters that individual registration in the OPS system does not replace the personal data of a person. It is created to collect all data from the employer regarding the insurance premiums paid. The number itself is attached to an account with the Pension Fund of the Russian Federation, and not to a specific person with certain full names (letter of the Ministry of Labor of the Russian Federation dated October 2, 2015 No. 21-3/OOG-3271).
As you can see, SNILS is just an 11-digit code for an account in the Pension Fund. It is provided once and remains with the citizen for life. We will tell you below how to find out your SNILS number. Only the owner’s personal data can change, but not the SNILS number itself. The same applies to the situation when the surname or first name of a citizen changes.

Documents required to obtain SNILS
To obtain a “green card”, an individual must provide an identification document, that is, a passport.
If the applicant does not have a passport with him for valid reasons established by law, then the identification documents may be:
- international passport;
- military ID;
- temporary identity card;
- seaman's passport;
- certificate of release from prison.

To receive SNILS, a child under 14 years of age will have to fill out a form by a parent or his legal representative. You must have your birth certificate and passport with you.

Do not despair and sound the alarm if you lose your SNILS. Regardless of the reason for the loss of the document, it is possible to restore SNILS in different ways. This procedure will not be difficult.
For example, a working citizen can submit an application for the loss of a certificate from his employer, and the organization, in turn, will transfer all the necessary data to the Russian Pension Fund. In this case, the applicant himself does not need to go to the Pension Fund.
If the owner of the lost document belongs to the category of self-employed people or is unemployed during this period, he can restore SNILS by contacting any territorial body of the Pension Fund or the MFC.
But the fastest and most modern way is to fill out an application on the State Services portal, in electronic form. This service can do this without leaving your home. After completing the application, an electronic insurance certificate will appear in your personal account on the portal. However, to obtain a duplicate on a state-issued form, the citizen will have to personally come to the Pension Fund office.
Where to get a lost SNILS
Many will be surprised, but the familiar green cardboard with the SNILS number has not been issued for two years, even to those who previously had it. Instead, they came up with the ADI-REG document (Resolution of the Board of the Pension Fund of the Russian Federation dated June 13, 2019 No. 335p). This document contains the personal account number. They switched to this form precisely because of convenience, since it can be requested at any time, rather than waiting weeks for the green card to be restored. ADI-REG can be obtained both on paper and digitally (paragraph 6, part 1, article 14, part 2, article 16 of law No. 27-FZ, clause 53 of the administrative regulations).
If you request the restoration of your green SNILS card, you will be refused. In this case, there is no need to be angry with the pension fund workers. ADI-REG contains all the same data as SNILS in the old form and has the same legal force. However, the old green cards continue to be valid, which does not prevent their owners from requesting the ADI-REG form. This means that owners of the usual green forms do not need to apply additionally to replace their SNILS with a new form.
Now there are several ways to obtain a document about the insurance number of a personal account. The time frame for replacing SNILS and the list of required documents depend on the choice of receipt method. There are three main options for receiving:
- from the employing organization (only for employed citizens). The employer here acts as an intermediary, he transfers data to the pension fund, and then gives the documents to the employee, which lengthens the process of receiving the service;
- through the Pension Fund. By default, this is a personal visit, but for advanced citizens with a confirmed account in the ESIA, digital provision of services is also possible;
- through the multifunctional center (my documents).
Receiving documents on paper does not depend on the place of registration in the passport. Choose any convenient branch and complain if you are refused due to an application “not according to registration”. We will describe below what documents are needed for this.
The easiest and fastest way is to request a notification in your personal account on the Pension Fund website. To access your personal account, you need to log in to your account on the State Services portal. Such an account must be verified. Although the certificate itself is no longer issued, the function on the Pension Fund website is still called in the old way. In response to your request, you will receive an electronic notification - it is legally equivalent to the paper format.
In your personal account, select the “Submit an application for a duplicate insurance certificate” button.
You can also receive a notification through the nearest MFC, but you just need to clarify in advance the possibility of performing such a service.
When registering a document at a Pension Fund branch or through an employer, you will not need any documents other than the application form. If you want to receive a notification through the MFC you will need to submit:
- Identification document (passport; for children under 14 years of age - birth certificate);
- identification document of the legal representative (parent, adoptive parent, guardian, etc.) - for citizens under 14 years of age.
Duplicate production time
When submitting an application through the client service of the Pension Fund, a duplicate will be produced within 5 working days. But in practice, the document is issued immediately after the application is written. A notification of the new ADI-REG sample is issued to the citizen on the day of application. After writing the application, the document will be generated within 15 minutes.
The deadline for completing an application through the MFC is 5 working days. Since the MFC does not produce the document, after this period the applicant must apply for a duplicate at the Pension Fund branch, the address of which was indicated in the application.

