Where can I get a certificate of residence?
It is possible to obtain a certificate of residence at the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs located at the registration address. It is issued completely free of charge. To register, you need to take your general passport with you. If a document is required for a child under fourteen years of age, a birth certificate will be required. Where can I get this document?
So, it is possible to obtain a certificate of residence in:
- Administration of the locality . Local authorities issue documents only in small villages and urban areas where there are no other authorized institutions. In big cities, it is pointless to apply for a certificate from the administration.
- Establishment of the migration service . The registration of Russians is carried out by the Main Directorate for Migration of the Ministry of Internal Affairs of Russia, in accordance with government decree number 713 of July 17, 1995.
- Management company. Any company engaged in servicing housing stock accounts for the population and has information about citizens. The management company can be either a government agency (housing and communal services) or a private company. Regardless of the type of management company, it must issue certificates of residence free of charge.
- Archive . Sometimes, when it is necessary to issue a certificate of residence as of previous years, Russians submit a request to the archive. This establishment can be located either in the city administration or separately from it.
- Multifunctional center . If there is an MFC in your locality, contact it. An employee of the multifunctional center will help you in drawing up and registering a request, and will check the papers. If the multifunctional center is connected to the database of passport offices, the certificate will be in your hands within a few minutes.
- Government services website.
It must be remembered that registration can be permanent or temporary. Permanent registration is also called residence registration. Its validity period is unlimited.

During this time, an employee of the multifunctional center will accept your application. It is worth noting that both Russians and foreign citizens can obtain this document.
Attention! You must pick up the completed document from the same institution to which you submitted the application. You should receive a notification to your email or phone number that the document is ready.

Types of registration at place of residence
Every citizen of the Russian Federation is required to register at his place of residence.
There are two types of registration:
- at a permanent place of residence, which is the main address of residence of a citizen on the basis of ownership of living space, a rental agreement, official occupancy, residence in a boarding school, a home for veterans, disabled people or single people;
- at the place of residence where the citizen is temporarily. This could be a hotel, sanatorium, medical facility, or tourist center. During the first 90 days of stay, there is no need to contact the passport office; then information about the guests must be transferred to the state registration authorities by the administration of the receiving party.

The certificate of residence contains the following information:
- information about the recipient (last name, first name, patronymic; date, month, year of birth);
- location;
- list of citizens who live with the recipient, information about them (last name, first name, patronymic; date, month, year of birth; degree of relationship with the recipient; type of registration);

This certificate is available to every Russian who has a passport.
Remember that the information in the document is personal, so you must be registered and live at the specified address. Certificates of children and incapacitated citizens indicate the address where their parents and guardians live. In addition to individuals, such a certificate can be obtained by notaries, employees of internal affairs bodies and the Pension Fund.
A certificate of residence is needed in various areas of life:
- To receive benefits or allowances.
For example, when receiving maternity capital. - For the court.
The judge may require a certificate from the defendant and plaintiff. For example, it will be needed in a divorce case or when child custody is being arranged (in this case, the court may request a certificate on its own). - When inheriting property.
The person submits a document to confirm that the deceased actually lived at the named address. - For education.
Parents sending their child to school must prepare this certificate, since educational institutions admit children on a territorial basis. - When receiving a loan.
Sometimes the bank manager asks the borrower to bring a certificate. It represents a so-called guarantee against various troubles.
In addition to the above reasons, a certificate of residence is obtained for the following purposes:
- when contacting a government agency;
- at marriage;
- required for those who decide to improve their housing;
- if you need to collect the pension of a deceased relative;
- a certificate is needed for those who are registering for military service;
- beneficiaries.
Certificate of residence and family composition: what is the difference
The certificate of residence indicates all citizens registered at a specific address. The presence of family ties with the recipient of the document does not matter. The address certificate of family composition does not include information about persons registered at the same address as the applicant, but who are not his relatives.

How long is the certificate valid?
The document is usually provided to the applicant on the day of application. The validity period of the document is not established by law, but in practice it is valid for one month.
Employees of a government agency may not issue a document in the following situations:
- there is no passport or other document that proves identity;
- archived data does not contain the data requested by the applicant;
- The applicant filled out the application illegibly.
The law does not provide grounds for refusal to issue this certificate. However, management companies often refuse to draw up a document if a citizen has debts on utility bills. Such actions can be regarded as unlawful. The applicant must write a complaint addressed to the head of a higher authority.
You can get a certificate of residence literally in one day. The main thing is not to forget to take your passport with you; without it, government officials will not issue a document.

- You can create a request at any time of the day, both at home and at work;
- The applicant always has a list of necessary documents that must be collected;
- The application is completed electronically and does not need to be written by hand;
- The portal provides discounts on state fees (up to 30%).
However, there are a number of disadvantages:
- frequent freezes due to server overload and ongoing maintenance work;
- problems with data not being recognized during registration;
- The scope of capabilities is not the same for users from different regions;
- Interdepartmental interaction with all government agencies has not been established.
Portal employees, analyzing requests coming to the support service, try to eliminate comments and expand the range of opportunities for users from different regions of Russia.