Issuing a duplicate is free and does not require payment of fines or government fees.
How long does it take to issue SNILS?
It all depends on how you submit your application. If you directly contact the pension fund, you will need to wait several days until the reception (they will call you on the specified day and time), and then 2-3 working days, during which the paper is processed. Sometimes, when the load on the organ is low and there are no queues, an extract is made immediately at the time of application within 10-15 minutes.
If you apply through the MFC, you will need to wait 1-2 days longer, since interdepartmental interaction requires time.
According to the law, the period for producing a card (previously) or providing a certificate of number assignment (now) should not exceed two weeks.
What is the validity period of SNILS, and in what case is it subject to replacement?
A positive point is the fact that SNILS does not expire. An insurance number is assigned to an individual by the state once and forever.
The card itself must be replaced only in special cases. For example, if the owner’s personal data is changed: a typo is found in the data on the place of residence and after that the passport is replaced. Replacement may also be required if it is not in good condition.

When replacing, the insurance number of the individual personal account remains unchanged.
You should not postpone the replacement for a long time, since according to Russian laws, all personal data of a citizen of the Russian Federation must be correctly displayed in his identity documents. These include: passport, compulsory medical insurance policy and SNILS. All information in these documents must be identical. If any information about an individual changes, all of the above documents are replaced, including SNILS.

Self-replacement procedure
Officially unemployed citizens can only replace their SNILS on their own. Replacement of certificates for minors under 14 years of age is carried out by their parents or legal representatives.
Employed citizens can apply for a new certificate through their employer, or also on an individual basis.
The procedure for self-replacement of SNILS includes the following steps:
- Preparation of necessary documents.
- Contact the Pension Fund branch or the MFC at your place of residence. It is advisable to do this within 14 days after receiving a passport with new personal data.
- Filling out an application to replace a document.
- Waiting for the document to be processed. The maximum production time is 3 weeks.
- Obtaining a new certificate.
When replacing the certificate, it is advisable to write down its number, since even before receiving a new duplicate document, its number may be required for presentation in various authorities.
Replacing SNILS through an employer due to a change of surname
To take advantage of this opportunity, the employee must provide the organization’s HR specialists with: a passport, documents confirming a change of surname, for example, a marriage certificate) and an old SNILS.
All new data is entered into the form in the form prescribed by law, photocopies of the documents are made and, together with the previous SNILS, are transferred to the Pension Fund. After the document is prepared, the Pension Fund sends it to the applicant’s organization, after which it can be picked up.
If a citizen decides to make the change on his own, then with a similar list of documents he can contact the multifunctional center or the Pension Fund.

If the applicant is a citizen of another state, or a stateless person of the Russian Federation, then you can submit documents to the Pension Fund to change the certificate only with the participation of your employer.
In the multifunctional center, this service is provided only to citizens of the Russian Federation.
List of documents: what is needed?

The following items must be completed in the application:
- Certificate number.
- Last name, first name, patronymic, gender of the citizen.
- Changed data (when replacing a passport or correcting SNILS data).
- Registration address.
- Address of actual stay.
- New passport (if passport data is changed).
- Date and signature.
The application must, by law, be filled out by the direct owner of SNILS, but if there are objective reasons (illness, long-term absence of a citizen, etc.), an employer or an official representative can do this for him.

Is it possible to do without registering SNILS?
This situation is extremely unfavorable for humans. If you do not issue an insurance number in a timely manner, the Pension Fund will not receive information about insurance contributions, which serves as the basis for determining and assigning the insurance and funded part of the future pension. In the future, in order to prove his work experience, a person without an insurance certificate will need to bring to the Pension Fund: a work book, employment contracts and many other documents to assign him a pension. Since some data may be lost, this will cause great trouble in restoring the insurance record for previous periods. And even in this case, this citizen will be included in the compulsory pension insurance system and assigned an individual insurance number.
In addition to all of the above, a person without SNILS will not be able to register on the unified portal of government services. This entails the impossibility of making an appointment with a doctor, placing on a waiting list for a kindergarten, paying state fees at a discount, etc. Services that can be obtained electronically without leaving home will have to be requested at each authority by contacting them in person.
Problems will also arise during employment, since each enterprise makes pension contributions using the insurance personal accounts of its employees. The law obliges the employee and the employer to register all changes in data on the insurance period in the state pension insurance system.
This document will also be required if:
- Registration of a certificate for receiving maternity capital.
- Submitting a request for a consumer or mortgage loan.
- Receiving benefits for medications.
- Participation in government programs.
How to find out your SNILS number if it is lost
There are many fake sites on the Internet that offer to find out SNILS using passport data or TIN. Many people think that it is also easy to find out your own or even someone else’s SNILS, knowing your full name. and other passport data. However, only the Pension Fund of Russia has information about the SNILS number. Therefore, an outsider cannot recognize someone else’s SNILS without logging in through the owner’s public services account.
Be careful: sites that offer to find out the SNILS number only by last name or passport number are fraudulent. You will not find out the real SNILS data, but will only lose money or download a malicious virus to your computer. Such fraudulent sites often copy the style and emblems of the Pension Fund of Russia or the Ministry of Internal Affairs. The purpose of such sites is to deceive users.
It is also incorrect to say that in order to receive SNILS you must languish in long lines at Pension Fund offices. But only the SNILS owner who has a confirmed account in government services can find out the SNILS number via the Internet. This can be done in the citizen’s personal account on the PFR website or in the “PFR Electronic Services” mobile application. Login to these services is carried out through an account on public services (USIA). It is in this way that it is possible to obtain a digital document with a SNILS number without leaving home. You won’t be able to find out someone else’s SNILS in this way. The only exception is the case when the child’s mother receives his SNILS in her personal account on the government services website.
The most obvious, but not the easiest way to find out your SNILS is to contact the Pension Fund or MFC branch. The disadvantage of this method is that you will have to spend time on the road and, most likely, quite a lot of time waiting in line at the department. This method was the only one until 2021, when the green form with SNILS was no longer issued. But now, if you have a verified account on the government services website, it is no longer necessary to go somewhere.
If the entry in the Unified Identification and Logistics Agency is confirmed, then you have two simple ways to obtain information about SNILS: on the PFR website or through the PFR Electronic Services mobile application. Where is SNILS issued for a child over 14 years old?
In large cities of the country, the most convenient option is to go to the MFC, where they will help you fill out the application, send the documents to the Pension Fund and set a date for receipt.
At the same time, a teenager who already has a Russian passport has the right to visit a multifunctional center and obtain SNILS on their own.
The process will take approximately three weeks, which is explained by bureaucratic nuances in the interaction between the two departments. Therefore, it is advisable to contact the Pension Fund directly. Here the procedure will be faster - in 5-7 calendar days.
There are two alternative options for where to make a pension insurance certificate for a child under 14 years of age.
- Centrally, through an educational institution: the administrations of many kindergartens and schools resolve this issue on their own, sending the necessary information to the Pension Fund.
